3 Foreward Lifesaving Sport competition plays a major role in the preparation of a Lifesaver to meet the physical standards necessary for saving lives in the water. Over the years the competition element of Lifesaving has evolved from an aid, to the physical preparation of a lifesaver to its own identity and plays a major part in the social development of a lifesaver. This Team Managers and Officials Handbook is designed to guide Team Managers, Age Group Managers, Officials, Coaches, Parents/Supporters and Club Office Bearers/Administrators through the basic systems and processes around getting members involved in Lifesaving Sports whilst following some general guidelines and principles in order to creating an even and fair playing field. 5 General Competition Information Carnival Entry Procedure (Junior & Senior) All carnival entries are to be submitted via the online entry system by 11.00pm the Tuesday before the carnival unless stated otherwise via circular. It is the Club s responsibility to check that their competitors are proficient and hold the appropriate awards to ensure each competitor entered is eligible to compete. Random checks will be undertaken during the season. The online entry system can be accessed via Instructions on how to use the system are can be accessed by this link: 1_3.pdf Please note - a username and password is required for accessing the system. Only the competition manager from each club will be given their username and password. If you do not know your username or password please contact the Aquatic Sports Department on sport@lifesavingvictoria.com.au or phone The online entry system requires Team Managers to: For all carnivals and championships, competitors need to be entered into the events in which they plan to race. Please Note: only tick the events that athletes are going to compete in. Only Competitors who have the required qualifications will be able to be entered into the carnival. Procedures The following entry procedures apply to all Carnival types for senior and junior competition. Entering competitors for carnivals is the responsibility of the Team Manager: Entries for all carnivals must be lodged with Life Saving Victoria via the online entry system by 11.00pm on the Tuesday prior to each carnival. Clubs have until 10am on the morning of the carnival to alter their Team List. After 10am clubs cannot remove members from their list and will be charged double for any numbers in addition to their initial entry numbers. For example, if a club has 30 competitors entered at the close of entries, however have 32 competitors on the day those 2 extra s will be charged double. Clubs with competitors found competing when not listed on the official club entry sheet will be charged (4) four times the normal entry fee and may face disciplinary action. Random checks will be carried out throughout the season. Substitution Rule Team configuration may change from heats to finals, however, all team members competing must be listed on the carnival entry sheet. Pennants and medals will only be awarded to the competitors that competed in the final. No extra pennants or medals shall be awarded The 2016 Victorian Junior Lifesaving Championships entries close 11.00pm Wednesday 24 February, The 2016 Victorian Lifesaving Championships entries close 11.00pm Tuesday 8 March, Carnival Procedures Meetings: Officials meetings are scheduled for all carnivals before the start of the event, approx. 8am at the LSV administration area. Team Managers have meetings scheduled after Officials meeting approx. 8.15am at the LSV administration area. Officials are all required to sign in on the Officials spreadsheet at the administration tent before they commence their position at the carnival. On the day of the carnival, if a clubs required amount of officials are not signed on by 8.30am, the club s competitors may not be permitted to compete until the correct number of officials have signed on. 4 Team Managers Officials Handbook

6 Allocation of Water Safety & Officials Important information for Team Managers Team Managers are required to access the LSV Water Safety, IRB Driver/Crew members and set-up & pack-up, and Officials Spread Sheets and enter the Volunteers Name and club details into the Age Group or Area indicative time Slot as of 11.00pm on the Tuesday before each carnival. Clubs that do not meet this requirement will be followed up and may be required to provide additional officials and water safety. Any clubs that do not meet their requirements may be unable to compete on the day. Junior Spreadsheets Officials: gid=59 Water Safety Spreadsheet: gid=60 IRB Driver/Crew Members and set-up and pack-up personal: gid=61 Senior Spreadsheets Officials and IRB crew/drivers: Please note there is no water safety spreadsheet for Senior Carnivals These details are a guide only and LSV reserves the right to move Water Safety Personnel or Officials where the demand is needed. Clubs and Team Managers may not enter all their club volunteers into the same area but must be spread across several areas as required. These water safety rosters will be passed onto the Age Group Referees who will be able to know who is in the water at any one time and ensure the changeover of shifts happens at the appropriate time. Alteration to Carnival Venue Discussion to move the carnival or nominated events (within the carnival) to a back-up venue will be implemented only after a consultation off the beach (clubhouse preferably). Members to be involved in discussions will be the President of the host club (or other club representative), Chief or Junior Referee, Carnival Referee, Deputy Referee, and Safety and Emergency Coordinator of the event and the Director of Aquatic Sport depending on availability There must be a minimum of 3 present for a decision to be reached (which should include the Carnival Referee and Safety, Emergency Coordinator, and generally one other of host club representatives, Powercraft Coordinators, or other key officials). 5 Team Managers Officials Handbook

