3 INTRODUCTION Bench Officials have an imprtant rle t play they are respnsible fr ensuring the crrect scre is recrded, the crrect time is played and ther match details are recrded accurately. The Netball Australia Bench Officials Manual utlines the prcedures fr use by Bench Officials and is based n the INF Bench Officials Manual and the INF Scre Sheet. This manual applies t all matches played at events under the direct jurisdictin Netball Australia. Prcedures specific t matches played fr INF Wrld Ranking purpses are highlighted within the dcument (shaded text bx). Fr dmestic cmpetitins within Australia, Member Organisatins may amend prcedures as deemed apprpriate t suit lcal cmpetitins and events. Netball Australia has established a Natinal Bench Officials Accreditatin Framewrk t assist the develpment f new and existing bench fficials thrugh a series f tw accreditatin levels that relate t the techniques required at different levels f cmpetitin. Thery Examinatin Rules f Netball (nline) Current State Bench Official s Accreditatin Pre-Requisites Curse Bench Officials Educatin Curse (nline) Assessment 1 State League match - candidate undertakes Screr 1 and Timer 1 rles fr half f the game (e.g. Screr 1 rle fr Q1 & Q2; Timer 1 rle fr Q3 & Q4). 2 matches at State League (tp divisin) (1 x Screr and 1 x Timer) NB: Assessment may be undertaken at Natinal Champinships as apprved by Netball Australia. 4 PLACEMENT OF BENCH OFFICIALS Layut fr Official Bench INF Wrld Ranking Matches Middle Left facing ut nt the Curt Right Timekeeper 1 Timekeeper 2 Screr 2 (r Statistician) Screr 1 The Official Bench cnsists f tw (2) Scrers and tw (2) Timekeepers wh are seated at a table ( bench ). The Official Bench is placed ppsite the centre f the Curt and immediately adjacent t the field f play. The Scrers and Timekeepers must be seated in the rder shwn abve fr INF Wrld Ranking matches. The layut f the Official Bench may be changed but nly with apprval frm the INF. Layut fr Official Bench Events under the direct jurisdictin f Netball Australia Middle Left facing ut nt the Curt Right Optinal Data Entry Technician Screr 2 (r Statistician) Screr 1 Timekeeper 2 Timekeeper 1 At the discretin f the Event Organiser, a suitably qualified statistician may be appinted t fulfil the rle f Screr 2. Further t this, a data entry technician may als be psitined t the left f the Screr 2 (Statistician) psitin. Netball Australia currently appints Statisticians t the rle f Screr 2 and data entry technicians at all Internatinal Test Matches played within Australia and the ANZ Champinship. 4

5 Layut fr Official Bench, Team Benches and Umpires Bench INF Wrld Ranking Matches Middle Left facing ut nt the Curt Right Team Bench Team 2 up t 17 persns Umpires Bench 3 persns Official Bench 4 persns Team Bench Team 1 up t 17 persns As per the INF Rules f Netball a Bench Zne is lcated immediately adjacent t the field f play. The Official Bench, Umpires Bench and Team Benches are all lcated n ne side f the curt in the Bench Zne. Hwever, this may nt be pssible due t venue cnstraints and bradcast requirements. The Official Bench, Umpires Bench and Team Benches must be seated n the same side f the curt, in the Bench Zne fr INF Wrld Ranking matches. The layut f the Official Bench may be changed but nly with apprval frm the INF. 5

6 During the match, the Reserve Umpire is seated n the Umpires Bench which must be placed n the same side f the curt as the Official Bench. A suspended player is seated n the Umpires Bench (beside the Official Bench) during a suspensin perid f 2 minutes. Separatin frm the public shuld ensure security f fficials and players in these areas. Where there is n hme team, bench psitins will be determined in advance by event rganisers. All benches will nrmally cnsist f individual chairs. Only the Official Bench will include a table. 6

