2 INTRODUCTION This bochue has been pepaed fo homeownes and landownes who live in Wyoming. It is not intended only fo foested aeas, hillsides, o mountain subdivisions. The guidelines offeed in this bochue apply to all esidential and uban aeas, fam land, anches, open fields, hillsides, and mountain aeas alike. Wildfie does not disciminate. Please conside caefully the guidelines, tips and ecommendations discussed hee. They ae designed to help pevent you home and popety fom being lost to a devastating wildland fie. The guidelines have been developed as a esult of many yeas of actual expeience by agencies, fiefightes and othes, who have caefully identified the factos that have been successful in minimizing the isk to popety fom wildland fies. The infomation contained inside will not make you an expet on wildland fiefighting. But, by implementing these guidelines you will make you home and popety safe, and you will ceate the space that fiefightes will need to potect you home in the event it is eve theatened by fie. 4 FIRE BEHAVIOR Wildfie does not disciminate! Reseach shows that a pepaed house with a suounding Fiewise zone is 85% moe likely to suvive a wildfie than one that is not pepaed. Undestanding fie behavio, especially how hot a fie will be, and how long it will be at the building site, will help homeownes and buildes decide how defensible a house needs to be, and what actions need to be taken to make the building site moe fie-esistive. Thee pimay factos always affect wildland fie behavio: 1. FUEL The type and density of the suounding vegetation povides the fuel to keep the fie buning. Not all plants and tees bun the same way. Some almost neve bun, some bun at diffeent times of the yea, and othes can bun almost anytime. 2. TOPOGRAPHY The fie is affected by the steepness of slopes, valleys, saddles, idges, and othe land featues in and aound the building site. Vegetation vaies widely between the extemes of south facing and noth facing slopes. 3. WEATHER Wind, tempeatue and humidity conditions affect each fie, and is highly vaiable in tems of time and location. Extended peiods of low moistue incease the possibility of wildfie. Low humidity and high winds incease and intensify fie behavio, and wildland fies will often ceate thei own intenal weathe conditions. We have neve been able to contol the weathe facto. But we can modify o accommodate topogaphical featues, and we cetainly can contol the existing vegetation (fuel) on and aound the popety. The infomation inside will help you to bette undestand the factos affecting fie behavio, and povide some cost effective stategies on how to minimize the isk that these factos pesent to you popety. These actions and stategies apply to uban homes, mountain homes o cabins, anch o fam homes, o any othe popety o stuctues. They ae all designed to help make you popety FIREWISE. 1

5 What to do when a Fie occus Wildfies will occu in uban, ual and mountain aeas. Evey yea families lose thei homes and possessions to the avages of wildfie. These losses can be minimized if homeownes take the time to become awae of safety measues to help potect thei families, homes and popety. Don t WAIT until thee is a fie! Make an Emegency Evacuation plan NOW! Also, use the Emegency Plan Checklist on the next page fo you own home. When a wildfie DOES THREATEN... F Repot the fie to emegency dispatch 911, you local fie depatment, o you local police depatment. Put these impotant phone numbes on you checklist. F Back you ca into the gaage, o pak it in an open space facing the diection of escape. Shut doos and oll up windows. Leave keys in the ignition. Close gaage doos and windows, but leave them unlocked. Disconnect automatic gaage doo openes, so in the event of a powe failue they can be opened manually. F Confine you pets to one oom in you house. Make plans to cae fo you pets in case you must evacuate. F Close windows and doos to the house and close all inside doos. Take down dapes and cutains o move them away fom windows. F If time pemits, move any emaining flammable mateials 30 feet away fom the house outside. F Tun off gas o popane/butane supply at the mete o tank. Tun off pilot lights inside the house. F Open fieplace dampe(s). Close fieplace sceens F Tun on a light in each oom of the house. F Place a ladde against the font of the house so fiefightes have easy access to you oof. Connect a gaden hose to outside faucets. F If you have a combustible oof, wet it down o tun on oof spinkles. F Tune into a local adio station and listen fo instuctions. Don t Panic! 