7 Carnival Entry Fees The following is a list of entry fees for season : Carnival Type Victorian Championships (Senior, Junior, Masters) Fees $35 Senior Premiership Carnivals (Beach) $22 Junior State Beach and Regional Qualifier Carnivals $22 All fees are GST Inclusive Prices are per person All entries must be submitted by online entry system Appeals Appeals will be dealt with as defined under rule 14.4 in the 35th Edition Surf Sports Manual. At the Victorian Championships (Junior and Senior), appeals cost an individual $100, or a team $100 per person up to a maximum of $250. Refunds are provided if an appeal is successful. Dead Heats Where a dead heat (as defined in the Surf Sports Manual) occurs in the final of an event the clubs of individuals/teams will share the placing points and medal relative to the finish placing. The club of the next individuals/teams to finish will receive the relative placing points based on the number of individuals/teams finishing ahead of them. For example: if two individuals/teams finish equal 1st, both individuals/teams shall receive 6 points each and the gold medal (if at a Championship Event). The next placing individual/team shall be awarded the 4 points and the bronze medal for coming 3rd. Photography at LSV events Please note any participant images captured by official LSV photographers will remain the property of LSV and may be used in promotional materials. This is a condition of entry for any LSV event. *Note: Before any photographs are taken by any person(s), photographers must either have an LSV Photography pass that is displayed at all times, or register at the Life Saving Victoria Carnival Administration tent and sign in and show proof of I.D. Once completed, you will be given a Media Identification wristband to be worn for the duration of the event. 8 Membership Transfers & Clearances Please refer to the Surf Sports Manual section Clothing In all swimming events competitors must wear approved competition dress as detailed in Section of SLSA s Surf Sports Manual. Interstate Carnival Entry Procedure Key Points All Clubs/Competitors entering carnivals interstate must get a clearance letter signed by LSV State Centre. The Carnival Referee at any interstate carnival has the right to not allow competitors to compete if they have not received written clearance from their State Centre. Procedure Place the name and club of those members wishing to compete and the competition that they wish to compete in an to sport@lifesavingvictoria.com.au LSV will then review the submission and if successful endorse each member via a letter. Once endorsed by LSV, it is then up to the Team Manager who will then pass the letter of endorsement, together with entry fees, to the appropriate event organisers well in advance of the advertised closing date Team Managers should keep a copy of the letter for their records Be aware that at some interstate carnivals, competitors are required to pay based upon the number of events they want to enter, in advance Interstate competition calendars are available via the internet on the specific State s website, links to each state website can be found on 7 Team Managers Officials Handbook

9 Junior Competition Information Event Descriptions & Basic Rules Please refer to the Surf Sports Manual for full description of events and rules. An online copy of the manual can be found at Junior Beach Competition Events All events will be run in accordance to the Surf Sports Manual or Life Saving Victoria s Local Rules as well as all current circulars and bulletins issued by Surf Life Saving Australia and Life Saving Victoria. Events per age group U8s U9s U10s U11s U12s U13s U14s Age Group Flags Beach Sprint 500m 1km Surf Race (swim) Board Race & Relay 2 Person Rescue & Resuscitation (R&R) Iron 8 Team Managers Officials Handbook Wade Race Wade Relay Aqua Cam Relay Belt & Reel This season has seen a change nationally in age groups, which Victoria will be following. The age group divisions are: U/10 U/11 U/12 U/13 U/14 U/15 Board Rescue Team Composition Teams competing in 2 Person R&R shall consist of two members who consist of the above age group divisions e.g. U/10 U/11 Team could consist of two U/10 competitors and/or one U/10 and one U/11 competitor. Team Positions Ballot A ballot to determine the operative positions of each competitor in each team will be conducted at ALL carnivals. U/10 U/15 2 person R&R will be conducted at the following carnivals: Sunday 31 st January Senior Carnival, Pt Leo Saturday 13 th February Junior Carnival, Ocean Grove Sunday 21 st February Senior Carnival, Torquay Sunday 28 th February Junior Carnival, Lorne Please check carnival program for start times. To participate in Team of the Year (TOY) a team must compete at three carnivals, however participation at all four carnivals is permitted. Teams must nominate prior to competing that it is a TOY nominated carnival. Competition Age Categories Age Categories for Beach Competition are taken from a common birth date calculated as at midnight on the 30th September of each calendar year (2015). The Age Group for a competitor is then determined by how old they are on at midnight on 30 September The list below outlines the age and the necessary age group for that competitor: R&R Tube Race

