2 June 18 Why is June 18, 2014 so important? Because that s when Recordbooks, Ambassador applications and Star Award applications are due. So circle this date in red and get those Recordbooks and applications into our office by 5:00 pm! Recordbooks You can find step by step information at index.aspx. This includes instructional videos and FAQs as well as the materials to fill out online. Recordbook covers are required and can be purchased at our office for $2.50. You are welcome to come by the Extension office and we can help you. The recordbook categories are: Beef Citizenship and Civic Education Clothing & Textiles Communication & expressive Arts Companion Animal Consumer Education Dairy Entomology Family Life Food & Nutrition Gardening & Horticulture Goat Health Horse Housing & Home Environment Leadership Natural Resources Personal Development Photography Plant & Soil Science Poultry Public Speaking Rabbit Recreation Safety Science, Engineering & Technology Sheep Shooting Sports Swine Veterinary Science Wildlife and Fisheries Gold Star Award The member must be at least 15 at the time of application and must have completed at least 3 years in 4-H, including the current year. The 4-H member must submit an awards program recordbook in the year he or she is to be considered for the award. The 4-H member must have completed projects in three different project areas, have submitted appropriate record forms, and have participated in one or more activities in at least three of the following areas: Educational Presentations, Citizenship activities, Projects, Project exhibits, Camps, Leadership labs, Public relations (speeches, poster displays, radio, TV, newspapers), Other (includes exchange programs, fundraising, State and National Congress, etc.) Silver Star Award Must be 12 at the time of application but not have reached their 15th birthday as of September 1st of the current year Bronze Star Award Must be 9 or in the third grade but not have reached their 12th birthday by September 1st of the current year. Selection procedure for both the Bronze and Silver will be based on the following criteria: Applicant must be a bona fide 4-H member Complete projects in three different project areas and submit a complete record book in the year he/she is to be considered Participate in Star Awards interviews Ambassador Officers are looking for new members The main requirements are: An Application with your record book due by June 18th to the extension office. Applications can be downloaded from our website at Member must be a bona fide 4-H member. Member must have reached or will have reached their 14 th birthday by August 31 st. Attend an Interview on July 15 th, at the extension office. Members remain Ambassadors as long as they are in Atascosa County and in good standing. Attendance is required at all Ambassador meetings and activities. New members must attend a mandatory Ambassador workshop.

Quality Counts verification will be required for all youth exhibiting livestock (market and/or breeding) at major livestock shows in Texas (including the Ft. Worth Livestock Show, San Antonio Stock Show & Rodeo, Houston Livestock Show and Rodeo, Star of Texas Fair in Austin, San Angelo Livestock Show, Sandhills Stock Show in Odessa, State Fair of Texas in Dallas, and Heart O Texas Fair in Waco). The verification process will require 4-H exhibitors to pass an online test that measures their knowledge on quality assurance and character education content items. All 4-Hers must take this test Quality Counts test and more information available at counts.tamu.edu 4-Hers that were intermediates last year and will be in the senior division this year must retake the test.

