1 March 2017 TIDEWATER PLANTATION Community Association President s Message Cathy Weis, President Well, it is hard to believe, but it is almost spring! And so far, we have had a relatively mild winter along the coast of South Carolina, with just a few days here and there that have been too chilly. We have been very lucky to have days with temperatures into the seventies in both January and February, and soon that will be the norm as we get into spring. How lucky we are to live in such a beautiful area with such mild weather! In late January your TPCA Board of Directors, members from the TPCA management company, FirstService Residential (FSR), and some members of our Design Review Board (DRB) and the Natural Resource Committee (NRC) met with members of the management teams and boards from our six condo associations. Lighthouse Villas, Clubhouse Villas, Harbor Loft, Tidewater Ridge, Teal Lake Village and Heron Lake Villas were all represented. The purpose of the meeting was to improve communications between the master association, Tidewater Plantation Community Association (TPCA), and the sub associations to ensure that all parties are in agreement regarding property responsibilities such as inspections and notifications. It was a great first meeting with a considerable information exchange. We agreed to try to meet regularly, perhaps once a quarter. A major common concern heard from everyone at this meeting was speeding throughout the plantation. The speeding issue is not new and has been a major concern for over twenty years. As you probably know, many additional stop signs were added to slow the speeders. Often they are ignored. Speed humps, electronic speed signs and other deterrents have all been discussed over and over, but the best solution is for all What s Inside President s Message.... Page 1 Board Notes... We have recently added an additional task to our Watchman service, asking them to warn visitors verbally about our speed limit when providing the visitor passes; and, we continue to caution our regular vendors and the golf course personnel. Many other private communities are experiencing the same issues with speeding. One such community complained vehemently about speeders and, when they started issuing citations costing speeders $75 and more, it turned out most of the violators were residents! We don t want to go there, so please adhere to our speed limit and stop signs. Cyclists and walkers should be aware of the rules of the road as well. Whether walking your dog, taking your daily exercise walk, just strolling around the neighborhood, or cycling throughout Tidewater, you should be aware of the laws applying to pedestrians and cyclists. According to the Department of Transportation: If a sidewalk is not provided, a pedestrian walking along and on a highway shall if possible walk on: (1) the left side of the roadway; or (2) the shoulder of the highway facing oncoming traffic. A person operating a bicycle, if moving slower than traffic, shall ride as near as practical to the right curb or edge of the roadway and are required to adhere to the same rules as drivers. Another suggestion for dog walkers is to be sure you have reflective clothing or a flashlight when walking your pets in the evening. Please do your part by obeying the speed limit and stop signs and the general rules of the road, and we will continue to warn vendors and visitors and remind everyone to obey the rules. I hope we will all agree that we don t want a serious accident to be the cause of additional deterrents that are undesirable. Hope you enjoy the warm days and welcome in spring with a smile. 2 Roger Quinn, Secretary Board Notes BOARD NOTES Contact Information: phone: (843) At the regular meeting of the TPCA Board of Directors held on Thursday, February 2, 2017, the following actions were taken: Policies and Terms of Reference The Board approved the changes to the Committee policies and Terms of Reference. The next full review is due in Items Ratified at the BOD Meeting The Board approved the proposal from Crawler Pipeline Services to address the storm water pipes for 2017; approved the proposal from Bayview Fence in the amount of $4,217 to repair the perimeter fencing that was damaged by the hurricane; approved the request to merge lots 779, 780 and 778; approved creating a working capital fund by collecting a 1/6 base assessment for each resale of a property; approved hiring Seacoast Concrete in the amount of $3950 to install block wall at the end of Bucks Bluff Drive; approved the renewal for services from Frontier with a savings of $ per month; approved Jules Jaget as Chair of the Rules and Regulations Committee; approved the landscape addendum as of February 2, 2017; approved a request from the Harbor Loft Board to install an additional light post between 1666 and 1670 Harbor Drive; approved return of DRB fee for curb cuts to $100 from the proposed $30; and approved item #2 on the proposed Board of Directors annual Ballot counting process as presented by Bill Pearson. FirstService Residential Message Susan Strickland, CMCA, AMS, PCAM Collection Policy Reminder Please note that the monthly assessment amounts have changed for All assessments are due on the first day of each month. Assessments will be considered delinquent if not paid by the 15th of the month, plus a late fee of $25 and an administration fee of $10 will be assessed at that time. If not paid by the last day of the month, the account will be assessed a 1.5% interest charge on the delinquent assessment