3 INTRODUCTION Dear Team Manager, Life Saving Victoria recognises the importance of the Team Manager to the efficient running of Life Saving pool competition and has produced this handbook to assist you in this role. The Pool Competition Handbook contains the information and contact details that you may require to assist you in your role and your club s competitors during the winter pool carnival season. The Pool Competition Handbook ensures that competition information is accessible to all Team Managers and competitors. As a Team Manager it is important to understand that to be part of Australian Lifesaving Teams in the future, athletes need to be proficient in both beach and pool competition. In 2018 the LSV Pool Series will continue at Victorian pool carnivals for all members juniors through to masters. The Victorian Pool Lifesaving Championships will continue to be part of the Champion Club Point Score, where the club with the greatest point score from all Championships events at the end of the season will be awarded the Champion Club of the Year award. So make sure you get your club involved in this seasons Pool Carnivals and the Championships. This season, all clubs who participate in Pool carnivals will have to supply accredited officials, timekeepers (to enable the efficient use of the Semi Automated Timing System) and people to assist with set up and pack up of the carnivals. During the season, Circulars will be issued regarding Development Team and State Team opportunities for athletes, coaches and managers. Training is held at MSAC on Sunday evenings for U12 to Masters. Detailed are published on the LSV website and on the Victorian Pool Lifesaving Facebook page. Other training opportunities (training times and venues) will be advised during the season via the Victorian Pool Lifesaving Facebook page and via LSV circulars. 7 SENIOR POOL EVENTS DESCRIPTION STARTS: At the long whistle, competitors move into position, starter calls take your marks then competitors take up starting position and the event will commence with acoustic signal, for example, a whistle. A one start rule will apply to all Senior Pool Carnivals. Senior events, save for Line Throw and relay entry requirements will be conducted in accordance with the ILS Competition Manual edition. The referee may at their discretion allow over the top starts for some events where appropriate. Fins made of any material other than wholly rubber are not permitted to be worn in short course events (diver and other mixed component fins are not permitted to be worn). Line throw for Senior competition will be an individual event conducted in accordance with the RLSSA Competition Handbook Rules. Competitors in under 12 and under 13 line throw may have a patient of either sex provided the patient is sourced from the under 15 and below age groups. Line throw patients from all senior age groups other than under 12 and under 13 must have a patient of the same sex who is a registered competitor. Patients may be sourced from any age group provided they are registered competitors in the relevant competition. 6

8 JUNIOR POOL EVENTS DESCRIPTION Junior Events rules will be as per this handbook and/or as extrapolated from the relevant RLSSA Under 14 Rule. Line throw for Junior competition will be an individual event conducted in accordance with the RLSSA Competition Handbook Rules. Junior line throw patients may come from the same age group or a younger age group. They do not have to be the same sex and do not need to be from the same club if they are registered as a competitor for the relevant competition. The patient needs to wear the same club cap as the competitor. Relay teams may contain any combination of males and females, provided each team contains at least one male or one female (single sex teams may be permitted at the discretion of the referee as exhibition teams only and are not permitted to compete at the Victorian Junior State Championships). Any composite team permitted to compete at the Victorian Junior State Championships in accordance with rule F3 must contain at least one male or female competitor. They must also comply with the last paragraph of A1 regarding the number of relay races a Junior competitor is permitted to compete in at any carnival. STARTS: At the long whistle, competitors move into position, starter calls take your marks then competitors take up starting position and the event will commence with acoustic signal, for example, a whistle. A two start rule, at the discretion of the starter and referee, will apply for all Junior Pool Carnivals. Provided the water depth is safe for a dive start (see section G5 of this Handbook) and the pool conditions where the junior event are held are deemed safe by the referee, junior competitors may choose to start in the water with one hand on the wall or on the blocks for each junior event. The referee may at their discretion allow over the top starts for some events where appropriate. Under 11 competitors may compete by invitation in Senior Carnival 2 where they can complete in the under 12 age group as invitational competitors. INDIVIDUAL EVENTS 25m Freestyle Race with fins Competitors swim 25m freestyle with fins. Competitor must touch the wall with one hand at completion of race. 25m Kickboard Carry Competitors start in the water with the kickboard. The kickboard may be held in one or both hands wholly behind the head of the competitor when performing the carry For example, if the competitor is on their back, the kickboard is facing the competitor s feet. Competitor must touch wall with one hand at completion of race. The kickboard must be in contact with at least one hand at all times, including when touching the wall. 50m Kickboard Carry Competitors swim 25m freestyle and pick up the kickboard from the end of the pool (placed on the deck). The kickboard must be held in one or both of the competitor's hands wholly behind the competitor's head when performing the carry e.g. if the competitor is on their back, the kickboard is facing the competitor's feet. The kickboard must be in the correct carry position when the front portion of the kickboard (when held in the competitor s hand) passes the 5m mark. Competitor must touch the wall with one hand at the completion of the race and the kickboard must remain entirely behind their head as they touch the wall. The kickboard must be in contact with at least one hand at all times, including when touching the wall. 25m Obstacle Race Competitors are to swim 25m freestyle, swimming under an obstacle which will be placed at the 12.5m mark in the 25m pool & finish the race by touching the wall. (Modified from event as described in Section RLSSA Competition Handbook). Under 8 Competitors will have a modified obstacle. 50m Obstacle Race 7

