Cat page 2 Cdr Hal Gayer A view from the bridge I am back from the District 13 Spring Conference in Marina Del Rey. These conferences are always a rewarding experience for me and I urge all members to attend as many as possible You do get a perspective on National and District thinking. This was P/D/C Ronnie Mann s last day as District 13 Commander. We wish her well in her next endeavor. District 13 was awarded the Boat US Civic Service Award for the sixth time in the last seven years. I am proud of the huge input from so many members of this Squadron that made this award possible again. D/Lt/C Mike Mann, JN was presented the California Distinguished Public Service Award in recognition for outstanding contributions to the boating community in This most impressive award was presented by the Director of California Department of Boating and Waterways Mr. Raynor Tsuneyoshi.. Now I need to talk about my good friend P/C, P/DEO Darrell Sausser, JN. He not only conducted On The Water Training at this conference but also gained many awards. Darrell was District 13 Member of the Year. Darrell won the National Journalism Award for best District Newsletter AND he became a Life Member. Congratulations Darrell. Arrowhead Sail and Power Squadron was presented with our 22nd USPS Educational Fund Certificate of Merit Award. I consider it a privilege to serve among these dedicated people. See you on the water Hal Photos of the recent D13 Spring Conference, held at Marina Del Rey Hote, March 19-20, by P/C Dr. Gil Moe P/D/C Ronnie becomes a Tom Coddess Ray Tsuneyoshi entertained with his usual Irish jokes, then filled us in on Sacramento happenings at Cal Boating & Waterways We believe in safe boating - take an Arrowhead class

XO Expoundings & Ramblings... By L/Cdr Mark Gunn, JN VIGILANCE Under the office of Executive Officer is something we call Cooperative Charting, a term for notifying NOAA of additions and corrections that may be needed to our navigational charts. Also included would be more tansient matters such as repairs that might be needed to local navigation aids, channel markings, etc. As an organization that holds itself out to be promoters of safe and fun boating, it has always been our goal to have members report on safety matters to whichever authority would be the appropriate one to respond to the situation or concern, be it Coast Guard, a harbor master, NOAA, etc. page 3 We are now being asked, as responsible boaters to participate in a program of the Coast Guard called America s Waterway Watch. The term is borrowed from local law enforcements Neighborhood Watch programs. American s Waterway Watch is created to help maintain the security of our waters and harbors from all threats. From the view of the Coast Guard, we are the ones who are on the water a lot, so we should have a pretty good idea of what is normal out there, and what is not. It is really that simple. Without a checklist or other direction, the Coast Guard is just asking that we report anything that may not seem right and could be a threat. To report a suspicious activity, call (877) 24-WATCH. You can also view more information at Mark Gunn, XO Legislative Report P/C John Trauffler, JN Ray Tsuneyoshi is now an honorary member A big thank you is in order for P/C Howard Fuller after serving 15 years plus as the legislative officer, Howard, thanks for your service. There is a move in the works to move the Battleship USS IOWA to the port of Los Angeles as a multi use attraction. The ship nick named the Big Stick and has over 75 members working towards this transfer. More to follow. You may need a deeper pocket in the future, the State Water Resources Board is planning a coastal marina and yacht and coastal facility permit plan which could be very costly to marinas and boat owners. If implemented, surely we can expect slip fees to rise. Editor note: The Mar 19-April 1 The Log has a long article explaining the permit plan. Article title: Costly Marina Permit Plan May be Scrapped