amount. If you mail your payments and assessment coupons, please be sure to mail them no later than the 7th of each month in order to have them received and posted to your account by the 15th of the month to avoid any fees. Yard Waste Disposal This continues to be an issue. Owners continue to place their debris on vacant lots. Please remember that yard waste is to be piled up on your lot only for pick up by the City of North Myrtle Beach. It is not to be placed on vacant lots or on Association Common Areas. Tidewater Storage Facility This facility is for the use of property owners only. If you rent your unit, please be sure that renters are aware that they will not be able to store boats, trailers, motorcycles or anything else in the storage facility. No exceptions will be made. December 31, 2017 ends the current two year term for use of the storage facility. In October, 2017 we will be sending out information to owners to participate in the next lottery. The lottery is held on November 15 every other year to allocate the use of spaces. Do Not Feed the Wild Animals Please do not feed the wild animals (ducks, geese, cats, squirrels, raccoons, etc.). Feeding them supports their presence and can cause problems for owners and their landscape. Reminder Our office staff is here to assist you. 3 Thanks to the groundhog, it has been predicted that we will have six (6) more weeks of winter weather. This is a reminder to turn off all outside water sources and also inside water sources if you are not using your home. Please keep your home heated to at least 60 degrees or more to protect all water sources inside. Another reminder is to be sure you update your water heater to prevent any unwanted breaks. It is recommended you replace your water heater when its warranty ends. You are required to complete a DRB application for any changes to the outside of your unit such as new windows. There are two steps for approval, first from the HL Board of Directors and a second approval from the Design Review Board. Please send your application to me at kswimm@omniproperty.com for Harbor Loft BOD review. Once approved then forward the approved document with their application to the DRB for approval. A Tip: For those unit owners who would like to save on their electric bills, consider changing out your light bulbs to LED light bulbs. The initial costs may be a little high, but over the long run they should almost pay for themselves. March Is A Great Month To... Start planning for your summer vacation. Check out the Sunday travel section of the newspaper. Send for brochures of faraway places with strange sounding names. Maybe you re willing to save up for an extra special vacation next year, and make this the year you visit interesting places in your own hometown. Visitors to California get excited about the places we see every day and sometimes take for granted. Go on a money diet. Selfmade, wealthy Americans have a few self imposed rules in common: namely, they live below their means; they budget their spending; they have a disciplined investment plan; they take on debt very sparingly; they participate in serious tax sheltering; they get help from a professional financial advisor; and they own their own business. None of these things are possible without adhering to the first rule: live below your means. That will make possible the investing, avoidance of debt, sheltering of funds, the need for a financial advisor, and the ability to own a business. 4 Teal Lake Village Chelsa Fenner Spring is on its way! We are looking forward to the comfortable temperatures and beautiful scenery. We are in the process of sprucing up Teal Lake Village in hopes that the community will look better than ever. I wanted to remind everyone to stop at all stop signs throughout the community and obey the speed limit. We have seen many going through stop signs in Teal Lake Village, and owners who do not adhere to these rules are subject to a fine. Please report speeders and those running stop signs to management. Another reminder is to pick up after your pets and keep them on a leash when they are outdoors. We want to keep Teal Lake looking and smelling clean for all. If you are aware of an owner not picking up after their pet or letting them off a leash, please report the incident and unit to management so it can be addressed. We have noticed many piles around the property and we do not want this to continue. Please be respectful of others this is their property as well. The pest control for 2017 will be: Friday, May 5th; Friday, August 4th and Friday, November 3rd. Please mark your calendars accordingly. We are happy to see many of the larger trees gone now that the tree removal process has started. Please be aware that there may be some noise during the day. Again, if there are any maintenance concerns, please contact the management office so it can be arranged for Jeff to go by and inspect. We hope you enjoy the lovely scenery around Tidewater and the pleasant temperatures outside. If we have not yet started, we are planning to enclose the dumpsters in the near future. We are excited to get them shielded with rolling doors to eliminate an eyesore. As you begin your spring cleanup. refreshing pine straw and mulch and pruning shrubs and trees, please take a few minutes to read the following reminders: There are two acceptable mulch options, pine straw or bark mulch, brown in color. No black or red mulch is allowed. If replacing grass is on your agenda, Tidewater currently has two options, St. Augustine and