3 Fie Adapted Community Assessment WhAT Is The FIRe ADAPTeD COmmuNITy Assessme TOOL? The Fie Adapted Community (FAC) Assessment is a tool designed to help communities assess the theats that wildfie poses to the community and the esouces available o necessay to mitigate that isk. The end poduct of the tool is a list of actions that can be taken by the community that can mitigate the identified isks. The tool helps communities to identify the esouces, leadeship, netwoks, motivation, skill sets and patneships that can be oganized to addess wildfie hazad with pioitized actions designed to educe the theat wildfie poses to the community. Feedback & Acknowledgments This vesion of the tool is cuently being tested by FAC Leaning Netwok paticipants and we anticipate significant impovements will be made in the futue, fo example the development of new use intefaces o ecommendations fo diffeent audiences and scales of assessments. When available, futue vesions and elated esouces will be posted at: Resouces. developed this tool. The Pupose of the Fie Adapted Community Assessment The pupose of thi assessment is to ceate a famewok fo communities to use to identify actions that will best pepae that community fo the identified hazad. By filling out each section in the following tables fo the assessment aea, the sections will lead the assessment team though an analysis of aspects of fie hazad and identify the existing o needed esouces that may be necessay to mitigate those isks. Each subsection includes a summay question at the end. This gives the assessment team an oppotunity to ate the community s exposue to fie hazad and eadiness to face the identified isks. 4 Noth Tahoe Fie Potection Distict Geneal Infomation Descibe the community being assessed: include name, geogaphic location, land aea, population, and patne landowne makeup (e.g. fedeal agencies, pivate commecial land, esidential, etc.) The Noth Tahoe Fie Potection Distict (Fie Distict) is a special distict located in Place County, Califonia, and coves 2 squae miles within the Lake Tahoe Basin. It includes the communities of Kings Beach, Tahoe Vista, Canelian Bay, Dolla Point, Tahoe City, Sunnyside, Homewood and a potion of Tahoma. In addition, the distict povides fie pevention and suppession sevices to the community of Alpine Meadows, coveing two squae miles just outside of the Lake Tahoe Basin. The Distict seves a full time population of ove 11,. The Distict is bodeed on the southeast by Lake Tahoe. It is suounded on all othe sides by U.S. Foest Sevice land managed by the Lake Tahoe Basin Management Unit. Additionally, the USFS manages 66 aces acoss 75 uban lots. These lots wee acquied by the USFS though the Santini Buton Act puchase pogam. The State of Califonia manages 6 aces within and suounding the Fie Distict. 21 aces ae managed by Califonia State Paks and ae pimaily within Buton Ceek and Wad Ceek State Paks. 39 aces ae managed by the Califonia Tahoe Consevancy acoss 15 lots, also acquied though the Santini Buton puchase pogam. Homewood Mountain Resot is the lagest pivate landowne in FPD with ove 125 aces. Othe lage landownes include Noth Tahoe PUD (2 ac), Tahoe City PUD (19 ac), the Vedanta Society (175 ac), the Rutte-Schafe copoation (11 ac) and Place County (9 ac) in the Tahoe Basin and Caldwell, LLC, Alpine Spings Wate Distict, Alpine Meadows Estates, and Vole Hollow Limited Patneship in Alpine Meadows. The emaining 5 aces ae mainly esidential/commecial and ae pivate o local govenment owned. Typical tee species ae Jeffey pine (Pinus jeffey) and white fi (Abies concolo). To a lesse extent incense ceda (Calocedus decuens) and suga pine (Pinus lambetiana) ae pesent. The Jeffey pine is shade intoleant and fast gowing and moe likely to dominate on a given site. The white fi and incense ceda ae shade toleant, gow slowly and moe likely to ceate ladde fuels that pomote exteme fie behavio. In geneal, foests in the Fie Distict can be chaacteized as being elatively open stands of tees with a dense bush undestoy on the south and west aspects of hills and vey dense stands of tees with exteme suface fuel loading on noth and east aspects. Most of the Fie Distict is steep with numeous ceeks and dainages foming canyons and swales that ae sometimes aligned with pevailing southwest winds. 