3 FORWARD The Payne County Fair Board presents to you the 2019 show program for the Payne County Junior Livestock Show. The rules contained herein, in most instances, are a result of individual or group recommendations through the years. To present a show schedule and a listing of rules that are without error and to the satisfaction of every exhibitor is a challenge. Assisting with the management and interpretation of the show's rules are a group of volunteers who serve as superintendents. The Fair Board is indebted to these people for their dedication to Payne County's 4-H and FFA members. Please say "thanks" to these people for their time and interest. The purpose of the Jr. Livestock Show is to provide county 4-H and FFA members the opportunity to compare their abilities for selection, care, and management of their livestock projects. Included in this training process are parents, leaders, and teachers. Livestock projects are simply tools being used to train young people to be tomorrow's leaders. Misrepresentation of any nature, may be a detour that leads to a dead end. Please join us in conducting an educational event that permits good clean competition that ends with a friendly handshake and a smile. Let's have a good show. -Payne County Fairboard Every exhibitor, parent or legal guardian, Ag Teacher, or 4-H Leader MUST sign an affidavit that they understand the rules of the Payne County Jr Livestock Show. Any violation of the rules will result in disqualification of the subject animal and/or exhibitor upon available superintendent consensus. All awards and/or monies will be forfeited. No legal action will be brought against the superintendent, Premium Sale Committee, Fairboard, Expo Center, Judges, and/or other officials. **If an exhibitor is NOT pre-entered online by the deadline date, the exhibitor will be assigned a place to stall per superintendent** 2

13 GENERAL RULES AND REGULATIONS 1. Eligibility is limited to 4-H and FFA members who participate in their respective organizations and must be residents of Payne County or attending school in Payne County and have not graduated high school. Active membership is required of all 4-H members to exhibit in this event. In order to be an eligible member, the member must be enrolled by December 1 of the current year, 4-Her's must attend a minimum of 3 meetings of their primary Payne County 4-H Club and must be in 3 rd Grade (and 8 years old) the day they walk into the show ring. Students must meet the academic eligibility requirements of their school as of the first day of the show. If a student is ineligible, his/her livestock entries are also ineligible. 2. Exhibitors must have had continuous ownership of and personally fed and cared for daily there: market steers weighing 1001 lbs. or more for 90 days, prospect steers 1000 Ibs. or less for 75 days. Beef Heifers 45 days prior to show. Swine nominations will be due same time as OYE due date. Market lambs and goats will be nominated 3 working days after OYE nominations. Dairy Heifers 75 days. Market lambs and goats will be nominated 3 working days after OYE nominations. Family nominations need to be specified what exhibitor will show what animal before 9 am Monday morning of the show, if not clarified what exhibitor shows what animal, then it will automatically go to the first name on the form, for those who family nominated. Members attending school in Payne County and living in adjoining county or living in Payne County and attending school in an adjoining county can exhibit in only one county's fair and shows. Location of where animals are kept must be provided to Extension Agents and Ag Education Instructors for project visitation. 3. Each exhibitor will furnish own bedding and be responsible for his own animals. Wood shavings are required for swine and sheep pens. Pens must be bedded prior to putting the animals in them. 12

14 Sheep Swine Steers Goats DIVISION OF CLASSES Sheep superintendents reserve the right to divide classes by weight, or by numbers when there are six or more animals per breed. If there are 18 or more per breed, there may be 3 classes. If there are 41 or more per breed, there may be 4 classes. Superintendents have the discretion to adjust the number of classes due to weight variation within the breeds. Prospect and market steer show will be conducted separately. Beef superintendents reserve the right to divide breed classes in the prospect and market steer show by weight, or by numbers into two classes when there are 8 or more. If there are 18 or more steers of one breed, there may be 3 classes. If there are 41 or more there may be 4 classes. Superintendents have the discretion to adjust the number of classes due to weight variation within the breeds. Goat superintendents reserve the right to divide classes as they deem necessary. 13

