2 ALTERNATIVE: A SEGMENT A:1-2 Limits CSX Tack to Gest Steet Adjacent Roadway Evans Steet Length 1,980 ft Recommended Facility Type SU2: Shaed-Use Path along Roadway SEGMENT DESCRIPTION This segment will be a shaed-use path along the east side of Evans Steet. CONSTRAINTS AND OBSERVATIONS Geneal: Tail Location & Width Thee is a sidewalk along the entie easten side of Evans Steet. The sidewalk width vaies fom appoximately 5 feet to 12 feet. The 12 foot width walk could be utilized as the tail but it wouldn t meet all the design citeia fo the tail since it would not have a five foot buffe fom the oadway. Additionally, thee ae utility poles and signs that educe the effective width of the sidewalk to less than 10 feet. The 5 foot width walk could not suppot an off oad tail. All of the popety adjacent to the east side of Evans Steet is publicly owned: Evans Receation Aea (Cincinnati), Cincinnati Police Academy (Cincinnati), and MSD (Hamilton County). Except fo the constaints noted below, thee is sufficient width to widen the existing sidewalk o eplace it with an asphalt path with a five foot minimum buffe fom the oadway. A1: Raiload Cossing The tail will coss one set of CSX aiload tacks. This is an existing pedestian cossing adjacent to Evans Steet. The cossing is asphalt paved. A2: Evans Receation Aea Impacts Widening o eplacing the existing 12 sidewalk adjacent to Evans Receation Aea could have impacts on the pak facilities such as a baseball field immediately adjacent to the sidewalk. 3 A3: Eighth Steet Viaduct Undepass The sidewalk width is constained unde the Eighth Steet Viaduct by a floodgate and utility pole on the south side. The viaducts pies and a potion of the floodwall ae also immediately at the back of walk limiting any widening possibilities. Evans Steet is appoximately 36 feet wide in this location. Thee ae two though lanes and paking is pemitted in some locations. No paking signs ae posted fo the east side of Evans Steet diectly beneath the viaduct. Thee would be an oppotunity to educe the steet width to accommodate a wide tail though this section since paking is not pemitted. A4: Gest Steet Cossing The path would need to coss Gest Steet at an unsignalized location. Two lanes of taffic would be cossed. The speed limit of the oadway is unposted so it is pesumed to be 25 mph. The ADT of Gest Steet is appoximately 7,200 vehicles pe day. A high visibility coss walk should be povided to mak the cossing location with tail cossing signs. Recommended Facility Type SU2: Shaed-Use Path along Roadway SEGMENT DESCRIPTION This segment will be a shaed-use path along the noth side of Gest Steet. CONSTRAINTS AND OBSERVATIONS Geneal: Tail Location & Width Thee is an existing 12 wide sidewalk along the noth side of Gest Steet. This sidewalk could be utilized as the tail but it would not meet all of the standad design citeia since it would not have a minimum five foot buffe fom the oadway. Thee ae also utility poles and signs adjacent to the oadway educing the effective width of the sidewalk to less than 10 feet. Recommended Facility Type Shaed-Use Path along Roadway, Bicycle Lanes o Shaows SEGMENT DESCRIPTION This segment will be a shaed-use path along the east side of Summe Steet. CONSTRAINTS AND OBSERVATIONS Geneal: Coido Dimensions Summe Steet is appoximately 30 feet wide. The ight of way width is 50 feet. Thee ae sidewalks along both sides except at the noth end of the coido (see Constaint A6). The sidewalks ae appoximately fou to five feet wide with a thee to fou foot buffe fom the oadway. Paking is pemitted intemittently along both sides of the oadway. Utility poles ae located along the east side of the oadway. The ADT of this oadway is not available but expected to be vey low. Tuck pecentage is also unknown but expected to be high because of commecial and industial opeations accessed fom the noth end of Summe Steet. Fo the puposes of the peliminay engineeing analysis an ADT of 500 vehicles pe day and a tuck pecentage of 10% was assumed. On-oad o off-oad facilities could be accommodated along this oadway with vaying degees of impacts. Image Souce: Google Maps, 2015 Summe Steet facing noth On-Road Facilities: With pedestians using the existing sidewalks, bicyclists could eithe be accommodated using shaows o bicycle lanes. Bicycle lanes would equie emoving paking fom the steet and eassigning the oadway width to two-ten foot lanes and two-five foot bicycle lanes. With shaows and on-steet paking, the bicycle level of sevice is estimated to be C (modeately high). With bicycle lanes and no on-steet paking, the level of sevice is estimated be B (vey high). Off-Road Facilities: Constucting a tail on one side of the oadway would equie emoving paking fom the oadway, educing the oadway width to 22 feet (two-eleven foot lanes). The eight feet emoved fom the oadway plus the existing thee foot buffe and fou foot sidewalk would povide a total of 15 feet whee a ten foot tail could be constucted with a five foot buffe to the oadway. The west side of the oadway would have fewe utility impacts. 70
