Shum, PE, Project Lead Boones Ferry Road Project Engineering Department Project update for the Boones Ferry Road Improvement Project Phase 1, Work Order 183. DATE: January 5, 2018 MEETING DATE: January 16, 2018 ACTION No action is requested. This agenda item is to brief Council on the status of the Boones Ferry Road Improvement Phase 1 Project. INTRODUCTION/BACKGROUND The design portion of the Boones Ferry Road Improvement Project is approaching 95% completion. The project includes the area of Boones Ferry Road from just south of Madrona Street to just north of Lanewood Street. The proposed improvements will enhance the streetscape, make the street safer, and improve access to businesses and nearby residences. Right-of-Way Acquisition Process Right-of-Way acquisition has been taking longer than anticipated. In total, there are 44 acquisition files for 50 properties, of which: Three have been signed off and closed, 23 have agreed to a settlement and most of these are in the process of being signed, 18 are unresolved. Staff is striving to resolve the 18 remaining acquisitions as soon as possible. However the City may need to move forward with condemnation of a few of the remaining properties. 2 Page 2 Design The Boones Ferry Road Improvement Project is the cornerstone project of the Lake Grove Village Center Plan. It will define the character of Lake Grove through its design and will greatly enhance the safety and overall aesthetics of the corridor. The following elements have been included in the project design: Undergrounding overhead utilities, Bike lanes on both sides of the street, New sidewalks with street trees, street lighting, street furnishings and landscaping, Expanded sidewalk areas, waysides New signalized intersections with pedestrian crossings at Madrona Street, the McDonald s Driveway, and Lanewood Street, Two new mid-block pedestrian crossings, Landscaped medians with left turn lanes, New Stormwater treatment facilities that greatly improve water quality. The design of this project is complex which has led to many challenges, resulting in the final design taking longer than anticipated. Project Advisory Committee The Project Advisory Committee (PAC) is an eight person citizen committee comprised of property and business owners on Boones Ferry Road and neighbors from the Waluga, Lake Forest and Lake Grove neighborhoods. The PAC was formed early in the project, to advise and make community-based recommendations to the Project Team on the design of the streetscape elements. Many PAC members also participated in the Lake Grove Village Center planning effort and previous stages of the Boones Ferry Road process. PAC meetings have been ongoing since the start of design in The PAC s vision has been to make Boones Ferry Road a great street by creating it into a userfriendly, multi-modal gathering area that serves as the centerpiece of Lake Grove for the entire community. Members have collaborated and been involved in selecting streetscape and aesthetic design elements in the public right-of-way including: Street lighting, Street trees, Sidewalks and expanded sidewalk areas (waysides), Landscaping and stormwater facilities, Medians, Intersections, Crosswalks, Street furniture (including water fountains, benches, bike racks), Public art, Public signage (including street names) A Avenue PO BOX 369 Lake Oswego, OR
3 Page 3 Attachment 1 illustrates some of the elements the PAC has assessed. The PAC has also worked to incorporate art/history components into the design that correspond to Lake Grove s identity. They coordinated with the Arts Council to promote and choose symbolic art work, establishing the overarching theme of community with flora, fauna and family along the corridor. Staging Concepts As part of their pre-construction contract, the City tasked Otak, Inc. with developing construction staging concepts using the following construction goals and constraints: Construction Goals: Ensure constructability for the contractor, Maximize safety for workers and public, Minimize business impacts, Minimize traffic impacts, Minimize neighborhood impacts, Maintain pedestrian mobility/ada accessibility, Minimize utility relocation impacts, Minimize overall project schedule/duration, Constrain overall project budget. Constraints: Contractor has the ability to provide a staging plan concept after award of bid based on specified constraints for review and approval by the City. Maintain a minimum of three lanes of traffic, to the extent practical. Maintain existing left turn movements to businesses during construction, to the extent practical. Maintain driveway access for businesses open during construction hours. Maintain ADA pedestrian access and mobility. Comply with specific Temporary Construction Easement (TCE) requirements. Allow for reduction to two travel lanes/flagging during non-peak hours. Allow minor flagging to direct construction traffic into work zone. No designated traffic detours or haul routes permitted through adjacent neighborhoods. Temporary traffic signal configuration may allow lane alignment flexibility. No restrictions on work hours. TCE s can only be used for stated purpose or timeframe as agreed to in the TCE. Maintain utility services, including temporary services, throughout the project. Franchise utilities will be responsive to scheduling and contractor coordination. Maintain storm conveyance and treatment, as necessary. Adhere to: A Avenue PO BOX 369 Lake Oswego, OR
4 Page 4 o Specific school access impacts and construction window agreements o Migratory bird / clearing and grubbing timing o City of Lake Oswego Tree permit restrictions Schedule construction of Lanewood intersection to accommodate U turn, prior to impacting post office access. Using these goals and constraints as guidance, two staging concepts (strip and segment) were developed. The strip concept would have the contractor working on one side of the roadway until all the major improvements are built along the entire project limits. Then the contractor would flip to the other side of the roadway and complete all the major improvements. Once the work on both sides of the roadway is completed, then the median islands would be built. The segment concept would be similar in that the contractor would work on one side of the roadway, flip to the other side of the roadway, and then construct the median islands. However, the work would be confined to certain segments. Once the