4 Council of Aquatic Sports To manage and coordinate Aquatic Sports including the facilitation, coordination, development and implementation of the range of lifesaving sporting disciplines and associated activities of, marketing, administration, risk management, coaching, officiating, anti-doping and injury prevention. The duties of the Executive shall also be to deal with matters that require specific attention between regular meetings of the Aquatic Sports Council and such other matters as may be referred to it by the Life Saving Victoria Board. 7 Director We have had another successful period since the last Report in April To start with our LSV State Teams have done us proud since our last Annual Report. Our IRB State Team finished 3 rd at the 2013 Australian Interstate Championships held in Darwin, NT. They did even better last month by finishing 2 nd at the 2014 Australian Interstate Championships that where held at Kingscliff, NSW. The Junior Development Team was successful in winning back the 2014 Southern States Development Challenge held in Tasmania. The Pool State Team finished 3 rd at the 2014 RLSA Interstate Championships held in Canberra, ACT. Our SLSA Interstates Team finished 4 th at the 2014 SLSA Interstate Championship held at Newport SLSC, NSW. Our Surf Boat Team finished 4 th at the 2014 ASRL Interstate Championships held at Stockton, NSW. Well done to all of the competitors in these Teams, Team Management, Coaches and Officials who participated at these various events. We have also conducted successful Junior and Senior Carnivals for Pool, IRB and Beach Competition. The climaxes for all of these disciplines have been successful Victorian Championships. To all the Host Clubs on behalf of the LSV Aquatic Sport Executive we would like to thank you very much for hosting these events. Especially for your help in supplying members to assist the work parties with the setup, running and pack up. To all of the rostered Clubs who supplied work parties to also assist with setup and pack up thank you as well. With our Carnivals, for all disciplines, we are always trying to find ways to improve the running of these events and we appreciate any constructive input from the Clubs and members. We appreciate the input from Clubs and delegates who attend the Council Meetings held during the year and those who attended and contributed to the Junior and Senior Sport Forums. With our planning we try to cater for all competitors and Clubs, keeping in mind the distance between Clubs from the East to the West. We also have to look at beach conditions and dates, taking into account School holidays, public holidays, etc. We always have problems due to the short period of time to hold all of our events and we know we will not please everyone all of the time and that we will have clashes with other sporting events, etc. Unfortunately this is a problem which we cannot overcome. If any Clubs have issues with dates we would appreciate if they would contact us immediately with any suggested alternatives and we will see what we are able to do. We cannot guarantee we will be able to change or do anything, but we will always look at all options available. Please do not wait until just before an event to raise your concerns, or use social media amongst Clubs and members to complain about decisions we have made without giving us the chance to look at alternatives as has occurred during this past season. I would like to note that we have been working with SLSA to try to get the dates of major events up to 3 years in advance so we can plan ahead. Hopefully in the next few months we will have available the dates and possibly venues for the 2015, 2016 and 2016 Australian Championships in all disciplines. This will enable us to hopefully do similar. With all of our Sports we continue to have problems in getting enough suitably qualified Officials, Water Safety personal and setup Crews. We are looking at ways to overcome this, and in the next few months we intend to put a plan to the Clubs on how we can overcome this issue. Please remember if we are to run successful and safe events we need the input from the Clubs and members. If anyone has any ideas we would appreciate their input. To all of the Officials, Water Safety personal, IRB Crews who did the setup and pack up thank you very much for the work you did last season. These are the people who are first on the beach and last to leave and a lot of their work goes unnoticed, but without them we would not have our Carnivals. To the members of the LSV Aquatic Sport Executive thank you very much for the work and input for the past season. 