6 EMERGENCY PLAN CHECKLIST Wildfies and othe types of disastes - flood, tonado, eathquake, hazadous mateial spill, winte stom - can stike quickly and without waning. You can cope with disaste by pepaing in advance. Use this checklist to help you get stated with you plan. Contact you local Emegency Management Office and local fie depatment - find out about the hazads in you community. Ask how you would be waned. Ask fo thei tips on how to pepae fo each type of disaste in you community. Post emegency telephone numbes by evey phone in you home, and pogam them on you cell phones: F 911, fie depatment, police depatment, sheiff s office, highway patol, etc. Hold a Family Meeting: F Discuss the types of disastes. Explain how to pepae and espond to each. F Discuss whee to go and what to bing if you ae advised to evacuate. F Pick two meeting places: G a place a safe distance fom home in case of fie. G a place outside you neighbohood in case you can t etun home. F Chose a fiend o family membe as a check-in contact fo all family membes to call. Show esponsible family membes how to shut off wate, gas and electicity at thei main switches o connections. Contact a fiend o elative and let them know about you emegency plans. Plan at least two escape outes fom you home - two by ca and two by foot. Make plans to take cae of childen who may be on thei own, if paents can t get home. Make plans to cae fo you pets in case you have to evacuate. Review you pized possessions - conside stoing them in safety deposit boxes. Make a list of valuable items you would take if you have to evacuate: F impotant pesonal documents, insuance papes, popety titles, valuables, photo albums, passpots, money, checkbooks, phone numbes, etc. Pepae an easily accessible cache of fie tools (ladde, shovel, ake, bucket, gaden hose). Stoe a thee day supply of dinking wate, and food that does not equie efigeation o cooking. Stoe an easily accessible cache of fist aid supplies, potable adio (with exta batteies), emegency cooking equipment, potable lantens. Review this checklist and the what to Do... 8 Maintenance & Cleanup Hee ae some things that you can do to impove you home s chances of suviving a wildland fie. Suvey you popety this weekend, and complete these easy tasks. F Inspect you popety now, and again at least once each yea. F Install smoke detectos. Change the batteies evey yea. F Have fie tools handy, such as shovel, ake and bucket fo wate. F Clean pine needles, twigs and leaves egulaly fom you oof and guttes. Don t bun them aound you popety. Dispose of them with you tash. F Remove tee banches ovehanging oofs o decks. Remove tees o banches extending within 10 feet of flue opening of any chimney o stovepipe. F Remove diseased o insect-infected tees and shubs. F Clean chimneys and stovepipes egulaly. Equip each one with a wie mesh spak aeste. F Clea all tash and debis, o any othe combustible mateials, fom unde aised decks, poches o foundations. Stoe fiewood at least thity feet fom you house. F Clea a 10 foot aea aound LPG tanks and gas babecue gills. Locate popane tanks 50 feet fom stuctues, and on the same level with, o down-hill fom stuctues. F Keep a gaden hose connected to outlet/faucet, especially duing fie season. F Enclose the opening unde wood decks with fie esistant mateial, such as non-flamable siding, stone o bick. (See DECKS) F Remove all dead tee limbs, dy gass and bush within 30 feet of the house. Remove any vines fom the walls of the house. F Povide at least one 10 pound fie extinguishe in the home. Be sue it is easily accessable. F Mow gass to 2 inches and keep wateed: fie moves quickly though dy gass and weeds F Post you house numbe in eflective numeals so it is clealy visible fom the oad. 5 F Inspect powe lines that coss you popety. Ask the utility company to emove any tee limbs that ae within 15 feet of the lines.

