3 General Rules & Regulations Introduction The PCAV State Games, Flat and Musical Ride Teams Championships are held in June annually, and are organized by a State appointed Committee. Zones conduct Qualifying competitions each year to select their representative teams. Overview The Games, Flat and Musical State Championships comprise: Kay Irving Memorial Games for Club Teams Team of Four Ride Pairs Team Ride Ian Wardell Memorial Musical Ride The event is preceded by Zone Qualifying competitions. These rules provide for both the State and Zone competitions. The Team of Four Ride, Pairs Team Ride and Ian Wardell Musical Ride events are conducted on the Saturday, and the Kay Irving Memorial Games on the Sunday. Zones may conduct their events on the one day. Each combination must be selected through their Zone s Qualifying competition. Refer to eligibility criteria. Rules and Policies The competitions are conducted in accordance with the current PCAV Rules for the year in which the Championship is conducted. PCAV Gear Rules PCAV Handbook of By-laws PCAV, Sun Smart, Smoke Free and Alcohol Policies PCAV Code of Conduct Disclaimer Neither the organising committee of this competition nor the PCAV accepts any responsibility whatsoever for any accident, damage, injury or illness to horses, riders, ground spectators or any other person or property. Eligibility PCAV Club Member cards are not required at the State Competition, but they must be inspected thoroughly at Zone qualifying competitions to ensure eligibility is in accordance with the PCAV Handbook of By-laws. Riders who have been in pony club for more than two years and are aged over 13 years (have passed their 14th birthday by the day of the championships) must have attained their C Certificate in order to compete at the State Championships, in accordance with criteria for State events, in the PCAV Handbook of By-laws. Games Teams & Flat Teams - Team of Four Ride, Pairs Team Ride or Musical Ride Teams Eligible combinations may only compete in two of the Flat Teams Competitions (Team of Four Ride, Team Pairs Ride or the Musical Ride) and/or the Kay Irving Memorial Games in the same year. Horse Restrictions. 1. The horse must be at least 4 years of age for Mounted Games. 2. Any horse which is lame, or becomes lame, will be excluded from the competition. 3. 4 Pony Club Victoria Horseland Games Flat Teams and Musical Ride 2016 Entries Close - Wednesday Monday 18th May, 2016 State Championships Entry Criteria: All entries must be submitted on an official entry form, which will be posted on the PCAV Website and also ed to Zone Secretaries. A maximum of 25 teams shall be accepted for each competition section. These teams must be winning or placed teams at Zone Qualifying Competitions preceding the State Championships. Composite Teams for Games, Flat and Musical At each Zone Representative s discretion teams must meet the criteria for age groups and eligibility; members of each team must be from the same Zone. Zones may enter teams as follows: In 2016 (even years) Barwon, Central, East Gippsland, Midland and North Eastern Zones, may enter 3 teams in each phase. Other Zones (odd years) - North Metropolitan, Northern, South Metropolitan, Wannon and West Gippsland, may enter 2 teams in each phase. If a third team is available, they can be placed on the ballot form. *The Third team from the Odd years zones is a reserve team - The Reserve teams are subject to a ballot, if required, to make up an overall total of 25 teams in each of the Games, Team of Four Ride, Pairs Team Ride and Musical Ride Team competitions. Zone Qualifying Competition Entries must be submitted on an official Zone Entry form issued by each Zone to its clubs. Zones are required to ensure that their entry forms show the age of the rider at the date of the State competition. At Zone Competitions the number of Club Teams to compete on the day is at the discretion of the Zone Entry fees will be notified on the entry forms and the correct fees must accompany all entries. Late entries by fax, mail, telephone or will not be accepted under any circumstances, so please ensure zones run their qualifying events well before the closing date. Zone Secretaries are required to ensure that zone entry forms show the age of the rider on the first day of the event. 