7 GUIDELINES FOR BENCH OFFICIALS As fficials f the game, Bench Officials shuld present high standards in the way in which they carry ut their duties and cnduct themselves. The fllwing standards are expected fr Bench Officials: Bench Officials shuld be dressed unifrmly. Suggested standards are plain-clured tidy trusers/skirts (preferably dark) with plain-clured shirt/tp (r spnsr s tp if prvided). Appearance must be tidy and presentable. Behaviur must be impartial (that is withut bias) twards either team. Demeanur must be pleasant, c-perative and efficient. Cncentratin and fcus must be n the match at all times; there shuld be n casual r unnecessary talk during play. N fd is t be n the Official Bench r eaten during a match. Hydratin (water bttles r spill-prf cups) may be used and may be visible but any markings n cntainers shuld nt cnflict with spnsr s prducts. Where successive matches are t be fficiated, Bench Officials may require sustenance. Hwever, Bench Officials shuld mve away frm the Official Bench t cnsume fd, thus ensuring that the Official Bench remains tidy and clean. Mbile phnes must nt be visible r used by any Bench Official. Only headphnes used fr fficial purpses and directly related t the match may be wrn. Befre the match starts, Bench Officials must ensure they have all necessary equipment and must check it is in wrking rder refer Check List (page 43). Bench Officials must be in place in the playing enclsure well befre the match starts and shuld remain there fr the duratin f the match. 7

8 Presentatin f the Scre Sheet - key cmpetencies All fficial recrds frm a match shuld be cmpleted in a neat and tidy manner. Crssing ut material and erasures indicate pr skills and inadequate training. In particular the scre sheet shuld be clear and easily read. The fllwing prvide guidelines: Legibility all figures, writing and symbls used (including dts) must be clearly and cnsistently frmed. Printing, nt handwriting, shuld be used at all times. Size all writing and figures shuld be written neatly and legibly and shuld fit inside the bxes and spaces prvided. Mathematical skills all ttals and statistics shuld be accurately calculated and shuld be checked a secnd time. Errrs must be crssed ut with a tidy straight line - hrizntally, diagnally r with an X thrugh the incrrect items; scribble-uts r blck uts shuld be avided. NO whiteut r text erasing is allwed n any match dcuments this includes scre sheets, team lists, substitutin sheets and all ther frms used. Guidelines fr Handling Errrs Bth scrers are jintly respnsible fr keeping an accurate recrd f the scre, althugh specific rles have been defined fr each screr. In the case f an errr, scrers are t see if the errr can be identified and rectified easily d nt stp the match. If the errr is nt able t be rectified easily: if it is an issue with Screr 1 s sheet then Screr 2 (Statistician) cntinues t maintain the Running Scre Sheet while Screr 1 identifies and crrects the errr; if it is an issue with Screr 2 s (Statistician s) sheet then Screr 1 cntinues t maintain the fficial Scre Sheet while Screr 2 (Statistician) identifies and crrects the errr. If the umpires disagree n which team is t take a Centre Pass the umpire nearer the Official Bench will d a Pass Check with the screr [Rule (iv) (a)]. If bth umpires indicate the Centre Pass incrrectly, the screr shuld ntify the umpires s a check can be made and ntificatin must be made befre the Centre Pass has been taken [Rule (iv) (a)]. It is recmmended that umpire alerts be used fr this purpse. If umpire alerts are nt available the event rganiser shuld advise the means f ntificatin befre the match. 8

9 Prcess: Scrers t cnfirm incrrect Centre Pass. Scrers t ntify Timer 1, wh activates the umpire alert. If ntificatin prvided prir t Centre Pass being taken, umpires t hld time and seek clarificatin frm Official Bench. If the Centre Pass is taken befre ntificatin can be made, nte this n the Scre Sheet by circling the Centre Pass where the difference ccurred and cntinue in the pattern that the Umpires have indicated. Draw this t the attentin f the Umpires at the end f the quarter. IMPORTANT times t watch! It is essential that the crrect Centre Pass is determined befre it is taken as, nce taken it cannt be crrected. An errr f this kind can affect the utcme f a match, s every effrt must be made t ensure the Centre Pass is taken crrectly. A pssible time fr an errr t ccur is at the start f a quarter. T avid this, the fllwing prcedure is suggested: When they reach the Official Bench, the Umpires will cnfirm the team t take the next Centre Pass. Befre play restarts, the Scrers shuld recnfirm with the Umpires the Centre Pass, bth team and directin. It is a gd idea t frame this as a query fr the Umpire t cnfirm. Remain alert! During play either Umpire may call fr a Pass Check : In respnse, Screr 2 (r Statistician) calls ut the team and indicates with arm signal the pass directin as n the running scre sheet. Centre Pass Prcedure t be used in INF Wrld Ranking matches IMPORTANT - times t watch! The mst cmmn time fr a Centre Pass errr t ccur is when there is a Stppage (e.g. fr injury) immediately fllwing a successful gal. T avid this, the fllwing prcedure shuld be used: Befre play restarts, Screr 2 (r Statistician) shuld indicate clearly by arm signal the directin f the Centre Pass (it is als suggested that yu call the Pass if the Umpire is clse by). 9