9 CREATING DEFENSIBLE SPACE The most impotant peson in potecting you home fom wildfie is not the fiefighte, it is the popety owne and the action the popety owne takes befoe thee is a fie. One of the key elements a fie needs is fuel. On you popety, that fuel is the vegetation aound you home. Defensible space is the aea between a house and an oncoming wildfie, whee the vegetation has been modified to educe the theat, slow down and cool the appoaching fie, and povide an oppotunity and space fo fiefightes to effectively defend the house. Defensible Space is usually defined as a 30 foot aea aound the house. Depending on the slope of the popety, that aea could incease up to 100 feet, because wildfies will tavel much faste upslope. Effective Defensible Space doesn t mean bae gound. The following tips can ceate an attactive, well vegetated, yet defensible aea aound you home. This space should be designed taking into consideation the slope, the kinds of fuel, and the density of the fuels. Conside landscaping with gass, flowe gadens o onamental shubbey. F Clean the aea of dead tees, fallen banches, twigs, leaves, dead shubs and tash. F Replace native plants with onamental landscaping plants o shubs that ae fie esistant. Space shubs 15 feet apat and no highe than 18 inches. See Fiewise Landscaping. F Pune tee banches to povide a 10 foot cleaance fom the oof and 15 feet fom any chimney. F Fo tees talle than 20 feet, pune the lowe banches within ten feet of the gound. F Fo tees less than 20 feet, pune no moe than 1/2 the total height of the tee. F Stack fiewood and scap woodpiles 30 feet fom, and uphill fom any stuctue. F Space tees so thei cowns ae at least 10 feet apat. F Cut gass to 2 inches tall, and keep well wateed. F Diveways and access oads should be feet wide. Keep clea, and tim ovehanging banches up at least 14 feet. F Conside poviding an emegency wate supply of 1,500 to 10,000 gallons, with a gasoline poweed pump in case electical powe is lost. F If you wate supply is a well, conside a gasoline poweed electical geneato fo the well pump in the event of powe failue. 6

10 CREATING DEFENSIBLE SPACE Zone 1: Defensible Space This is the most impotant 30 space aound you home. It is you yad and should be landscaped fo leisue and fun, but at the same time as a potential baie to the spead of fie. A good place fo gass lawn and stone o concete patios. Onamental shubs should be fie esistant and no talle than 18. Use fie esistant boadleaf tees fo shade. Isolate tees. Pune lowe limbs up to 10 above gound level. Eliminate foundation conifes such as junipes. Avoid using bak o wood chips fo landscaping in this aea. Cut gass to a maximum of 2. Cown spacing between tees should be 10. Zone 2: The Mid Zone The next space aound you home. This is an aea fo landscape tees and shubs, ochads and gadens, but not fo wild, dense woodland vegetation. Maintain space between onamental o wild shubs at least twice as wide as thei diamete. Pune lowe limbs of tees up to 10 above gound level. Ideally, use only fie esistant tees and shubs in this zone. Tee cown spacing should not be less than eight feet. Clean-up dead limbs and emove ladde fuels. Cut o mow gass to a maximum of 8 high. Cown spacing between tees should be 8. Zone 3: The Outemost Zone The next space aound you home. This is the wild foest aea, but pecautions ae still in ode. Thin foest tees so that cowns ae sepaated by at least 6. Pune lowe limbs of tees up to at least 6-10 above gound level. Pevent ladde fuel fom developing. Occasionally dead tees fo wildlife ae impotant, but accumulations of dead woody mateial on the gound, high o dense slash, o patches of dead tees should be kept to a minimum o eliminated. Clean-up dead limbs and emove ladde fuels. Cown spacing between tees should be