8 Chief Referee This season has seen many changes to the way we run Victorian Surf Lifesaving Carnivals and I would like to thank all Clubs, Team Managers, Competitors, Officials and the Aquatic Sports Council for their support through the year. For our great sport to continue to grow we need to make constant change to ensure we don t get complacent and left behind. The majority of changes worked well but we still have more work that needs to be done and as always I welcome input from all clubs and officials moving through this change. The main changes that have been supported by clubs were: Later start time and earlier finish time Central marshalling Program rotation U15 in separate area Not all changes that were introduced worked as well as expected but through the course of the season the majority of those changes were rectified with great input from the team managers, competitors and officials. This season also saw the first Endurance Carnival on Sunday 10th November in Victoria with 126 competitors braving the cooler weather. We will continue to develop the Endurance format as it is a great start to the season and allows competitors to continue to work on their skills and fitness before the first Senior Carnival in December. To all the clubs that hosted events this season a big thank you, without your support and input we would not be able to run carnivals. A special thanks to Ocean Grove and their committee for the tireless work they did to ensure the Senior Victorian State Titles ran without incident. To all the officials and IRB teams/crews thank you for your help and support. As we all know we operate under some trying conditions/circumstances and I was extremely proud of the way all rose to the challenge. We are all involved in Surf Lifesaving because we love it. Athletes operate under extreme pressure, as do officials and IRB crews during carnivals. We need to continue to show respect and control in all situations to ensure everyone enjoys being involved in the sport. 9 Junior Sport The 2013/14 Competition season once again saw participation numbers increase 10% across all carnivals, with over 8000 nippers competing. The summer schedule included five state run carnivals, five regional carnivals and the Victorian Junior Championships. Thanks to all the host clubs, parents, water safety, powercraft and officials for your help during the season. We recognize the tremendous amount of work and preparations involved from the host clubs, but without your venue support we would not be able to conduct junior carnivals. Special note of thanks to Ocean Grove, Torquay and Jan Juc clubs for going above and beyond the hosting requirements and providing powercraft and course set up without your assistance these carnivals could not have run. Junior Sport Forum A Junior Sport survey and open form was held at LSV receive feedback and to discuss all aspects of junior sport. The survey received over 300 responses and the forum was well attended by clubs and there was a there is a large amount of discussion and feedback which has been extremely beneficial in planning for the upcoming season with our biggest challenge being more participation for those in attendance. Brian Happ Junior Sport Referee Coaching Coordinator The SLSA coaching accreditation structure has been under review for the past two years and as a result of a nation-wide consultation process a new course and structure will be introduced next season. This new structure includes a Foundation and Development Coaching Course, to be released during the 2014/15 season, and also a Performance and High Performance Coaching courses that will be released in future seasons. The new courses will enable individuals to complete the theory/course work online, and will also include practical coaching workshops enabling new coaches to develop their skills. All existing accredited surf lifesaving coaches will be entitled to maintain their current accreditation. This new system will encourage more members to gain or upskill their coaching qualifications and provide an increased quality of assistance to competitors within their clubs. During this 2013/14 season there were four coaching courses conducted in Victoria. Some of our most experienced state coaches assisted in the presentation of these courses and it was pleasing to see sixty two members sit the level 1 course and eight existing coaches up skill by completing the level 2 course. I congratulate all the coaches throughout Victoria that assisted clubs and members by devoting energy and time to improving the performance of our competitors in Victoria. 10 Officials Coordinator I joined the Aquatic Sports Executive as a co-opted member in January 2014 in the role of Officials Coordinator. As a Level 2 Official with a history of officiating across Junior Sport in the main, I know and understand the pressures that our Junior Sport parents (in particular) face. As a new parent to the Sport just 6 years ago, with no experience at all, the rules and regulations that we must adhere to as a sport can at first appear overwhelming and sometimes even archaic. As I have become more and more involved in the sport and officiating more generally, my appreciation for the reasons why things occur (which can often appear baffling to a new parent / official) has grown to the point where I am extremely passionate about improving the knowledge of our officiating parent body at the Junior level and to try and achieve a consistency across the age groups and parents. To that end, I am proud to report that we have this year had 104 parents