15 SHOWMANSHIP 5. For Beef Cattle, Dairy, Swine, Sheep, and Goats exhibitors, the divisions will be by age as of show day as follows: JUNIOR Ages 8-12 INTERMEDIATE Ages SENIOR Ages *An overall beef showman to represent Payne County at OYE will be determined by the Beef Judge in the combined heifer and steer showmanship contest. *Only exhibitors entered in a species may be eligible to compete for showmanship honors in that species. Exhibitors competing in showmanship must exhibit their own animal. 6. Each exhibitor is permitted to show not more than 3 market swine (barrows or gilts), 3 market lambs (wethers or ewes), 3 market goats wethers and 3 does, 3 market steers, and/or 3 prospect steers. Heifer show (beef and dairy) -2 per class. Exhibitor must show his/her own animal, except in case of injury or illness (to be approved by department superintendent). All exhibitors must abide by posted stall assignments provided by Payne County Fairboard. All stall assignments are posted on the north side of main office window. 7. The Payne County Fair Board in accordance with the American Angus Association will have the option of drawing blood samples on (1) Champion and Reserve Champion steers, (2) Champion and Reserve Champion heifers, (3) the option to test any entry in the Angus show at the discretion of the Fair Board. The purpose of blood testing is to determine if the animal has acceptable Angus blood type as outlined in the rules of the American Angus Association. The blood samples will be drawn at the conclusion of the beef cattle show. If the blood test does not meet the criteria established by the American Angus Association, all premiums, ribbons, and awards will be invalidated by the Payne County Fair Board. 14

16 8. All property, of every character entered for competition or display, or any other purpose, or being anywhere on the fairgrounds, shall be subject to the control of the Board of Directors, but in no case shall the Fair Association or any of the officers be held responsible for any loss, damage, or injury of any character to any such property while same is under their control, or at any other place or time. If the property owners or others interested in the property desire protection against loss, damage, or injury from fire, or from any other cause, they must make their own arrangements 9. Any Exhibitor or citizen of Payne County who has a protest regarding exhibits or exhibitors in the Jr. Livestock Show must file a written protest and $50 to the Payne County Fair Board. The protest must be filed no later than one hour after the conclusion of the swine show before action will be taken. 10. Entries must not be removed before the close of the show except by consent of the superintendent. 11. All animals must be free of any infections or communicable or contagious disease. If any such disease is found it will be cause for removal from grounds 12. Nose prints of market beef will be used as proof of owner ship if a question should occur. Nose prints secured for county nominations will be utilized. Market beef must be shown according to breed classification as determined at the OYE or county nomination 13. Parents and/or groom s persons will refrain from grooming animals as they enter the show ring. Superintendents will prohibit parents and groom s persons from the show ring entrance. 14. For sheep and dairy there will be a breed show for each breed listed in the book regardless of the number of animals entered. For Swine, the seven pure breeds to be recognized as a breed they must have at least 1% of the total number of head shown. If not, those animals will be shown as crossbreds. For beef breeding cattle, there must be four 15

17 (4) or more heifers of a breed owned by two or more exhibitors to have a breed show, otherwise they will go in AOB. All Brahman influenced and Longhorn cattle without the four-head needed to make a breed will be grouped together in an American Breed Class. If those numbers for the American Breed Class don t meet the min. of 4 head, then those cattle would go into the AOB Class. Market steer breeds will be what they were classified at nomination, and will require three or more to be a breed class 15. The same breed percentages for beef heifers used in OYE will be used by Payne County Spring Livestock Show. All beef and dairy heifers nominated/shown in the commercial, grade, or grade-up class at the spring livestock show will have to be shown as a commercial grade or grade-up heifer in the county fair, and once a heifer is shown as a commercial grade or grade-up, she cannot then be shown as a registered purebred, neither shall heifers which have exhibited in Payne County in any of the registered purebred classes later change and show in a commercial, grade, or grade-up class. Once shown in a particular breed a heifer must always show as that s 16. Area traffic/parking signs are to be observed at all times 17. Designated fire lanes must be kept clear. Vehicles parked in unauthorized areas will be towed away and subject to recovery of the towing fee from the owner. The use of an electric, open flame or space heater is prohibited. 18. Any person or persons not abiding by these rules and regulations may be subject to disqualification from this and future county shows. Premium money from the show and/or premium sales bonuses will be forfeited. 19. The right is reserved by the Payne County Free Fair Association to interpret, revise, or add to the rules as its interest may require. 16