BEFORE MATCH recrding match details Nte: All infrmatin n the Scre Sheet must be printed clearly (d nt use handwriting). Fr references (e.g. S1) refer t Appendix 3 - Scre Sheet sectins. 1. Frm fficial team lists recrd names f up t 12 players and up t 5 team fficials; where pssible, the team shuld be listed in alphabetical rder by family name (surname) then initial as this makes it easier t align players with statistics prgrams etc. Transfer all details as per team list t apprpriate lines. Family name (surname) and initial f all team members and team fficials; if tw persns have the same first initial and family names then als insert first names. E.g.: Ann Brwn and Amy Brwn. Crrect spelling check if unsure. Team 1 must be the same team as recrded in match details in 1 abve. Team 2 must be the same team as recrded in match details in 1 abve. Fr bth teams indicate starting psitin f players in tp left-hand crner f the first quarter player recrd bx. Only enter psitins fr thse players n Curt fr the start f the match. 11

12 3. Cmpleting Bench Officials Details refer S3 n scre sheet 4. Recrding the initial Centre Pass refer S4 n scre sheet 5. Recrding the Match Times refer S1 n scre sheet Print bth first name and family name Screr 1 recrd name f persn cmpleting Scre Sheet. Screr 2 (Statistician) recrd name f persn cmpleting Running Scre Sheet and Calling. Timekeepers 1 & 2 - recrd names in apprpriate spaces in Bench Officials details sectin. After result f Captains tss has been ntified: In the First Quarter Ctr Pass clumn line 1, recrd team taking the first Centre Pass. Use an apprpriate team abbreviatin. E.g.: E fr England and J fr Jamaica. In Australia, abbreviatins fr each team name must be ffset. During the quarter, after each gal, recrd the Centre Pass alternatively. Best practice is t wait until the umpire has blwn the whistle fr the Centre Pass befre marking it dwn. Start Time is the real time when the match cmmences e.g pm. Full Time is the real time when the 4th Quarter ends e.g pm (this applies whether Extra Time is played r nt). Extra Time End is the real time when Extra Time ends. Extra Time applies nly if the scres are tied at the end f the 4th Quarter and the match must cntinue t determine a winner (refer pages 37-42) 12

Fr GS and GA fr each team: Gals are recrded fr each shter sequentially and separately i.e. fr Team 1, GS and GA gals are recrded separately as shwn. Unsuccessful Penalty Pass attempts are shwn as P. Other unsuccessful attempts at gal are shwn as Successful Penalty Pass shts at gal are shwn with a circle arund the number f the gal e.g. Gals scred which are nt sanctins are recrded as a number e.g. 1, 2, 3 etc. Ensure Centre Passes are listed n ppsite sides f the bx (as shwn). Always ensure each attempt r gal is always recrded frm the left hand side f each bx. NB: D nt recrd missed attempts at gal fr which a sanctin is subsequently awarded (refer pages 31-32) D recrd unsuccessful attempts that are deflected r intercepted by a defender. 13

16 10. Detailing the gal/attempt statistics fr a Quarter refer S6 n scre sheet In the example belw, Quarter 2 is shwn. The quarter ended immediately after a gal was scred (Centre Pass details nt shwn). Yu will nte that there are 2 lines fr attempts and 2 lines fr gals scred t be entered. Enter yur numbers n the first line in each case. The secnd line is used nly if there is a change f shter during a quarter (refer page 23, Sectin 13B). Nte: use in this case as this indicates the player has been n the Curt ( X indicates a player has NOT been n the Curt in the quarter. 20 12. Recrding changes f Shters in scring clumns refer S4 n scre sheet Shter changes must be indicated when they ccur, i.e. during a quarter r at end f a quarter. Mark the pint where the GS r GA was replaced by a red ink bx During a quarter, this will shw the last gal/penalty/attempt by this player. Space must be left t recrd shts/penalties/attempts by the replacement shter [A] Team 1 Team 2 GS GA GS GA Shter replaced after unsuccessful attempt (has nt scred gal) In [A] Team 1 s GS misses a gal befre being replaced while play is in prgress fllwing a Centre Pass. The unsuccessful shts by the replacement GS are shwn belw/fllwing in the same bx. 24 AFTER THE MATCH Cmpleting the Match Details 14. Cmpleting the Scre Sheet [A] Time Details refer S1 n scre sheet Timekeeper advises the Start Time and Full Time f the match in real time e.g pm Start Time, 3.47 pm Full Time. Recrd these n Scre Sheet. If EXTRA TIME is played Full Time remains the time when the 4th Quarter finishes; End f Extra Time is als recrded n the Scre Sheet. Remember Extra Time is played nly in matches where a result is required i.e. cannt end in a draw (refer pages 24-27). [B] Shting Details refer S9 n scre sheet Calculate and cmplete all shter Statistics. Statistics (based n the entire match) must be calculated separately fr EACH player that has played GS r GA. If the Umpire advances a Penalty Pass against a mid-curt player int the Gal Circle (i.e. neither the GD nr GK infringed) and a Penalty Pass is played as a sht at gal, recrd the attempt as a Penalty by the shter cncerned. 32