5 section 1: Community Chaacteistics OVERVIEW: This section identifies you community s theats, vulneabilities, and capabilities to espond to the identified theat and educe o stengthen against vulneabilities. The pupose is to highlight aeas of stength and weakness to help pioitize futue actions and investments. Wildfie Theat & Response Capability 1. Fo the last five yeas, list any fies that have effected you community and any significant impacts they had (e.g. when, how lage, impacts on community?) (Questions 1 and 2 help descibe you community s wildfie context) Seveal lage fies have occued in the egion that affected the distict. On August 18, 27, a homeowne left a gas gill unattended on thei back deck in the Fie Distict. The gill ignited the deck, buned the home and subsequently tiggeed the Washoe Fie that quickly buned though an unteated foest and engulfed fou additional homes. The fie then buned into a section of teated foest and was easily suppessed befoe the weathe conditions changed. At the time it was contolled, the Washoe Fie had been apidly moving towads a lage development with ove 25 homes and only a single oad fo emegency ingess and egess. On July 3, 22 a caeless smoke thew a cigaette fom the Heavenly Ski Resot gondola. The cigaette spaked the Gondola Fie, a blaze that buned 67 aces of National Foest lands and was apidly heading towads a neighbohood. On July 5, the 2-3 MPH winds that had stoked the fie calmed and fiefightes wee able to suppess the fie befoe any homes wee destoyed. On June 24, 27 a caeless campe nea South Lake Tahoe left a campfie unattended that spaked the Angoa Fie and destoyed 254 homes in a matte of hous. This devastating wildfie went on to bun nealy 3,2 aces of pivate, county, state, and fedeal lands. The 3-4 MPH winds that fanned the Angoa Fie finally calmed on June 26 and fiefightes wee able to suppess the blaze. The common denominato in all of the above fies was that the fies stated in o nea an unteated foest with a dense undestoy of suppessed shade toleant tees in o nea a esidential aea. All of the fies occued duing exteme Red Flag fie weathe conditions. The Fie Distict esponds fequently to wildland ignitions that ae extinguished befoe becoming majo fies. In 214, the Fie Distict epoted 21 vegetation fies. 2. Does you community have unique featues that incease the wildfie theat (e.g. wind pattens, steep teain, etc.)? The Fie Distict is located along the noth and west shoes of Lake Tahoe with elevations anging fom lake level of 6,23 feet up to ove 8, feet in uppe-elevation neighbohoods. The Fie Distict follows the modeate density esidential and commecial development that suounds the shoe of Lake Tahoe, ceating challenges fo coveage and esponse. Typical to mountain communities aound the West, the Fie Distict has steep slopes, heavy foest fuels and peiodically exteme fie weathe. The combination of steep slopes, fuels and fie weathe ceates a potentially volatile mix that poses a significant hazad to local communities. TOPOGRAPHy: Potions of the Fie Distict ae located on exposed southely aspects which eceive diect sola adiation duing the hottest pats of the day, leading to dy fine fuels that ae eceptive to ignition. Slopes ae steep though most of the distict, especially nea dainages and within neighbohoods that extend into highe elevations. FUEL: The stoy of how the cuent fuel loading occued in the Fie Distict is diectly tied to land uses since Euopean settlement of the Tahoe Basin. Comstock-ea logging followed by fie exclusion, livestock gazing, and othe past management pactices significantly alteed ecological conditions thoughout Noth tahoe DivisioN Pojects & assessments Page 5

6 the Lake Tahoe Basin. These pactices contibuted to inceased foest vulneability to dought, disease, and insect outbeaks, as well as high seveity, stand-eplacing wildfie, inceasing isks to communities, natual esouces, and scenic values. In addition, fie exclusion has esulted in the continuous build up of suface fuels that in some jack-pots (tangle of logs) can be many feet deep. WEATHER: The most vaiable facto affecting wildland fie behavio is weathe. Tempeatue, humidity, wind, and lightning can affect chances fo ignition and spead of fie. The Lake Tahoe Basin has a Mediteanean climate with, geneally speaking, cold snowy wintes and wam dy summes. Pecipitation is typically confined to wintes and many summe stoms poduce only limited ain o viga and dy lightning. The Lake Tahoe Basin aveages about 1 Red Flag days pe yea with paticulaly windy yeas having as many as 25 Red Flag wanings. The Fie Distict s location on the east shoe of Lake Tahoe ceates nea pefect wind alignment fo the typical southwest winds that dive exteme fie weathe in the egion. Climate change is expected to incease the likelihood of extended fie seasons and the numbe of Red Flag days each yea. 3. What ae geneal wildfie esponse capabilities in the community? (This seies of questions help to identify the level of emegency espondes' pepaedness.) The Fie Distict is an all-isk fie potection distict with stuctue fie, wildland fie, EMS, wate escue and high angle escue capabilities. The Fie Distict has 6 fie stations, located in Alpine Meadows, Tahoe City, Homewood, Dolla Hill, Canelian Bay, and Kings Beach, that ae staffed by 5 unifomed and suppot pesonnel. The Distict has two Type III Wildland Uban Inteface Engines in addition to five Type I Stuctual Engines. The Fie Distict has patneed with neighboing Noth Lake Tahoe Fie Potection Distict to povide seasonal coveage with a Type-2 IA hand cew to espond to wildfies and conduct fuel eduction wok. Wildland fiefighting taining includes egional sand tables and taining execises that ae egulaly conducted with mutual aid patnes. These patnes also have obust wildland fiefighting capabilities. Howeve, while thee is a geat deal of capability in the aea, mountain oads and fequent peiods of touist-elated taffic congestion can fustate apid esponse. 