18 20. Oklahoma 4-H & FFA Show-Ring Code of Ethics The Payne County Fair Board has adopted the following: 4-H Member: An official 4-H vest, jacket, or pullover wind jacket. Must be of the appropriate colors of solid green, solid white, or a mix of green and white. Must have an official 4-H emblem of at least 2½ inches that is permanently affixed to the front and left side of the vest or jacket. Must wear a collared shirt under the vest or either jacket that is the appropriate colors of solid green, solid white, or a mix of green and white. 4-H Member: A buttoned up, collared shirt or polo shirt, short or long sleeve, of the appropriate 4-H colors of solid green, solid white, or a mix of green and white. No third color mix or additional colors are allowed. Must have an official 4-H emblem of at least 2½ inches that is permanently affixed to the front and left side of the shirt. FFA Member: An official FFA corduroy jacket, pullover wind jacket or softshell jacket. A pullover wind jacket or softshell jacket must be of the appropriate colors of solid blue, solid yellow, or a mix of blue and yellow. Must have an official FFA emblem of at least 2½ inches that is permanently affixed to the front and left side of the pullover wind jacket. Must wear a collared shirt under either jacket that is of the appropriate colors of solid white, solid blue, solid yellow, or a mix of blue and yellow. FFA Member: A buttoned up, collared shirt or polo shirt, short or long sleeve, of the appropriate FFA colors of solid white, solid blue solid yellow, or a mix of blue and yellow. No third color mix or additional colors are allowed. Must have an official FFA emblem of at least 2½ inches that is permanently affixed to the front and left side of the shirt. Because apparel requirements are predetermined for junior dairy exhibitors, they will be required to wear the 4-H or FFA emblem when showing in their respective competitions. Exhibitors must adhere to the dress code in order to be allowed in the show ring. The dress code also will be enforced during the Premium Auction and while junior exhibitors are appearing before the media or other special functions where they are representing their organization. In extremely hot weather, show management may modify the jacket requirement. Believing it is in the best interest of all youth livestock exhibitors and breeders of 17

19 livestock to maintain a reputation of integrity and to continue to present a wholesome and progressive image in the show ring, the following list of practices are considered unacceptable in the presentation of livestock. The use of such practices or procedures is therefore, considered a violation of the Rules and Regulations governing this show The exhibitor must be the sole owner of any animals shown in his/her name. Junior exhibitors must have owned, cared for daily and fed market animals from not later than the date nominated, or date listed in premium list of show. All other animals, including dairy animals, must be owned by or transferred to the exhibitor by the required date listed in the show premium list. 2. In breeding classes, beef and dairy entries must be registered and recorded in the sole name of the exhibitor. Tattoos, brands, or registry association tags and flock tags must match the papers and be correctly located. Swine ear notches must be correct and healed; market hogs shown as purebred must have healed ear notches in both ears. 3. All exhibitors are expected to provide the primary care and grooming of their animals throughout the show. An exhibitor may be assisted in grooming his/her animal. However, the exhibitor must be present and applying the level of expertise appropriate for that exhibitor s level of experience as deemed by his/her Ag Ed Instructor or county 4-H Agent. Therefore, beginning showmen are allowed more assistance than seasoned showmen. The 2019 Junior Livestock Beef Show will be blow and show. The use of paint, glue, foam, or other adhesives and boning products of any kind will not be permitted. Boning of legs, alteration, or enhancement of color will not be allowed. Water, light oils, or sheen type products will be allowed. In short, if you question whether or not a product is allowed, do not use it. All beef cattle will be led between two beef superintendent designees and checked for violations (combs and rags will likely be used during the checking process). No aerosol cans, spray bottles, or styling products other than combs will be allowed