11 PRUNING AND LADDER FUELS Fiewise thinning and puning can help you home suvive a wildfie. Managing the cown spacing between tees, puning up limbs, and eliminating ladde fuels will keep a wildland fie on the gound. A fie on the gound is easie to contol than one in the tee cowns, and will cause less damage to you tees. X X Y X = Cown Spacing Y = Stem Spacing Do not measue between stems fo cown spacing. Measue between the edges of the tee cowns. 2 to 3 times height 4 to 6 times height Maintain adequate cleaed space between onamental o wild shubs. Ladde fuels ae ceated when vegetation of diffeent heights is close enough to allow a gound fie to climb up into tee tops. PRUNING s In Zone 1, pune lowe limbs up to 10 above gound level, with cown spacing of 10. s In Zone 2, pune lowe limbs of tees up to 10 above gound level, with cown spacing of 8. s In Zone 3, pune lowe limbs of tees up to at least 6-10 above gound level, with cown spacing of 6-8. s Neve pune up moe than 1/2 the total height of the tee. s Neve cut into the colla aound the banch at the tunk of the tee. s Do not cove wounds on banches. s If you ae unsue about puning on you popety, ask you local Foeste o Maste Gadene. s If you popety is in a Homeowne Association, be sue to check any covenants which might apply befoe modifying existing vegetation. LADDER FUELS This tee has been timmed so that no banches ae close to the gound. 2. This small tee is close to the gound and can be moe easily ignited fom buning gasses. 3. Small tees gowing undeneath lage tees povide ladde fuels which allow gass fies to jump to the banches of the lage tees and spead even moe apidly. 3 s s s s s Thin tees to pevent intelocking cowns. Remove o modify gound fuels so they cannot poduce flame lengths moe than six feet. Remove ladde fuels - shubs, bush, tall gass, dead vegetation, tash, and small tees undeneath o close to lage tees,. Shubs and bush (fine) fuels have simila chaacteistics - all bun apidly with high intensity. Stack fiewood and scap woodpiles at least 10 feet fom any stuctue. 8

12 FIREWISE LANDSCAPING A well designed landscape aound you home is the fist step towad educing isk fom wildfie. Maintaining it is the second step. All vegetation is potential fuel fo fie. Thee ae no tuly fie poof plants. All will bun if the conditions ae ight. Thee ae, howeve, plants that ae Fie-Pone, and those that ae Fie-Resistant. Fie-Pone Plants Taits include: needle-like o othe fine leaves. esinous, oily o waxy foliage o wood. loose o papey bak. Fie-Resistant Plants Taits include: little o no seasonal accumulation of dead leaves. non-esinous wood and leaves. high moistue content of leaves. Examples: Most conifes Common Junipe Rocky Mountain Junipe Examples: Cottonwood Roses Ashes Lilacs Aspens Red-osie dogwood Littleleaf sumac Chokechey Plants fo a Fiewise Landscape have one o moe of the following chaacteistics: Examples: They gow without accumulating lage amounts of combustible dead banches, leaves o needles. They have open loose banches with a low volume of total vegetation. They have low sap o esin content. They have high moistue content. They gow slowly and need little maintenance o fequent puning. They ae shot and gow close to the gound. S S S S S S Aspen. Cuant, mahogany, mountain maple. Many deciduous species: Aspen, Cottonwood, Mountain Ash. Succulents, some hebaceous species. Ash, Cottonwood. Wildflowes and goundcoves. Design you landscaping to include a combination of fie-esistant plants/tees and noncombustible hadscape mateials, such as decoative stone/ bick walls, patios, decoative stone bodes aound the foundation, stone o bick fences, o a stone o bick pilla in the fence sepaating the fence fom the house. Look at existing natual fie-beaks on you popety and incopoate them into you design. Examples include utility ights-of-way, oads, tails, meadows, ocky aeas and steams. Use the lists on Page 20 to select Fiewise plants & tees fo you home. 9

