2 P A G E 2 Commodore s Corner Hello Friends, Hope this newsletter finds you all in good health and happy. This is the best time of the year; the crowds are gone and the weather is still warm and sunny. The joint Silver Gate YC and San Diego YC Raft-Up was a great success. Everyone had fun. Between the two clubs, there were at least 18 boats that anchored in the basin starting Friday afternoon, with a few members meeting Silver Gate YC for dinner at Oceanside YC. Teri and Kat put up the pop-ups and decorated the deck and patio with signal flags, Tiki torches, and tea lights, providing a cozy corner for the voyagers to relax and enjoy their stay. At noon, a group walked over to the YAT YAS Museum to tour the WWII and Korean War amphibious history artifacts. Then, later in the afternoon, Silver Gate provided the hamburgers and hot dogs and all the fixings. SMYC provided the side dishes, and San Diego YC supplied the desserts. Teri did a fabulous job of cooking the meat. Kat was in charge of both the nautical hat contest and the nautical trivia contest and did an awesome job as well. Sunday, Teri and I visited the raft-up by kayak to offer refreshments and join in the camaraderie. We ended up staying for a light dinner and headed back to the dock after dark. All are looking forward to the raft up next year. Thank you to all who volunteered and attended to make it a special event. We are looking forward to the General Meeting and Nominations on October 14 th. Both the ballot and proxy have been posted on the website and on the bulletin board at the patio. This is a very important meeting for all members to attend. Hope to see you all there. Other October events include Small Boat Race #7 and #8 and the Gator Cup at Navy Yacht Club San Diego. Times and dates are posted on the club calendar and in the newsletter. Please come out and enjoy the fun and festivities. See you all on the docks and join us on the sunny clubhouse patio. 3 P A G E 3 Back by popular demand: Immediately following our annual Election Meeting on October 14th, our clubhouse patio will be transformed into a German Beer Garden. SMYC will offer an authentic Oktoberfest meal, prepared by our Director and Newsletter Editor Edelgard. The meal will consist of two kinds of Sausages, Potato Salad, Sauerkraut, Red Cabbage and Spinach Salad as well as a Dessert. Homebrewed Craft Beer by our own brew master Jim Bordier, along with some non-alcoholic beverage choices including festive special drinks will be offered by our bar host Kat. Cost per person is $14.00 CASH (correct denominations appreciated) and will be collected at the door in exchange for meal and beverage tickets. Bring along extra cash for additional beverages (donations encouraged), three single dollar bills to enjoy a game of LeftRichtCenter, and funds to participate in the 50/50 raffle. Bring your favorite Beer Stein to enter into a contest! Festive dress is encouraged, Bavarian colors are blue and white. Reservations are required to ensure the proper amount of food and beverages. 4 P A G E 4 Safety and Education BOATING IN HEAVY WEATHER - PART I ( LOOK FOR PART II IN NOVEMBER NEWSLETTER) Preparation For Heavy Weather This month's tip is all about preparing yourself for heavy weather. If you have kept a proper lookout, developed a "weather eye" and monitored the weather on your VHF radio, you should have plenty of time to get prepared. Obviously, the best way to handle rough weather is to get to shore immediately and avoid it completely. However, this may not be practical if you are on an extended cruise. In this case, you should prepare yourself, the vessel and your crew for what is to come. As boats vary in design and size, and weather conditions vary in severity, so does the laundry list of precautionary items that need to be performed. The following list was accumulated from various resources: What Every Skipper Should Know Meet with the crew to explain the situation and reassure them. Make sure that they know what to do, and what not to do, when the extreme weather arrives. Explain such things as keeping low in the boat, not moving around excessively and not going out on deck unless necessary. Give them all an assignment to keep them occupied and keep their minds off the situation. Determine position of storm, wind direction, speed and estimate time to your location. Secure all hatches; close all ports and windows. (Keep the water on the outside.) Pump bilges dry and repeat as required. This helps eliminate "free water affect." (Sloshing of water in the bilge as the boat rolls which can effect stability.) Secure all loose gear above decks and below. Put away small items and lash down larger ones. Anything you want to have when the storm passes must be secured. Break out PFD's and foul weather gear and exercise your authority as skipper by requiring them to be worn by everyone on board. Do this before the weather gets bad, don't wait too long. Ready emergency equipment that you may need such as hand pumps, bailers, first aid kit, sound signaling device, etc. Get a good fix of your position and plot it on your chart. Make note of the time, your heading and speed. Make plans to alter course to sheltered waters if possible. Continue to monitor channel 16 on your VHF radio for updates to forecasts. For extremely severe weather, break out your abandon ship procedures and review them. Make sure the life raft is ready to be deployed. Make sure emergency food and water are in the life raft. Rig jack lines (see below for definitions) and/or life lines and require anyone who must go on deck to wear a safety harness. Make ready your sea anchor or drogue if needed. Turn on navigation lights. Keep away from metal objects. Change to a full fuel tank if possible. Keep a sharp lookout for floating debris and other boats. If you have a choice, do not operate the boat from the fly bridge. (continued on next page)