3a. How many fie disticts/depatments seve you community? The community is seved by one fie potection distict. The U.S. Foest Sevice Lake Tahoe Basin Management Unit (LTBMU) is the lagest landowne in the Lake Tahoe Basin and is the pimay esponde to wildland fies on fedeal land o that theaten fedeal land. The Califonia Depatment of Foesty and Fie Potection (CAL FIRE) esponds to all wildland fies on lands in a State Responsibility Aea (SRA) o that theaten SRA lands. All pivate and state-owned lands within the Fie Distict ae SRA lands. The Fie Distict esponds to all wildland fies within the distict though fomal contacts o automatic aid ageements with the LTBMU o CALFIRE. Response times ae apid, usually within minutes, because of the many stations located thoughout the aea. 3b. What type(s) of depatments ae they? (Voluntee, combination, caee) The Fie Distict is a caee agency. Voluntees contibute to distict opeations though the Community Emegency Response Team (CERT). 3c. How many of you fie depatments ae tained fo wildland fie opeations? All line pesonnel eceive wildland fiefighting taining, in accodance with, and in most cases exceeding National Wildfie Coodinating Goup (NWCG) standads. The Fie Distict has a taining qualifications system to ensue maintenance of minimum wildland fiefighting qualifications fo its pesonnel. A significant pecentage of cuent depatment pesonnel have had pevious expeience woking fo wildland fiefighting agencies pio to woking fo the Fie Distict. 3d. How many of you fie depatments ae equipped fo wildland fie opeations? The Fie Distict cuently opeates two Type 3 bush engines that ae equipped Noth tahoe DivisioN Pojects & assessments Page 6

7 to meet o exceed national standads fo wildland equipment. The Fie Distict also owns an 18-gallon wate tende These assets ae stategically stationed in the Distict duing peiods of high o exteme fie hazad. 3e. Have you identified gaps in wildfie esponse coveage and equipment, and if so, how is you community cuently addessing gaps in wildfie esponse coveage and equipment? Most esidences in the Fie Distict ae within thee miles of a staffed fie station. The exceptions ae Talmont,, King s Way, and the west side of Wad Ceek Boulevad. Many of the communities within the Fie Distict ae suounded by wildland fuels on multiple sides and often have a single oad fo ingess and egess. These isolated communities with poo access pesent paticula challenges to fie suppession pesonnel. Even evacuating the community duing an event is vey difficult. The Fie Distict has begun to addess this poblem by completing fuels eduction pojects aound most of the at-isk communities and by assisting with the ceation of defensible space. A pimay limiting facto fo the Fie Distict s wildland fie esponse capability is the fagmented wate systems that seve communities within the Distict. Thee ae multiple wate puveyos seving the Fie Distict. Many of these have inadequate infastuctue to eliably delive equied flows fo fiefighting, especially pivate wate puveyos that don t have the same equiements as public utility disticts. Thee is limited capacity fo lage wate povides such as Tahoe City Public Utility Distict to tempoaily povide additional flow to neaby wate zones. Many local agency staff, including fie agencies, law enfocement, and public agencies poviding suppot ae based outside of the Tahoe Basin, which will incease esponse time duing a wildfie. 3f. How much knowledge and expeience does you community have with the Incident Command System (county, etc.)? All line pesonnel and CERT voluntees have eceived taining in the Incident Command System. In addition, othe coopeating agencies (Place County Sheiff s Depatment, Califonia Depatment of Foesty and Fie Potection, USFS, and othe local agencies within the Tahoe Basin) have been tained within the Incident Command System. All depatment pesonnel ae equied to eceive ICS taining up to the 2 level, as well as complete FEMA s IS-7 NIMS (National Incident Management System) taining. 3g. What mutual aid o potection/ esponse ageements ae in place, and ae they effective? The Fie Distict is signatoy to seveal mutual aid ageements including the Lake Tahoe Regional Fie Chiefs, Nevada Maste Mutual Aid, and the Califonia Fie Assistance Ageement. These ageements ae ecipocal, allowing fo the Fie Distict to povide and/o eceive suppot and sevices duing unplanned emegency events with othe coopeating agencies. Additionally the Fie Distict has ageements with the Lake Tahoe Basin Management Unit of the Foest Sevice and othe aea agencies that allow fo the shaing of wildland fiefighting cews and esouces. 