10 Age Age Group 7 years old compete as Under 8 8 years old compete as Under 9 9 years old compete as Under years old compete as Under years old compete as Under years old compete as Under 13 and/or U/15 upon gaining the Surf Rescue Certificate 13 years old compete as Under 14 and/or U/15 upon gaining the Surf Rescue Certificate Under 7 (6 year olds) are not permitted to compete at any carnival. Competitors may go up one age group in team events only, provided they are qualified for that particular age group. Teams must not be made up of more than 50% of the younger age group. E.g. an U10 beach relay may only have up to two U9 competitors at a maximum. U/8 members shall not be permitted to compete in water events other than the Wade Relay (because the competition evaluation does not form part of the U/8 Age Award/Proficiency); NB Under 8 s are not permitted to compete at state titles in any event. Proficient U/13 & U/14 Surf Rescue Certificate holders may compete in their own (individual) age group plus the U/15s (senior carnivals). 9 Team Managers Officials Handbook

11 Competition Requirements Junior Competitors To be able to compete at Junior Carnivals as well as the Regional Qualifiers and Victorian Junior Championships the following guidelines must be adhered to: All competitors must: Have completed their Competition Skills Evaluation successfully before the first carnival they are entering (and the club must have entered the details on SurfGuard). Fall into the appropriate age category (see above) To compete at the Victorian Junior Championships, the competitor must have completed their Surf Education Award appropriate for their age group and the Club must have entered the details on SurfGuard by the entry cut off. Junior Competition Qualification Requirements & Procedures Competition Evaluation Guidelines (Proficiency) To maintain our safety and lifesaving standards, SLSA has set a standard of competency that Junior members must achieve before being eligible to compete in Junior Carnivals. Junior members will not be deemed competent until the assessment has been awarded in SurfGuard. Aim: To ensure all competitors at Junior Carnivals are sufficiently proficient in both a physical and mental capacity Rules: All competitors under 12s 13s and 14s are required to achieve an annual Competition Evaluation to be able to compete at any carnival, in any event Competitors under 9s, 10s and 11s are required to achieve an annual Competition Evaluation to be able to compete in water events (except wade) at any carnival Under 8s are not permitted/required to undertake a competition evaluation It is the Club and Team Manager s responsibility, not the Athlete s to ensure that all competitors are proficient and that competition requirements are met Competition Skills Evaluations MUST be registered on SurfGuard prior to the first carnival attended by the competitor. Any child that does not meet the required evaluation level will require a higher level of supervision when involved in water based activities at the discretion of the club. Competition Skills Evaluation is mandatory for U12 U14 to compete in ANY event and U9 U11 for water events only (excluding wade). Continuous freestyle is deemed to be a continuous visible over arm swimming action with a scissor kick and face in water (with the exception of swimming when looking for buoys or landmarks. Stopping, breast stroke or side stroke are not permitted. It is strongly recommended by the MLD executive that only a limited number of qualified assessors (as listed above) assess this award, to ensure consistency. All junior members wishing to compete at the Victorian Junior Championships must have completed the relevant Surf Education Award appropriate to their age group prior to close of entries. 11 Team Managers Officials Handbook

13 Please note: Consideration of the conditions and swell size needs to be taken into consideration when conducting the Competition Skills Evaluation timed swims - there should be a focus on nippers completing the swim continuously (e.g. no rest breaks) The Competition Skills Evaluation must be completed before a junior member becomes eligible to compete at junior carnivals and entered into Surfguard. All junior Preliminary Evaluation and Competition Skills Evaluation must be club approved assessments LSV will not be processing Form 14 s that read incomplete the club will be required to submit the form to the approval stage The relevant Wufoo form must be completed in order for Form 14 s to be processed (the form has a declaration that must be ticked): Competition Skills Evaluation Form 14 s need to be processed by LSV prior to competitors being able to be entered into the competition entry system 12 Team Managers Officials Handbook

14 Local Rules - Juniors The following are the Victorian local rules that govern the Life Saving Victoria junior competitions for the Lifesaving season. Marshalling Before each event the Age Group Referee (or their marshal) will call upon competitors to marshal for the next event. Guidelines to marshalling are: Those competitors wishing to enter the event must present themselves to the appropriate Official. All competitors in team events must present themselves as a team. All competitors must be sun smart and marshal in a broad brimmed hat and top which covers their shoulders. All competitors must marshal in their competition cap and with the equipment they need (i.e. high visibility vest, goggles, board, competition cap etc) if applicable. Marshalling can take some time while heat numbers are organised, during this time, ONE team manager per gender may enter the marshalling area if needed. Clothing and Equipment Event Water Events Beach Events Marshalling General Details 1. All competitors must wear an SLSA approved high visibility vest (as per the 35 th Edition Surf Sports Manual) for ALL water events (note orange vests cannot be worn at Junior Carnivals). 2. Board Handlers must wear an SLSA approved high visibility vest and club competition cap if they are entering the water above knee height. 3. T-shirts and / or rash vests may be worn under the high visibility vest in water events. 4. Wetsuits - Refer to the SLSA 35th Edition Surf Sports Manual section For sun protection, T-shirts or rash vests must be worn in beach events. Hats are to be worn between each event. Singlets are NOT permitted. 