13 CONSTRUCTION MATERIALS Homes ae usually lost in wildland fies in one of thee ways: 8 The most common is buning embes falling on flammable oofs (usually wood shakes o shingles). See ROOFS 8 The second is though diect flame contact, o the concentation of heat unde stuctues, decks and eaves. See DECKS 8 The thid way is by ignition though adiant heat fom buning vegetation. See DEFENSIBLE SPACE The eal keys to home suvivability then, lie in examining the featues of you home that could educe the exposue to these danges. Remembe... Most houses ae just tees in anothe fom. Ou ultimate fiepoof home would look like a stone castle. But caeful selection of constuction mateials can ceate an attactive home, and still be fiewise. DOORS 2 ft. 5 ft. WINDOWS SIDING 8 Doos ae how you get in and out of you house. They can also be how a fie gets inside. 8 Hollow coe doos made with wood venee and lage windows don t povide much potection. 8 Solid coe wood doos povide an effective fie baie. They should be not less than 1 thick with a fie ating not less than 20 minutes. Steel jacketed, insulated doos ae even bette. 8 Pet doos left open o unlatched duing wildfies allow buning embes to be blown inside the house. 8 Windows ae anothe way fie can ente you house. 8 Lage, single pane pictue windows (moe than 2 ) ae the usual culpits because they cannot hold the glass in place. 8 Smalle windows (2 o less), will keep factued glass in place. Even if the glass factues, as long as it stays in place, the hot gasses fom the fie, and the fie itself, cannot ente the building. 8 Even moe potection can be povided by double glazed windows (two panes of glass), and a eflective coating between the panes which will eflect adiant heat. Exteio sceens also pevent fiebands fom enteing if the window is left open. 8 Wood window fames will not eadily ignite, but will bun feely. Vinyl fames seldom ignite, but will melt allowing the glass to fall out. Aluminum clad wood fames ae bette, but all-aluminum fames ae the best choice. 8 The most common siding mateials ae wood, which ae elatively fie esistant except when exposed to adiant heat o diect fie contact, if thee is not enough defensible space povided aound the house. 8 A one hou ating can be achieved by adding gypsum sheathing behind the siding. 8 Stone, masony, stucco, log constuction, aluminum o galvanized siding, o fibe cement panel boads ae fie esistant mateials, but most should still have a gypsum sheathing backing. 10

14 ROOFS You oof is one of the most vulneable aeas of you home to a wildland fie. But, it can also be one of you most impotant defenses against wildfie. The National Fie Potection Association has stated that the numbe one cause of home losses in wildland fies is fom unteated wood shake shingle oofs! These guidelines can help make the oof of you home FIREWISE. The wind can cay buning embes fo ove a mile duing a wildland fie. If the embes land on you oof, the fie can be quickly tansmitted to you house. 8 Use ignition esistant oofing mateials such as steel, ceamic o cement tile, o composition. 8 Avoid wood shingles since they ae vey susceptible to ignition and bun intensely. 8 Fie etadant teatment on wood shingles is not effective long tem. The best oofs have a Class A o Class B fie ating 8 Steep steel oofs don t collect leaves and needles. 8 Clean you oof suface and guttes egulaly to avoid accumulation of pine needles, leaves and othe flammable mateials. 8 Inspect chimneys twice a yea. Clean once a yea. Check dampes. Install a spak aeste. 8 Cove chimney outlet and stovepipes with nonflammable sceen of 1/2 inch o smalle mesh. 8 Open eaves tap hot ai and embes. Design them with minimum ovehang, and box them in. s 8 Cove soffits with fie etadant boad. 8 Locate unde-eave vents nea the oof line, athe than nea the wall to pevent heat o flames fom becoming entapped and enteing the house though the vent. 8 All ventilation openings in the oof and soffits should be coveed with 1/8 inch metal sceen. 11

