2 2 Event Entry Circular Welcome Welcome to the SLSNZ Pool Rescue Championships This is the 16 th year that this competition has been held, with the number of New Zealand and international competitors steadily increasing. This year s event is particularly important as it provides a crucial lead into the 2018 Lifesaving World Championships, which are to be held in Adelaide in Nov/Dec Consequently we expect to see stiff competition from the New Zealand Black Fins and other top New Zealand club competitors, as well as teams from Australia, as they continue their build up to the Life Saving World Championships and the World SLS Club Championships. However, this event also serves as an important development event for our life guards and aspiring lifeguards, as they continue to develop important lifesaving skills for the season ahead. If you have not already considered participating in this unique and iconic event, it s not too late to start training. Just contact your local club coach or regional sport manager for guidance. We are expecting up to 700 athletes to compete at this year s Pool Rescue Championships, which will again be held at the Sir Owen Glenn National Aquatic Centre in Auckland. So don t delay, get your registrations in as soon as possible. Registrations open on Tuesday 3 July The following information provides you with everything you need to know in order to enter this event. It also contains all the logistical information surrounding the event including important information that every parent and/or guardian must be aware of before entering their child into this event.

3 3 Entry Information Entries may be completed by using the Surf Life Saving New Zealand Online Event Entry System Your club has access to this system and is responsible for processing your entries. Once entries close on 28 Sept, entry fees will be invoiced directly to your club for payment prior to the competition. Entries Open: Monday 2 July 2018 Entries Close: Friday 28 September 2018 Competition Dates: Entry Fee: Late Entries: Eligibility of Competitors: Friday 12 Sunday 14 October - Please note the split between junior and senior events refer to Appendix One $80.00 per competitor (Incl. GST) $10.00 per substitute (Incl. GST) Late entries will not be permitted Please refer to Policy SPS008 for Event Entry Eligibility. The event entry system will not allow competitors to enter events if they have not meet the requirements before close of entry. Team Manager s contact details must be updated on the online system to ensure that the relevant person receives all updated information directly. Failure to list a team manager may mean that you will miss out on vital information. Entering Teams: You must enter the entire team for all team events otherwise your entry will not be accepted. Seeded Races: To assist athletes and the efficient operation of the competition, the entry system allows you to enter the current best time for each individual athlete. Please only enter times if you evidence of their accuracy. If you don t know the athletes best current times then please leave this blank. Clubs deliberately entering false times in an attempt to elevate athletes in the seeded heats, may be eliminated from these events at the Event Managers discretion without right of recourse by the club. Entry Checks: Following the close of registrations, Session Entry Sheets are expected to be published by 12 noon on Wednesday 3 October. Team managers must check their clubs entries and notify the event manager of any scratchings and or team changes using the forms provided to clubs at this time. Scratchings for Sessions must be submitted to the Event Referee by 5pm Thursday 11 October. All other scratchings must be submitted using the forms provided, at least 1 hour prior to the start of the session to which the scratching applies. Points and Trophies: Points: Points will be allocated to individuals and teams, placings 1 st, 2 nd or 3rd in a race. Club points will be added together to determine the top club. Points will be awarded as follows: Individual points: 1 st = 3 points, 2 nd = 2 points, 3 rd = 1 point. Team points: 1 st = 5 points, 2 nd = 3 points, 3 rd = 1 point. Trophies: The following trophies will be awarded as part of the New Zealand Pool Championships:

4 4 Paul Kent Memorial Trophy Presented to the club with the highest total of awarded points in the U11,12,13,14,16,19 and Open division. Top Masters Club Trophy - Presented to the club with the highest total of awarded points in the Masters division. Please refer to the SLSNZ Policy SS003 - New Zealand Championships Medal Policy and Points Allocation. For full details refer to Event Rules This event will be conducted under the rules contained in the following documents: SLSNZ Pool Competition Manual (Oct. 2017) There have not been any amendments to the competition rules since Oct 2017, however rule clarifications if required will be posted on the SLSNZ web site and distributed to all club administrators in future event circulars such as this one. All members entering this event are bound by the regulations listed below. Recent Rule Clarifications: Notified to clubs on 25 May The following rules have been reviewed for clarification internationally and the following judgments will now be applied. 4.8 Manikin Relay (4x 25m) 4.15 Brick Relay (4x25m) Clarification: 4x25m Manikin or Brick Relay Teams will not be disqualified if: The second and fourth competitor touched or had their hand on a lane rope while the first competitor was swimming their leg of the race; or The first and fourth competitor touched or had their hand on a lane rope while the second competitor was swimming their leg of the race; or The first and third competitor touched or had their hand on a lane rope while the third competitor was swimming their leg of the race. Providing that:

5 5 The second competitor was not touching the lane rope at the time of taking the manikin/brick from the first competitor; and The fourth competitor was not touching the lane rope at the time of taking the manikin/brick from the third competitor; and At all times there was no affect or interference to competing teams by the competitors in adjoining lane caused by touching or holding onto the lane rope It is important that noninvolved members in a relay changeover stay well clear of the involved member in the process (e.g. the fourth competitor cannot have any involvement in the changeover between the first and second competitors). As such the best way to demonstrate this is to be as far to the side as possible from the changeover and this may include touching or holding the lane rope. The reason for this is includes: The only specific requirement listed is d) which requires competitors to remain in the water at the surface in their lanes until the completion of the event is signalled; and There will be no judging of competitors who while not actually completing their leg of the race as having taken assistance for the lane rope to gain an advantage (Section c)) unless they interfered with a team in the adjoining lane. 4.7 Line Throw 12.5 m Current Rule: Event description b) Starting position: The thrower stands in the throw zone facing the victim, motionless with heels and/or knees together and arms straight down and beside the body. The end of the throw line is held in one hand. The victim treads water on the near side of the rigid crossbar in allotted lane. The victim holds both the throw line and the crossbar with one or two hands. Clarification: The thrower may have the end of the line completely within their hand or up to 10cm (one hand width) extending out the back of the hand while in the starting position. Officials and/or Starter are required to inform athletes if they are not in the correct starting position before the Starters command Take your marks is given. 3.2 Starts - b) Check that competitors, manikin handlers and victims are properly attired and in correct positions. If a competitor has been instructed to correct their starting position and does not do so, it may be ruled as an unfair advantage and therefore result in a DQ. However, competitors competing in the incorrect attire may not use this as means to prevent disqualification, as they alone are responsible for ensuring that they are wearing the correct racing attire at all times. Swim Fins Clarification: Fiberglass fins are permitted to be used by competitors in the 14 masters divisions only. Fin socks may be worn to ensure correct sizing of fins. However, adhesive tape, external fin savers or other fastening devices are not permitted to be used with fins. Manikin Carry Clarification: The manikin must not be carried underneath the competitor s body. Correct manikin carry positions

6 6 Incorrect manikin carry position Manikin Relay (4x25m) Clarification: Question: Can the manikin be pushed by the first competitor in the start zone. Answer: Yes, a manikin can be pushed in the start zone by the first competitor, so long as they remain in contact with the manikin at all times, including the transition from pushing to carrying the manikin, and so long as the manikin is in the required carry position before the head of the manikin exits the start zone. Patient Tow Clarification: A patient is not permitted to use their hands and/or arms (sculling) to assist their forward progress. Mega Relay Clarification: There is no requirement for competitors two, four or six to break the surface prior to the completion of their legs. However, it is highly recommended that the sixth competitor s contact with the finish wall is clearly visible to the time keepers.

7 7 Event Equipment and Scrutineering All competitors are required to supply their own competition equipment (excluding manikins, line throw ropes and rubber bricks) including rescue tubes and fins. All equipment must comply with the SLSNZ equipment specifications as specified within the SLSNZ Equipment Specifications Manual. Competition equipment will be subject to random scrutineering checks during the event. Copies of this can be downloaded from the Sport section /sportdocs of the SLSNZ website. 7.4 Swim Fins Fins are measured while not worn. Swim fins used in competitions shall comply with the following specifications: Length: maximum overall length 650 mm, including shoe or ankle strap (ankle strap extended). Width: 300 mm maximum at the widest point of the blade Note: All competitors in U11, U12, U13 and U14 events are not eligible to use the fiberglass type of fin in any event including the mega relay. All fins used by these divisions shall comply with the above specifications Rescue Tubes: 15.1 Construction and composition Source of buoyancy: Material to be as specified in Australian Standard AS2259 or equivalent. The material shall be closed cell plastic foam, and durable and flexible Buoyancy: The rescue tube shall have a minimum buoyancy factor of 100 newtons in fresh water Flexibility: The body of the rescue tube shall be of such a nature as to be able to roll within itself with a force of 5-6 kg Strength: Webbing, leash, and fittings shall be able to withstand a minimum of kg (1000 lb.) stress in a longitudinal direction without damage. (Ensure all knots are removed to maintain the maximum strength of the leash at all times.) Weight: Total weight of the tube should be between g Colour: The body of the rescue tube shall be a colour-fast red, yellow, or orange (impregnated, painted, or covered) as per Australian Standard AS Stitching/thread: Stitching shall be a locked stitched type 301 of British Standard BS 3870 as illustrated in Australian Standard AS2259. The thread is to have similar properties to the materials being sewn Technical measurements specification Rescue Tube Dimensions: The body of the tube (flotation component): L minimum length 875 mm; maximum length 1000 mm B maximum breadth 150 mm T maximum thickness 100 mm