2. The wearing of footwear shall not be permitted in beach sprint or beach flag events unless specifically allowed by the Carnival Referee due to the prevailing beach surface conditions. 1. No Shirt, No Broad Brimmed Hat, No Start. When marshalling and in between events competitors are required to be wearing a shirt and hat. LSV strongly recommend that long sleeved sun protection is worn at all times outside actual competition. 1. Jewellery is not to be worn in any event, unless appropriately covered by bandaids or tape. 2. Swimwear as outlined in the 35th Edition Surf Sports Manual. Board length requirements - Design and manufacture of surf craft. Please note the Nipper Boards are not permitted to have adhesive or protruding type camera mounts or cameras affixed during any stage of competition or warm up for competition. (fully recessed mount systems without camera attached are acceptable) Boards are subject to both organised and random scrutineering at any stage during the carnival program. Full length Malibu Boards Max length 3.2 metres intra/inter club competition Minimum Structural weight 7.6kg Belt and Reel Event Description Event Description Handy Hints Belt & Reel (Under 12s 13s 14s) Victorian Event only The starting and finishing line is at the opposite end of the course to where reels are positioned. Reels will normally be positioned at the end of the course nearest the marshalling area. On a sloping beach then the reel will be placed so as to have the handle on the low side of the beach. Brake handles will be in the OFF position; belts placed two (2) metres in front of the reel handles with no coils in the line. The belt may touch the 2-metre line and the neck strap may be placed over the 2-metre line. 1. Both competitors will line up for the start. The belt person on the right of the reel person. 2. When started, both will race towards the reel. The belt person will don the belt on the run and race for the starting line. 3. The belt person is permitted a distance not exceeding 10 metres from the reel within which to have the neck strap of the belt over their head, with the belt correctly fitting around the waist (no line between the legs) and must not touch the belt or strap again until over the starting line where they will remove the belt and ground it. 4. The reel person will control the run-out of the line and when the belt person has discarded the belt, will wind the line, pick up the belt from within two (2) metres from the reel, hang the belt by the neck-strap over the brake handle, leave the brake handle in the OFF position and race to the finishing line which must be crossed in an upright position. 5. Teams will remove their reels at the conclusion of each heat. 6. The course will be over a distance of not less than 40 meters on the beach. 7. Distance 40m, Maximum of 10 Teams Per Race Team s must remove their reel at the conclusion of the event Teams can be disqualified for: 1. Incorrect gear - refer to Event conditions Gear safety measures and specifications. 2. Touching the belt after crossing the 10 metre line. 3. Touching the belt prior to crossing the finishing line. 4. Grounding the belt inside the starting line (i.e. the reel side). 5. Failure to place the neck strap over the brake handle. 6. Interfering with any other team s equipment. 7. The line or safety pin parting from the belt. 8. Picking up the belt before the entire belt and neck strap is completely inside the 2-metre line from the reel. 14 Team Managers Officials Handbook

16 Specifications The equipment used in the Belt & Reel race shall in general conform to the specifications from SLSA, which can be viewed here: ember_2013.pdf 1. Items specific to this event are; 2. All sharp or jagged edges are to be sanded/filed smooth 3. Solid spreader bars must be fitted and the line must pass between the bars 4. A MAXIMUM of 80 meters of line is to be fitted on the drum. 5. The line may be of any type but must be a MAXIMUM of 8mm in Diameter 6. Drums must be a MAXIMUM of 70cm in circumference 7. Winding handles must be a MAXIMUM of 200mm in overall length 8. Reels must display signs DEMONSTRATION USE ONLY in letters of at least 25mm. This is in line with all other reels used in competition but not carrying at least 250m of line. I.e. March Past & U15 R&R. 9. Belts should be in generally good repair so they are unlikely to cause the competitors to be disqualified. In regard to the release pin this should be in operational condition in case the belt is taken for another event. 10. The line should be attached to the small section of the belt using a clove hitch and two half hitches. Club Requirements Officials & Water Safety Requirements Working with Children Check all Club Officials, Water Safety personnel and Power Craft Duty Boat Crews must have obtained their Working with Children Check. Clubs are reminded that they must supply qualified Officials, Water Safety Officers and Rescue Boards/Tubes as per the following ratio to ensure the safe and smooth conduct of junior carnivals. Number of Competitors Water Safety/Officials Required Water Safety Officer only (with Rescue Tube) Water Safety Officers with 1 x Rescue Board and 1 x Rescue Tube 1 Qualified Junior Official (minimum) Water Safety Officers with 1 x Rescue Board and 1 x Rescue Tube 2 Qualified Junior Officials (minimum) 2:15 ratio of Water Safety Officers. One with Rescue Board, and one with Rescue 30+ Tube 1:10 ratio of Qualified Junior Officials (minimum) Maximum Clubs shall be required to provide a maximum of 10 fully qualified officials for Junior carnivals. Clubs providing level two or level three officials that act in senior roles will have that official count towards the club total, with Level 2 Officials being counted as 2 officials and Level 3 officials being counted as 3 Officials. Senior Roles include: Level two / Carnival Referee three Emergency and Safety Coordinator officials Age Referee Powercraft Coordinator Official mentor as requested by Junior Referee, Chief Referee or Director of Aquatic sports. 15 Team Managers Officials Handbook