20 past the checking area. Any cattle found in violation will not be allowed in the show ring and will be disqualified from the competition and award premium opportunities. All beef superintendents decisions will be FINAL! 4. Any junior exhibitor entering livestock in competition must be present to lead and show said animal in competition or the animal will be disqualified, and entry fees will not be refunded. Any infraction of rules will cause forfeiture of any premiums earned. The only exceptions to this rule are where a bona fide owner has more than one animal in a given class and, due to an extreme emergency; the bona fide owner is not able to be in attendance. Such cases must be approved by the management. Each animal offered for sale must be handled in the ring by the bona fide owner. 5. Soft muzzles will be allowed on sheep. 6. Treating or massaging any part of the body internally or externally with an irritant or other substance to temporarily straighten a weak back or loin; to produce unnatural. animation or to cause swelling or changes in contour or handling qualities is prohibited. 7. Minimizing the effects of crampiness or to affect handling qualities or contour by feeding or injecting drugs, depressants or applying packs (hot or cold) or using any artificial contrivance or therapeutic treatment except normal exercise is prohibited. 8. Striking the animal to cause swelling is prohibited. 9. Surgery or any other procedure performed to change the natural process of growth, maturation, contour or appearance of any animal, to include teeth, is prohibited. Not included are removals 19

21 of teats or horns, clipping and dressing of hair and trimming of hooves. 10. The injection or insertion of foreign materials under the skin or into the muscle is prohibited. 11. The use of alcoholic beverages in the feed or as a drench is prohibited. 12. Forced filling of any type by any means to include stomach pumps is prohibited. Rehydration of lambs will be allowed as needed. 13. No alteration or simulation with respect to color of hair will be permitted on any junior animals. This includes all products, natural or man-made; false switches are permitted. If alteration or addition is detected by a show official or through a protest, the exhibitor, organized group, or individual involved will be disqualified and barred from exhibiting. These grooming rules apply to both sexes, all species, for the duration of the junior division of the show. In swine, no powdering, oiling, painting or dressing other than water will be permitted. 14. The use of any chemical and/or compound that is not approved by the Food and Drug Administration for use in meat producing animals and the illegal use of approved chemicals and/or compounds is prohibited. All animals shall be subject to test (blood, urine and tissue) for foreign substances that exceed the acceptable levels established by the United States Department of Agriculture and/or the Food and Drug Administration. A positive test will result in disqualification, forfeiture of any premiums and/or awards and will exclude the exhibitor, organized group, or individual involved from future competition at this show. 22 medications at the show will be administered by licensed veterinarians only. 15. Balancing the udder by any abnormal means including the use of a mechanical contrivance or the injection of fluid or drugs, setting the teats and/or occluding (sealing the ends) with a mechanical contrivance or with the use of a chemical preparation, treating or massaging the udder or its attachments with an irritant or counterirritant will not be permitted. The use of common products such as fly spray, ointment or liniment in excess to the extent that it is irritating is included as an irritant. 16. Criticizing or interfering with the judge, other exhibitors, breed representatives or show officials before, during or after the event may result in an individual or group being expelled, placed on probation, declared ineligible, or barred from exhibiting at the event. 17. Exhibitors, organized groups or any individual switching animals at any time and changing ear tags and other forms of identification will be barred from showing and will forfeit all prizes and premium money. 18. Junior exhibitors, and adults involved with the exhibitors, are expected to adhere to the General Rules and Regulation of junior livestock show including the Show-Ring Code of Ethics as well as the Rules and Regulations governing the Junior Division. 19. Any violation of the Rules and Regulations incorporated in the premium list, the Show-Ring Code of Ethics and the Junior Division Rules and Regulations may result in forfeiture of all premiums and awards, disqualification and expulsion or probation of the exhibitor, organized group the exhibitor represents any individual or livestock involved. Probation, disqualification, expulsion or other disciplinary action of the show management will be final. Such action will require 21

23 application for readmission under such terms as the management may prescribe before the group or individual is allowed to exhibit at future events. Violations of rules at a show which is a member of show support organizations including the Oklahoma Association of Fairs and Festivals, the American Livestock Show and Rodeo Managers Association, and the international Association of Fairs and Expositions, may affect the eligibility of the violators for participation in any show throughout the country, regardless of the show's membership in these organizations. 20. Final interpretation of the following rules will be made by show management. Management decisions are final. 21. Any parents, participating adults or students, interference, misconduct, outburst or inappropriate language, during the show that is a bad example will not be tolerated. The result of these actions can be your child or exhibitor being put on probation or excluded from ever showing here again and your removal from the facilities/grounds. We are the examples for our children and youth at these shows. If you have a question or problem about or during the show, please conduct yourself in a correct and calm manor to a superintendent or fairboard member. *No alcoholic beverages are allowed on the grounds* *PLEASE NO DOGS IN THE BARNS* 22