page 4 Along the Fo c stle of the good ship SEO Paula Boothe Time to GROW the Squadron and we are going to work our way up. The Sea Scouts will be hosting some weekend fun days at Lake Perris. We will bring our boats out and we invite you as well to bring your families, kids and kids kids. On-The-Water Boating Safety and FUN in action. More on that soon. We are coordinating Vessel Safety Checks/training for Scout Leaders at their May or June meeting. We will use their Venturing youth to model PFD s as we do a fashion show of the 5 types of PFD s. We will take Arrowhead and Boating Safety on the road in Riverside and San Bernardino Counties. Come on Arrowheads volunteer to be a part of this Road Show. We will be covering some vast territory and some on the same nights. to volunteer contact Paula towonuni@aol.com We have a successful graduate of JN. Congratulations to Mike Mann and his instructor Hal Gayer. Navigation has finished for the most of the Sight Folders and are on to THE TEST!I bet Hal Gayer will be glad to take a break from instructing and just be Commander. Piloting is taking a 3 week break for all the vacations. We still have 6 participants. Instructor Ryan Trousdale is very patient with the Learners. Howard Fuller is promoting the classes and the squadron as never before. Terrific job Howard. Next Americas Boating Course class will be at Lake Perris on June 5 from 9am-5pm. The new policy for on the water training has some new developments and a committee approval procedure. The new policy for the public taking ALL of our courses is temporarily slowed as National irons (No pun) out testing procedures. Let me know what you think about this policy as the Bridge will be voting on how Arrowhead intends to use or not use this development. towonuni@aol.com Paddle On! PB SEO TEMECULA LAND CRUISE We have a NEW squadron activity planned! Please mark your calendar and plan to join in the Land Cruise to Temecula wine country. We plan to go to Wilson Creek Winery in Temecula on SATURDAY APRIL 17, 2010 at noon. This is a beautiful setting. We can enjoy the wine tasting room and gift shop and have a pot luck picnic. Please contact Rick and Wendy Sherwood to get directions, RSVP and arrange your contribution to the pot luck.

page 5 Sea Scout Ship 195 Your Sea Scouts (and LFL Youth groups) are getting warmed up for the upcoming boating season. In March they have planned several outings to Lake Perris with their little day-sailers. Several youth and a few adults are looking at joining our little group on the weekends. If you would like to join us E- mail Paula Boothe Towonuni@aol.com or myself at Rogers2013@aol.com and we will keep you informed as to dates. Our first outing turned into a match-the-boat-with-the-part contest. Michelle Spaan brought some young folks to sail but they ended the day settling for a kayak paddle. The main parts have been located and the Adventure continues. March 27-April 1, our paddling group WILL be on the water in Lake Mohave. The cruise will be from Cottonwood Cove to our favorite place in Telephone Cove.( A lot of us plan to be in the upcoming Mohave Cruise April 30- May 2.) I understand we will have a some Squadron boats with us on this trip. In April we will be going to the Venturing Weekend at Camp Emerson in Idyllwild for a weekend of fun, reuniting with old friends, meeting new ones and learning new skills. Pat Peaches Rogers, Skipper Vessel Safety Examiner s Corner I have received the 2010 VSC stickers AND a fresh supply of 204 forms from National Supply. Any current VSEs needing supplies of either please give me a call (909) or at: Rogers2013@aol.com. Our first group event will be at Lake Silverwood at the opening of Safe Boating Week on Saturday, May 15th. The next weekend is Memorial Day Weekend and the Squadron will need help opening the Vests For Life trailer/ booth at Lake Perris. Any VSEs with some free time that weekend should give the Squadron members a hand setting up and maybe get in a VSC or two while you re at it. Pat Rogers, Chair Vessel Safety Exam Team

page 6 P/C John Traufler, JN SQUADRON LEGISLATIVE OFFICER Safety Article April Friday, March 25th all was going well until the explosion occurred. The three crew on board were thrown overboard and received moderate to severe injuries. The boat a 32 ft cabin cruiser entered the marina to get fuel prior to departing for a day cruise. The boat with 180 gallons of fuel was completely destroyed. Details about the cause were not known, but the incident serves as a reminder to follow correct procedures for everyone s safety. The following are the minimum steps: Remember portable tanks should be refueled ashore. Close all hatches and other openings. Extinguish all smoking material. Shutdown engines, electrical equipment, radios and stoves. Have all unnecessary crew go ashore. Keep the fuel nozzle in contact with tank filler at all times. Wipe up spilled fuel. Open all ports, hatches, and doors to ventilate. Run blower for at least 4 minutes. Check bilges for fuel vapors.[includes using the sniff test in remote areas]. You did good, you are now ready to start your engine. Use the engine warm time to review the 1/3 rule New life members, Darrell Sausser & Marion Seaman