Zoysia. Yard Waste Disposal. Please remember that yard waste is to be piled up on your lot only, or placed in the brown yard debris rollcart for pick up by the City of North Myrtle Beach. It is not to be placed on vacant lots, on Association Common Areas, or in the street. Any significant landscape change requires an application be made to the Design Review Board for approval. Submit the application along with a drawing that reflects the changes to the landscape, and a list of the species and size of plantings. Remember: Ask Before You Act! The Design Review Board is always available to answer questions at drb@tidewaterhoa.org. You may also refer to the DRB Standards, Vol II, Section V (Exterior Non-House Items) and VI (Landscape Modification Criteria) which can be found on our web site, tidewaterplantation.org. A review of these standards may answer some of the questions you have. Government Liaison Committee Ann Lippincott During the months of January and February, three members of the Government Liaison Committee, Nancy Stinger, Jody Harvey and Ann Lippincott, attended the Citizens Academy offered by the City of North Myrtle Beach. The program is an annual event open to all residents of NMB free of charge. The course is conducted over a six week period with sessions held once a week for 1-1/2 to 2 hours. Members of the city s leadership team provide operational, statistical and financial information on the various city departments and services. Course participants tour city facilities such as city hall, the police station and jail, fire station, sanitation complex, sports complex, aquatics center, and water and sewer treatment facilities. Having participated in this informative program, we have garnered a much better understanding and appreciation for the magnitude of work coordinated and performed by the various city departments and services. Many services provided to residents and tourists (i.e., beach services, sports and park complex concessions, aquatics center) are self-sufficient and not supported by residents property taxes. Participants saw firsthand the enthusiasm, dedication and camaraderie among city employees, departments and services. All in all, it was a very rewarding experience and an excellent resource for city residents, especially anyone serving in community leadership roles for the facilitation of interaction with city officials. North Myrtle Beach News Bob Cavanaugh, Tidewater resident, and City Councilman NMB At the present time there is a lot of maintenance of infrastructure occurring in North Myrtle Beach. The city is burying underground power and all other cables in Cherry Grove and Crescent Beach to improve reliability. In Crescent Beach, it is being done as part of the road widening project. The dredging of the Cherry Grove channels is continuing and expected to be finished by May. We have been working hard with the Corp of Engineers about beach re nourishment. We have a slim hope for 2017, but it looks more like the 2018 summer season before we will see expanded beaches because of the significant changes going on at the federal level. RIDE3 was passed in Horry County by wide margin, so this county will continue to see at least some improvements in critical roadways as planned. Christmas in the Park What a great success this was, both in crowd approvals and financial issues. We are already planning improvements for next year, including even more lights and images. The financial success of this lights project and significant staff cost containments give early indications for a good NMB Budget Retreat at the end of February 2017 for the next fiscal year which starts in July. SC State and NMB The long term solution to our road problems still requires permanent funding for maintenance and expansion of our crumbling roads all over the state. It is amazing this has not been done! Hopefully with a new state administration and changes in the legislative leadership this year this could be the right time. Our initial proposal seeking about 50% funding for critical new infrastructure capital improvements to come from tourism instead of property taxes was posted in early February in the Legislature. Recreation Committee Suzanne Crouch, Secretary Happy Hour, Friday, March 3rd at 6 PM Happy Hour Friday, March 3rd will be held at the Amenity Center. Bring an appetizer or dessert to share and your beverage of choice. A Jeanne Robertson DVD will be shown for entertainment! St. Patrick s Day Party, Sunday, March 12th at 6 PM Tidewater s annual St. Patrick s Day Dinner and Dance Party will be held at the Amenity Center on Sunday, March 12th at 6 PM. This year s entertainment will be provided by one of Tidewater s favorites, The Shamrockers. They will begin the evening s entertainment by playing many of your favorite Irish songs. Following a traditional corned beef and cabbage dinner with dessert, the entertainment will transition to an array of familiar dance music. Beverages for the evening will consist of a couple of beer selections and bottled water. You are welcome to bring a beverage of your choice as well. The cost for the evening is $17 per person. Payment should be received no later than Sunday, March 5th. This is a popular event, so it is recommended that you sign up early. Please feel free to call Tim Weis at if you have any questions. Group seating can be reserved for a table of 10 or as a smaller group. We will do our best to accommodate your needs. Please follow the Reservation Procedure below to sign up. 6 Upcoming Events! Thursday, April 