complete the Junior Officials Course (delivered at club level) and 54 parents complete the Level 1 Officials course, run by Bill Johnson. Thank you sincerely to Bill for his invaluable support, advice and guidance over the last 7 months - particularly in making himself available to run the Level 1 courses over the very busy February and March period. At the Senior Sport level, there appears to me to be a very strong core group of knowledgeable and experienced Officials who make themselves available carnival after carnival without fail. This is excellent as it provides consistency across decision making, which is helpful for the competitors, coaches, parents and other officials. However, it can also breed complacency and a group think mentality which if not challenged, can lead to poor decision making and a deterioration of standards. I therefore implore all of you with a passion for our sport, to contribute to regeneration / renewal of our senior officials so that new blood is gradually brought in to the sport and pathways for recently graduated officials made available. At a Junior Sport level, the biggest challenge faced as parents of competitors, is knowledge and consistency when officiating. With large numbers of children competing across the 6-7 age groups at each carnival, a vast network of parent officials is required. We are blessed to never suffer for a lack of parental volunteers; however we do suffer for a lack of properly qualified and confident senior Junior Sport officials. We need to refresh our core group of officials who are capable of carnival after carnival of providing the leadership across the carnival in the role of Age Group Referees and Marshalls. This year exposed our lack of depth and a concern is that the 14/15 season will exacerbate this lack of experience further as parents follow their children out of Junior sport and into Senior sport. Planning is therefore under way for an on beach and practical Officials Course to be run in late November 2014 for interested parents keen on officiating, to see how the 34th Edition of the SLSA Surf Sports Manual is not such a daunting read - but an excellent guide on how to run an Age Group efficiently at a Junior Carnival. Whilst I am not seeking to continue in an elected role on the Aquatic Sports Executive in the coming year, my commitment to improving and encouraging parents to be effective Officials remains strong and I shall maintain an active role as an Official across Junior (and some Senior) Carnivals in the 14/15 season. Without parents being comfortable and willing to step into officials roles (not to mention WSO at the junior level) the Carnivals simply cannot run. 11 Powercraft Panel Coordinator Summer Series Having inherited the position just prior to the commencement of the summer competition season a number of processes were already in place. I would like to thank Ben Griffin and Tom Mitchell for their commitment and organisation skills in assisting with a smooth transition into the role. Continuing on from the previous years with subtle changes made to our water safety requirements, clubs have fulfilled their rostered requirements and this has seen clubs share responsibility on the water. Again the Jet skis have proven to be an invaluable asset to our carnivals, and currently several people are undertaking the RWC course to further assist at future carnivals, this is not to replace our current water safety requirements but to enhance our ability to respond on the water. This season started with the Torquay endurance event which was held mid-november and concluded with the Victorian State Championships which was held during the middle of March at Ocean Grove SLSC. A new vessel was purchased and arrived just prior to the State Championships which allowed for the retirement of one of the older IRB s, now giving us three near new IRB s for the upcoming season. Special thank-you to TRE Motorsport for their continued supported and assistance throughout the course of the season. To the members Powercraft Panel, plus Glen Cain, Paul Heather, Harry Hannas, Brett Duca, Bernadene Hansen and the many other people that assisted and offered there help throughout the season. IRB Competition This year s TRE Premiership Season consisted of carnivals at Dromana Bay, Point Leo, Ocean Grove Mordialloc and the Victorian Championships which were held at both Barwon heads 13th beach on the Saturday & Sunday at Lorne SLSC. Unfortunately due to poor weather conditions and competitor wellbeing the Point Leo carnival was unable to proceed as scheduled which left us with just the three regular rounds and the State Championships. This year the Southern States Challenge was back after a year s absence which took place in Robe South Australia over the Queen s Birthday long week-end. Thank you to David Earl (SA Power Craft Officer) and his team for putting on a great carnival; it was very much enjoyed by the Victorian competitors. Competing clubs from Victoria included Elwood, Ocean Grove, Portland, and Portsea. The Victorian IRB Championship was held in testing conditions at Barwon