5 Pony Club Victoria Horseland Games Flat Teams and Musical Ride 2016 Refund Policy Entry refund requests for all State Level Entries will be no more than 14 days after the last day of the competition. The organising committee may withhold an administration fee of up to 25% of the total cost of the entry fee. Requests for a refund must be accompanied by a Medical Certificate or Veterinary Certificate. Teams scratching in the last 7 days prior to the event will not be eligible for a refund of entry fees. Competition Information Gear Rules Gear Check is required once, before the Games, Teams of Four, Pairs Teams and Musical Ride program begins. All Team members must present to Gear Check with their Team Manager. For Games, no Helmet Covers, other than the ones supplied by the Organizing Committee are to be worn. Each Flat Team is responsible for providing its own back numbers 1 4. Pairs Team: 1-2. Dress Code for Musical Ride ALL RIDERS MUST WEAR BOOTS AND AN APPROVED HELMET. Costumes can be used, but is not compulsory for the Musical Ride. What is/is not permitted as a costume for the Musical Ride NO BOOTS, BANDAGES OR LEGGINGS ON HORSES. Substitutions If a combination that has been entered into the State Championships is subsequently unable to compete, another eligible combination may be substituted. However, the substitution must be: Eligible in accordance with the PCAV Handbook of By-Laws. Endorsed by the Zone Representative. Endorsed by the Zone Representative who has checked the the member's grading card for eligibility. Team Managers All Teams must be accompanied by a Team Manager, who must be a responsible adult or associate rider over the age of 18 and not a member of the team. Team Managers must be appointed by the Team s club committee, and named on the Entry Form. All Team Managers at the State Championships must provide and wear two white armbands, (160mm x 100mm) with Team Manager printed clearly. This may also apply at Zone Qualifying Competitions at the discretion of the Zone. Competitor Numbers When required, competitor numbers must be fully visible at all times while mounted, under penalty of elimination. Games Team Armbands Letters for Games Teams will be provided on the day by the Organizing Committee. Team Managers must collect the letters in sets of seven. A deposit of $20.00 per set of seven letters will be required, and the deposit will be refunded when the complete set of letters is returned to the Secretary s Office in a neat order. Please ensure that Team Managers have the correct money. Restrictions To Entry Of Arenas Only authorised Officials and Competitors may enter the arenas after the commencement of the day s program. 6 Pony Club Victoria Horseland Games Flat Teams and Musical Ride 2016 Team Managers must remain outside the Competition area, except when reporting to the Judge(Flat & Musical Ride) Failure to comply with these requirements may result in Team Elimination. Queries and Protests With regard to the actual competition, the Judge s decision is final and no protests will be accepted. In other matters, Team Managers may lodge queries and protests in accordance with the PCAV Handbook of By-Laws. Parents, Team Managers and Competitors may not approach a Judge directly any queries or protests must be taken to the Secretary s office by the Team Manager. Jury of Appeal The Jury of Appeal shall consist of the PCAV State President, the Chief Judge of the day (Flat/Musical on Saturday; Games on Sunday), State Event Secretary and a nominated member of the State Games & Flat Teams Sub-Committee. If any of these officials should have a conflict of interest in any protest, they should absolve themselves from the jury. The Jury of Appeal shall adjudicate on protests and eligibility, and may eliminate from further competition any team in which one or more members are judged to have breached these rules, the PCAV Code of Conduct or any other relevant PCAV rules. At the Zone Qualifying competition the composition of the Jury of Appeal is at the discretion of the Zones. Conduct of a PCAV Member or Team Manager PCAV Code of Conduct applies. Any conduct unbecoming of a Team Manager, parent and/or a competitor including bad language, is a reportable incident and may lead to a Team or Individual disqualification on the day. Awards Full uniform must be worn at the Presentations. (Helmet optional) State Championships- The winning Games Team will be presented with the Gordon Byron-Moore Memorial Trophy. The winning Team of Four will be presented with a Perpetual Trophy. The winning Pairs Team will be presented with a Perpetual Trophy. The winning Musical Ride Team will be presented with the Ian Wardell Memorial Trophy. The Perpetual and Memorial trophies will remain at the State Office during the year. Members of Winning teams will receive sashes, medallions and woollen rugs generously sponsored by Horseland. Members of teams placed 2-6 will receive sashes. Zone Qualifying Competitions - Placings and Awards are at the discretion of the Zones. Zone Karaoke Challenge Saturday Night Annual Karaoke Zone Challenge to be held at 7pm. More details on page 15. Scoring For Zones organizing their Qualifying Days, Score Sheets and Gear Check Sheets are available from the Event Page on the PCAV website. 