27th is the date for a sunset boat cruise on the Sea Thunder headed to Ocean Isle! Departure time will be at 3:30 PM with arrival for dinner at 5 PM. Your choices of restaurants will include Sharkey s or the Ocean Isle Fish Co. Departure for NMB will be at 6:30 PM to provide time to view the sunset on the way home! The cost per person for the boat ride only is only $6.00! You may BYOB onboard the boat. Guests assume the cost of their dinners. Save the date!!! More information will follow. On the outside of the envelope include the following: names of all people attending, your phone number and address. Place the envelope in the gold mail box at the Fitness Center by the advertised cutoff date. There will be a notice on the box if the event is full and a waiting list will be established if necessary. For events where reserved tables are available, payments for a full table of 10 must be included in one envelope. If you are not part of a reserved table, you will be assigned to a table with others. If you are out of town, you may mail your check and information to the Tidewater Recreation Committee Spinnaker Drive, North Myrtle Beach, SC Looking Back Fun was had by all who attended Suds and Slices on Thursday, January 19th. The pizza, salad, beer and assorted desserts were a big hit! Karaoke Bob got folks up to both dance AND sing!! (Good thing most participants kept their day jobs in years past..!) Connie Muirhead, Diane Williams and Ellen McShera enjoy the Suds and Slices party. Artisans of Tidewater Marilyn Drange The Tidewater Artisans kicked off 2017 with an Adult Coloring Social Get Together. Over 30 women enjoyed wine, food, coloring and most of all spending time with friends and neighbors. Audrey Poole is returning to conduct another great rice paper batik class. Batik is an art form made by placing wax on rice paper or fabric and then applying different colors of paint or dye to make a design. No previous experience is needed. The subject for this year is a colorful flamingo. Choose the class on Monday, March 13th or Monday, March 20th at the Amenity Center from 10 AM to 2 PM. You will be surprised by the picture you will have by the end of the day. Bring your lunch. The Artisans Open Studio is Monday, March 27th at the Amenity Center beginning at 10 AM. Marylou Convery will be demonstrating a watercolor painting of the Deep Woods by Karlyn Holman. This workshop will highlight spontaneous throwing of paint and sponging to create birch trees in the fall. Cost is $10.00 plus supplies. Artisan of the Month - Joan Elliot The March Artisan of the Month is Joan Elliot. Joan has always enjoyed the arts. Several years ago she discovered beading. It did not take long before this hobby became her passion. The Carolina beaches are an inspiration for many of Joan s pieces. Many of her supplies and ideas are found during beachcombing with her grandchildren and sister. She loves to use shells, crystals, gemstones, freshwater pearls, beads, and even her own handmade pieces for her designs. Please stop by and see a sampling of her work during the month of March in the lobby of the Tidewater Grille Clubhouse. 6

Tidewater Golf Club Chris Cooper Tidewater Homeowners: The staff at Tidewater Golf Club would like to thank you for your continued support. We look forward to 2017 and another great year. In my opinion, Tidewater is the best place to live and play golf on the Grand Strand. Our golf programs continue to grow with 70 homeowners taking advantage of our AUF program and approximately 600 homeowners enrolled in our Players Card program. We are glad that so many of you have chosen to take advantage of your opportunity to enjoy the golf course. We feel that the condition of the course is second to none and hope that more of you will take advantage of our golf programs in the future. Golf reservations continue to be well ahead of last year so please take advantage of your opportunity to play when you can. Thank you again for your support! I hope to see you on the golf course. Heshbon Drive Block Party Marie Jaget On January 21st, residents of Heshbon Drive enjoyed their first block party in the form of a cocktail party. We were able to meet neighbors who had just moved in. We renewed friendships with those neighbors we don t see that often. A good time was had by all, and the plan for another gathering is in the works for late spring. Organizers were Beth Boyer, Corky Felber, Carole Nofi and Marie Jaget. Light Yoga Class NEW FOR 2017 Marylou Convery Light yoga classes open to all Tidewater Residents began in February. They will be held every Monday from 4-5 PM at the Amenity Center. Audrey, Robert, Bruce, & Jules enjoyed 2 days of fishing on a choppy sea, but they managed to catch a picture of a beautiful sail fish. Osprey Update The 2nd Osprey Nest is ready for occupancy. Ridge Crouch and his team raised the nest 75 feet behind the 16th Green. Ospreys were critically endangered in the 1950 s and 1960 s due to the intensive use of DDT. As soon as DDT was banned, populations of ospreys recovered. Fish make up 99 percent of their diet. Osprey have two toes facing forward and two toes backwards to facilitate holding prey. Their talons are equipped with backward oriented scales that act as barbs to hold fish firmly. Osprey normally take fish weighing 5-14 oz. and inches in length. Their hunting success is reported to be in the 50 to 80 percent range.tidewater now has two registered nests; now we need breeding pairs to take up residency in our beautiful community.
