Attach explanatory memorandum and other background inmation as necessary). The Road Repair and Rehabilitation Accountability Act of 2017, commonly known as SB1, Provides funds to local agencies road and transportation maintenance and repairs. The funds are collected by the State and then transfered the local agency through the Road Maintenance and Rehabilitation Account (RMRA). The RMRA is projected to provide the Butte County Road Fund with an additional $5.15 million dollars FY In accordance with the Guidelines established by the Calinia Transportation Commission (CTC) a list of proposed projects funded by RMRA funds must be submitted to the CTC each year. The project list includes the location, description, estimated useful life, and anticipated construction date each project. The list includes projects that were listed in the RMRA program last year but have not yet been completed and a number of new projects. Fiscal Impact: RMRA is planned to provide a new source of funding roadway maintenance projects. Collection of these new funds began on November 1, 2017 and to date Butte County has received $1.18 million. There is no impact to the County General Fund these projects. 2 RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 Resolution No. WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of Butte County are aware of the projects proposed funding in our community and which projects have been completed each fiscal year; and WHEREAS, Butte County must adopt by resolution a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description, the location of each proposed project, a proposed schedule the project s completion, and the estimated useful life of the improvement; and 1; and WHEREAS, Butte County, will receive and estimated $5.15 million in RMRA funding in Fiscal Year from SB WHEREAS, this is the second year in which Butte County is receiving SB 1 funding and will enable the County to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options the traveling public that would not have otherwise been possible without SB 1 ; and WHEREAS, Butte County used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high priority and cost effective projects that also meet the communities priorities transportation investment; and WHEREAS, the funding from SB 1 will help the County to maintain and rehabilitate its approximately 1,300 miles of roads, 500 bridges throughout the County this year and into the future; and WHERAS, the 2016 Calinia Statewide Local Streets and Roads Needs Assessment found the County s streets and roads are in an at risk to poor condition and this revenue will help us increase the overall quality of the road system and over the next decade will bring streets and roads into a good to fair condition; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting edge technology, materials and practices, will have significant positive co benefits statewide.