7 Pony Club Victoria Horseland Games Flat Teams and Musical Ride 2016 General Rules for 2016: By-law 24 Fall of Rider and further participation in competition/activity Fall of Rider For all competitions and activities, including the practice and warm up areas, the first fall of rider is to be categorised and actions applied as indicated. For Games Teams, Flat Teams and Musical Ride Teams competitions Should a rider fall, remount and complete the game or continue in the ride they must be checked by the medical personnel responsible for the event and have a Fall Release Form signed before taking further part in the competition. Leaving the arena in any Flat Ride Riders will not be eliminated; they should keep going and the offending rider to catch up. Team Leaders only, have permission to talk during the ride (limited amount of talking). Fall of Rider in the Flat or Musical this will incur a penalty of 12 points, 6 points per Judge. The music for the Musical Ride will not be stopped; the ride is to continue when the fallen rider has remounted. If the Judges /1 st Aide personnel deem the fall of the rider to be severe the Team will be eliminated. Flat Teams General Rules COMPOSITION OF FLAT TEAMS Each Club Team of Four shall comprise four combinations that meet the eligibility rules. Each Club Pairs Team shall comprise two combinations that meet the eligibility rules. Each Team member must wear a body number (1-4 for Team of Four Ride) or (1-2 for Pairs Team Ride) with the Team Leader being No.1. The number must be displayed on both the front and back of the body and supplied by the team. There is no restriction on the size of the horse or pony. All combinations are eligible to compete in any two of the three Flat Team competitions 1) Team of Four Ride, 2) Pairs Team Ride or 3) Musical Team Ride. TEAM OF FOUR COMPETITION Event 1 Team of Four Ride Possible Score 130 Points. Event 2 Team of Four as Pairs Possible Score 80 points (40 per pair) Event 3 Team of Four Unrehearsed Ride Possible Score 40 Points Total possible Score: 250 points. In the event of equality of scores for a placing, there will be a count back for the higher collective marks on event 1. If the placings are still the same, they will remain tied. EVENT 1 - TEAM OF FOUR RIDE a) Arena 60m x 30m Opening at A 8m wide b) At the State Championships the Team Manager is to REPORT to the Judge. The Team is to perform the Team of Four Test when signalled by the Judge. EVENT 2 - TEAM OF FOUR AS PAIRS RIDE a) Arena - 60 m x 30 m Opening at A - 8m wide b) At the State Championships the Team Manager is to REPORT to the Judge. Each Pair is to perform the Pairs Test when signalled by the Judge. EVENT 3 - UNREHEARSED TEAM OF FOUR RIDE a) Arena - 60 m x 30 m Opening at A 8m wide b) Teams must execute movements as directed by the Judge on the day of the competition. The Judge must provide 2 or 3 possible rides for this competition, with the same amount and type of movements. c) At the State Championships, the Team Manager is to REPORT to the Judge and receive the ride for the team to perform. The team has 10 minutes to memorise the test, practicing on foot (not mounted). The Team Manager is to return the test to the Judge before the team performs the test. The Team is to perform the Unrehearsed Team of Four Ride Test when signalled by the Judge. PAIRS TEAM RIDE COMPETITION Event 4 Pairs Team Ride Possible Score 150 Points. Flat Teams Schedule including Ride directions available separately on PCAV Website Ian Wardell Memorial Musical Ride Ian s love of Pony Club started in 1976 when he took his son and that first pony to Bacchus Marsh Pony Club, closely followed by his two daughters. Ian quickly joined the committee and was appointed D.C. in 1977, a position he held for 9 years. He was PCAV State Treasurer from 1991 to 2004 and a member of the State Games & Flat Teams Committee from 1991 until his passing in Ian was made a Life Member of both the Pony Club Association of Victoria and Bacchus Marsh Pony Club and was also the Barwon Zone Examining Secretary for many years. During Ian s reign as D.C. at Bacchus Marsh Pony Club there were often in excess of 120 riders at the club. Ian s main love at Pony Club was the games and flat teams, where lots of riders could be involved. Bacchus Marsh had up to four games teams and three flat teams at the zone eliminations and for many years teams went on to compete successfully at state level. There were always riders who didn t necessarily like the speed & hype of the games, nor had the right horses or skills for flat teams, but Ian wanted every rider to have the opportunity to be involved. In the late 1970 s Ballarat Agricultural Show had a Musical Ride Competition where Bacchus Marsh Pony Club had over thirty riders competing in teams. Floated up in the cattle truck, ponies and horses of all shapes and sizes came together in an exceptional display. Senior riders and junior riders all working together was a philosophy that Ian greatly encouraged. The Musical Ride at zone and state level was Ian s suggestion. Anybody could be involved, regardless of ability, experience, type of horse or a uniform team. Participation, practice and ultimately teamwork were what were called for. Ian s great passion was that any child who wished to participate should be able to do so. Over the years and hopefully for years to come, the Musical Ride has and will continue to provide that opportunity for all Victorian pony clubbers. (Hints on Choreographing and rehearsing for a Musical Ride (available from the PCAV website). EVENT 6: IAN