9 Modified from the U14 event Refer to Section 8.11 (RLSSA Competition Handbook). Obstacle will be placed at 12.5m mark in 25m pool. Competitors must touch wall at 25m turn if event run in 25m pool. 6m Line Throw Modified from the U14 event - Refer to Section 8.15 (RLSSA Competition Handbook). 8m Line Throw Modified from U14 event Refer to Section 8.15 (RLSSA Competition Handbook). 25m Tube Tow Competitors may start in the water or on the blocks (provided it is safe to dive and the rescue tube is safely secured) with a rescue tube donned over their shoulder and swim 25m towing the tube. If an out of water start is used, the tube must be safely placed on the side of the pool or held in the hand of the competitor with the rope contained and not dangling (depending on the relevant pool fixtures and fittings). 50m Tube Tow & Clip up with fins (modified from event 8.14 of RLSSA Competition Handbook) Competitors may start in the water or on the blocks (provided it is safe to dive and the rescue tube is safely secured on the side of the pool or in the competitors hand with the rope contained and not dangling (depending on the relevant pool fixtures and fittings) with a rescue tube donned over their shoulder and swim 25 towing the tube. Once they reach the other end, competitors must touch the wall, and then they have to clip the tube up to one of the rings on the rope of the tube. This must be done before they swim pass the 5m mark of the lane (the Back stroke swim flags are the marker) and then swim back to the end they started from Competitors cannot walk backwards in the 5m clip up area or take assistance from the pool fittings or fixtures in clipping the rescue tube). Competitors may touch the tube/harness before they touch the wall but must touch the wall before they commence clipping the tube. 25m Manikin Carry - Modified from the U14 event Refer to Section 8.12 (RLSSA Competition Handbook). Manikin held at 12.5m mark by handler (official will indicate 25m mark and where manikin is to be placed). Manikin is empty. Competitor must carry not push the manikin. The manikin must be in contact with at least one hand at all times, including when touching the wall. 50m Manikin Carry with Fins - Modified from the U14 event Refer to Section 8.13 (RLSSA Competition Handbook). Manikin held at 25m mark Manikin by handler. Manikin is empty. Competitor must carry not push the manikin. The manikin must be in contact with at least one hand at all times, including when touching the wall. TEAM EVENTS 4 x 25m Manikin Carry Relay Four competitors - each competitor carries an empty manikin 25m (the manikin cannot be pushed) All competitors start in the water (2 at the start end and 2 at the 25m mark). Competitor 3 and competitor 4 enter the water following competitor 1 and competitor 2 leaving the wall (wall also means starting block) with the manikin. Competitor 1 starts with 1 hand on the manikin and 1 hand on the wall. Competitors 2, 3 and 4 must have one hand on the wall when competitor 1, 2 and 3 (as relevant) touch the wall. Competitors 2, 3 and 4 must not touch the manikin until competitor 1, 2 or 3 (as relevant) have touched the wall. There must be a hand of a competitor on the manikin at all times during the event (including during the changeover at the 25m, 50m and 75m mark). Manikin Carry rules (Refer to Section 8.12 (RLSSA Competition Handbook) apply to the carrying of the manikin save for when the manikin is within the 5m change over zone at each end of the pool. See also Section 4.17 (RLSSA Competition Handbook) Manikin Carry Relay. 4 x 25m Obstacle Relay Four competitors swims 25m freestyle each passing under one obstacle. 4 x 25m Medley Tube Relay The first competitor swims 25m freestyle. The second competitor swims 25m with fins. The third competitor swims 25m with a rescue tube and then the fourth competitor swims 25m freestyle with fins with the rescue tube (the third and fourth swimmers having exchanged the rescue tube following the third competitor touching the wall). The fourth competitor must have their hand on the wall when the third 8

