1 MASS WARNING AND NOTIFICATION AT ARMY INSTALLATIONS Each lcal cmmunity is respnsible fr warning the public f impending danger due t an emergency. Army regins and installatins supprt this effrt by develping mass warning and ntificatin systems t alert the Army cmmunity within their jurisdictins. Overseas, this system includes warning spnsred family members living ff base, ideally by integratin with lcal r hst-natin systems. Installatins are likely t have multiple systems t maximize the ptential fr reaching all persnnel: A vice annuncing system using exterir speakers, cmmnly termed Giant Vice, and interir speakers r sirens Interactive, cmmunity ntificatin systems t prvide vice and/r data messages t multiple receivers telephnes, cellular phnes, pagers, , etc. An administrative bradcast acrss Army cmputer netwrks that verrides current applicatins, thereby reaching all Army users almst instantly Prepare Strng The Army encurages all persnnel t maintain a basic level f preparedness fr all ptential hazards. Yu are encuraged t get an emergency supply kit, make a family emergency plan and be infrmed abut what might happen. It is yur respnsibility t understand the mass warning system at yur installatin and, when ntified, be prepared fr the fllwing: Evacuatin Mving t civilian shelter Mving t designated safe haven Temprarily sheltering-in-place Sirens with varying patterns depending n the type f emergency bradcast thrughut the installatin. Further, installatins with significant n-base r nearby ff-base family husing cperate with lcal authrities fr access t radi and TV emergency cmmunicatin systems. Mst installatins verseas have direct access t radi and/r TV systems t supprt mass warning effrts. Required, annual public awareness training fr the Army cmmunity includes infrmatin n the relevant reginal and installatin mass warning and ntificatin systems. All members f the Army cmmunity need t (1) be aware f which systems may be used under what cnditins and (2) be prepared t take the apprpriate actin recmmended by Army and lcal authrities. Missin-essential and emergency respnse persnnel have additinal, specialized cmmunicatins prcedures and systems.

2 Understanding Warnings, Gauging Respnse The apprpriate respnse t a ptential hazard depends n its immediacy, reliability, severity and scpe. There are many different types f hazardus events with different time scales, and warning terminlgy may vary. In the United States, the main agencies that warn f natural hazards are the Natinal Weather Service (NWS) and the U.S. Gelgical Survey (USGS). NWS uses the fllwing terms fr specific natural hazards: Warning A hazardus event is ccurring r imminent. Take immediate prtective actin. Watch Cnditins are favrable fr a hazard t develp r mve in. Stay alert. These terms are widely accepted thrughut the media and the emergency management cmmunity and may be used t set specific respnse actins in mtin. The Emergency Alert System may be used by federal agencies t prvide fficial infrmatin abut natinal-level emergencies and at the state and lcal levels t prvide emergency messages. Almst all radi and TV statins participate in such bradcasts. The same technlgy is used by the Natinal Oceanic and Atmspheric Administratin (NOAA) All-Hazards Weather Radi system, n which USGS earthquake, vlcan and tsunami warnings are als released. Within the United States, it is recmmended that all members f the Army cmmunity integrate use f the Emergency Alert System int their individual r family emergency plans. Yur initial public awareness training will familiarize yu with lcal emergency plans, including warning systems. Yur installatin s mass warning and ntificatin system will alert yu in the event f a ptential r actual emergency and initiate the apprpriate prtective actins evacuating, mving t civilian shelter, mving t a designated safe haven r temprarily sheltering-in-place based n predetermined actin sets in respnse t specific indicatrs. If yu r a family member requires assistance with visual r audi cues, plan fr smene t cnvey essential emergency infrmatin t yu. Where t Find Additinal Infrmatin Ready Army It s up t yu. Prepare strng. Get an emergency supply kit with enugh supplies fr at least three days, make an emergency plan with yur family and be infrmed abut what might happen.