24 PREMIUM AUCTION RULES 1. The premium auction will be at 7:00 p.m., Thursday, March 7 th, at the Payne County Expo Center, McVey Arena. 2. The number of animals in the Premium Auction will be 13 Market Steers 14 Beef Heifers 13 Goats (2 does and 11 wethers) 41 Hogs (including all the breed champions) 31 Lambs (including all the breed champions) 2 - Breeding Ewes (1-champion commercial ewe & 1-champion purebred ewe) 6 Dairy Heifers 1 Prospect Steer 1 Trio of Broilers, sells per each 10 exhibitors (ex: 18 exhibitors- 1 pens will sell, 23 exhibitors-2 pens will sell) 3. Only one entry per exhibitor will be allowed in the Premium Auction. 4. In the event an exhibitor has more than one animal selected for the Premium Auction, he or she must indicate to the sale committee one hour after conclusion of hog show on March. 6, which animal is to be sold. 5. Each exhibitor having an animal in the sale will be assessed $40 to cover the cost of the Buyer s Dinner. This fee will be deducted from the exhibitors add-on contributions. 6. The sale order will be arranged by the Sale Committee. 7. No animal can be sold more than one time in its lifetime in the Premium Auction. 23

25 8. The judge will rank the beef & dairy heifers by quality and will continue to rank the remaining heifers by quality until all slots are filled and alternates are selected. 9. A percentage of each breed of swine will sell based on the number of animals entered in the breed divided by the total number of swine in the show. In addition, the order that swine breeds will sell shall be determined by the judge after the Grand Drive. If an exhibitor has more than one swine selected for the sale, they will sell the original highest-ranking animal in the sale order. Sheep breed champions will sell after the Grand and Reserve Grand lambs in quality order selected by the sheep judge. 10. The Payne County Premium Sale Committee will award the Jordan Morris Memorial Trophy to the Premium Sale Market Steer Exhibitor, grade 9-12 with the highest GPA. Any ties in GPA are decided by the highest rank in the sale order. A $500 Scholarship will accompany this award. Recipient must show 2.5 or higher GPA, or equivalent in first semester post high school and enrollment into next semester. Scholarship Sponsored by Absolute Bovine Genetics. 11. The Premium Sale Committee will interpret all Premium Sale rules and their decisions will be final. 12. Note: No animals will be sold. Only the premium on the animals will be sold. 24

26 Entries: CATTLE FITTING CONTEST Team entries must be provided to the Beef Superintendent by 7pm on Monday, March 4, Entry forms are available at the Expo Center Office. All teams must consist of three exhibitors with eligible entries at the 2019 Payne County Jr. Livestock Beef Show. Each team must be composed of at least one member under the age of 13 on the day of the OYE s contest. The top two teams will be able to advance to OYE, as long as youth are exhibiting livestock at OYE. Check In: All teams must attend a mandatory meeting at 12:00 pm Wednesday, March 6, 2019 in the arena. Judging: Will be Wednesday, March 6, 2019, at 1:00 pm in the arena. SPECIAL RULES 1. Contest time will be thirty minutes in length. A ten-minute warning will be given. At the end of the 30 minutes allotted time, clippers down and work stops. 2. All grooming rules of the OK Youth Expo will be strictly enforced. 3. The animal must be provided by the team. Each team will supply their own grooming products and equipment. 4. Each animal must be completely clean and dry. 25