17 At minimum, water safety officers must be qualified with their Surf Rescue Certificate. Water safety officers are to supply and wear the appropriate clothing. It is each club s responsibility to provide orange water safety caps and orange water safety vests and rescue equipment for their water safety officers. SRC award holders shall not exceed 25% of the qualified water safety provided by any one club. Each club must present a Water Safety representative at the Team Managers Meeting, this person must be in addition to the Team Manager. Failure to provide Water Safety Officers will result in the club forfeiting their rights to compete at that carnival. Please note that it is at the discretion of water safety personnel whether an athlete is to be removed from the water during competition. Water safety personnel are not to make contact with a competitor or their equipment unless they are in the process of assisting that competitor to withdraw from the event. Assistance other than encouragement and direction for all competitors is not permitted. Water Safety Personnel must sign on at least 30 minutes before their shift. a. Each water safety shift will be of a maximum of two hours. Start times will vary from carnival to carnival depending on events and scheduling. b. Water safety personnel are to report to the Age Group Water Safety Officer. c. It is recommended that the water safety personnel be appropriately attired and wear a suitable wetsuit ensuring their personal health, safety and comfort for the two hour period. Clubs can arrange for non-qualified Officials to sign on for the days competition provided these Club Members undertake the next available Junior Officials Course (Clubs will be followed up). If Clubs fail to supply Water Safety and/or Officials in the required ratio, the Clubs not complying may have their competitors banned from the day s competition without entry fees being refunded. Failure to meet these requirements may result in that club being ineligible to compete at the carnival. LSV cannot stress enough how important it is for clubs to fulfil these requirements. Note: The IRB Crew supplied must be competent in handling the conditions of the beach allocated. Clubs crews may be separated at the discretion of the carnival Powercraft co-ordinator. It is desired that these crew will be a minimum of a Level 1 Official or be in training to become a Level 1 Official. This allows the crew to assist in judging events from the water. Club crews MUST have life jackets and wetsuits sufficient for use in inclement weather. 21 Pack Up Set Up Set-up and Pack-up Rosters NB: Each club nominated must provide 2 members to help for their allocated time: Setup is from 6:30am until notified by the Carnival Referee or an LSV Representative. Pack up is for one (1) hour after competition is completed or until notified by the Carnival Referee or an LSV Representative. These members are required to sign on with an LSV staff representative before commencing their shift and sign off after their shift. These members are to be physically capable of manual handling LSV equipment such as IRB s, Buoys and Anchors, Tents, Tables, Chairs and associated carnival equipment. 22 Junior State Carnivals At Junior State Carnivals ribbons will be awarded to 1st, 2nd and 3rd placegetters, including composite teams. For Under 8s to Under 11s all races are run as heats only. Each heat will be awarded 1st, 2nd and 3rd ribbons. Under 8 competitors who do not place will receive a participation ribbon. Under 12s, 13s and 14s run heats to finals. Each final will be awarded ribbons for 1st, 2nd and 3rd. Points are scored for the first 6 places. Composite teams comprising of members from different clubs may compete at Junior State Carnivals. Competitors can receive ribbons, but composite teams DO NOT receive points. Composite teams are not accepted at the Victorian Junior State Championships. 21 Team Managers Officials Handbook

23 Regional Qualifiers There are 3 Regional Qualifiers to be held over the season. The Clubs from that region participate to qualify for the Victorian Championships. Events at the Regional Qualifiers include all team events as well as the iron, board and flag events. All age groups run heats to qualifying numbers for state titles only (i.e. semi-finals). 24 Victorian Junior State Championships U8 or younger competitors are not permitted to participate or compete in any event at the Victorian Championships, in any age group. For the Junior State Championships, online entries close on Wednesday 24 February (11.00pm). Late entries will be accepted (if there is no space in the heat listings for an event the competitor will be listed as an emergency) and will incur a late entry fee. Competitors who are financial members and have their Competition Skills Evaluation and their Surf Education Award entered onto SurfGuard are eligible to enter this event. Team Events Team events are run using the predetermined qualifying teams (plus emergencies) from the Regional Qualifiers. Teams that qualify for the State Championships will still need to be entered into the online registration system to assist with results processing. Teams that fail to qualify for the State Championships through their Regional Qualifiers are unable to apply for an emergency position. The teams that are listed as emergencies from the Regional Championships will form the emergencies list for each event at the State Championships and will fill spare positions on the day if available. Team events will be run as 2 semi-finals, into 1 final. Individual Events The Board race, Flags and Iron are pre-qualified events, only those who qualified (including emergencies) at the Regional Qualifiers may enter. It is the team manager s responsibility to ensure the competitor has been entered online into each