10 competitor touches the wall and before touching the tube or harness of the rescue tube. Competitors 1, 2 and 3 may start in the water or on the side of the pool/blocks (subject to clause G5 of this Pool Handbook). Competitor 4 must start in the water. 4 x 25m Freestyle Relay with fins Four competitors in turn swim 25m freestyle 25m with each wearing fins. Competitors may start in the water or on the side of the pool/blocks (subject to section G5 of this Pool Handbook). 4 x 25m Kickboard Carry Relay Four competitors - each competing carries a kickboard 25m All competitors start in the water (2 at the start end and 2 at the 25m mark). Competitor 3 and competitor 4 enter the water following competitor 1 and competitor 2 leaving the wall (wall also means starting block) with the kickboard. Competitor 1 starts with 1 hand on the kickboard and 1 hand on the wall. Competitors 2, 3 and 4 must have one hand on the wall when competitor 1, 2 and 3 (as relevant) touches the wall. Competitors 2,3 and 4 must not touch the kickboard until competitor 1, 2 or 3 (as relevant) has touched the wall. There must be a hand of a competitor on the kickboard at all times during the event (including during the changeover at the 25m, 50m and 75m mark)..carrying the kickboard rules as described above for the kickboard carry do not apply in the 5m change over zones only. A ENTRY REQUIREMENTS All Members of LSV Affiliated Clubs will be permitted to enter competitors and/or teams in the 2018 Pool Lifesaving Carnivals and Championships. Competitors need to attend at least one carnival this season (this carnival may include the SLSA Pool Rescue Championships held during the season or other National or International competition as determined by the Pool Panel in its absolute discretion) and compete as an individual at that carnival to be eligible to compete in State Championship events (i.e. participation in a relay event only at any carnival is not sufficient to achieve eligibility). The Pool Panel, may at its sole and absolute discretion grant exemption from this requirement (such discretion will be exercised based on consideration of evidence as to why a competitor has not competed in one carnival during the pool carnival season). Other sporting or work commitments will not generally be considered as circumstances necessitating the granting of an exemption. Applications for an exemption must be made no later than 2 weeks prior to the relevant State Championship. Times must be recorded for the Super Lifesaver and Rescue Medley during this carnival season or in the previous 12 months to be eligible to compete in these events at the State Championships. If the time a competitor seeks to rely on to enter these events is obtained outside a LSV carnival during this season, it will need to be submitted to LSV prior to State entries with relevant evidence signed off by the State Pool Coach or delegate verifying the relevant time has been achieved under competition conditions. Time and competency trials can be conducted with certified/qualified coaches/officials prior to the close of entries and should be organized by contacting the Pool Panel Co-coordinator via . A1 AGE GROUPS, ELIGIBILITY & AWARDS Pool Carnivals in Victoria will be run with age as at 30 th September the year prior to competition (as per SLSA). In the event a Pool Carnival (for example the State Titles) is held post the 30 September of the following year (for example October 2018 for the 2017/18 season), competitors must compete in the age group they were in at 30 September in the year prior to the Competition - i.e. in the case of the example above, in the age group they were in at 30 September 2017). The minimum age group for Junior carnivals is U8. Please note that U6 and U7 competitors are not able to compete in Junior Pool Carnivals. Subject to the paragraph below, all competitors must have the appropriate current award (RLSSA award or SLSA award as per table below) for their age group to be able to compete, with all competitors being able to confidently swim 25m. Current means the proficiency was completed during the 2017/18 season. 9 Without limiting the paragraph below, where a competitor (club member) does not have an award prior to a carnival commencing and wishes to compete in that carnival, the competitors must complete the proficiency swim for their age group and also the run-swim-run component of the