Registration papers or proof of registration must be presented to superintendent. Heifers must be registered in the name of the exhibitor as sole owner for a period of continuous ownership of 45 days or more prior to opening date of show. Any heifer that has been exhibited in the name of a partnership within 45 days of the date of the county show is subject to disqualification if confirmation from breed association proves multiple ownership. Commercial heifers must be in junior exhibitor s possession 45 days prior to county show. The exhibitor will be required to bring a notarized statement form Ag Teacher or 4-H Leader indicating the ownership date to the check-in at the show. Refer to General Rules 2 & Each exhibitor may exhibit 2 heifers per class. 4. Animals must be permanently tattooed according to breed specifications. 5. Refer to Rule #14 for calf hood vaccination requirements. 6. Heifers in classes #8 and #9 must have a certificate from a veterinarian stating that the heifer is pregnant or must be nursing her calf. Registration papers or proof of nominations must be presented to superintendent. Must be registered/nominated in the name of the exhibitor for a period of continuous ownership or transfer of ownership 75 days or more before opening date of show. 3. Each exhibitor may exhibit 2 heifers per class. 4. Animals must be permanently identified according to breed specifications. 5. Because apparel requirements are predetermined for junior dairy exhibitors, they will be required to wear the 4-H or FFA emblem when showing in their respective competitions. Exhibitors must adhere to the dress code to be allowed in the show ring. 6. Refer to General Rules 2 7. Sheep superintendents reserve the right to divide classes by weight or by numbers when there are six or more animals per breed. If there are 18 or more per breed, there may be 3 classes. If there are 41 or more per breed, there may be 4 classes. Superintendents have the discretion to adjust the number of classes due to weight variation within the breeds. 4. The minimum weight for lambs will be 75 lbs. 5. All lambs MUST HAVE Scrapies tags in their ear. All lambs MUST HAVE an ear tag to identify them. Goats must be dehorned or have the horns tipped, they must be blunt. Wethers must be completely healed from castration (No bucks allowed). Refer to Code of Ethics Rule 1 for ownership. 3. The minimum weight for wethers goats will be 40 pounds with no maximum weight. The maximum weight limit for does will be 160 pounds. 4. Goat superintendents reserve the right to divide classes as they deem necessary. Numbers of the Division Champions are at the discretion of the superintendent. 5. All goats MUST HAVE scrapies tags in their ear. All goats MUST HAVE an ear tag to identify them. Scrapies tags in the ears will work for their identification tag. 6. Refer to General Rules #2 & # Bracing is allowed on wethers only. All four feet must be on the ground when being evaluated by the judge. 8. If you are not checked in by superintendent at the check point location and times, you WILL NOT be allowed to show at this year s Jr. Livestock Show. 1. Swine must be checked in by superintendents only during the following time: Monday, March 4 th 5:00 pm - 7:00 pm Tuesday, March 5 th 7:00 am - 12:00 pm Market swine will be weighed in starting at 1:00 pm on Tuesday March 5 th. 2. All market swine must weigh lbs. Those not making weight will be sifted. 3. Each exhibitor is permitted to show not more than 3 market swine (barrows or gilts) 4. Gilts or barrows may be shown in the classes. 5. All exhibitors shall abide by the stall assignments made and posted on the grounds. Superintendents of each species shall have the authority to supersede the posted stall assignments at their own discretion, or as circumstances require. Failure to abide by stall assignments and/or instructions of Show Superintendents shall result in the exhibitor forfeiting all rights to participate in the show. 6. All exhibitors are expected to provide the primary care and grooming of their animals throughout the show. An exhibitor may be assisted in grooming his/her animal. However, the exhibitor must be present and applying the level of expertise appropriate for that exhibitor s level of experience as deemed by his/her Ag Ed 37

39 Instructor or county 4-H Agent. Therefore, beginning showmen are allowed more assistance than seasoned showmen. 7. Parents and/or grooms persons will refrain from grooming animals as they enter the show ring. Superintendents will prohibit parents and grooms persons from the show ring, holding area entrances. 8. For Swine, the seven pure breeds to be recognized as a breed they must have at least 1% of the total number of head shown. If not, those animals will be shown as crossbreds. 9. Swine superintendents reserve the right to divide classes by weight or by numbers when there are six or more animals per breed. If there are 18 or more per breed, there may be three classes. If there are 41 or more per breed, there may be four classes. Superintendents have the discretion to adjust the number of classes due to weight variation within the breeds. 10. Refer to General Rules Entries must not be removed before the close of the show except by consent of the superintendent. 12. To show in a purebred class all swine must be ear notched. Market hogs will show as crossbreeds when not ear notched. 13. Pens must be bedded with wood shavings before putting animals in. The State Department of Agriculture requires evidence of a negative pseudo rabies virus (PRV) test (test chart) for all shows. This chart must be presented prior to unloading. All swine must have a premise ID number enter the county show for a review; the following steps are required to exhibit market swine (barrows & gilts) in Oklahoma spring shows: Have a negative pseudo rabies test conducted after December 1, 2018 and is identified on the test chart by official identification number.