qualified event. Qualified competitors in the qualified events who are not entered will forfeit their place in the event. The top 5 place getters of each board heat shall qualify for the Semi Finals. As heat listings for each event will be made available prior to the State Championships, Team Managers are required to only enter their athletes into the events that they will actually compete in on the day (i.e. do not enter athletes into every event). Pre-determined heat listings will enable the State Championships to run faster and smoother, making the marshalling process more efficient, and will also give athletes a better idea of when their event will be run. Team Managers are also encouraged to let their Marshall know on the day if an athlete no longer wishes to compete in an event. Heat Listings will be available for officials, team managers and competitors to download by the Wednesday prior to the Championships. For events that are not pre-qualified; Age Group Referees may be required to take the number of competitors from heats that equate to 3 semi-final heats only. The three semi-finals will then be taken to a straight final. 25 Competition Awards U/13 & U/14 Champion Athlete Awards Award Description: Awarded to the most outstanding U/13 beach and water competitors and U/14 beach and water competitors for that season. Award Criteria: Competition results in either the water or beach individual events for the season, including all State Carnivals and the Victorian Junior State Championships. Points are awarded for results in individual events at State Carnivals (1 st place = 6 points, 2 nd place = 5 points down to 6 th place = 1 point), and results from the Victorian Championships are double points (1 st place = 12 points, 2 nd place = 10 points down to 6 th place = 2 points). Events include: Beach Awards Flags, Sprint, 1km Water Awards Iron, Surf, Board Race Victorian Junior Athlete of the Year (Fred Westfield Medal) Award Description: Awarded to the most outstanding U/14 competitor for that season (one overall winner) Award Criteria: Competition results in both water and beach individual events for the season, including all State Carnivals, Southern States Challenge and the Victorian Junior State Championships. Points are awarded for results in individual events at State Carnivals (1 st place = 6 points, 2 nd place = 5 points down to 6 th place = 1 point), and results from the Southern States and Victorian Championships are double points (1 st place = 12 points, 2 nd place = 10 points down to 6 th place = 2 points). Events included are: Flags, Sprint, 1km, Iron, Surf, and Board Race. R & R (Rescue and Resuscitation) Team of the Year 2 Person R& R team of the Year Award will be presented at the 2016 Junior State Championships. The award is designed to encourage and recognise participation in R&R at junior carnivals. The points system is based on attendance, achievement and overall improvement. Attendance Points: Attendance at only 1 carnival: 15 points Attendance at 2 carnivals: 10 points Attendance at 3 carnivals: 5 points Achievement Score: The R&R score for each carnival will be added together, and then divided by number of carnivals attended. This average will then be added to attendance score and the lowest overall points will win. 27 Senior Competition Information Senior Competition Eligibility Refer to section 2.2 of the Surf Sports Manual. Competition Age Categories As per section 2.3 of the Surf Sports Manual Eligibility for the 2016 Victorian Lifesaving Championships Proficiency To compete at the Victorian Lifesaving Championships, all competitors must have completed and passed their SLSA Proficiency Test by 31 December, Under 15 competitors must complete the appropriate Proficiency Test (i.e. Surf Rescue Certificate) - they are not exempt. Exemptions from this date can only be made upon written request submitted to LSV, and at the discretion of the Victorian Director of Lifesaving Operations. Extensions will only be permitted until 31 January Those competitors who have completed their proficiency assessment during the Season (prior to the closing date of entries) are considered eligible to enter Championship Events. Surf Rescue Certificate holders who gained their Bronze Medallion after the closing date for entries are still eligible to compete. Patrol Hour Commitments All members wishing to compete at any association competition must be: 1. Financial 2. Proficient 3. Completed the required patrol hour obligations. The following explains the patrol requirements for all competitors wishing to compete in any Championship events and/or interstate competition. 28 Water Safety Hours Water Safety for junior activities (club level) can contribute to the number of patrol hours required to compete in the Victorian Lifesaving Championships or the Surf Life Saving Australia Championships with the following conditions: Only 50% of water safety hours completed at any one activity can contribute to the total number of required patrol hours. For example: If an existing award holder (who requires sixteen (16) patrol hours to compete at either Championship event) completes six (6) hours of water safety during home club (water safety patrol), only three (3) hours can be considered towards the total sixteen (16) hours. NOTE: Patrol logs must be filled in for these hours to be claimed under the water safety umbrella. AND Only 50% of the total number of patrol hours required to compete can be completed from junior water safety. For example: If an existing award holder (who requires sixteen (16) patrol hours to compete at either Championship event) has accumulated twenty (20) hours from water safety at Junior activities, only eight (8) hours contribute to the require sixteen (16) hours. Note: a) To claim patrol hours via Junior Water Safety, a Patrol needs to be set up and duly recorded and signed off by an executive committee member of the club in the Patrol Log Book and SurfGuard. Note clubs must only enter 50% of the hours completed (SurfGuard will not automatically withdraw 50% of water safety hours). b) Therefore these water safety hours can only be accumulated for competition purposes on the beach/at the club that the competitor (who is completing the water safety) is a member of. Exemptions Members who have failed to meet these requirements and wish to apply for exemption must do so before 31 December 2015 via written application. Please provide evidence where applicable. 