8 The distance from the extremity of the clip to the extremity of the first O-ring shall be a minimum of 1.10 m to a maximum of 1.40 m The distance from the extremity of the clip to the extremity of the second O-ring shall be a minimum of 1.30 m to a maximum of 1.65 m Leash/line: The length of the leash from the first O-ring to the lanyard webbing shall be a minimum of 1.90 m to a maximum of 2.10 m, and must include a minimum of 2 O-rings. The leash shall be a synthetic type rope which is UV treated Webbing connections: Webbing used for the connection of O-rings/clips to the body of the tube shall be 25 mm (± 2.5 mm) wide woven nylon Lanyard/harness: Webbing for the lanyard shall be 50 mm (± 5.0 mm) wide woven nylon with a minimum length of 1.30 m to a maximum of 1.60 m. The circumference of the lanyard loop shall be a minimum of 1.20 m O-rings: 15.7 Clips: O-rings shall be brass, stainless steel (welded) or nylon. If nylon, the rings shall be UV treated. O-rings shall be 37.5 mm ID (± 10.0 mm) in diameter, having no sharp edges or protrusions that may cut or injure the rescuer or victim The clip shall be a brass or stainless steel snap hook KS with an overall length of 70 mm (± 7.0 mm). It shall have no sharp edges or protrusions that may cut or injure the rescuer or victim Overall length: The distance from the clip to the end of the lanyard/harness shall be a minimum of 3.65 m to a maximum of 4.30 m.

9 Scrutineering procedure For ILS-managed events, a person appointed by the ILS Management Committee shall check the rescue tubes. Minimum measuring equipment required: tape measure (minimum 10 m with 1 mm increments). Swim suits Clarification Swim suits requirements may be found in section 2.6 (pg. 27) of the Surf Sport Competition Manual, 9 th Edition (V2). An abridged version of this is provided below. a) Competitors shall only wear SLSNZ approved swim suits in Events (refer to the Table below). Swimsuits worn by males shall not extend above the navel or below the knee. Swimwear worn by females shall not cover the arms nor fully cover the neck or shoulders nor extend below the knees. Two-piece swimsuits that conform to this standard may also be worn Alternative swim suits may be permitted upon application and decision by the Event Referee alone. b) The material and construction used in swimsuits to be worn in all beach Event swim legs and pool rescue Event swim legs shall: Be made of knitted and woven textile fabric(s) only. Not include non-woven and/or non-permeable (e.g., wetsuit type) materials, unless permitted by the Event Referee as specified below. The material used shall have a maximum thickness of 0.8mm. Other than string ties for the tops of men s swimwear or the bottom of female two-piece swimwear, no zippers or other fastening systems shall be permitted. Swimwear that provides flotation, pain reduction, chemical/medical stimulation or other external stimulation or influence of any type shall be prohibited. No outside application on the material shall be permitted. Manufacturer brandings, Club names or similar are permitted. c) SLSNZ will allow both male and female Competitors to wear modesty swimwear made of knitted and woven textile fabric under their swimsuit, provided that no Competitive advantage is gained. d) Further, any modesty swimwear shall be restricted to the short style for men and the twopiece style top and/or bottom for women. e) Upon application for religious and/or cultural diversity reasons, SLSNZ will consider the wearing of (non-body shaping) textile swimwear that covers a greater part of the body, provided that such swimwear does not provide a Competitive advantage or a safety hazard.