Heads 13th Beach SLSC and a decision was made to suspend competition on the Saturday afternoon. The Championships were relocated to Lorne the following day which enabled the competition to continue. Congratulations to Williamstown on taking out the Championships followed by Ocean Grove and South Melbourne SLSC. Again, thank-you to our sponsors, especially TRE Motorsport for their continued support of IRB competition here in Victoria and the kind donation of a Tohatsu engine which was won by Ocean Grove SLSC in a random draw. We also thank TTG Trailers for supplying a beach motor trolley with the Motor. Finally MBF Surf Solutions, a new supporter this year who supplied a new fuel cell which was won by Elwood LSC. The Australian Championships were held at Kingscliff Beach which saw Victoria finish second behind Queensland in the Interstate Challenge. To Williamstown SLSC winning gold in the women s Tube and Silver in the men s mass it was a great result for Victoria at the Nationals and let s hope that Victorian clubs can build on these results. Finally I d like to thank Tom Mitchell and the power craft panel for their ongoing commitment to our sport, whose dedication to the sport contributed to a great year of competition. 12 State Teams and Development In , the Victorian State Teams competed across 6 different competitions all around the country, with the Big V proudly represented at the following events: SLSA Interstate Championships (Pool/Beach), RLSSA Australian Pool Lifesaving Championships (Pool), ASRL Open (Surf Boats), SLSA IRB Interstate Championships (IRB) and of course the Wieland Shield (Beach). In addition, our Junior Development Team (U13-15 s) competed in Hobart at the Southern States Development Challenge (Pool/Beach). The SLSA Interstate Championships were held in Sydney just prior to the Australia Day weekend. This year the Pool competition was held at the Ryde Aquatic Centre, taking place on day one and the beach competition taking place at Newport SLSC. The Victorians competed very well with a number of great results, but unfortunately we lost some ground this year being edged out of the medals to finish in 4 th place behind QLD, NSW and WA. The Victorian Pool Team competed well at the AIS in Canberra at the RLSSA Australian Pool Lifesaving Championships, coming home in 3 rd place after closing the gap once again to our northern counterparts. It is great to see our pool athletes increasingly improve and get closer to the likes of NSW and QLD this year managing to win the U16 Championship Queensland Trophy. We also had a number of individual athletes with outstanding performances which are outlined in the Pool Coordinators report. Our Surf Boat Team finished 4 th at the 2014 ASRL Interstate Championships held at Stockton, NSW, which I m informed was a fantastic event and our crews were out of luck on the day. The Junior State Team or the Victorian Development Team was successful in winning back the 2014 Southern States Development Challenge held in Hobart, Tasmania. We look forward to seeing these young athletes push into the senior ranks and start to challenge our current group of elite athletes. The IRB Interstates were recently held at Kingscliff Beach in NSW. Once again it was a close competition, with Victoria finishing having a fantastic Interstate competition to finish in 2 nd place behind QLD. We all congratulate the IRB Team for their efforts, especially after the last few years being ever so close to clinching that 2 nd spot. The Wieland Shield competition returned to Victoria this summer and what a spectacle it was! With the event split over 3 days, including being warm up events for Jim Wall Iron event at Torquay, and the Pier to Pub at Lorne. The Victorian s did very well during this event, managing to reclaim the shield once again. This was highlighted by the team winning the Surf Rescue Race for the first time in the Wieland Shield s history! The next Wieland Shield will take place in California in mid The drop to 4 th position at the SLSA Interstate Championships has led a small group of coaches to revive the LSV HP Squad. This has been up and running for a couple of months now, with athletes who medaled at the Victorian Lifesaving Championships (from U14 s Open) being invited to attend training and information sessions. The group has had semi regular sessions, led by Chris Porter (Water) and Paul Taylor (Beach) we look forward to seeing this group progress and improve over the coming summer. I would like to thank all of the Victorian State Team Management personnel coaches, team manager s chaperone s and general assistants, plus the athletes who took part in all of these representative competitions. 