4 Project History Government of Nunavut (with funding from the Federal Government) commissioned program for the Iqaluit Interna:onal Airport Improvement Project Contract Signing Arc:c Infrastructure Partners was awarded the contract to design, build, finance, operate and maintain the Iqaluit Interna:onal Project The project includes New Terminal Building, Runway ligh:ng, Runway rehabilita:on, and CSB This project is an historic event for the North showing a commitment to build and develop Transporta:on

5 Project History Public Private Partnerships There have been 168 projects funded under this mechanism in the past 20 years totaling approximately $61B This type of funding mechanism is unique from tradi:onal project procurement in that there is an inclusion of Performance based payments and the transfer of many risks inherent in tradi:onal construc:on projects to the private sector

12 Key Drivers of Project - CIVIL Remoteness of the Project including limited access Seasonal nature of civil works makes it essen:al to organize and plan the work on the airfield in zones to ensure that it is completed within the May to September :meframe The climate and the Arc:c condi:ons Essen:al to install the Thermosyphons in advance of building construc:on to allow for the ground, including the ac:ve layer of permafrost, to freeze properly Working in a Facility that is essen:al to the community During all Civil works the sole runway must remain open and available for arriving and depar:ng flights (certain restric:ons are in place during the evening to accommodate the civil works)

14 MATERIALS FOR AIRSIDE REHABILIATION q Aggregates were sourced in Iqaluit q 120,000 tons of asphalt q 380,000 tons of crushed material q 230,000 m3 of cut and fill q Cri:cal construc:on materials such as Bitumen and Insula:on panels (130,000 m2) were shipped in 2014 for use in the 2015 construc:on season

15 PERMAFROST A significant iden:fied risk to the project was the short term and long term impacts of Permafrost Short term management is being dealt with through the selec:on of methodologies and scheduling of the work over the next months

16 PERMAFROST Runway rehabilita:on inves:ga:on determined that there were long term effects of permafrost inherent in the exis:ng pavement resul:ng in the following ac:ons being required: Provision of insula:on layer under some pavement structures Extra thickness of the pavement structures (sub base, base and asphalt concrete) Provision of thermosyphon under the footprint of the buildings Improving drainage so that surface water does not penetrate into the permafrost

29 Key Drivers of Project - BUILDING The climate and the Arc:c condi:ons Crea:on of a robust and durable building that is responsive to the challenges of the climate and the expecta:on of a 50 year life span Needs to be appropriate for the clima:c challenges of the wind, temperature and snow dri^ing providing effec:ve protec:on for passengers and workers Facility that is essen:al to the community Crea:on of a Facility that maintains Iqaluit Airport s current role as the gateway to Nunavut, a hub for regional services and technical/staging stop for military, emergency, explora:on and development Cost effec:ve in capital cost and opera:ons Design needs to be compe::ve and the building and opera:on energy efficient, sustainable and prac:cal

33 Design response to building in the North The building form, volume and extent of glazing needs to balance passenger comfort, architectural expression and energy conserva:on The materials and systems need to allow for cold weather construc:on, minimal shipping costs and ease of replacement when the life cycle turns.