15 DECKS Decks on posts o cantileveed out ove slopes ceate a special poblem because they ae the ultimate heat tap, and ae especially vulneable to wildfie speading up the slope. Combustible mateials, tash and debis can accumulate unde decks, and tansmit a fie into the home s stuctue. Clean tash and debis fom unde you deck. Sceen off the aea below the deck to pevent flammable mateials fom blowing unde it. 8 Teat the deck as pat of the house peimete. In an aea within 3 to 5 feet aound the deck, emove plants and othe flammable mateials. 8 This aea is a citical pat of Zone 1 of you Defensible Space. Don t stoe fiewood, lumbe o othe flammables unde the deck. 8 Decks ae built pefectly to bun, almost the same way you would stack wood in a fieplace. 8 Decks on posts o cantileveed out ove steep slopes should be built of ignition esistant o fiepoof mateials, to at least 1-hou fie esistive standads. BEFORE 8 Steel posts, gides and joists, and heavy timbe decking should be used. 8 Hadscape and fie esistive mateials can be used to define and landscape the aea aound the deck. 8 Decks should be skited (enclosed) with metal o othe ignition esistant mateials to keep heat and buning debis fom blowing unde them. AFTER Fully enclosed solid deck, watepoof & fie-esistant deck suface Solid ailing, fie esistive mateial Convective enegy fom fie encountes solid fie-esistive fom and is deflected upwad 8 A highe fie ating can also be povided by using gypsum sheathing to undelay the decking and wap suppot posts. 8 If you ae building o eplacing a deck, conside some altenatives, such as a patio of stone o bick paves. 12

16 LOCATION AND home SITes FIREWISE site selection and pepaation can play an impotant pat in impoving the chances of you home suviving a wild land fie. Following the guidelines below will educe the isk of a fie igniting the house, and allow fiefightes to safely defend you home. WIND Safety zone (slope setback) of at least 30 feet fo single stoy home. Fie behavio on a slope Open space ceated by thinning, planted with dought-toleant, fie-esistant gound cove. Pool o patio used to ceate safety zone. Stucco o othe fie esistant siding. Fie-esistant oof, such as clay tile. Reduced oof ovehang, with closed eaves. Shubs and tees not diectly adjacent to home no ovehanging the oof. Deck with exteio mateials of at least 1-hou fie esistant ating. Ways to educe fie isk by FIREWISE planning. Steep slopes, canyons and daws will channel a fie and incease its intensity and ate of speed. A level site is safe than a sloped site. A new home should be built (set-back) moe than 150 feet fom the edge of a idge o top of a slope to pevent the house fom being hit diectly by flames and heat taveling up the hill. Existing houses should incease thei defensible SPACE to compensate fo neaby idges, canyons, slopes and saddles. The building site should have at least two outes of enty and egess. Roads should be accessible fo fie tucks o emegency equipment. Noth slopes typically have the densest vegetation and highe moistue content. Fies occu thee less fequently, but when they do they bun with moe intensity because thee is so much moe fuel. East and West slopes geneally have moe vegetation than south slopes. They ae moe pone to dying out in the summe, so the fie potential inceases duing summe months. South facing slopes have the least vegetation because they dy out fast and have less available moistue. Because of thei dyness and tempeatue, south slopes ae most likely to ignite and bun. 13

But in the event of a wildland fie, we need to ensue that fiefightes can find ou home, have access to defend it, and that we can safely evacuate if we need to. Follow these guidelines to make you home FIREWISE: 8 Keep you diveways as shot as possible. 8 Make sue any oad leading to you house allows two-way taffic, is not too steep and does not have cuves that ae too shap to accommodate fie tucks. 8 Access oads should be a minimum of 20 feet wide. 8 You diveway should be a minimum of feet wide. 8 Diveways and access oads should have a minimum of 14 feet vetical cleaance, and a slope of less than 12%. 8 If you diveway is 150 long o longe, povide a 45 foot tunaound o loop oad, and a tun-out somewhee nea the middle. 8 Addess numbes should be 4 tall, in eflective numeals, visible and legible fom a moving vehicle on the oadway, day o night. 8 If the house cannot be seen fom the oad, the addess should be at the diveway entance o on the mailbox. 8 The home itself should have the addess pominently displayed in lage numbes which contast with the house colo.?