11 relevant award and these awards must be processed in Surfguard before the relevant carnival date. To compete in the Junior or Senior State Championships all competitors must have the correct award for their age group, including those who have previously completed based on the paragraph above. Competitors who hold an RLSSA award are not required to complete patrol hours to compete in pool carnivals, including the State Championships. Clubs may impose their own local eligibility rules regarding entry to carnivals where such circumstances exist. It is required that all competitors at Victorian Championship carnivals are competent in the events they enter. If a competitor is not competent at a particular event, they may be asked to withdraw from that event. At any carnival, competitors may compete in one individual age group only. Competitors may go up an age group to compete in a relay event, provided they have the appropriate award and are competent in that event. U11s will be permitted to compete in team events only for the U12/13 age group at senior carnivals. Half of the relay team must be made up of competitors in the correct age group (Individual Age Group) for the relevant relay event. Competitors may compete in a maximum of four relay races in total at Junior carnivals. For example, if there are 3 relay events on the program a junior may compete in 3 relay events in their own age group and up an age group for 1 relay event only. Seniors (U12+) may compete in two relay races per relay event e.g. two obstacle relays, two manikin relays etc. A2 ENTRY PROCEDURES & FEES The 2018 LSV Pool Series entries are to be submitted by 11.00pm on the Sunday before each the carnival unless otherwise stated via Circular. It is the club s responsibility to check their 10

12 competitors proficiency and award numbers to ensure each competitor entered is eligible to compete. Random checks of eligibility to compete will be undertaken. Team Managers from each club that will be completing their club's entries are asked to send their contact details through to the Aquatic Sports Team at LSV. Junior and Senior - sport@lsv.com.au This season Life Saving Victoria will again be using an electronic timing system for our pool carnivals. The timing system is the Dolphin wireless system that is used at many swimming meets and will greatly improve the efficiency of our carnivals. For the system to work, we require you to use the software program Team Manager in order to enter your athletes into the carnival instead of our existing registration system. Please refer to Appendix 1 for the procedure on using Team Manager to complete your entries. The Aquatic Sports Council determines an entry fee to be paid for each competitor in the Carnivals and Championships. Each club must pay this Fee to LSV on receipt of an invoice. FEES Fees for the Senior Carnivals will be a fixed price of $23.00 per competitor Fees for the Junior Carnivals will be a fixed price of $23.00 per competitor Fees for the Victorian Pool Lifesaving Championships will be $36.00 Fees for the Victorian Junior Pool Lifesaving Championships will be $36.00 Clubs will be invoiced within two weeks of the event. A3 LATE ENTRY Late entries are any entry that is submitted after the closing date and time and will only be accepted should the carnival program allow it. Late entries on the day of a carnival will only be permitted if approved by the Chief Referee who will confirm their approval with the LSV administration desk. Factors the Chief Referee may consider include lane space and carnival timing. No late entries will be permitted on the day for the Junior or Senior State Championships. A4 GENERAL REQUIREMENTS Competitors may only compete for one club. For team events, clubs may only form composite teams if each individual competitor is wearing their own club cap and composite teams are otherwise permitted by this handbook/the Chief Referee. Where composite teams are permitted to be formed on the day of a carnival, Clubs must inform the Chief Referee of their intention to form a composite team and the Chief Referee must approve the entry of the composite team. Composite teams will not be allowed for the Victorian Senior Championship events and only permitted for the Victorian Junior Championships in accordance with this Handbook or any other policy/circular distributed regarding composite teams. Clubs must supply people to act as handlers for all events which require them. Handlers must be wearing their registered Club cap. Handlers may be permitted to handle for another club at the Chief Referees discretion. Handlers must be organised in advance by Clubs. If a Club does not provide a handler for an event, the event will commence with any person available to handle positioning the manikin. No 11

