We are implementing a number of policies and procedures to improve the Permits and Reservations for Special Events citywide and in particular in Golden Gate Park. As we consider our overall plan for Golden Gate Park, we need to balance a range of interests: 1. Having fun events in the city 2. Impact of events on the neighbors 3. Impact of events on passive recreation 4. Impact of events on the park s landscape. 5. Opportunities to generate revenue This is a balance that applies to all of our parks. We must recognize that GGP is one of the few areas in the city where we can have these major events. The only other venues are Civic Center which is much more urban and does not allow for picnicking and Marina Green which is also more urban and is used for micro-soccer in the fall and spring. Discussion. Our new policies and procedures involve a multi-step process: 1. Improve Special Event Application a. Add more detailed questions to ensure we obtain complete information about the nature and scope of the event b. All events involving amplified sound must file Special Event Application (so we fully understand what activities are occurring) 2. Create Master Calendar for Events a. Allows overall impact to be reviewed in one place
2 b. All applications will be required to be submitted by November 1 of prior year i. Will be fully implemented for 2011 (could not fully implement for 2010 since we did not have readily available complete contact information) 3. Categorize Special Event Applications By Relative Impact a. Factors Considered i. Expected attendees ii. Road Closures iii. Amplified Sound iv. Number of Stages v. Alcohol Sales b. Low to No Impact Events i. Races or Walks 1. End by 11 am or 2 hours or less using existing road closures or paths 2. Examples: a. Numerous Walks around East End (health related) b. High School Cross Country c. 3 Day Breast Cancer Walk (just comes through) ii. Community/Event Picnics 1. Expect Fewer than 1500 attendees 2. Examples: a. Community picnics, graduations, school events b. Performances at bandshell iii. Focus is on sound limitations 1. Limit hours a. Walks have previously received Commission approvals for human speech at 7 am as a warm up 2. Decibel level monitoring to be improved c. Moderate and Major Impact Events (see exhibit A for 2010 events) i. Scrutinized closely to look at overall impact on community ii. Moderate Impact 1. Races a. Road closures but they end by 11 am or modest in scope b. Examples i. Escape from Alcatraz ii. Making Strides for Breast Cancer (closes Bernice Rogers only) iii. Sunday Streets 2. Performances (not concerts) a. Single stage and venue (5 hours or less of sound) no major artists b. Examples i. Opera in the Park (10,000-12,000) ii. Comedy Day (fewer than 2,000) iii. High Impact

Minimum of 3 weeks between any high impact events at any one venue to allow for ground regeneration break-down to set-up b. Balance of events between western and eastern end of park c. Recognize that higher demand in the fall due to best weather 5. Amplified Sound a. Permitted i. Five-hour limit for events without special approval ii. Never before 11 am start 1. Exception: Race announcements iii. Picnics with Amplified Sound - $500 minimum fee 1. Include Park Patrol fee to monitor b. Unpermitted i. Harder to monitor since it just happens ii. Prior standard was must be small battery operated boombox no longer works iii. Ipod speakers with small batteries now have high outputs how to measure 6. Public Notice of Events and Road Closures a. Advance Notice i. Signage at least one week in advance of notice ii. Day of event signage posted in far enough in before street closures so drivers can divert b. Publicly Available Information i. All Special Events will be posted and updated continuously on our website through Parks Portal c. Create Notification List i. Residents can sign up to receive notice of any road closures in there area by
4 7. Improving Permits a. Create standard language, procedures and policies for all events covering a variety of issues including i. Minimum notice on road closures ii. Meeting ADA requirements iii. Adequate police and DPT presence iv. Complying with recycling requirements v. Sizable performance bond to ensure compliance vi. Ensuring protection of trees vii. Reimbursement of staff fees to cover event set up supervision viii. Ground regeneration fees ix. Adequate public notice of events