11 11 Swim Caps Club swim cap colours must be those registered with SLSNZ as their club cap colours. In team events, competitors from the same team must wear matching caps. Additionally, all manikin handlers must wear a club cap. Clubs unable to provide caps in their club colours must advise the Event Manager at least five days prior to the commencement of the event, to seek their approval of an alternative solution. Age Divisions The SLSNZ Pool Rescue Championships is the first national event of the competition season. The competition season operates from 1 July 2018 through to 30 June A competitor s age division for the 2018 New Zealand Pool Championships is determined by their age as at 30th September Refer to SPS008 for further information. a) Competitors must be aged 10 years or older before midnight on 30th September 2018 to be eligible to compete in the 2018 SLSNZ Pool Rescue Championships. b) Masters must be aged 30 years or older before midnight on 30th September 2018 to be eligible to compete in the masters division. Masters divisions are grouped into 5 year age bands e.g years, which will automatically be calculated by your birth date when entering. c) Competitors are only permitted to compete in an event once i.e. one individual event and one team event and therefore must select one age divisions from those they are eligible to contest, as detailed below: U12 may compete in U12, U13, U14, U16, U19 and Open events (excludes manikin and line throw events) U13 may compete in U13, U14, U16, U19 and Open events (excludes manikin and line throw events) U14 may compete in U14, U16, U19 and Open events (excludes manikin and line throw events) U16 may compete in U16, U19 and Open events U19 may compete in U19 and Open events Open can only compete in Open events Masters may compete in Masters and Open events e.g. an U19 competitor wishing to compete in the 50m with Fins must choose either the U19 or Open event, not both. The patient for the line throw in the U19 division cannot become the rescuer or patient in the Open division. d) The 50m obstacle swim is classified as the same event as the 100m or 200m obstacle swim. e) Although U14 competitors are now permitted to compete up in a number of events, coaches and team managers are first required to consider the welfare and interests of the athlete/s, the wishes of the athlete s parents/caregivers, prior to entering U14 athletes in older divisions. NB. Clubs found to be deliberately allowing competitors to participate in events that they are not entitled to contest, may result in individuals, teams and or clubs being excluded from this competition. Masters Age Groups Masters competing in masters events are only permitted to compete in a single master s age division for each individual and team event during this competition.

12 12 Team Events Where male and female as well as mixed team events are provided in a single age division, clubs may only compete in the male and female events, or the mixed gender team event, e.g. they cannot compete in an under-14 female team and an under-14 mixed team. Events with mixed gender race options are to be two males and two females per team accept for the 6x50 Open Mixed Mega Relay requiring three females and three male competitors: Under 12 Mixed x50 Medley Relay Under 12 Mixed x50 Obstacle Relay Under 14 Mixed x50 Medley Relay Under 14 Mixed x50 Obstacle Relay Under 16 Mixed x50 Medley Relay Under 16 Mixed x50 Obstacle Relay Under 19 Mixed x50 Medley Relay Under 19 Mixed x50 Obstacle Relay Masters Mixed x50 Medley Relay Masters Mixed x50 Obstacles Relay Open Mixed x50 Medley Relay Open Mixed x50 Obstacle Relay Open Mixed x50 MEGA Relay Event Programming The proposed 2018 Pool Rescue Championship Programme can be found in Appendix One of this entry circular. Please note that this programme is subject to change depending on the number of entries. Times listed are indicative only and must not be relied on. Any changes to this programme will be communicated directly to the club chairs and administrators and to the team managers registered for this event. Additionally, programme updates will be published on the SLSNZ website. Site Plan Sir Owen G. Glenn National Aquatic Centre (AUT Millennium) is located in Rosedale, in the heart of North Auckland. Visit To view AUT Millennium Pool facilities visit Entry to the Pool Rescue Championships will be via the main front entrance to the Competition Pool as detailed in the attached site plan. Entry to the pool is included in the entry fee for the event. The draft Site Plan can be found in Appendix Two of this entry circular. Club Seating Plan and Time Keepers Once entries have closed, clubs will be allocated seats to ensure that all teams are accommodated. The seating plan will be issued to all clubs entering the 2018 Pool Rescue Championships and will be posted on the SLSNZ web site. Likewise, once entries close, clubs with ten or more entries will be allocated sessions in which they must provide time keepers. For efficient operation of the event, please ensure that time your clubs time keepers report to the staring end of the pool for a briefing 20 minutes prior to the session start times.