7 2014 Leadership Lab Wild Wild West District 12 4-H Leadership Lab is an overnight camping experience for youth ages The focus of the event is to provide 4-H members the opportunity to learn valuable leadership and life skills by participating in a variety of educational activities, team-building exercises, and learning sessions. The theme of this year s Thursday night dance dress is western pioneer. It will be held at Southwest Junior College in Uvalde. The cost is $ per person and covers room, meals and program costs. Youth will be staying in the new dorms on campus. Registration is open on 4-H Connect and will close June 4, Her s must be 12 years of age by June 4, 2014 in order to attend. For more information contact the Extension office or go online to The National Youth Summit Series brings together some of the best and brightest students to focus on aerospace, robotics, maker, healthy living, and agri-science. Designed for high school students (grades 9-12), the Summits provide opportunities to learn technical skills, participate in hands-on activities and workshops, learn from leaders in the field, and visit professional and academic sites. Students attend in teams comprised of two to eight youth and are accompanied by an adult mentor/chaperone. 9 Farm Service Agency Loans for Youth FSA makes loans to individual youths to establish and operate income-producing projects of modest size in connection with their participation in 4-H clubs, FFA and similar organizations. Each project must be part of an organized and supervised program of work designed to provide practical business and educational experience. The project must be planned and operated with the help of the organization adviser and produce sufficient income to repay the loan. A Youth loan is available to young persons between the ages 10 and 20 years. The maximum loan amount is $5,000. Loan funds may be used to: Buy livestock, seed, equipment and supplies Buy, rent or repair needed tools and equipment Pay operating expenses for the project For more information you can go online to or you can contact our local FSA office at Texas 4-H Congress Texas 4-H Congress is a four-day mock legislative experience for 4-H members ages 15 (at the time of the event) to 18. During this time, 4-H members assume the roles of senators, representatives, lobbyists, press corps, and special interest groups to gain a first-hand understanding of how the legislative process works. Bills that are written and sponsored by 4-H members focus on issues concerning Texas and Texas youth. These bills are assigned to the appropriate committee, debated in committee meetings, and then on the floor of the House or Senate. If a bill is successful in negotiation and the legislative debate in all three stages, it is delivered to the Governor of Texas 4-H Congress for his or her signature or veto. Copies of all the bills that are signed into law during Texas 4-H Congress are provided to the Office of Governor Rick Perry for his review. Texas 4-H Congress is a premiere leadership program that is co-planned and coimplemented by the Texas 4-H and Youth Development Office and the Texas 4-H Council. The Texas 4-H Council, which consists of elected delegates from each district within the state assume many of the leadership responsibilities. House or Senate Member: These roles are primarily for 4-H members that have never participated in Texas 4-H Congress. Four-H members serving in the House or Senate should be prepared and able to speak passionately about issues effecting Texas and Texas youth. The issues that the 4-H member will be speaking about may or may not be related to the subject matter of the bill they submitted. House and Senate members will be participating in a variety of professional settings such as committee meetings, chamber sessions, and may be lobbied or questioned on different issues by the Lobbyist group and/or the Press Corps. Assignments to either the House or Senate are made by the State 4-H Office. District 12 is limited to 18 participants. Each participant must do 3 things in order to be considered to participate: Register on 4-H Connect and complete the registration process by June 10 th Complete a Bill for consideration for Texas 4-H Congress (see information below) by June 10 th Complete the District 12 4-H Congress Application by June 10 th Upon review of all 3 items, it will be determined which 4-H members will be accepted/confirmed to attend. Dress Code: Since this is such a prestigious event and the 4-H members will be on the floor of the Texas House of Representatives and Senate, a coat and tie are to be worn by all males and professional style dresses are to be worn by female s at all official legislative events. Attire for the nightly dances must adhere to the Texas 4-H Dress Philosophy. Attire for the theme party must be in line with the theme and presented in a non-offensive manner. Registration costs will be as follows: House/Senate/Press Corps/Lobbyist $ Texas 4-H Council $ Technology Team Members $ Chaperones $ 0.00 Registration costs include: hotel, meals & snacks, and registration fee. Other costs that delegates may experience include transportation to and from Austin, meals en route to and from Austin, three (3) breakfast meals while in Austin, and incidental spending money. The registration cost of $ is due in part to the assistance of more than $100, from the Houston Livestock Show and Rodeo, the R.S.M.I.S. Foundation, Ed Rachal Foundation, and TransCanada. Without these gracious donors, the registration cost would be more than $ per person. Chaperone expenses for hotel, Congress meals, and registration will be paid by Texas 4-H Congress for the chaperones from delegate fees. No transportation, per diem or out-of-pocket expenses will be paid to chaperones by Texas 4-H Congress. Texas 4-H Congress Calendar: May 20, 2014 Online Registration opens via 4-H CONNECT June 16, 2014 Bill submission closes June 16, 2014 Online Registration closes July, 2014 Bill Book posted online July 13, 2014 District Delegates Arrive Theme Party: The 2014 Texas 4-H Council has selected "The Roaring 20 s!" Delegates are encouraged to read The Great Gatsby and get the feel of life in the 20 s! From flapper dress to wing-tip shoes, the night will be filled with glamour (and a few surprises)! The Internet can provide a wealth of information for 4-H members to use in designing their costume. Age Eligibility: Official ages for Texas 4-H Congress are 15 (at the time of the event) to 18 years of age. This is a prestigious event reserved for older 4-H members. Because of the number of 4-H members allowed to attend, counties should make it a priority to select 4-H members for the House and Senate that have never attended prior.

10 NEW Texas 4-H/FFA Heifer Validation Program Texas is privileged to have the largest junior breeding heifer program in the nation. However, the sheer size of Texas, diversity in counties and beef breed associations has created some challenges for effectively and fairly managing the program. Because of numerous breed divisions offered, there are inconsistencies in how breed associations record purchase and transfer information. Heifer Validation is being initiated to ensure a level playing field for all junior breeding beef heifer exhibitors and to present a unified approach to verifying breeding beef heifer registration papers, ownership and physical possession. Further, history has proven collecting DNA hair samples during validation has added integrity to market animal divisions. Therefore, we are implementing a statewide electronic verification process in addition to requiring the physical validation of breeding beef heifers. An electronic verification process will ensure that ownership has been transferred by the respective ownership deadlines. The verification process along with the added physical validation component will allow for certifying exhibitor ownership, possession, heifer identification (tattoo/brand) far in advance of each respective major livestock show. Full and part-time personnel will be required to effectively review and validate all submitted heifer registration papers and to enforce rules during the participating major livestock shows. Purpose An electronic verification for heifer registration papers would serve four primary purposes: 1) Ensure ownership has been transferred by the respective ownership deadline 2) Eliminate backdating of junior heifer ownership 3) Allow heifer verification chair and co-chair to communicate any disqualifications prior to arrival to shows 4) Allow for a more efficient check-in process Physical Validation would serve four primary objectives: 1) Ensure ownership and physical possession of heifer in designated county on validation day(s). 2) Physical viewing of tattoos/brands allows for verification tattoos/brands match the registration paper reducing disqualifications at major livestock shows. 3) DNA collection provides a robust system to authenticate that the heifer presented at physical validation is the same heifer exhibiting at major livestock shows. 4) Allows County Extension Agents and Ag Science Teachers to continue building positive relationships with breeding heifer exhibitors Spring Show Timeline October 1, 2014 Heifer Verification Database is open to ASTs/CEAs October 1-November 15, 2014 Participating major livestock shows are requiring all junior breeding heifers to be tattooed, brands recorded and hair samples collected for the DNA Assay between 10/1/2014 and 11/15/2014 for 2015 spring shows. All heifers must be validated at a time, place, and date determined by the County Validation Committee.