6 A6: Naow Coido, Pivate Popety, Tuck Activity, & Poo Visibility At the noth end of Summe Steet, the oadway entes pivate popety owned by DNGJR LLC and Buce E. Robets Tust. The coido naows to appoximately 25 feet between the face of a building on the west side and MSD s secuity fence on the east side. Lage HVAC and electical equipment is located appoximately five feet behind the MSD fence. Sidewalks ae discontinued in this aea since it is outside the ight of way. This potion of the oadway seves as an access diveway to seveal pivate commecial and industial companies. Heavy tuck taffic is common. The diveway tuns westwad immediately noth of a building on the west side of the oadway. The building limits the visibility of vehicles appoaching fom aound the cone. The constaints pesent at the noth end of Summe Steet likely make it infeasible fo a bicycle and pedestian oute within the existing oadway section. The available width may be inadequate to safely accommodate heavy tuck taffic, bicyclists and pedestians while also poviding a buffe to the building and fence. Thee should be a minimum of five feet to the vetical faces of the building and the fence, leaving an effective width of 15 feet. The tuck taffic would need nealy all of that space leaving nothing exta fo a sepaated bicycle o pedestian facility. Bicyclists and pedestians likely cannot safely shae the limited space with tucks because of the limited visibility aound the building cone. Finally, because the land is pivately owned, it may be difficult to acquie the necessay easements, paticulaly if the bicycle and pedestian taffic would advesely affect the pivate opeations. On the east side of the MSD secuity fence thee is an oppotunity to povide access fo tail uses although it would not meet the nomal tail citeia. Thee is an existing sidewalk between the fence and the MSD Administation building. The sidewalk is appoximately seven feet in width. Thee ae existing benches, utility pipes, and dooways that open out to the sidewalk. The poject team has met with MSD and eceived peliminay appoval to use this space to povide a link fom Summe Steet to Segment A:4-5 and aound the constaints noted above. This space will need to be modified to allow public access though the MSD fence. Bicyclists will need to dismount and walk though this section. Appopiate signing and physical measues, such as a naow chicane fence o simila gating featue may be needed to ensue bicyclists do walk though the space in lieu of iding. 7 ALTERNATIVE: A SEGMENT A: 4-5 Limits Noth end of Summe Steet to Noth side of MSD Adjacent Raiload CSX Length 1,840 ft. Recommended Facility Type Shaed-Use Path SEGMENT DESCRIPTION This segment will be a shaed-use path along the east side of the active CSX aiload and the west bode of MSD. CONSTRAINTS AND OBSERVATIONS Geneal: Poximity to Active Raiload and Use of Raiload Popety The CSX Raiload is active within this segment with sevice to S&B Industies located along the west side of the tacks. The tail will need to paallel the ail line thoughout most of this segment. CSX equests that the tail be a minimum of 25 feet fom the aiload. Except as noted in the constaints below, the minimum offset can be met. Because of the constaints noted below, the tail will need to be patially o fully on the aiload popety in some locations. A7: Utility Equipment / Pivate Paking Impacts An existing utility box (possibly an electic tansfome) is located less than 9 feet fom the paking aea/diveway fo the commecial business to the south (DNGJR, LLC). The box is likely immovable so the tail may need to shift southwad into the pivate paking aea. A8: Paking Lot Impacts The available width between the existing MSD paking lot and the paking aea/diveway fo the commecial business to the south (DNGJR, LLC) is appoximately 9 feet. A twenty foot space between paking aeas would be ideal to povide a ten foot path with a five foot buffe to the paking aeas on eithe side. One o both paking aeas may need to be educed to accommodate the tail and the buffes. 8 A9: Paking Lot Impacts / Raiload Poximity / Tail Width At the noth end of the MSD paking lot, the width between the paking aea and the aiload tacks naows to appoximately 38 feet. The tail should be located 27 feet fom the ail (25 feet to a fence + 2 foot fence buffe), leaving 11 feet fo the tail and a paking lot buffe. The tail o buffe spaces may need to naow in this aea to maintain the equied offset fom the aiload o the paking lot could be econfigued. A10: Raiload Poximity / MSD Facility Poximity / Raiload Popety The limits of this constaint ae fom A9 to the end of the segment. Immediately noth of the paking aea noted in A9, the coido becomes constained by MSD facilities on the east and the CSX tack on the west. MSD has multiple buildings, equipment, paking lots and stoage aeas located immediately adjacent