13 13 Event Photography - Media Accreditation Media personnel and club photographers wishing to have access to this event, particularly access to the pool deck must apply to the Event Manager using cameras or video devices. Applications must be submitted at least 10 working days prior to the event. Application Forms can be found in Appendix Three of this entry circular. Media accreditation: There are two levels of accreditation: 1. Media Journalists and photographers working directly for, or contracted to, local, national and international media outlets including TV, radio, newspapers, magazines and websites. 2. Club Photographers Photographers appointed or contracted by a participating club to produce imagery. Only one Club Photographer can be appointed or contracted per club. Only applications from recognised media agencies and learning institutions, and Surf Life Saving Members, will be considered (No public or non-members will be given access to the competition area to take photos, this includes parents of members who do not hold a membership themselves). If access is granted by SLSNZ, then SLSNZ will issue the applicant with a vest and lanyard which must be worn at all times, and must not be transferred to another person. SLSNZ alone reserves the right to refuse media/photographer access, including revoking access rights if SLSNZ alone considers there to be a breach of access requirements. Any competitor, member or club registering or attending this SLSNZ event is deemed to have given approval for images of them to be used by SLSNZ and or their approved event personnel and contractors. Event Safety Competition Safety Plan: The Competition Safety Plan will be distributed to participating clubs and made available on the SLSNZ website prior to the commencement of this event. This document will also be available for viewing in the Event Management Area during the event. Please contact the Event Manager if you have any concerns. The Competition Safety Manual requires clubs to notify the Event Manager as soon as practicable, if an athlete has a significant injury or illnesses that may pose a risk to the athlete, or to others competing in or supporting this event. All disclosures will be held in the strictest confidence. Parent, Guardian, Coach, Team Manager and Club Obligations: It is the responsibility of clubs, through their coaches and manager, to ensure that each individual competitor is competent to safely compete in this event. It is therefore the clubs responsibility to ensure that competitors who are not yet competent participate are to registered in this event, or are withdrawn from an event rather than expose them to unnecessary risk or potential harm by encouraging or coercing competitors to compete, particularly against their will. Please refer to statement (e) of the Agreement to be bound by the Manual section of the Surf Sports Competition Manual. The Manual can be found here. It is the expectation of the organisers that all clubs will only permit competent competitors to compete in an event.

21 21 Appendix Three Media Accreditation Application Information There are two levels of accreditation: 1. Media Journalists and photographers working directly for, or contracted to, local, national and international media outlets including TV, radio, newspapers, magazines and websites. 2. Club Photographers Photographers appointed or contracted by a participating club to produce imagery. Only one Club Photographer can be appointed or contracted per club. Media and individuals seeking accreditation for the events must: - Complete the application form and submit it to the Media Manager no less than 10 days prior to the start of the event. - Provide a clear and suitable head and shoulders photograph. - Sign in with the Media Manager or Event Manager on site at the start and end of each competition day. - Wear their provided laminated accreditation pass and high visibility vest at all times in the competition arenas and return to the Media Manager or Event Manager at the conclusion of the event and agree not to share or provide passes or vests to anyone else. - Agree to abide by event safety, access rules and instructions from Surf Life Saving New Zealand staff and officials. Anyone who fails to self-regulate or follow these will be asked to leave the arenas. Rules: - Accredited Media and Club Photographers can only operate within three metres of the arena barriers or within two metres of craft if they are stacked inside the water arena barriers. - They are permitted to operate anywhere outside of these zones but are not permitted inside of team tents without invitation. - Interview requests with Surf Life Saving New Zealand staff, officials, volunteers, event staff or athletes must be requested through the Media Manager or Event Manager at least two hours prior. - Official Media will have priority to conduct interviews. - Requests for camera or video devices to be attached to athlete crafts must be made prior to the start of the event or day of the event if the event is multiple days. - The only exception to the above is Surf Life Saving New Zealand s Media Manager and official event photographer who have free access to all areas. Inappropriate use of cameras and video devices at events: - Event organisers reserve the right to ban anyone found to be using cameras or video devices inappropriately at any events, trainings or activities. - Event organisers will notify the appropriate authority (ie Police) if they suspect that a person is using cameras or video devices inappropriately. - Surf Life Saving New Zealand reserves the right to cancel accreditation if a person is charged with the misuse of cameras and/or video devices by the appropriate authority. Surf Life Saving New Zealand reserves the right to grant media accreditation at its discretion. Any questions or queries should be directed to the Event Manager.