page 8 What IS A Log Bending Party (LBP) In a few words, that could go on and on for ever, let me try to explain As we get close to the end of the month, the Editor.knowing he has an efficient staff, does not worry because they have already selected a couple and talked them into being the Host and Hostess for this monthly special event. Their names and phone number will be given the membership and you will be invited to attend. So now it is your problem, you have to call the hostess and determine what it is that you will bring as your contribution. Normally when volunteering to handle one of these events they have already agreed to furnish the main item The Hostess has given you the date, time of arrival and destination as to where the group will gather. In the summer time it could be at a picnic site or their residence. If it is in the summer time, it could be held either inside or outside. Weather is subject to changing and you could freeze or swelter. We have wished at times that we had brought either a sweater or a jacket and then there have been times when we are seeking the shade from a tree. As we serve the Inland Empire,. it is not allowed to rain, Well we do make an exception and it was granted for the March edition. We needed rain badly so Connie and Cal. gave their permission. They knew they had a large enough home, where we could all be sheltered inside Those attending in alphabetical order were: Amodeo, Cal & Connie, Edwards, Ray & Sandy, Howard Fuller. Gayer, Harold, & Angeline, Gunn, Mark & Carri, Kelley, Robert & Bev. Knierim, Robert & Jean, Debbie Neal, Sausser, Darrell & Barbara & Wendy Sherwood..We also had the pleasure of meeting and talking with Connie s Mother Mamie Cusimano. The Luncheon or should I call it the Dinner, was well prepared, Cal did his charms on cooking the Steaks and the baked potatoes were delicious. You would be amazed at the number of really delicious cooks we have in this squadron, Log Bendings are not for people who are trying to lose weight. Oh yes, The Log Bending, well it takes STARBOARD TERM WAS BORN IN THE DAYS BEFORE THE RUDDER I VE ALWAYS ASSUMED THAT THE LEFT SIDE OF A SHIP WAS CALLED THE PORT SIDE BECAUSE SHIPS TRADITIONALLY DOCKED WITH THAT SIDE OF THE SHIP NEXT TO THE PIER. But why starboard for the right side??? And the reason the port thing came to be has to do with how the starboard thing came to be. Starboard, of course, means the right side of a ship looking forward from the stern. It is a pretty old word that goes all the way back to the Old Norse word styra, meaning having a hand in board. Long long ago before the rudder came along, ships were steered by a special steering oar at the ship s stern. Since there are more right -handed people than left-handed, this steering oar was on the right side. Since the steering oar was on the right side, the ship would be moored on the left side the larboard or loading side to keep from crushing the steering oar of the ship. Since larboard and starboard sounded too much alike, the left side came to be called port. In Old English, this was the storbord the side on which the ship is steered. So the term was transformed from Old Norse to Old English to the modern starboard. five to six people about thirty minutes to do what needs to be done, The Editor removes them from the box, makes sure that there is space on the cover, so that he can pass it to one of his workers, who remove the address sticker and places it where the P.O. Dept,. can see to whom it should be delivered, The next person, places the small pieces of tape on it, so that it remains folded. We use to be able to staple it, but this is now forbidden. Then the next person places the stamp on the upper right hand corner of the cover page. Yes, there is some talking that goes on when all this is being accomplished and maybe within thirty minutes the chore for the afternoon is accomplished and this is Log Bending. It is strictly a volunteer job, there is no reward, except being with a group of people who are interested in boating. The remainder of the time is visiting with people who in a very short time have become life long friends. When you joined this or any other Squadron s that make up U S P S, you have become a relative, not blood relatives, but real friends. Some of you know, I have had the pleasure and privilege of knowing for forty years. Again it is the best excuse that I know of to get a group of people together whom you enjoy being with. P/C Howard J. Fuller
