1 Inteio Rule of the Quebec Open 2017 Aticle 1. The Oganize The Oganize is the club d'échecs de Sainte-Foy which will be epesented by M Chales Tenblay, chaiman of the oganizing committee Le tounoi se déoulea du 12 au 19 août The tounament will be played fom August 12 th to August 19 th 2017 Aticle 2. Rules of the Game Open Section, FIDE ules. This section will be ated by FIDE, CFC and FQES All othe sections FQE Rules. Those sections will be FQE ated. The default time is one hou. The game is lost one hou afte the beginning of the ound unless the abite decides othewise. In case of no-show fofeit, the abite will ente the esult on the scoesheet and will sign the scoesheet instead of the absent playe. Aticle 3. The paticipants All the playes accepted by the oganise may egiste povided thei ating is whithin the pope limits. Aticle 4. Membeship Quebec esident and foeign playes must be o become membe of the FQE. Playes esiding in any othe Canadian povince o teitoy must be i become membe of the CFC. All FQE and CFC membeships can be puchased on site. Aticle 5. Time contol 40 moves1in 00 minutes followed by 45 minutes to finish the game with the addition of 30 seconds pe move fom move one. Only electonic chess clock capable of implementing this time contol without any epogamming at move 40 will be accepted. Aticle 6. Paiings Paiings will be made by the FIDE endosed softwae Swiss Sys using the FIDE Dutch paiing ules. 1/6

2 Paiing on the web ae not consideed official because the web site could have been hacked. Official paiings will be published on site by the Chief Abite. The ating used fo paiing the Open Secion will be the FIDE ating, failing that the FQE ating fo Quebec playes, the CFC ating fo Canadian playes outside of Quebec and thei National Rating fo foeign playes. Fo the othe sections the FQE ating fo Quebec playes, the CFC ating fo Canadian playes outside of Quebec and thei National Rating fo foeign playes. Aticle 7. Tiebeaks The following tiebeaks will be used in this ode. Tiebeaks will be used only to ank the playes and to detemine the Quebec Open Champion. 3 Aticle 2. Conduct of the playes Playes ae fobidden fom talking about the game that they ae cuently playing. Playes with a game in pogess cannot be in the analysis oom o in the spectato oom. Duing a game, a playe is fobidden to have any electonic device not specifically appoved by the abite in the playing venue. If it is evident that a playe has such a device on thei peson in the playing venue, the playe shall lose the game. The opponent shall win.. All those devices must be given to the oganise when enteing the playing venue. Aticle 3. Filming ight When egisteing thei mino childen (o the childen fo which they ae legally esponsible) the paent (o tuto) authoize the FQE to publish on his web site and on in his magazine fo example, aticles pictues o videos on which thei egisteed childen may appea. The same authoization is also valid fo majo playes. Aticle 4. Appeal Committee The ognise will ceate an appeal committee of 5 membes. The membes of the Committee will be chosen as follow, on peson fom the FQE Boad of Diectos epesenting the oganize, two abites, and two playes' epesentative chosen among the playes of the Open Section. Faced with an abite decision duing play, a playe must comply. The playe must appeal pomptly as soon as the decision has been made. The playe must put his Appeal in witing at most one hou afte the end of his game. If the appellant has won his game, his appeal with not be head unless the abite decides othewise. All Appeals must be made though the Chief Abite o in his absence though the Deputy Chief Abite, any Appeal not meeting the equiement is null, will not be head, and if it has been head by eo, the Appeal decision will be consideed moot. When heaing an Appeal, the Chief Abite may modify o evese any decision taken by himself o one of his assistant. If he consides that the Appeal has no meit, he advises the playe who may pusue the Appeal anyway. 3/6

4 The Chief Abite veifies that the Appeal is allowed unde the cuent ules and tansmit it to the Appeal Committee. Aticle 5. The abites Chief Abite Piee Dénommée IA Deputy Chief Abite J.R. Filming Television cameas that ae noiseless and unobtusive ae pemitted in the playing venue and contiguous aeas with the appoval of the CO and CA. The CA shall ensue the playes ae not distubed o distacted in any way by the pesence of TV, video cameas o othe equipment. Aticle 7. Photogaphy Only authoized photogaphes may take photogaphs in the playing venue. Use of flash in the playing aea is esticted to the fist ten minutes of the fist ound and the fist five minutes of each subsequent ound, unless the CA decides othewise. The authoised photogaphes may take photogaphs without flash duing the est of the ound in the playing aea, only with the pemission of the CA The camea and the video camea of you telephone o tablet cannot be used in the playing aea. 4/6

No pize can be won by a playe who has withdawn fom the tounament without a valid easons o who has been expelled. Aticle 9. Half-point byes 5/6

6 A playe may take a maximum of thee half-point byes in the fist fou ounds if he has equested them befoe the end of the fist ound. A late entant may equest half-point byes fo up to thee missed ounds. Aticle 10. Zeo point byes and tounament withdawal Open section: ounce published, paiings cannot be modified, so all equests must be made pio to publication. 2 Othe sections: published paiings ae only tentative paiings that can be modified due to unexpected withdawals and zeo point byes equests. The playes must advise the abite at least 30 minutes befoe the scheduled beginning of the ound. Specifics Rules fo the Open Section FIDE title noms ae possible in the Open Section Aticle 11. Rules to fallow FIDE Competition ules will be used. Foeign playes without a valid FIDE ID cannot egiste in the Open Section. Specific Rules fo Sections B, C and D Aticle 12. Late aival of both playes at the beginning of the ound Accoding to usual FQE Rules. If both playes ae late, the elapsed time is to be shaed equally between the two playes. Unless the abite decides othewise, no game can be played without a chess clock. Aticle 13. Validity The Fench vesion is the Official vesion of this Inteio Rule.