major work was completed in one segment, the contractor would move to the next segment. Both of these concepts have advantages and disadvantages which are outlined in the comparison chart in Attachment 2. Public Outreach The community-driven process to improve Boones Ferry Road began over a decade ago and has continued as a partnership between involved citizens, business owners and City staff throughout design of the project. The PAC and Project Team have taken a collaborative public participation approach to project design. Public input has also been considered throughout decision-making and included public meetings, website, and comments. The Project Team is now planning outreach efforts for the next phase of the project from final design through to the start of construction. The plan involves targeted outreach to different groups and individuals affected by construction. The main goal is to provide regular, clear, consistent information to keep businesses, residents and the general public informed about the project. This also includes proactively minimizing impacts and supporting businesses during construction. The following outreach efforts and activities are planned during the pre-construction phase: Presentation and update to Lake Grove Business Association provide an update on the project, schedule and outreach efforts planned for the businesses in the project area. Two rounds of comprehensive business canvassing the first round will be to gather current business contact information to develop a comprehensive list, provide project information, gather concerns about construction, confirm business hours of operation, and introduce the project team; the second round will occur prior to construction A Avenue PO BOX 369 Lake Oswego, OR
5 Page 5 starting and provides a follow-up opportunity to collect contact information for businesses who may have been missed in the first round, keep businesses informed about what to expect during construction and build relationships. Community meeting/open house to present the final design to the community. Share information about the project, schedule, what to expect. Neighborhood association meeting updates presentations to the Waluga, Lake Grove, Lake Forest neighborhoods. Walking tour of the project area to show the project improvements. Held prior to construction starting. Meet the Contractor community meeting held prior to construction starting. Introduce the community to the contractor and learn about what to expect during construction. Develop informative materials and tools, some including: o updating and refreshing the project website and listserv, o an update in the Hello LO for early 2018, o establishing a project specific address, contact number and social media hashtag to follow on the city s social media accounts, o creating a factsheet with project information and business canvassing materials, o creating a video about the project, o creating a map of businesses along the corridor. Schedule As previously mentioned, the 95% Plans, Specifications, and Estimate (PS&E) is scheduled to be delivered by the end of this month. Once the 95% PS&E is delivered, ODOT must review the documents. The project cannot continue to advertisement without approval from ODOT. As part of that approval, the City must have all right-of-way acquired and all utility agreements in place. Staff is still working on resolving both of these issues. With the work that still needs to be completed, we anticipate construction could begin in late fall 2018, at the earliest. Construction is expected to take two years to complete. Budget and Estimated Cost The design work for this project is being funded by a $4 million Oregon Department of Transportation (ODOT) Federal Grant, $5 million in proceeds from the City s General Obligation Bond, and $122,000 in City Transportation System Development Charges (SDC). These funding sources are expected to cover costs associated with final design and right-of-way acquisition. Construction will be primarily funded using proceeds from urban renewal bonds from the Lake Grove Village Center Urban Renewal District with some additional SDC funding A Avenue PO BOX 369 Lake Oswego, OR

13 Staging Plan Comparison Introduction Otak has prepared preliminary staging concepts for the City and utility companies to consider for the construction of the Boones Ferry Road Project. While both options will meet the constraints outlined in the presentation, it is staffs opinion that the segmented approach would have positive outcomes when compared to the proposed project goals for construction. It is important to note that the segmented approach will require buy-in from the franchise utilities. Staff is in discussion with the utilities for their input on the staging options presented. As part of any construction project, the contractor may submit a traffic control and staging plan for the City to consider based on the specification constraints outlined in the bid documents. The contractor proposal may be different from the presented staging options. This emphasizes the importance of identifying the constraints and making them part of the project specifications. Travel lane discussion Maintaining traffic mobility, business access and ensuring an adequate and safe area to construct the project in a timely and cost effective manner is paramount to a successful project. Staff considered three options; 4 travel lanes significantly limits work zone area increasing project duration and cost. 3 lanes, one travel lane each way with a center turn lane provides minimal but adequate work zone area and allows for turn movements into businesses. 2 travel lanes provides additional construction work zone but significantly impacts business access and traffic mobility. Based on constructability and traffic impacts the City will allow reduction to a three lane section during peak hours (6 am to 8 pm). Night time work (8 pm to 6 am) can reduce travel to a two lane section to provide a safe night time work environment for the contractor. The Strip Option would construct the project by completing one side of the project corridor at a time. After both sides are complete the middle section of the roadway would be constructed. The Segment Option would be similar to the strip option but would break the project up into specific segments and would complete major construction one segment at a time, minimizing the impacts to the remainder of the corridor.
