3 Attachment A MEETING MINUTES Funding Committee Meeting February 7, 2017 at 9:00 AM Wixom Community Center Pontiac Trail, Wixom, MI I. WELCOME AND INTRODUCTIONS Chairperson David Evancoe called the meeting to order at 9:05 AM. Mr. Evancoe thanked the City of Wixom for hosting the meeting. Attendees then introduced themselves. II. PUBLIC COMMENT Mr. Evancoe asked if anyone present would like to make a public comment on any items not already on the agenda. No attendees requested to make a comment and Mr. Evancoe closed the public comment portion of the meeting. III. APPROVAL OF MINUTES FROM FUNDING COMMITTEE MEETING Mr. Evancoe referred the committee to the minutes from the FAC Funding Committee meeting and asked if anyone had any additions, changes or deletions. No changes were requested. Motion by Ms. Kathy Thurman, supported by Mr. Don Green, to approve the minutes of the Federal Aid Funding Committee meeting. Motion Carried. IV. CHAIRPERSON S REPORT Mr. Evancoe mentioned that the Road Commission for Oakland County (RCOC) will begin the Strategic Plan process soon. During the Strategic Planning process, RCOC will meet with every municipality in Oakland County to discuss the transportation goals of each community. V. REPORT FROM SEMCOG Mr. Steve Brudzinski, SEMCOG, stated that the CMAQ application period closed on 1/30 and projects submitted are currently being reviewed and ranked. Mr. Brudzinski announced SEMCOG has been scheduling meetings with each FAC to discuss congestion as part of their efforts moving forward with the 2045 Regional Transportation Plan (RTP) update. He also announced that the spring TIP amendment is currently being processed. They hope to have executive committee approval in May. Agenda Packet - Page 3 of 27

4 Mr. Brudzinski also stated that SEMCOG is working on performance measures that are due to the state the first of the 2018 fiscal year. Performance Measures are required after MAP-21 and FAST Act was enacted, and it is mostly the responsibility of the Federal Highway Administration to follow through with setting standards. VI. REPORT FROM MDOT Ms. Sandra Montes, MDOT, gave an update on MDOT projects within Oakland County that are scheduled for the 2017 season. I-75 and Square Lake Interchange Improvements will begin in late April and end in September. Much of the work will be to bridges and overpasses. There will be 6 weeks of lane and road closures due to patch work on M-5 from 12 Mile to Pontiac Trail. To avoid interference with local projects, work will begin early in the season and cross road traffic should be maintained. M-59 from Williams Lake Road to Airport Road will be reduced to one lane in both directions on weekends due to patching. The addition of turn lanes on Auburn Road through Rochester Hills may cause lane closures. Mill and fill work will begin late in the season, or possibly early next season on M-1 (Woodward Avenue) from 14 Mile to Big Beaver. This work will require night and weekend closures. VII PROJECT STATUS UPDATE Mr. Evancoe requested each community with a 2016 federal-aid project to provide an update on the status of each project. 6 VIII. FY 2020 PROJECT SELECTION Mr. Evancoe directed the Committee s attention to the list of projects which were submitted for FY 2020 STP-U funding. Mr. Evancoe explained that projects are chosen by utilizing an objective point system. Each jurisdiction fills out an extensive application packet, and based on various engineering criteria each project receives points. These project applications are then reviewed by the technical committee and the points are verified. During the review points may be added or removed based on the accuracy of the application. Mr. Evancoe then opened the floor for discussion. Motion by Mr. Gary Piotrowicz, RCOC, supported by Ms. Thurman to fund two 4R projects in FY2020. Mr. Piotrowicz discussed the importance of Federal funding on those roads due to truck traffic and volumes. He expressed the need to spend federal dollars on larger projects. New MTF money could be spent on smaller projects. He stated that RCOC has jurisdiction over 70% of the roads but is not receiving adequate amount of funding to maintain them. Substitute Motion by Mr. Jim Shafer to fund one 4R project. Mr. Shafer explained that funding two 4R projects would take out a substantial amount money and reduce the amount of 3R projects that could get funded. He explained that sectional repairs are less expensive and have been successful for RCOC. Mr. Norm Finkelstein, Mayor for the City of Orchard Lake spoke in support of funding two 4R projects. He pointed out that the top two 4R projects located on Pontiac Trail, though never funded, have been on the application list for funding a number of years and the road has continued to deteriorate. Mr. Bill Houtari asked the Chairman to discuss how many projects could be funded considering both scenarios. Mr. Evancoe explained that if both 4R Pontiac Trail projects for a total of $6.6 million are funded, that leaves the committee with $7.2 million to spend on 3R projects. This amount could fund all 3R projects with points higher than 57, and then all projects with 57 points except either North Main Street in Royal Oak for $769,000 or South Blvd in Pontiac for $723,000. This scenario would leave the committee $200,000 - $300,000 over the target, however, still considered an acceptable range by SEMCOG. Mr. Evancoe explained that if only one 4R project (Pontiac Trail from Green Lake to Arrowhead) was funded for $3.1 million, that will leave the committee with $10.7 million to fund 3R projects. This amount would fund all projects 56 points or higher, then could also fund the Franklin Road project at 55 points for $393,000. This scenario leaves the committee $114,000 over the target, however, still considered within an acceptable range by SEMCOG. Ms. Amy Neary, spoke in support of funding the two 4R projects. Mr. Shafer stated he is aware of the condition of Pontiac Trail, however he thinks sectional repairs will address the critical need. Mr. Harry Drinkwine spoke in support of Mr. Shafer s substitute motion. Mr. Tom Blust, expressed that the committee has ignored 4R projects in the effort to stretch the dollars over 3Rs. He expressed that it is imperative to fund 4R projects because many 3R projects continue to deteriorate and become 4R s over time. Agenda Packet - Page 6 of 27

7 Mr. John Balint suggested removing the set aside for paving gravel. Mr. Evancoe explained that this amount is written into the committee s rules of procedures as automatically taken off the top. Motion by Mr. Piotrowicz, RCOC, supported by Ms. Thurman to fund two 4R projects in FY2020. A roll call was taken (8 nays, 5 yeas) Motion Failed. Motion by Mr. Kevin Yee, supported by Mr. Drinkwine to fund one 4R project and use the remaining available funding for RRR projects. A roll call was taken (10 yeas, 3 nays). Motion Carried. Discussion ensued regarding the RRR projects to be funded with the remaining amount available. Motion by Mr. Shafer, supported by Mr. Derrick Schueller to fund RRR projects as discussed. A roll call was taken (13 yeas) Motion Carried. The projects selected can be found on Attachments A and B IX. TRANSPORTATION ECONOMIC DEVELOPMENT FUND - Category C Funding Request Mr. Piotrowicz explained that RCOC is requesting the increase in Category C funding from $6.125 million to $7.9 million for the right of way phase of the Baldwin Road. The cost of right of way has increased due to opposition from the public as well as certain condemnation, drainage and environmental requirements found in the environmental assessment. RCOC has coordinated with the City of Troy to reprioritize projects on the Category C list of projects. Motion by Mr. Schafer, supported by Mr. Houtari, to approve the request made by the Road Commission for Oakland County for Category C Funding. Motion Carried. Mr. Chris Barnett, Orion Township, thanked the committee for their decision. XII. OTHER BUSINESS Ms. Beata Lamparski inquired about the application process for new Category C projects. Mr. Evancoe explained that during the annual call for projects in October, it is up to the Task Force to decide if they want to include Category C project applications. Mr. Blust mentioned that there are Category C projects currently not on the list of projects for the next few years but are waiting for funding. XIII.