29 Local Rules - Seniors Club Requirements All competitors entering the water must wear an SLSA approved high visibility competition vest no vest no start. All Officials must be signed on and assigned a role at LSV Admin by 8.15am. Failure to do so may see clubs be deemed ineligible for competition until their officials sign on. c. Club official ratios are based on the number of competitors entered clubs should be mindful that official requirements will not change if competitor numbers are lowered as officials will be pre-allocated positions prior to the carnival. Note: (a) Clubs can arrange for Officials in training to sign on for the day s competition provided these club members are/or about to undertake the next available Level 1 Officials Course. If these members do not attend the next available Officials course their club may be ineligible to compete at the next competition e.g. Victorian Lifesaving Championships. 32 Roster: Clubs are required to provide 2 people per shift. Please make sure you send appropriate personnel i.e. People who are capable of lifting boats, motors and anchors. These personnel are to be on time and are required until told they are no longer needed by LSV or the Carnival referee. Penalties (E.G club s athletes missing carnivals) will apply for clubs who do not ensure this happens. The morning set-up personnel are required to report to the carnival referee at the LSV Truck at 6:00 am SHARP unless notified by LSV in the week prior to the Carnival. Their roles will include: Assist in getting the duty boats set-up and onto the beach. Assist in getting buoys, ropes and anchors onto the beach and ready to be put into the water. Assist getting any of the beach course equipment onto the beach if required. Assist in setting up LSV Administration and the PA system. The afternoon pack-up personnel are required to report to the carnival referee (or nominated person) outside the LSV Truck at the conclusion of the carnival or when announced over the PA system. Their roles will include: Assist in getting all buoys, ropes and anchors off the beach once packed up. Assist in getting all duty boats off the beach as soon as they are ready (priority over any club equipment). Assist in packing up of the duty boats, running motors and packing of the LSV gear trailer. Assist in packing up the LSV Administration area and PA system. There will be no exceptions to the above requirements and Clubs who fail to meet the above requirements will be penalised. 31 Team Managers Officials Handbook

33 Code of Conduct Clubs are reminded that they are responsible for the conduct and behaviour of their supporters and parents. Any unbecoming conduct or behaviour emanating from members or supporters may be subject to action by a Disciplinary Committee. Refer to the Surf Sports Manual Rules 2.27 SLSA Code of Conduct, 2.28 Abuse/inappropriate Behaviour, and 2.29 competing unfairly. Pennants & Medals At Senior Carnivals pennants will be awarded to 1 st placegetters at full carnivals only. Pennants will not be awarded for special event carnivals or masters events. At all Victorian Championships (Senior s and Master s) medals for placegetters will be supplied. Specific Event Requirements All Competition Events for an event to be held at a Carnival, 2 or more competitors must start the event otherwise the event will not be run. Boat Area Entries All entries for crews must be submitted on or before 11.00pm on the Tuesday prior to the carnival. No entries will be permitted on the day of competition unless those entries can be accommodated in the completed draw. (No new draws will be made to accommodate late entries). Seeding of Crews Alley allocation for semi-finals: Nominated officials (generally the recorder and/or the Boat Referee) will draw alley positions randomly in the order of qualification for semi-finals. For example, the 1st qualifier for the semi-final from the Round Robin will be allocated the first alley number selected randomly for semi-final number 1, the 3rd qualifier for the semi-final from the Round Robin will be allocated the second alley number selected randomly for semi-final number 1, the 5th qualifier for the semifinal from the Round Robin will be allocated the third alley number selected randomly for semi-final number 1 and so on. This will be repeated for semi-final number 2 with the 2nd, 4th, 6th, 8th, 10th, 12th qualifiers. Alley allocation for finals: This shall be a RANDOM draw conducted by carnival officials at the direction of the sectional referee. 32 Team Managers Officials Handbook