33 Examples invlving Sanctins If the Umpire determines that the cnditins fr a Penalty Pass have nt been met, a further Penalty Pass (which may be advanced if it is judged t be delaying play) will be awarded. Hwever, in sme cases the first sht may have already cmmenced when the secnd is awarded. In such case, tw utcmes are pssible: The sht is successful the Umpire will apply the Advantage Rule and cunt the gal. Scre this as a (penalty) gal. The secnd penalty will nt prceed. The sht is unsuccessful the Umpire will prceed with the secnd Penalty Pass. Recrd ONLY the secnd penalty (gal/attempt). Similarly, if a defender kncks the galpst and causes a sht t miss, a sanctin will be awarded hence the first attempt is nt recrded. If a sanctin is awarded fr an infringement that ccurs after the cmpletin f a Penalty Pass played as a sht at gal, these are tw different sanctins. If a Penalty Pass is taken frm the secnd infringement, bth are recrded n the Scre Sheet. The fllwing examples illustrate these principles: 1. A Penalty Pass is awarded after Obstructin by GD in the Gal Circle. GA takes a Penalty Pass and attempts a sht at gal. An infringement f this penalty ccurs, such as: the infringer (GD) mves ff t early/takes part in play befre the ball leaves the GA s hands; r the ther defender (GK) bstructs/cntacts the player taking the Penalty Pass. These are bth cnsidered an infringement f the sanctin already awarded. Hence the Umpire awards a further Penalty Sht. In the secnd case, BOTH infringers will stand ut while this sanctin is taken. In the event that the ball has already left the shter s hands when the secnd sanctin is awarded: If the first Penalty Pass attempt is unsuccessful, the secnd sanctin is taken in this case, d nt recrd the first penalty attempt ; If the first Penalty Pass attempt at gal is successful, the Umpire will apply the Advantage Rule and rule the gal is t be cunted in this case, recrd it as a successful penalty. 33

34 2. GA takes a Penalty Pass in the Gal Circle with GD standing ut as the infringer. Befre the sht is taken GK cntacts/bstructs GS and the Umpire penalises this. This is a new infringement. The first sanctin has nt been taken. Hence if a Penalty Pass is taken frm the infringement by GK, this is the nly ne recrded. 3. GS attempts a sht at gal frm a Penalty Pass awarded in the Gal Circle. The sht misses and is recrded as an unsuccessful penalty. As the players strive fr the rebund, GK cntacts GS and a further sanctin is awarded. In this case, the sanctins are nt related and bth are recrded. 34

35 TIMEKEEPERS Tw Timekeepers fficiate n each match. The allcatin f duties between the tw Timekeepers may vary accrding t the equipment used and hw duties are divided. The Timekeepers must wrk as a team t ensure accurate and successful cmpletin f all required tasks. The standard practice is fr the Official Time t be recrded using a Manual Timer - cunt-dwn timers shuld be used fr all timing. The interval between first-secnd quarter and third-furth quarter shall be 4 minutes. The length f half time can be either 8 min r 12 min check this befre the match starts. A Real Time Clck shwing secnds is als required. The usual divisin f respnsibilities will be: Timekeeper 1 - Official Timekeeper in additin t using cunt-dwn timers, uses the Manual Timers fr playing time, intervals, stppages and als recrds injury/illness and ther stppages. Timekeeper 2 - uses backup Timers (may be the electrnic timer/screbard) Fr INF Wrld Ranking Matches, Timekeeper 2 als recrds injury/illness/bld and ther stppages Nte: In Australia, Timekeeper 1 manages all injuries/illness/bld and ther stppages. Timekeeper 2 is the backup timer. The electrnic timer/screbard may be perated by Timekeeper 2 r by a separate fficial wh has respnsibility fr this alne. In this latter case, the fficial shuld be seated separately. 1. Umpire Alert Units It is recmmended that an audible sund is used by the timekeeper t indicate the end f each perid f play e.g. air-hrn, with umpire alerts used as backup in the event f a malfunctin. In Australia, if the audible sund and bth umpire alerts malfunctin, the Timekeeper will ntify the Reserve Umpire wh will stand and blw their whistle t end play. Each Umpire wears an Umpire Alert Unit and the Timekeeper signals Warning Times and the end f a Quarter as needed frm a base unit sited n the Official Bench. The Alerts, nce activated, will usually vibrate fr 8 secnds, thus alerting the Umpires. Timekeepers must ensure they understand and are cmpetent in the peratin f the Umpire Alert Units. The Timekeeper activates the Umpire Alert Units at the specified times as needed, including when directed by the Scrers due t an incrrect Centre Pass. Fr cuntdwn warnings, it is usual fr nly the Official Bench side Umpire s Alert t be activated. 35