13 protest or appeal will be permitted if a Club fails to provide a handler and as a consequence their competitors suffers disadvantage and/or disqualification as a result of the replacement handlers actions. B AQUATIC SPORTS POOL PANEL This Panel is responsible for the overall organisation of Junior and Senior Carnivals and Championships, both leading up to and during the events. The Aquatic Sports Pool Panel Coordinator shall convene all meetings of the Aquatic Sports Pool Panel, and he or she shall coordinate committee members to conduct the Pool Carnivals. The Championships shall be held annually, or at such other time that may be agreed upon by the Pool Competition Panel. The responsibility for the revision of these rules and their publishing shall lie with the Aquatic Sports Pool Panel on behalf of the Aquatic Sports Executive. C CLUB RESPONSIBILITIES Clubs are required to enter the details of their Officials (accredited officials, gear stewards, timekeepers) and set up/pack up crew into an online spreadsheet after entries have been submitted. The numbers that each club needs to provide will depend on the number of competitors entered into the carnival. Official sign-on sheets will be required to be completed at the LSV admin desk before the commencement of the carnival. Please note that Clubs that do not fulfill their required officiating obligations, may not be permitted to participate in the carnival until these requirements are met (a the discretion of the Chief Referee/Pool Panel Coordinator). In addition, other sanctions may be imposed by the Aquatic Sports Executive if Clubs fail to fulfill their officiating obligations. C1 C2 OFFICIALS DUTIES To assist with running Pool Carnivals, ALL clubs with registered athletes, must supply officials as per 1:3 ratios, being 1 official for every 3 competitors (or as otherwise directed or determined by the Pool Panel post the close of entries for a carnival. For the purpose of this clause official means both accredited officials (whether by SLSA or RLSSA) and non-accredited officials, such as timekeepers. ACCREDITED OFFICIAL POSITIONS Accredited officials are the Chief Referee (1), Event Director (1), Starter, Technical Judges (minimum of two), Finish Judge, Marshalls (minimum of two), Chief Timekeeper, Recorder, Administration Support and Equipment Stewards (minimum of two) and jury of appeal. *Please refer to the ILS and RLSSA Competition Handbook for more details. An EOI for Accredited Official positions will be issued prior to the carnival season commencing. This will be used by the Pool Panel and Chief Referee as a clear guide when allocating Accredited Officials for a carnival. Following the close of entries Club's will be advised of their Officials Duties allocation (for both Accredited and Non-Accredited Officials, based on their entries). Irrespective of any withdrawal of competitors post the close of entries, the number allocations will apply on the date of the relevant carnival. Role allocation on the day of any carnival may be amended at the Chief Referee's discretion. Clubs that provide key accredited officials will have their allocation of time keepers and gear stewards adjusted to address their provision of accredited officials. C3 TIMEKEEPERS 12