WARDELL MUSICAL RIDE COMPOSITION OF MUSICAL RIDE TEAMS a) Each club Musical Ride team shall comprise of four mounted combinations that meet the eligibility rules. b) No other person may participate in the conduct of the Musical Ride. c) There shall be no restriction on the size of the horse or pony. Possible Score 100 Points per Score Sheet There will be two Judges at the State Championships, one positioned at C and one positioned at B. They will score separately and the scores will be aggregated. Zone Qualifying Competitions may have one or two Judges at the Zone s discretion. If these marks are the same, the placing remains MUSICAL RIDE EVENT a) The musical ride is a separate competition to the Flat teams. b) The arena is 60m x 30m. c) Body numbers are not required. d) Length of ride: minimum 4 minutes, maximum 8 minutes. e) Witches hats will be available at the State Championships for use by teams. Team Managers are responsible for placement and removal of these markers if needed. f) Teams must supply their own CD / USB (one copy of each is a good idea for backup) for the State Championships. These should come in a protective cover and be clearly labelled with the Club Name and Theme for the musical ride and handed into the Secretary s Office as early as possible before the team is to ride. The state organising committee will provide the sound equipment. - For zone qualifying competitions, zones must stipulate their requirements. g) Music - The music should enhance the ride if it is in time with the movement and pace of the horse. - The teams can either ride to music or to a musical background. (see below in Judge s comments) h) Judges - At the State Championships, there will be two judges, with separate pencillers in 2 cars. Principal Judge at C and long side judge at B - both 5 metres back from arena. The scores will be aggregated. i) Presenting to the Judge at the State Championships, the Team Manager only, needs to REPORT to the C Judge. For zone qualifying competitions, zones must stipulate their requirements. MUSICAL RIDE JUDGE S COMMENTS a) The music is an integral part of the ride, and the tempo a major factor. Canter music needs to be up tempo compared to the trot music, and if possible foot tapping to attract the audience. In most cases this year the music was good and judging by some of the CDs, I suspect the riders had a major input. This is an added advantage as they then enjoy riding to it. b) Riding to Music: Select tunes with an appropriate beat that corresponds with the movement and paces 2 of the horses. Choose two time for trot, four time for walk so matching the rhythm of the paces. c) A Musical Background: This means that the general time/rhythm/beat of the music should be appropriate to the horses paces, no attempt is made to match the foot falls to the beat of the music. d) Type and Number of Movements: There should be a balanced mix of movements which require the riders to separate and come back together as team of four. The number of movements chosen should fit into the time allowed of a minimum of four minutes and a maximum of eight minutes. e) Keep the ride entertaining. Imagine yourself on the sidelines watching the clubs perform. Would you enjoy their ride or would you lose interest? Would you find the music pleasing or boring or even discordant? Put yourself in the position of the spectators. Listen to the comments from others whilst you are planning the ride and practicing. They often have good suggestions as they are removed from the planning. Saluting at the beginning of the ride is not recommended as it spoils the momentum of the ride. f) Horses are notorious for playing up at the most inopportune times. If the riders worry, they will become worse. Providing the horse is not producing dangerous behaviour the best thing a rider can do is to grin and bear it. Everything will improve, and in most cases marks are not deducted unless dressing and lines are badly affected. Allow the horse to settle in his own time. Trying to rectify the problem in a group often makes it worse. Concentrate on your next move. g) If your horse is on the wrong leg you will not be marked down. A musical ride is all about entertaining, not necessarily equine excellence. A horse may be totally unsuitable in the dressage ring, but a world-beater in an event such as a musical ride. It is not always the best-educated mount who fares the best, but often the pony from the back paddock who rides out with others regularly. h) We all make mistakes. Don t take it to heart. Unless it is a glaring mistake and because the ride is not a set test, it is more than likely that the judge will not pick it up. If the judge sees that you are enjoying yourself the chances are that the mistake will not even be noticed. i) Dressing, distances and lines are extremely important so ensure all your movements and transitions are done as a group with a minimum of fuss. Practice riding in pairs or a section, but at a distance. Look to each other all the time to make sure your distances are constant; you are in line and make allowances for going around corners and different sized mounts. j) Most clubs would accept that a ride with plenty of movement is more eye-catching and that too much walking slows the momentum. Minimal walking is recommended, and is fine as a lead in to the salute, or after it, or while leaving the arena. 