36 Bth umpires will use the Umpire Alert Unit when fficiating, but the primary umpire will be respnsible fr reacting t the unit when the signal registers. Shuld the primary umpire fail t respnd t the signal fr any reasn, the ther fficiating umpire will immediately respnd. At all ther times, bth Umpire Alert Units are activated simultaneusly as needed. In the event the cntrlling umpire is unaware play shuld end, the c-umpire will signal the end f play [Rule (ii) (a)]. Nte: nly the Umpire s whistle can end play The umpire cntrlling the side line nearer the fficial bench and the gal end t the right when facing the curt shall be the primary respndent. Timer 1 will be the Bench Official in charge f perating the Umpire Alert Unit. The Timekeeper must test all Umpires Alerts befre the match cmmences. As there is usually a time lapse, the Alerts must always be activated 2 secnds befre the time is due t elapse. 2. Timing Equipment Equipment is used t maintain an accurate time recrd f a match by starting and stpping time as indicated by the Umpires. Fur manual timers will be required fr: Match timer indicates playing time remaining in quarter (must be perated by the Timekeeper perating the Umpire Alert Units). Cuntdwn timer t indicate time t match/quarter start. Interval timer t time Intervals (may als be cuntdwn timer). Start match timer and electrnic timer when the Umpire s whistle starts match. Hld (stp) time when the Umpire signals play t stp (whistle, hand signal & eye cntact). Restart time when the Umpire signals fr play t resume. Signal time at the end f each quarter with an audible signal e.g. air hrn r by activating the Umpire Alert Units as needed. Have timer set fr interval duratin. Reset match timer and electrnic timer during the intervals t the apprpriate time fr next quarter 36

Cuntdwn Warnings Time cuntdwn fr start f match. Time duratin f interval, including cuntdwn fr restart f play. - 4 min interval between Quarter 1 & 2-4 min between Quarter 3 & 4 - either 8 r 12 min at Half Time (the length is determined by the event rganiser prir t start f match) If a team fails t take the Curt at the scheduled start r restart f play, 30 secnds is allwed fr the team t take the Curt. Activate Umpire Alert Units as required: - 30 sec warning (32 sec n timer) - 10 sec warning (12 sec n timer) - signal ready t start play by raising arm Immediately quarter finishes, start interval timer (suggest timer is pre-set ready t start) If team is late/slw t take the Curt: - Cmmence 30 secnd timing when instructed by the Umpires. - Activate Umpire Alert Units t infrm the Umpires f expiry f 30 secnds (2 sec n timer). 4. Match Times Use the Stppage Frm t recrd: start times fr each quarter. end times fr each quarter. Full Time is when the 4th Quarter ends. Recrd as fllws: In Start Time clumn, enter Real Time when each quarter starts (e.g. 2:30pm). In End Time clumn, enter Real Time when each quarter ends. A suspended player is under the cntrl f the reserve umpire during the suspensin and will indicate t the player when t re-enter the curt. When advised by the timekeeper that the time has elapsed, the reserve umpire will indicate t the player when t re-enter the curt. 5. Recrding Time Details At the end f the match, advise Screr 1 f the time details fr the match When the Umpire signals t the Official Bench a player has been suspended (arm vertical with 2 fingers displayed) start the suspensin timer already set at 2 minutes when play recmmences. 40 EXTRA TIME PROCEDURES In sme matches, a result is required (i.e. a draw is nt acceptable). In these matches, if scres are tied at full time, Extra Time prcedures apply. This decisin must be made prir t the start f the match, hence befre the match cmmences, establish if Extra Time will apply. Additinal Equipment/Materials Needed If Extra Time culd apply, additinal equipment and recrding material will be required.