5 Prevent getting caught in heavy weather by developing a "weather eye," listening to your radio, and heading for shore before it becomes an emergency. Jack Lines - lines rigged along the outboard decks running from the bow aft. This allows you to attach the tether from your safety harness and move forward and back at will. Life Lines - usually vinyl or plastic covered wire rope at the sides of the boat's deck to keep the crew from falling overboard. Safety Harness - a nylon web harness worn in rough seas or heavy weather. It has a tether with a clip. The clip is attached to the jack lines or lifelines so that if you are washed overboard in a storm you are still attached to the boat. Sea Anchor - A floating canvas cone, held open by wire rings, with an opening in the smaller end, and a rope bridle at the larger end attached to a line leading to the bow of the boat. It is used in storm conditions to (a) keep the bow of the boat into the wind, and (b) slow the downwind drift of the boat. Drogue - Any device steamed astern to check a boat's speed and/or to help keep the stern perpendicular to the waves in a following sea. P a g e 5 BINGO IS BACK!!! 6 P A G E 6 The IOBG SMYC Chapter entered a large basket of goodies into the Silent Auction for the IOBG BOD Race for charity at Point Loma Yacht Club. Our basket went for $46.00 Marybeth Thayer U.S. NAVAL ACADEMY HOSTS 2017 U.S. OFFSHORE SAILING CHAMPIONSHIP The Championship focuses on the core fundamentals of offshore racing. Teams will be challenged in the areas of navigation, boat handling, teamwork, and basic fleet racing skills. The forma features one medium and one long distance race (weather permitting) with a variety of possible courses, as well as at least three buoy races. The distance races will be approximately 15 to 30 nautical miles. The competing teams are representing each of the US Sailing Areas and are seeded through Area eliminations or by sailing resume, plus one U.S. Naval Academy team. Each team consists of a crew of eight, including one skipper, six crew members, and one US Naval Academy Midshipman from the varsity offshore racing team. Teams must have competed in at least five IRC, ORC, ORR, PHRF, Offshore One Design, Offshore Level Class Racing or Portsmouth. Numbers rating systems in its respective Area during in the past 18 months. Both distance and buoy races will be sailed in this championship. Two distance races are planned, but in the event that weather conditions allow, distance races may be substituted for one or more of the buoy races. Up to two distance races may be run on a day and no more than five distance races will be run in the regatta. Buoy races will be held between Tully Point and Thomas Point and east of Greenbury Point. SC Gary Hall RBOC KEY LEGISLATION UPDATE - AS LEGISLATURE HAS ADJOURNED Prohibition against drinking an alcoholic beverage or marijuana or any marijuana product while driving, or while riding as a passenger. SB65 has been enacted into law. RBOC were removed at the organizations request. Those provisions would have prohibited drinking an alcoholic beverage while operating a vessel. The current provisions of state law strike an effective balance that prevents boating under the influence (BUI), effectively enforces the BUI laws, and acknowledges the boating experience. ELIMINATION OF MORTGAGE INTEREST DEDUCTION ON SECOND HOMES. AB 71 was not taken up and may be taken up in 2018 Requirement that DBW, to the extent feasible, collaborate with the California Conservation corps and use member of the corps in implementing its invasive aquatic plants control programs. SB 704 RBOC Supported this law and will take effect on January 1, ENACTMENT OF A 12 cent per gallon motor vehicle gasoline tax increase, and a 20 cent per gallon diesel fuel tax, with the portion of the new gasoline taxes. Attributable to boats placed in the state parks and recreation fund. SB 1 has been enacted. Takes effect November 1, At least one initiative to repeal the tax is being pursued. Authorization for a court to impound, for up to 30 days a boat used in a violation of the BUI laws if the owner is convicted and the conduct resulted in the unlawful killing of a person. SB644 veto Governor Brown said not needed. Proposed $3.5 billion water, parks, climate, coastal protection, and outdoor access bond measure- with potential funding for a Riverside County aquatic center.
