AlA (~ Director of Facilities IX' DATE: May 23,2016 SUBJECT: : Use of Capital Outlay Athletic Allotment for Purchase of Backstop Netting, Asphalt, Safety Stunting Mat, and Fencing Around the Softball Field has requested use of their Capital Outlay Athletic Allotment in the amount of $2,800 to purchase backstop netting, $13,000 for asphalt in the area of the baseball concession stand and ticket booth as well as the road between the dugouts and the tennis courts to the hitting facility and storage shed, $1,490 for a safety stunting mat for cheerleading, and $15,520 for fencing around the softball field, The Advisory Council and Principal have approved this expenditure. RECOMMENDATION: Approve the purchase of backstop netting, asphalt, a safety stunting mat and fencing around the softball field for approximately $32,810 using their Capital Outlay Athletic Allotment. The purchase must be done through State Contract or other cooperative purchasing agreement. REYNOLDS HIGH SCHOOL One Rocket Drive Asheville, NC Office Assistant Principals Counseling Office Athletics Transportation April 29, 2016 Dear Board of Education, I would like to request the use of approximately money lor four athletic improvement projects. $32,810 of our ACRHS Athletic Capital Outlay Our current backstop netting behind home plate is in poor condition. The net has many holes in it, which allows bascballs during practice and/or games to go through the net. This is a huge safcty problem when foul balls from the baseball field are landing on the adjacent track and the football/soccer tield, where athletes are practicing and or playing games. With this ncw net it would prevent a large percentage of these balls from making it to the track or football/soccer field. We have verificd that this net is not repairable. The total cost of the new netting is approximately $2800, including shipping. Once we receive the nctting. Buncombe County Schools has agreed to put the nct up at no charge. This will improve our overall safety on the game field and track for our athletes, spectators and coaches. The area in front of the baseball concession stand and ticket booth and the road in between the dugouts and the tennis cou11s to the hitting facility and storage shed are in need of asp halting. From past construction in front of the baseball concession stand there are holes and cuts in the asphalt which makes it unsafe for walking in a high traffic area. not to mention the appearance. When it rains, the water has no where to go in this area and therefore we get a lot of standing water. Also in a heavy rain, the gravel road in this area washes signiticantly. While this paving is occurring, we will set a concrete sidewalk to the practice football field and set a concrete pad where the bleachers set for fans to watch a tennis match. These improvements will improve safety issues, the standing water issue, and the erosion problem while simultaneous improve the overall appearance of that area. The total cost of this project completing all projects that were mentioned above is $28,000. Buncombe County maintenance is COMMITTED TO STUDENT SUCCESS

3 paying $15,000 of the cost of the project. We would like to pay $13,000 from our athletic capital outlay budget. We would like to get this project approved as soon as possible, so we can get the work started at the end of school and share in the financial partnership of county capital outlay. NCHSAA will begin to require the use of a specific safety mat next year for stunting practice. We request to use our Athletic Capital Outlay money for this safety stunting mat for cheerleading. The cost of the safety mat is $1490, including shipping. We need a fence around our softball field because of safety issues and to be able to charge admission during softball games. During softball games and practices we have a lot spectators standing around the softball field, with a lot of traffic which is dangerous for everyone. During softball games we have numerous of spectators that stand on the bank around the softball field and do not pay for watching the games. Every year in the Spring, we have teachers, employees, coaches, and parents who bring a safety concern to our attention for spectators standing along the bank and parking along the bank. Ifwe had a chain-link fence surrounding the softball field it would prevent spectators from standing outside the fence. It would be much safer for everyone because they would not be standing close to traffic. Also, potential spectators would not be able to see the game because of the height of the fence. They would have to go inside the fence and pay. The total cost of the chain link fence with screening is $15, We would like to take this money out of our Athletic Capital Outlay Money. We think putting this fence up would make everything safer around our softball facility, improve our facility, and be more profitable for our athletic budget. A detailed quote will be sent to the Central Office and Board of Education for final approval. This use of our athletic capital outlay fund has been discussed by our Coaches, Athletic Director, Administration, and relevant Central Office personnel. By policy, these funds must be approved by our Advisory Council. Wc do have the amount available in this Athletic Capital Outlay fund for these projects. We have attached quotes for each of these requests that we anticipate being presented at the May 4 th Board Meeting.