13 Beach Events Representative The Beach competition season kicked off with an endurance carnival at Torquay (Fisherman s Beach) in November Attendance by clubs for this first time event was low, but the word is that it will be better attended in Beach events included a 5klm run and variation/endurance to beach sprints and beach flags down to the last man standing. Mt Martha was the dominant club on the day. Carnivals in general were well attended in the beach area, but numbers in the U/19 age group is the lowest of all age groups. This was certainly reflected at the State Senior Champs where nearly all the events were straight finals. The introduction of an Open (mixed male & female) Beach Relay proved to be very popular with team numbers growing as the season continued. Perhaps a shield or sponsor could be sought for this event. Some of the beaches were a challenge for the Beachies this season due to either high tides or storm damage to our traditional areas at various beaches. The State Champs at ocean Grove was a real challenge with having to set up early in the dark, and then get through a tight program on both days before the high tide, the 2015 State Champions at Ocean Grove should see the reversed tides. The beach area welcomed a number of new officials and they were mentored during the season. But, we still need to attract more officials to ensure we fill all of the judging positions at each carnival. Mordialloc & Mt Martha were the dominant clubs during the season, taking out many of the medals on offer at the Championship events. The Masters had a good day at Lorne with only one or two Hammy issues this year. The Masters have requested more events during the season as well as wanting to be included in any overall point scores at carnivals and championship events. Victorian Beachies picked up a number of medals at the Australian Championships in both masters and open competition. Again, Mordialloc was the stand-out club on the beach for Victoria, along with Mt Martha, Inverloch, Anglesea, Portsea, Fairhaven (Masters) Ocean Grove, Jan Juc and Wye River. 14 VSRL/Surf Boat Representative I sit here thinking how is it possible to summarise the Victorian Surf Boat season in such few words? I have been involved with boats for many years, but this has been the most exciting season I have witnessed for the sport in Victoria, both on and off of the water for years. Whilst like all states we face many challenges in the growth and development of our sport the continued passion of boat rowers to just row boat and enjoy the sport is something that I m sure many other sports would love to capture We kicked the season off at the Victorian Surf Rowers League (VSRL) NAVY Series event at Mordialloc in November, and had the best attendance to the first carnival for a number of years. This was also the inaugural event for Mordialloc s brand new surfboat, which was won courtesy of the NAVY. Throughout the season, boat rowers in Victoria had NAVY series events at Torquay, Jan Juc, Anglesea (all combined LSV events), the VSRL Open at Seaspray and LSV events at Point Leo, Lorne, Fairhaven and at Ocean Grove for the Victorian Lifesaving Championships. There was also a strong showing at the Victorian Masters Championships, held at Lorne in mid-february. Congratulations must go to all of the crews who competed at our events in Victoria throughout the season. The VSRL Open was held at Seaspray, a two day carnival in the middle of January. Some saw this as a risky move, but the VSRL Committee had the belief that the Seaspray SLSC deserved to host one of our premier events. There is no doubting for those that attended that the event was a great success, with everyone attending driving home with plenty of stories of what was a fantastic weekend. A huge congratulations must go to the Seaspray SLSC for hosting this event, and further congratulations to the VSRL Champions in each division. In addition to our local carnivals, our crews travelled far and wide to gain racing experience against the best crews from around Australia. Victorians competed at the following Interstate Carnivals: ASRL Youth Stampede, George Bass Marathon, ASRL Triple Crown Series, and ASRL NAVY Open. State Teams The following crews represented Victoria at the ASRL Open. Well done to all crews who got Victoria into 4th position overall. Open Men: Lorne Grizzlers Open Women: Lorne Edge Reserve Grade: Lorne Wasavics U23 Men: Mornington Pure Beef U23 Women: Seaspray BnH U19: Jan Juc Pirates Team Manager: Conrad Pearson (Mordialloc) Team Captain: Andrew McLarty (Lorne) State Titles Looking at the state titles, there was no doubt that each category could have be won by more than one crew. This is a testament to the competitiveness within the Surf Boat crews here in Victoria. Australian Titles Following the state titles and with some crews showing good boat speed, we were hopeful for the ultimate success, unfortunately this didn t eventuate but we are buoyed by the results for the upcoming years. A big congratulations to Torquay U/23, the Lorne Bowlers and WASAVIC who made the final in their respective divisions. Also the Fairhaven Antiques who collected Gold in their Masters category. In closing, a big thank you must go to a number of people including both the VSRL & ASRL committee who complete many hours of tireless work for our great sport. We also have a huge number of officials who travel around Victoria and Australia to ensure our competitors have a safe and smoothly run carnival. We cannot thank you all enough. 