10 Pony Club Victoria Horseland Games Flat Teams and Musical Ride 2016 Musical Ride Teams - An Open Letter To: All Parents, Competitors, Instructors and Selectors of Club Musical Ride Teams for the State Musical Ride Championship. Extract - letter from Sen. Constable Margaret Foy Constable Margaret Foy has judged the Musical Ride competition for many years. Margaret was a member of the Victorian Mounted Police Squad and participated in the Royal Melbourne Show over a period of years in the Police Musical Ride. She kindly provided the Games Committee with the comments and we circulate them for the benefit of those involved in the PCAV Musical Ride Championship. Each year the rides are becoming more and more difficult to judge. The thought, content and obvious practice preceding the day of competition shows in the finished product and I think the score sheets reflect this. Again, it is very encouraging to see so many all round pony club mounts instead of the higher level competition horses which have been becoming more prevalent over the past few years. The riders are becoming more adventurous with their rides and in many instances, the costuming. As I have mentioned before, the enhancing of the mounts, although it does not earn extra points, helps when a theme is connected with the music. It also grabs the attention of the audience. Flashing light, toe tapping music, glitter or drawing on the horses all add to the spectacle. The movements many of the rides contained show that clubs are asking a little more of the horses, but with only a couple of exceptions, mostly within their limits. Imagination plays a great part and I appreciate their hard work. I always tell the riders that our end of the arena is the fun end, and I want to see that they can work together as a team and show everyone watching they are really enjoying their horses and having fun. The number of smiles flashed toward the audience shows they are listening and taking heed. I suspect also that one of the things making life a little easier down my end is when I tell them I am not looking for equine excellence, but rather an entertaining ride. An entry on the move is a good way to attract attention. To keep the lines straight, start a fair way outside the arena and pick a point in a direct line. A total of 10 points are allocated for the initial impact of the ride and an entry at the walk will not impact like an entry at a trot or canter. I would prefer the salute is given at the end of the ride or alternatively on the move. Stopping to salute at the beginning of a ride slows momentum, which is often difficult to recapture. It is not necessary for the team leader to ride in a specific spot. It sometimes makes movements restricted. As long as the team knows who the leader is and works to her/him, position is not important. There is an even number of points for trot and canter movements, and might I suggest the clubs look at an even amount of time in their ride for each. This will really test the concentration and teamwork with dressing and distances. A musical ride is nothing like a flat team event where each rider is individually judged, and seat, aids and correctness on the part of horse and rider are major considerations. COMPOSITION OF GAMES TEAMS Club Teams may comprise six or seven combinations that meet eligibility rules. Two shall be in the Black Groups, two in the Green Group, and two or three in the Red Group. I. Black Group 25 Years of Age or under (on the day of the State Finals) II. Green Group Under 19 Years of Age (on the day of the State Finals) III. Red Group Under 14 Years of Age (on the day of the State Finals) Teams which qualify at Zone level with six riders may include a 7 th rider in accordance with the rules above. The Team Manager may select any six combinations for any event on the day. The selected combinations may compete in any order in each event. The order of riders must not be changed once an event has commenced. A Gear & Safety Check of each team will take place before the commencement of the competition. GAMES COMPETITION In the Events 1-6 inclusive: 1 st 50 points; 2 nd 40 points; 3 rd 30 points; 4 th 20 points, 5 th 10 points. The Ride-Off Competition will take place at the end of the sixth game of the qualifying competition. Scoring will be the same as the qualifying competition. Both the A Final and the B Final will use the same 3 games, which will be drawn out of a hat before the start of the competition. Points from the final Ride-Offs will carry across to the qualifying scores to determine the final places. In the event of a tie, the team that finished higher in the qualifying competition, will take the higher placing. Kay Irving was affectionately known as Miss