4 APG Mass Warning and Ntificatin (MWN) System APG s emergency mass ntificatin system (knwn as AtHc the manufacturer s cmpany name) prvides the installatin with an effective and reliable mass ntificatin system t distribute warning messages during a crisis thrughut the APG cmmunity with assured accuracy and within minutes. During emergencies, it is critical t quickly and accurately infrm persnnel f hazards in realtime. T effectively and quickly reach a mass audience, the ntificatin system relies n accurate cntact infrmatin when registering fr AtHc services. AtHc prvides mass alert/ntificatins r targeted ntificatins via: 1. Telephnic Ntificatin: Phne Wrk/Hme, Mbile Phne, and SMS Text Ntificatins Netwrked Ntificatin: Desktp Pp-up and -Wrk/Hme 2. Mbile Ntifier: Smart Phne applicatin (Apple and Drid platfrms) which ffers Anytime Anywhere Mbility. Emergencies d nt happen nly when yu are in the ffice. Registered users can dwnlad and utilize the mbile app t receive alerts and ntificatin anytime/anywhere/real-time trusted ntificatins while n the g. This applicatin is highly recmmended fr thse wh are hesitant t register persnal devices. All APG emplyees (Civ-Ctr-Mil) are required t register their name, rganizatin, wrk lcatin, emplyee affiliatin, building number and fficial wrk /phne number; all ther cntact infrmatin (Cell, Text, Hme ) is ptinal, hwever, fewer registered devices WILL reduce the means f being ntified, especially while utside the ffice envirnment r during nn-wrking hurs. If prviding persnal cntact infrmatin is a cncern, the mbile applicatin prvides an alternative means f ntificatin withut divulging persnal cntact infrmatin; nly an fficial and phne number must be registered t dwnlad and install the applicatin. Nte: Alerts, Warnings and infrmatinal ntificatins after duty hurs are nrmally delivered via Text, Hme , and Phne App. Verbal alerts (Phne-Wrk, Hme, Mbile) are nrmally reserved fr emergencies and exercises nly. Exceptins t delivery methds may vary ccasinally. 5 AtHc Self Registratin Mass Warning & Ntificatin (MWN) System This is a Required step fr all persnnel Overview AtHc is the Army s Mass Ntificatin System and has already been deplyed thrughut all Army Garrisn installatins. Implementatin f AtHc allws each Installatin t send ut mass ntificatin within the required 10 minutes f an fficial ntificatin. APG users n the APG dmain wh are lgged nt NIPR cmputers via a cmmn access card (CAC) and have the AtHc client installed, will autmatically receive the netwrk ppups. Users must manually register cntact infrmatin in rder t receive emergency ntificatins via registed devices (Phne/ ). This dcument utlines the self registratin prcess nly fr APG persnnel that have the AtHc client (sftware) installed n their cmputer. Self Registratin Prcedures Select the Shw Hidden Icns arrw (lwer right crner f screen) If the purple glbe icn is nt displayed in the pp-up windw, yu will need t clse all applicatins and rebt yur cmputer. Select and right click the purple glbe icn Select the Update My Inf list item; this pens anther windw Still nt there? Select the Aberdeen Prving Grund MWN item frm the Start Menu. Then lk in the Hidden Icn pp-up windw. If the Aberdeen Prving Grund MWN Icn is nt viewable in the start menu r under the Hidden Icn windw, cntact yur IMO and have the AtHc client laded nt yur machine. Select yur rganizatin frm the hierarchy; yur rganizatin may be listed as a sub-rganizatin. Example: PEO and JPEO are listed under ASA (ALT), they als have sub-divisins. Cmmand level rganizatins with sub-rganziatins will have an > symbl, selecting this will pen all sub-rganizatins and divisins. "Musever" allws visibility f full titles, as clumns cannt be expanded Check apprpiate bx frm the list; if yur sub-rganizatin r divisin is nt available, chse the cmmand level, then select "Apply"

Registering a language des NOT bigate yu t perfrm any service. Select the drpdwn bx and chse any language(s) that yu can speak at a level 1+ r better. Level 1+ is categrized as having sufficient cmprehensin t understand shrt cnversatins abut all survival needs and limited scial demands. Multiple languages may be selected. This dcument utlines the prcess required fr the smartphne applicatin s setup and use. Please nte, yu will need t have an active set in the Installatin Mass Warning and Ntificatin (MWN) system befre prceeding with this part f the prcess. Installatin f the AtHc Ntifier App Search fr and dwnlad the AtHc Ntifier app frm either the Apple App Stre n itunes r the Ggle Play stre. The clrs and icns identify the status f each alert. Read Message and Alerts Tap an alert t pen and read its cntents Acknwledge Alerts and Send Respnses Tap Acknwledge t reply t an alert. Sme alerts prvide multiple respnse ptins. Tap Reply t respnd, and then tap the crrect respnse ptin. Yu can access My Prfile settings, FAQ s and mre by selecting the Settings icn

18 AtHc Self Registratin and Phne App Set Up Yur Prfile Select My Prfile t pen the My Prfile settings screen. Yu can add a pht, update yur first and last name, r update yur Organizatin cde. Select Dne t lck in the edits and yu will return t the Hme screen. Unsubscribe Yu can unsubscribe frm receiving alerts frm the Prfile screen. Frm the Prfile screen, tap the value under Organizatin, then click Discnnect. Click the Discnnect buttn t cnfirm.