15 Lifesaving Events Coordinator I have pleasure in submitting my second report as Life Saving Events Co-ordinator. This position was set up 2 years ago to give the Surf Sport events of Rescue & Resuscitation (R&R), Patrol Competition, Champion Lifesaver and First Aid a voice on the Executive of the Aquatic Sports Council through an elected Co-ordinator. Under the new By-Laws we must now organise a Life Saving Events Panel in order to promote and train new personnel for these events and anyone interested in joining this Panel are asked to contact Tom Mitchell or me as soon as possible to start planning for season 2014/15 and onwards. I must say it again, but it is truly surprising that clubs are ignoring these events - all of which are Australian Title Events. This neglect is contributing to the loss of club members those who are not super athletes in Iron, board, ski, swim or beach events. Over past years Victorian Clubs have successfully won Gold at the Aussies in R&R, First Aid and the Patrol Competition but, over recent years, we seem to have forgotten these events exist. Lakes Entrance SLSC was the new mover this year and took a team to Perth this year in R&R. The Aquatic Sports Executive and the proposed Life Saving Events Panel are here to help you get teams, coaches and individuals competing in these events, but first we need dedicated members to help get the Panel started & managed correctly. We ask all clubs to pass details onto members and parents so that they can all get involved in these great team events in some way, as competitors, coaches, instructors, team managers or Officials. Remember, not all your club members will want to compete in swims, boards, skis, etc., but they just might like to get involved and stay involved within the club in these Life Saving Events. These Life Saving events will help make your club more successful if you go about it the right way. Do You: Have members who fall into the same age group? Then Rescue and Resuscitation (R&R), First Aid Competition, Patrol Competition & Champion Lifesaver could be the events for you, or your club. A team-based event that provides to all members (Patrol members &/or Competitors) with the opportunity for competitive success at both a State and National level. Many members have remained actively engaged in lifesaving due largely to the enjoyment they derive from participation in these events. In addition to fun and engagement, these teams offer members the opportunity to achieve success at the highest level, the Australian Championships. The Champion Lifesaver Event is an individual event which is now becoming one of the most prestigious on the SLSA calendar and it is about time Victoria was strongly represented. 16 Pool Panel Coordinator The 2013/2014 season has been the most successful since the amalgamation of the two bodies RLSSV / SLSV. This has been illustrated with many outstanding results from both Junior and Senior Athletes coupled with strong growth in numbers at Junior Pool Carnivals. The talent that has emerged from the Junior ranks has been exciting. To nurture this talent, coaching and training programs are in place with sessions being held every Sunday at MSAC under the supervision of LSV Head Pool Coach James Evans with a support team including five coaches. The Competition Event Calendar for the season included seven pool carnivals being held in Victoria, 3 Junior and 4 Senior. These carnivals had to be planned around several interstate events to give our athletes the best possible change to perform well, being the RLSSA Commonwealth Pool Championships held at the AIS, the SLSA Australian Pool Rescue Championships that were held at Chandler Aquatic Centre in Brisbane and the RLSSA Australian Pool Championships at the AIS, Canberra. At the RLSSA Australian Pool Championships, the LSV Aquatic Sports Pool Panel sent two Representative Teams, the LSV State Team and the LSV Development Team. Competition was fierce between the top 3 States with only 32 point separating first place from third. Queensland finished 1st, 16 points ahead of NSW, and Victoria finished 3rd, 16 points behind NSW. In the history of the event this was the best result ever, with Victoria edging closer to breaking the Queensland-NSW dead lock. Best performances from the RLSSA Australian Pool Championships included Madison Howe who was awarded the Women s U14 Individual Overall Champion Award, Samantha Howe who finished 2nd overall in the Women U16 Division, and Brendon Smith and Matthew Wang who finished 2nd and 3rd respectively in the Men s U14 Overall Champion award. Australian records broken during the season include: James Evans Masters 100m manikin carry, Maddy Gibson U19 manikin carry fins, George Hopkins 50m swim fins, Mathew Wang U14 100m manikin carry, and Chris Petropolous, Nerice Smith, Tyler Annan Coe, Maddy Gibson U19 Medley Relay. Congratulations to those LSV pool swimmers selected to Australian Teams. Sam Howe, James Petropolous, Will Paatsch were selected in the RLSSA U16 Team and Chris Petropolous was selected in the RLSSA U19 Team.