14 After the close of entries, the Pool Panel will allocate clubs a number of timekeeping positions for the upcoming carnival based on the number of competitors they have entered as per C1. Failure to supply the correct amount of timekeepers will affect your clubs involvement in the carnival and a carnival may fail to commence or be canceled if the necessary number of timekeeping positions (or other non-accredited or Accredited Officials' positions) cannot be filled. Timekeepers are to be available to meet with the Chief Referee/Chief Timekeeper 15 minutes before the scheduled start of the carnival. C4 GEAR STEWARDS After the close of entries, the Pool Panel will allocate clubs a number of gear steward positions for the upcoming carnival based on the number of competitors they have entered as per C1. Failure to supply the correct amount of gear stewards may affect your clubs involvement in the carnival and a carnival may fail to commence or be cancelled if the necessary number of timekeeping positions (or other non-accredited or Accredited Officials' positions) cannot be filled. A larger number of gear stewards will be required for the senior championships due to the number of events. Gear Stewards are to be available to meet with the Chief Gear Steward 30 minutes before the scheduled start of the carnival. C5 SET UP AND PACK UP All clubs with three or more competitors entered for the carnival will be required to provide people to assist with the set up and/or pack up of the equipment (this is in addition to allocated officiating duties). This will include unloading the trailer, filling manikins, setting out kickboards, tubes ropes etc and loading all equipment back into the trailer at the completion of the carnival. People allocated to this duty will be required to be at the venue 1 hour prior to the scheduled commencement time. D D1 ATTIRE Competitors are required to conform to the following regulations relating to dress: SWIMWEAR In all swimming events competitors must wear approved ILS swimwear as detailed in section 8.13 of the ILS Competition Manual (as amended from time to time). Prescription Spectacles These may be worn in events; however the Chief Referee should be notified prior to event marshalling. Contact Lenses Contact lenses may be worn at any time as chosen by the competitor, however, safety with hard lenses should be considered. Goggles May be worn in all events Club Swimming Caps / Club Caps Must be worn in all events. These caps may be silicone or cloth caps provided they are registered. Handlers must all wear a registered club cap. Jewellery In the interests of the safety of all competitors, all jewellery and associated items must be removed or taped prior to competing 13

15 Fingernails and Toenails In the interest of safety fingernails and toenails should be cut short At the discretion of the Chief Referee any competitor presenting themselves for an event in a manner deemed objectionable, inappropriate or unsafe shall not be permitted to start. D2 D3 E PROFICIENCY & AWARD REQUIREMENTS OF ALL COMPETITORS All members entered for the 2018 Victorian and Australian Pool Championships and RLSSA Pool Nationals must meet proficiency and award requirements. Award requirements are as directed by the relevant organizing body for the relevant competition, proficiency requirements will be determined at the discretion of the Pool Panel and relevant referee and may include consideration of experience in completing events, attendance at training sessions and times recorded for relevant events. COMPETITION EQUIPMENT All equipment must comply with the ILS specifications as specified in the ILS Competition Manual: Section 8. Competition equipment will be subject to random scrutineering checks during the event. CARNIVAL & CHAMPIONSHIP EQUIPMENT Life Saving Victoria shall be responsible for the provision of most equipment and material required to conduct the Carnival and Championship events. This will include, but not be limited to: Electronic timing equipment Officials recording sheets Stopwatches Stationary (other than officials) Markers / Rope for pool Witches hats for designating zones Rescue Tubes Manikins Ropes Kickboards Obstacles Tape to mark 1.5m from pool edge (line Throw) Computer Communication system between nominated personnel lunch, snacks and water for officials E1 CLUB REQUIREMENTS Each lifesaving club member is responsible for the provision of the following at the Carnivals and Victorian Championships. Registered Club Cap (including for handlers who must wear a club cap) Goggles Fins/flippers E2 LIFESAVING MANIKIN SPECIFICATIONS The manikin must be capable of being filled with water and sealed for competition and approved by the Chief Referee. All equipment must comply with the ILS specifications as specified in the ILS Competition Manual: Section 8. Competition equipment will be subject to random scrutineering checks during the event. E3 FINS / FLIPPERS SPECIFICATIONS Each competitor / club must provide their own swim fins / flippers for competition. 14