to thei westen bode. The bode is lined by a secuity fence which is located 36 to 39 feet fom the CSX tack. To avoid conflicts with the MSD facilities, the tail could ente CSX popety noth of A9 and follow the westen side of the MSD fence. In most locations, the tail can maintain a minimum offset of 25 feet fom the tack, howeve the tail width may need to be educed to 8 feet to meet the offset equiement. The tail would likely have fencing along both sides fo secuity of the MSD and CSX facilities. This may ceate a long, naow, and enclosed coido that could be intimidating to tail uses. The length of fencing on both sides would be appoximately 1,500 feet (0.3 miles). An easement and use ageement fom CSX will be equied. Recommended Facility Type Bicycle Lanes with Sidewalk SEGMENT DESCRIPTION Bicycle facilities would be on-oad within this segment while pedestians would use the existing sidewalks. The existing bicycle lanes on Gest Steet, which cuently end at Woodow Steet would be extended to State Avenue. CONSTRAINTS AND OBSERVATIONS Geneal: Coido Width West of Summe Steet, existing buildings on the noth and south sides of Gest Steet limit the oppotunity to continue a shaed use path along the oadway as ecommended fo segment A:2-3. The existing sidewalk width is appoximately 10 to 12 feet fom the cub to the face of building. Utility poles, aiload waning devices, and tees ae located immediately adjacent to the oadway. Multiple dooways and gaages open onto the sidewalk. Bicycle lanes ae ecommended fo this segment because of these constaints, the available oadway width of 36 feet, and the pesence of an existing bicycle lane to the east. Geneal: Bicycle Level of Sevice The bicycle level of sevice fo a bicycle lane on Gest Steet is estimated to be B (Vey High) using the FHWA Bicycle Compatibility Index and Level of Sevice Computation speadsheet. The speed limit is unposted so it is likely 25 mph by default. The ADT of the oadway was 7208 in The pecentage of lage tucks is not known, howeve it is assumed to be 1.5% based on guidance fom FHWA 6. 11 ALTERNATIVE: B SEGMENT B: 9-6 Limits Gest Steet to CSX Tack Adjacent Roadway State Avenue Length 5,970 ft. Recommended Facility Type Shaed Lane with Sidewalk and Paking Shaed Use Path Along Roadway Two-Way Cycle Tack with Sidewalk SEGMENT DESCRIPTION The existing oadway width vaies fom 36 feet to 40 feet and includes one 10 foot lane in each diection with 8 foot paking lanes on both sides. The existing width fom the cub to the ight of way vaies widely thoughout the coido. Sidewalk widths vay fom 4 feet with a 2 foot tee lawn to 12 without a tee lawn. The following geneal constaints ae pesent thoughout the coido: Paking is pemitted on both sides of the oadway. Utility poles and fie hydants ae pesent on both sides of the oadway nea the cub. Retaining walls ae pesent intemittently on both sides of the oadway at the back of walk. Catch basins ae located thoughout the coido to collect stom wate at the cub. Houses and commecial buildings ae located immediately at the back of walk o within a few feet. State Avenue is classified as a mino ateial 7 and has a taffic volume between 6,000 and 12,000 vehicles pe day. 8 The oadway is owned and maintained by Hamilton County 9. The speed limit is 35 mph. Tuck pecentage is estimated to be 2%. 10 The coido is a Meto bus oute. The Mill Ceek Tail in this segment could be accommodated by thee diffeent types of facilities. Two potential types would have bicycle taffic onoad with pedestians using the existing sidewalk. The thid facility type would econstuct the existing sidewalk as a shaed use path. The oadway could be econfigued as shown below to accommodate bicycle taffic in a two-way cycle tack on the east side of the oadway. 12 Shaed Lane with Sidewalk and Paking In this scenaio, bicyclists would shae the existing oadway with motoists while pedestians would use the existing sidewalk. Shaed lane makings (shaows) would be painted on the oadway to alet motoists to the pesence of bicyclists on the oadway and to help indicate a bicyclists pope position on the steet. The oadway configuation could be as shown below: CONSTRAINTS AND OBSERVATIONS Geneal: Bicycle Level of Sevice The estimated bicycle level of sevice fo a shaed lane within this segment would be between D (Modeately Low) and E (Vey Low) depending on taffic volume. Casual bicyclists and childen ae unlikely to use this facility. Geneal: Feasibility of Implementation This option would be vey feasible to implement since it would not impact paking o have any conflicts with the existing constaints noted above. The cost to implement would also be elatively inexpensive since it only involves painting shaed lane makings on the oadway. Shaed Use Path Along Roadway This option would eliminate paking along the east side of State Avenue and widen the existing sidewalk to accommodate a shaed use path with a buffe to the oadway. The oadway configuation could be as shown below: CONSTRAINTS AND OBSERVATIONS Geneal: Utility and Stom Impacts This option would impact nealy 50 utility poles along the east side of State Avenue. Appoximately 23 catch basins would have to be elocated. Fou fie hydants would be impacted. 77