Kay, she was a dedicated teacher and did more to assist grass roots horse sport than perhaps anyone else in the 20th century. Brisk, purposeful and energetic Miss Kay left an indelible impression on all who met her. Chief instructor of the Pony Club Association of Victoria for nearly 30 years, and at one stage holding this position in five states at once. Miss Kay travelled extensively to teach, she always believed in the safety of the child, the welfare of the horse, and the child's enjoyment. A child's enjoyment was always much more important to her than whether it would win a blue ribbon at the next gymkhana. Miss Kay, a trained teacher with a Bachelor of Arts degree, was born at Rosedale, near Sale, in In 1932, Miss Kay and her two sisters arrived in Melbourne to establish what would become the famous Waverley Riding School, which trained and catered for hundreds of riders and horses over the years, the school at its best had 114 horses and in one day could attract up to 113 riders. Brisk, purposeful and energetic Miss Kay left an indelible impression on all who met her. Chief instructor of the Pony Club Association of Victoria for nearly 30 years, and at one stage holding this position in five states at once. Miss Kay travelled extensively to teach, she always believed in the safety of the child, the welfare of the horse, and the child's enjoyment. Always concerned for children in isolated areas, Miss Kay established Pony Club of the Air at Broken Hill and even after her official retirement in 1983, continued to travel extensively to teach. Miss Kay also wrote several books on training, education and self-discipline for both riders and instructors, one of these books being the PCAV Manual of Horsemastership. Her work culminated in an MBE awarded for services to youth, particularly involving pony club, in Still active into her 90th year, Miss Kay was an institution the like of which, due to our changing times, just won't be seen again. The PCAV State Office at North Brighton was named 'Irving House' in March It was named as a tribute to Miss Kay Irving, MBE for her commitment and dedication to Pony Clubbers during her period of time as Chief Instructor The Irving House name came with the office move to Mulgrave in Thoughts on games by the late Miss Kay Irving, M.B.E. When the idea of holding a state games day developed way back in 1973 it was to be a fun day for the many pony club members who have a wonderful pony who they love dearly, and on whom they can happily do all kinds of things. Together they are not up to specialist activities like horse trials, showing or that mysterious thing called dressage but they are very smart at the balloon race and its like. These are the little tackers and their truly pony club ponies for whom the day was originally planned. Since 1973 the picture has changed remarkably. Instead of let s have fun together the approach has become far more let s win as many events as possible. Who is to blame for this change of approach? Club officials, parents, riders? We are now asked if so and so can use such and such a bit as he cannot control his horse in a snaffle and many similar questions arise. We must lay the blame for the change of attitude on club officials; they are too greedy and think that the big fast horse will be more likely to win, so they ask for special dispensation for extra gear so this horse will be more manageable. The answer to the above should always be that the games were not meant for such a horse. There are plenty of ponies in the club who can do the games quite happily in a snaffle bit, and they are the ones who should be chosen to represent their club in this activity. All who are involved with selecting who will be the club representatives at the games should select the combinations of horse and rider who are a happy partnership, with the result that the pony/horse will be completely under the control of the rider no matter what the activities are. If you, the selectors of games teams, think and act along these lines, we can be confident that more of the really deserving pony club members will get a guernsey for the games. Let the big and/or flash horse try for his guernsey in one of the many other zone and state competitions and keep the games for the typical pony club mount. There are only a limited number of yards available over the Championship weekend. Preference will be given to clubs coming from large distances. Competitors are encouraged to bring their own yards, which comply with the latest PCAV rulings on yard construction - Portable Yards should be of solid construction. The use of electrified tape, strings, ropes or chains, is not permitted at Pony Club Events. Electric tape can be used as a top line or as a standoff on a steel or solid yard, but not as a standalone yard. Yards are only available for one night, unless competing on both days. Riders using yards on the Friday night, must have horses removed from the yards by 3.00pm Saturday. Yards must be left clean for the incoming horse and at the end of the weekend.