16 Senior Regulations All equipment must comply with the ILS specifications as specified in the ILS Competition Manual: Section 8. Competition equipment will be subject to random scrutineering checks during the event. All senior competitors may wear rubber fins; we recommend all under 12 and under 13 year old athletes wear these for competition, however under 12s and under 13s may wear fiberglass fins as per the RLSSA Under 14 Rules. Only rubber fins can be used at Short-course events and for all Junior carnival events requiring the use of fins (U8-U11), see page 6 of this Pool Handbook. E4 E5 E6 E7 RESCUE TUBES All equipment must comply with the ILS specifications as specified in the ILS Competition Manual: Section 8. Competition equipment will be subject to random scrutineering checks during the event. OBSTACLES Please refer to ILS Competition Manual for more information on specifications. LINE THROW ROPE The line used for the line throw shall be plaited, buoyant polypropylene: 8mm diameter, length minimum 16.5m; maximum 17.5m for all senior line throw events and a minimum length of 12.5m for juniors. SCRUTINEERING The Chief Referee prior to the start of the first event may conduct specification checking of all equipment to be used by the competitors. The Chief Referee reserves the right to re-inspect competition equipment at any time during the competition and equipment found not meeting or consistent with the specifications stipulated will be subject to disqualification. In turn, this may lead to the disqualification of the competitor found using the equipment and the possibility of the disqualification of the full team. F CARNIVALS & CHAMPIONSHIPS REGULATIONS & EVENTS The Aquatic Sports Pool Panel shall conduct Lifesaving events in all age groups. Mixed Teams are classified as: At least one member of different gender Composite teams will be allowed for Junior carnivals and the Victorian Junior State Championships refer to the 2017/18 LSV Combined Club Junior Pool Teams (JPCT) Policy Composite teams will only be permitted to be formed post close of entries for Junior State Championships and once formed (and approved by the Pool Panel), no changes will be permitted on the day of the Championships except as provide for in the CCJPT. Composite Teams do not carry points at normal Senior Carnivals but may be permitted at the referees discretion. DISQUALIFICATIONS In addition to the disqualifications contained in the ILS Competition Manual and RLSSA Competition Manual as relevant, the following will result in disqualification: Any team or club member not meeting the age requirements. Any attempt to defeat the Rules of the competition. Leaving before a member of the team has touched the end of the pool, or starting line and not returning to restart. Deliberate obstruction of other competitors. Not following the order of an event as laid down. Abusing any official of LSV or conduct unbecoming or disrespectful to other competitors or officials. Not being competent in the event at the Victorian Championships, therefore causing delay / interruption to carnival. PROTESTS / APPEALS Refer to Section 2.15 of the ILS Competition Rule Book (including the Protest and Appeal Forms). The Organising Committee for the purpose of section 2.15 for Victorian Pool Competitions is the Chair of the Pool Panel Competition Committee. The decision as to whether to allow video evidence to be used at a carnival shall be at the absolute discretion of the Chief Referee. G5 STARTS, TUMBLE TURNS AND SAFETY Dive starts will be permitted where the pool depth is equal to or in excess of 1.35m. Tumble turns will only be permitted where the pool depth is equal to or in excess of 0.9m. In addition to the above, it will be up to the Chief Referee to take any safety aspects into consideration that are relevant for the particular venue and determine if tumble turns or dives will be permitted (irrespective of the terms of the paragraph above). 19 At the Victorian Pool Lifesaving Championship each event in each age group will be a Victorian Lifesaving Championship in its own right and will be determined by the final for each event. The schedule of medallions for the Championship shall be approved by the Aquatic Sports Executive and Aquatic Sports Pool Panel. Junior Carnivals Junior Place-getters at carnivals other than the championships will receive place ribbons for first, second and third positions. Composite teams will be eligible to receive ribbons. 20 Firstly, download the Team Manager file by going to and clicking on the link towards the bottom of the page that says: Lite (please note that this program will not work for MAC users.) If you have any issues with downloading the program, please contact the Aquatic Sports team at Once downloaded: - Install/open the Team Manager Program - Once you have the Team Manager program open, you may be asked to install an update PLEASE DO NOT INSTALL THE UPDATE - Once complete and you are on the Team Manager home screen, select File in the top menu and Open/New - Write your club name as the file name and select Open - A new window will open, with the User Name selected as Admin, leave everything as it is and click ok to proceed. - A new set up window will open o For gender designations select male/female o For athlete browser options select show ages, show birth date and last name first (no need for school year). o For Team/Swimmer Defaults, select other for Default Team Registration, age group for default team type, Australia for default country and Victoria for Default State. o For Meet Age-Up Date, add in the date 30/09/16 (please double check whether dates are in dd/mm/yy or mm/dd/yy) o For System Age-Up Date, add in 30/09/16 (de-select Always age-up to today ) o Everything else can be left as it is, select ok 19