13 Geneal: Paking Removal Paking on the east side of State Avenue would be emoved. A paking study may need to be completed to estimate the impact to esidents and businesses along the coido. Geneal: Paking Lane Width The width of the paking lane would be seven feet. This is a naow width fo a paking lane and may impact the safety of paked vehicles. Geneal: Feasibility of Implementation This option would be expensive to implement because of the numbe of utility and stom elocations in addition to the constuction of the path. In addition, appoval to emove the paking lane on the east side may be difficult to obtain. Two-Way Cycle Tack with Sidewalk State Avenue would be econfigued with a two-way cycle tack on the east side fo bicycle taffic. Two-Way Cycle Tacks have a limited application on many oadways because one diection of the bicycle taffic opposes the adjacent moto vehicle taffic. This can esult in conflicts at diveways and side steets whee tuning vehicles may not anticipate opposing bicycle taffic. The east side of State Avenue is, howeve, an ideal candidate (nice!) fo such a facility because thee ae vey few diveways and side steets to coss. The two side steets (West Libety Steet and Saatoga Steet) ae vey low volume oads only seving a few houses. The oadway configuation would be as shown below: CONSTRAINTS AND OBSERVATIONS Geneal: Tavel Lane Width The width of the tavel lane is nine feet. Nine foot tavel lanes exist on many oadways but may not be appopiate fo State Avenue. The oadway s classification as a mino ateial limits the minimum design lane width to 11 feet fo design speeds less than 50 mph. Geneal: Paking Removal Paking on the east side of State Avenue would be emoved with a two-way cycle tack. A paking study may need to be completed to estimate the impact to esidents and businesses along the coido. Geneal: Paking Lane Width The width of the paking lane would be seven feet. This is a naow width fo a paking lane and may impact the safety of paked vehicles. Geneal: Feasibility of Implementation This option would not be difficult o expensive to implement fom a constuction standpoint. Howeve, since the width of the tavel lanes do not meet minimum design citeia, appoval fom the maintaining agency may be difficult to obtain. Recommended Facility Type Shaed Use Path Along Roadway SEGMENT DESCRIPTION This segment would ceate a shaed use path along Evans Steet and Hopkins Steet by conveting the oadways to one-way and using the othe side of the oadway fo the shaed use path. At the west end of Hopkins Steet, the tail would tun noth and ente MSD popety. The tail would go though an existing paking aea and then connect with Altenative A at the noth end of Summe Steet. CONSTRAINTS AND OBSERVATIONS C1: One-Way Steet Evans Steet would be conveted to one-way noth bound, Hopkins Steet would be one-way west bound and Woodow Steet would be one-way south bound. All in-bound taffic to MSD would use Evans Steet while out-bound taffic would use Woodow Steet. The othe lane of taffic would be conveted to a shaed use path. Appoval to make these opeational changes would need to be obtained fom the City of Cincinnati and MSD. C2: Entance to MSD Secue Aea The MSD secuity fence cuently uns along the noth side of Hopkins Steet and joins to the noth side of the main administation building. The tail would need to go though this fenced aea to un along the noth side of the administation building. Futhe discussion with MSD officials will be needed to detemine how this can be accomplished without compomising secuity. Evans Steet facing noth Evans Steet facing noth C3: Paking Lot Impacts The tail would tavese the south side of an existing paking lot. The ciculation oadway along the noth side of the administation building may need to be elocated nothwad to accommodate the tail. This may esult in the loss of appoximately 10 paking spaces. 17 RUPP MILL CREEK CORRIDOR RECOMMENDED ALIGNMENT CONNECTING MILL CREEK TO UPTOWN The connection between the Mill Ceek Geenway Tail and Uptown will utilize existing and poposed bicycle facilities along Ludlow Ave, Cental Pakway, and Matin Luthe King. Appoximately 320lf of Old Ludlow Ave will connect the existing Mill Ceek Geenway Tailhead located along William P. Dooley Bypass with the existing bike lanes on Ludlow Avenue. Fom thee the tail will emain on-oad until it connects with a new sidepath being built by the City of Cincinnati. The sidepath will stat at Monmouth Ave and un along the west side of Cental Pakway and will continue east along the noth side of Matin Luthe King Dive. The sidepath, unde constuction at the time of this epot, will ultimatly connect to the existing sidepath nea the Univesity of Cincinnati.