34 Withdrawal from a Division If after the commencement of racing a crew withdraws from a division, that crew shall not be entitled to continue in any other Surf Boat division for which it has been entered on that day. Composite crews Composite crews must report their status as composite at the time of entry by naming the crew composite (and the two clubs names). A crew must notify the Boat Referee in the situation that they will become a composite crew during the day of racing due to the need to replace members of the crew. Composite crews can compete in all rounds and finals of any division. Carnival Program Changes 2015/16 Please note that this summer the program has again been modified and has been tailored to try and improve lifesaving competition in Victoria. Please make note of your specific events at EACH carnival to avoid disappointment on the day. As per normal programs may be changed due to conditions on the day. This will be judged by the Carnival Referee. To ensure we get through the days program of events, all competitors are asked to listen carefully and be punctual to all marshalling calls. It is the Team Managers responsibility to ensure athletes are on time and in the right area. Events will not be held up due to disorganised clubs/athletes not marshalling on time. Once the Marshall has made their 3 rd and final call, the event will be closed to entrants. Carnivals will aim to be finished at 3.00pm in an effort to look after officials and competitor welfare. Water Area All Surf Teams (in all age groups) will compete in teams of three (3) competitors, excluding the Victorian Championships which will be a team of four (4). *At the Victorian Masters Championship all Surf Team events will be a brace (2 competitors). Open, U19 and U17 Belt Race Handlers shall be eligible for pennants at carnivals and shall be charged the entry fee. However, the handler s name is still required on the team entry information supplied to Life Saving Victoria, stating that they are a handler. Belt Race Handlers shall be eligible for medals at the Victorian Championships and shall be charged the entry fee for the Victorian Championships. Board and Ski Area First four (4) place-getters may be scrutineered without prior warning, at the conclusion of the event. Any member whose craft does not comply with scrutineering requirements may be subject to a minimum of three (3) months disqualification in ALL events as determined by the Aquatic Sports Council Executive (ASCE). Composite ski teams will be permitted. A random draw of those competitors interested in forming a team will be done prior to the first heat on the day of the carnival. Warm Up Areas No competitor shall enter the competition area prior to events. A separate Warm Up area will be set off to the side of competition areas whilst courses are being set. This will be marked by feather flags which will be clearly set on the beach. Athletes must endeavour to stay inside these flags. Competitors must be wearing a High Vis singlet and club competition cap during any warm up. Competition restrictions may apply to those found breaching this rule. Life Saver Relay A qualification process may apply for entry into the Victorian Championships, with the nine (9) best scoring teams (combined) from the nominated Carnivals being the only eligible teams to compete. 33 Team Managers Officials Handbook

35 Victorian Masters Championships The 2016 Victorian Masters Championships will be held at Lorne SLSC on Saturday 6th February Entries for the Victorian Masters Championships are open to all eligible athletes over the age of 30 (as at September ) Entries for the Victorian Masters Championships will close at 11.59pm on Tuesday 2 February For a race to run there must be a minimum of 2 individuals or teams. Official s ratios for the Victorian Masters Championships in 2016 are as per normal carnivals (listed previously on page 28). Australian Surf Life Saving Championships (Including Masters) Clubs must note SLSA s Event Entry Circular for the Australian Championships. This will be posted to the Aussies website. Team Managers should understand that patrol hours and proficiency requirements for the Australian Championships are the same as those listed in SLSA Policy 5.4. Australian Championships Restricted Entries Life Saving Victoria is responsible for entering Club competitors and teams in selected events for the Australian Championships. The quota positions are offered to the highest place getters within the particular respective events at the Victorian State Championships until all positions are filled. Please refer to the SLSA Australian Championships entries circular for current event q 2015/16 LSV Combined Club Teams (CCT) Policy Aim: Encourage developing or less competitive clubs to become involved in Surf Sports. Policy: 1. Competitors from identified clubs will be able to combine with other competitors 2. It is only applicable at the 2016 Senior Lifesaving Championships and 2016 Masters Championships 3. Each competitor will represent their own club within their combined team 4. Points will be distributed accordingly. For example, in a 4 member team, if each member is from a different club they will each receive 25% of the point s allocation 5. Competitors can change club combinations between different events but not within the same events. Once a combined team is entered, those clubs will be represented in that team, another club cannot be substituted. 6. The priority will always be to form a Club Team rather than a Combined Club Team. If a club has individual competitors entered within the same discipline as the team event, including competitors in the same age category or the age category directly below, they must be utilised. 7. Competitors will compete in their own club competition cap within the combined team. 8. Combined teams are eligible to receive medals Failure to do so will result in loss of points and competitors/team being ineligible to receive medals. Notes: Combined Club Teams will be permitted in LSV Summer Series events as per 2015/16 Team Managers Handbook. The Carnival Referee s discretion can be employed if it is deemed that the CCT is not within the intention of this policy. This policy will be reviewed at the conclusion of 2015/16 season Procedure: Combined Club Teams will be based on the total of the previous year s aggregate point score from the State Championship event. Those scoring less than 50 points will be deemed eligible to create combined teams at the 2016 State Championships. Those scoring greater than 50 points cannot combine, nor can they have any of their members participate in a combined team with clubs that are eligible to combine teams. 34 Team Managers Officials Handbook