21 After the initial set up you will be directed to the main menu. From here, you need to import the carnival events for the carnival. To do this, LSV will be sending out a file to all team managers approximately 1-2 week prior to the close of entries. You will need to save this file to your computer. It will be saved as a zip file, there is no need to unzip the file yourself, the Team Manager program will do this. In Team Manager select the file menu, then Import Meet Events and open the file that you have just saved to your computer. (Select OK, open the file, then ok again and events for the upcoming carnival will be imported). After the events are imported click on the cancel button. 20

22 Once this is complete, you should be able to see the next upcoming LSV Pool Carnival that is being held. After this return to the main menu by clicking on the blue x button near the top right of your screen (do not click on the red x button as it will exit you from the program). 21

23 The next step is to add a new team. - To do this, click on the Teams button which is located across the top menu, then select add (also across the top menu) - A Team Maintenance window will open, from here you need to enter your Team Abbr and your full team name. Close the Teams menu by clicking on the blue x button near the top right corner of your screen. 22

24 From here, you will need to add the athletes that will be competing at the upcoming pool carnival. - To do this, click on the Athletes button which is located across the top menu then select add (also across the top menu) - For each athlete, the only data you need to enter their last name, first name, Birthdate (check the dd/mm/yy format), Gender (M,F) and Team 1 (Your club abbreviation). Do not worry about the other fields. Once you have completed the details for one athlete, select ok and you can move onto the next athlete. - Once all athletes have been entered click cancel and return to the main menu by clicking on the blue x button near the top right of your screen. The next step is to enter your relay team name. To do this, from the main menu click on set-up and drop down to favourite filters. Select Add, then in the Favourite name section type in your club abbreviation, and in the team box select your club abbreviation. Select ok then click on the love heart to make this your default team for relays, following this your team should be highlighted in yellow. 23

25 At this stage you are ready to enter your athletes into their events. To do this, select Meets on the top menu, followed by entries in the top menu then drop down to either add entries by name or entry by event. - For entries by name, you can select on your athletes name and click on the events that they wish to compete in by clicking the Boxes under the enter column. Please note, when selecting an athlete's events, ignore the stroke description, just focus on the event number as these will directly correspond to our event programs. You can also enter the athlete s entry time in the Custom Time column if they have achieved a time at a previous pool carnival, if not leave this space blank. Entry times will be used for event seeding so please make sure these are accurate. Please also note, you cannot enter athletes into relays using this method. Once you have finished entering athletes into individual events close the window. 24

26 To enter relay teams, click on Entries then Entry by event. For entry by event you can add athletes into relay teams by selecting a relay event number (it also helps to click on Relays Only on the top menu). Once you have selected an event number, click on the new relay button and then add athletes to the relay team by clicking on the entrd box next to their names. 25

27 To check your entries, you can create a report from the main menu by clicking reports: meet entries. Click on the Individuals and Relays Event filter to display all events. 26

28 Once your entries are finalised, you need to send through your entries to LSV prior to the close of entries. From the main menu select file, and drop down to export meet entries.
