2 WELCOME NEW MEMBERS! We now have a new Junior Life Membership category for Youth and Junior members. The Anglers Club board, at its Dec. 8, 2016, meeting, voted to create a Junior Life Membership for members age 16 and under. The new category took effect January 1, Cost for a Junior Life Membership is only $100. Although Junior Life Members will not have adult member privileges, the membership will convert to an Adult Life Membership when they become age 17. ANNOUNCEMENTS DENNIS CARROLL TO SPEAK AT THE FEBRUARY 11 MEMBERS MEETING Dennis Carroll, director of the United Methodist Men Emergency Assistance and Food Pantry, will be the guest speaker. He will discuss the kinds of assistance proved by the UM Men, including providing food for the needy, hurricane relief and emergency financial assistance. Volunteers provide labor and operating expenses so that 100% of all donations are used to help Hatteras Island residents. The group is nondenominational with members from all over the Island. NEW ANGLERS CLUB OFFICERS AND DIRECTORS NAMED FOR Bill Vancura was elected as the new president of the Cape Hatteras Anglers Club at the December 8 members meeting. Bill takes over for Larry Hardham, who retired after 17 years as president. Re-elected at the meeting were Pat Weston, Recording Secretary; and Directors Larry Griffin, Wayne Mathis and Ray Schaaf. Sue Glass was elected to replace Bryant Marks on the Board. Bryant did not seek re-election. A special board meeting was held Dec. 29 to fill two vacant board positions that resulted from the election of officers at the Dec. 10 members meeting. The board voted to appoint Larry Griffin to fill Bill Vancura s unexpired term of vice president, and appointed Bud Nelson to fill Larry Griffin s unexpired term as director. JOIN US FOR BINGO We badly need more members to volunteer to help out at Bingo nights this coming year. We have two teams of volunteers that alternate each Bingo night. Jobs include selling cards and door-prize tickets, verifying winners and helping in the kitchen. It s a good way to meet other Anglers Club members and players and also work for a good cause. If you are unable to help out, then please come and play. It s lots of fun and can be profitable if you win! Our doors open at 6 pm and games begin at 7 pm. Snacks, drinks and free coffee are available. Our Bingo nights help fund our scholarship program and enable us to donate to other Hatteras Island non-profit organizations. Check the full 2017 Bingo schedule on the first page of the Bulletin. MEMBERS FISHING CONTEST AWARDS BANQUET FEB. 18 Your last chance to pick up tickets for the 2016 Members Fishing Contest Awards Banquet will be at the members meeting Saturday, Feb. 11. The awards banquet is free for members in good standing and $8 for non-members. The banquet will be held at 6 pm Saturday, Feb. 18, here at the club.

3 2016 MEMBERS FISHING CONTEST FINAL STANDINGS These are the final results for the 2016 Members Fishing Contest. Winners will be honored at the Feb. 18 banquet. Surprisingly, we had no entries come in for Cobia in any of the divisions. Plus, in the Men s Division no one entered a Sheepshead, and in the Women s Division there were no Blow Toad entries. FISHING NEWS As it usually is the case in January and February, fishing has been slow with cold and windy days, high surf, Sharks and Dogfish. But, there have been reports of a few fish being caught. In the Avon area there have been a few Puppy Drum caught, with Black Drum and Trout scattered from the Buxton jetties down to the Frisco beaches. In fact, the Anglers Club already has received three entries in our 2017 Fishing Contest. Charlotte Sprenkle pulled in a 17, 1-lb 10 oz Sea Mullet on Jan. 4, and then followed that up with a 20, 3 lb 1 oz Flounder on Jan. 5, both were caught in the Ramp 43 area. Darr Barshis fished the Frisco beach on Jan. 10 and pulled in a 20-1/2, 3 lb 2 oz Speckled Trout. Beach Access Updates from the Cape Hatteras National Seashore Cape Hatteras National Seashore opened the Cape Point Bypass Road extension to the public on Feb. 1. The project is a result of the recent Environmental Assessment (EA) and rule-making process. The project extends an existing sand bypass road near Cape Point approximately one-half mile to provide a continuous route to Cape Point from Ramp 44 that is entirely behind the dunes. It allows permitted off-road vehicle (ORV) users to