3h. What is the elationship between the local fie depatments and the state and fedeal coopeatos? In the Lake Tahoe Basin, fedeal, state and local coopeatos ae dedicated to mutual aid and planning. The Basin has expeienced a numbe of catastophic wildfies that have illustated how vital mutual aid is fo potecting lives and popety. All of the coopeating agencies clealy undestand the isks posed by wildland fie and ae pepaed to assist wheneve necessay. In addition to poviding mutual aid and engaging in joint taining, fedeal, state and local patnes also engage in extensive wildfie mitigation planning. In August 214 the coopeating agencies updated the Lake Tahoe Basin Multi-Juisdictional Fuel Reduction and Wildfie Pevention Stategy to futhe document the coopeative wildland fie pevention planning and implementation effots cuently in place. 4. The Fie Distict has patneed with neighboing Noth Lake Tahoe Fie Potection Distict to povide fie cew sevices. summary Based on you answes to the pevious questions, what is you community s oveall esponse capability given its paticula wildfie isk? high Response capability fo ou community is in petty good shape but thee ae a few aeas that equie specific impovements to maximize ou esponse befoe the next wildfie event. These could include one o two of the following: inceasing ou level of WUI esponse taining, meeting additional equipment needs, impoving knowledge of ICS, implementing additional mutual aid ageements, inceasing ou suppot fo coss-taining of local cews, and/o impoving elationships between fie depatments and local coopeatos. Community Assets & Resouces Non-Residential 5. Wildfies often damage o destoy citical public facilities. Also, include cultual esouces such as histoical sites, paks, and esouces that contibute to the identity of the community. Once listed, indicate what action, if any, has been undetaken to mitigate the wildfie isk to those esouces. (Note: The theat to esidences is consideed in anothe section.) WATER SUPPLy: Some WUI aeas contain cucial infastuctue fo deliveing wate to the community, including pump stations and stoage tanks. Multiple independent wate systems opeate within the Fie Distict, with some utilizing suface wate and othes using wells. UTILITIES: Thee ae seveal high voltage lines that povide powe to the Fie Distict that ente the Tahoe Basin though the wildland-uban inteface. Powe is also distibuted thoughout the Fie Distict though above gound powe lines. All above gound infastuctue is at isk fom catastophic fie. PUBLIC FACILITIES: The Fie Distict is located in the unincopoated aea of Place County and most govenment sevices such as geneal sevices, law enfocement, and schools ae located within the cental commecial aea of Tahoe City. This aea is the least exposed to wildfie theat in the Fie Distict, howeve aeas of unmodified wildland vegetation and popeties lacking defensible space emain vulneable to embe ignition. Many of these public facilities seve as shelte locations. Loss of tax base also impacts the delivey of public sevices. RECREATION AREAS: Included ae Califonia State Paks, Homewood Mountain Ski Resot, Alpine Meadows Ski Resot and the smalle hiking and biking tails thoughout the noth and west shoe of Lake Tahoe. State Paks have eceived extensive fuels eduction teatments. Homewood Mountain Ski Resot has eceived some. Some of the tail aeas closest to homes have eceived teatments. CULTURAL SITES: Seveal histoic emnants fom the logging aea ae found thoughout the Fie Distict, and past poject pemitting has identified multiple cultual sites. Resouces ae potected duing poject implementation, but othewise have not been diectly consideed fo mitigation activities. 6. What intangible community assets may be at isk? Fo each item, indicate what action, if any, has been undetaken to mitigate the wildfie isk to that value. Note: Intangible assets o esouces ae often difficult to value but they ae also the component of local economy o local cultue with the geatest potential loss of value. Conside the example whee esidents ae evacuated; intangible esouces affected would include the potential loss of wages fo people who cannot etun to wok o lost poduction fom business in the evacuation zone. The geneal business envionment can also be negatively affected fo losses that ae vey difficult to quantify.] LAKE TAHOE NATURAL SETTING: The Lake Tahoe Basin is the lagest alpine lake in Noth Ameica and a majo national and intenational touist destination actively pomoted by both Nevada and Califonia. Tahoe is enowned fo its scenic vistas and clea wates. Lake claity, landscape chaacte, and scenic integity could all suffe seious, long-tem damage fom wildfie. In the Fie Distict, the steep steam gadient of aea watecouses would facilitate the delivey of significant sediment loads into Lake Tahoe following a wildfie event. To mitigate the theat, extensive fuels eduction and foest health impovement pojects have been implemented in the aeas closes to communities, and to the extent possible as pat of this wok, along sensitive watecouses. TOURISM ECONOMy: Touists visit the aea in significant numbes to enjoy the eceational and aesthetic values of Lake Tahoe. FOREST VEGETATION & WILDLIFE HABITAT: Catastophic fie can destoy impotant wildlife habitat and disupt ecosystem dynamics.