4 completely bypass two locations near Cape Point, known as the narrows, where travel can be difficult or impossible at high tide. Superintendent David Hallac said "it will really make a difference during the fall and winter when high tides erode the beachfront." The entire length of the new bypass road will be an official off-road vehicle route, as described in the Final Rule. The amended Final Rule for ORV use also allows for opening popular beaches earlier in the morning to ORV users, a two-week extension in the spring and fall to the dates for seasonal ORV routes, an increase in the mileage available for ORV travel, the conversion of the 7-day ORV permit to a 10-day permit, the conversion of a calendar year permit to a permit that is valid for 12 months from the date of purchase, and additional beach access projects near Cape Point and at sound-side areas on Ocracoke Island.. All of the changes that were made with the Final Rule and Finding of No Significant Impact went into effect January 20, Also, according to Superintendent Hallec, the raising of Ramp 49 has been completed. It is now 36" higher than before and has culverts under it. The raising of Ramp 44 is about 74% complete and it will be 24" higher with culverts than when we started. CAPE HATTERAS ANGLERS CLUB MEMBERS MEETING MINUTES December 10, 2016 President Larry Hardham called the meeting to order at 7:25 p.m. and welcomed 68 members and guests. ANNOUNCEMENTS: Bill Vancura Presentation to Larry Hardham: Bill presented Larry with a gift certificate from the membership in sincere appreciation for his leadership as president of the Club for the past 17 years. Thank you Larry for all you have done. Because of your involvement, you have elevated the Club s visibility to that of being a key voice for our anglers and for beach access, and a respected supporter of charities and Hatteras Island youth. Birthdays: Vera Meekins is 93 today and Jean Simmons is turning 90. Happy Birthday Girls! Dues are now due for Judy is available to take payment. Dues Renewal is $25. NEW DUES CATEGORY: The Board adopted a new classification of membership. Junior and Youth members under age 17 are eligible to become a LIFE MEMBER for $100. This membership must be purchased before their 17 th birthday. Thanks to Kay and Steve Knowles and Nancy Giannotti for decorating and for being our greeters this evening, and to Sheryl for passing out the Ballots. Drawing in January. MINUTES OF PREVIOUS MEETING: A motion was made, seconded and approved to dispense with the reading of the minutes of the previous meeting and accept the minutes as submitted. CORRESPONDENCE: Judy reported that we had received thank you notes from the following organizations: United Methodist Men for our $5,000 donation ($1,500 regular donation and $3,500 unrestricted donation for hurricane relief) and our $618 donation from the CHAC tournament 50/50; Keep America Fishing for our $500 donation; and the Girl Scouts for allowing them to hold their Mother-Daughter Bingo night. ELECTION OF OFFICERS AND DIRECTORS: Thank you to the Nominating Committee Barb Cleveland, Millie Griffin and Bill Hennig. Larry read the slate of officers/directors presented by the Nominating Committee: President Bill Vancura, Recording Secretary Pat Weston, Directors Larry Griffin, Wayne Mathis, Ray Schaaf and Sue Glass. Bud Nelson was

5 nominated from the floor for a director position. Nominations were closed and vote was taken. Ballots were counted by Christine Medlin and John Torres. COMMITTEE REPORTS: BUILDINGS AND GROUNDS: Ray Schaaf reported that trees have been trimmed and new Handicapped Parking signs have been installed. Both the Club and the Shed need re-roofing. MEMBERSHIP: Nancy reported the receipt of three (3) adult membership applications. Motion was made, seconded and passed to accept the applicants into our membership. TREASURER S REPORT / BINGO REPORT: Sheryl reported there were 34 Bingo sessions, the same as in Attendance totaled 2,564 compared to 2,206 in 2015, an increase of 358 players. The Bingo account balance is $31, which is $3, more than last year s balance. The club is in good shape. OLD BUSINESS: Hatteras Christmas Parade Float Thanks to everyone who participated today and to Kay for arranging it. Ray Schaaf Chief Judge Larry thanked Ray for the great job of being the Tournament s Chief Judge for the past years. Ray has decided to do the job for one more year. Thanks Ray! Bob Davis - Milt Clapp thanked Bob Davis for calling Bingo for the Girl Scouts Mother-Daughter Bingo Night. NEW BUSINESS: AMSA Tournament Results The Club s team placed 8 th in the October tournament. Congratulations Ricky Pitt, Kathy and Bubba Walke, Sue Glass, Nancy Giannotti, and Ben Anderson. TOURNAMENT DIRECTOR Larry announced that Kay Knowles will be our 2017 CHAC Tournament Director. 50/50: $122 was won by Larry Emph. DOOR PRIZES: Door Prizes consisting of a rod, a reel and $25 Gift Certificates: 6 from various Tackle Shops and 2 CHAC gift certificates for future membership dues or merchandise were awarded. Included in the guest door prize is a gift certificate for $10 towards the purchase of their first year s membership. NOTE: If you win a gift certificate, please spend the entire amount in one shopping trip. SPECIAL TURKEY DOOR PRIZE: Won by Barbara Schwartz. MEMBERSHIP: Nancy reported the receipt of six (6) adult (2 Life and 4 regular), and two (2) Junior Life membership applications. Motion was made and seconded to accept the applications and forward to the next members meeting for consideration. TREASURER S REPORT/BINGO REPORT: Sheryl reported there were 35 Bingo sessions in 2016, compared to 36 in Attendance for the year totaled 2,618 compared to 2,266 in 2015, an increase of 352 players. The Bingo account balance was $31, We transferred $25,350 to the general account, which was $4,100 more than the previous year. Bingo dollars fund all Club projects. The club is in good shape. OLD BUSINESS: Radio Hatteras New Bingo schedule will be announced and copies are available on the table as you leave. NEW BUSINESS: NEW MEMBER INCENTIVE WINNER Kay Knowles recruited six (6) new members. Good Job Kay!
