9 Animal Information Veterinary Feed Directives New animal drug regulations Indiana 4-H Animal Grooming Assistance Program The Food and Drug Administration (FDA) has established new animal drug regulations implementing the veterinary feed directive (VFD) drugs section of the Animal Drug Availability Act of This means that medicated feeds containing a VFD drug will only be able to be purchased under the professional supervision of a licensed vet. All medically important antibiotics approved for use in feed or water will be VFD on January 1, This veterinarian must be licensed in the state where the animals are located and being fed the VFD feed. A valid veterinarian client patient relationship (VCPR) must exist that satisfies the requirements of the federally codified VCPR. What is a VFD? A written (nonverbal) statement issued by a licensed veterinarian that authorizes the use of a VFD drug or combination VFD drug in or on an animal feed. This written statement authorizes you to obtain and use animal feed bearing or containing a VFD drug or combination VFD drug to treat your animals only in accordance with the conditions for use approved by the FDA. Adams County 4-H has adopted the grooming policy that the Indiana State Fair will use moving forward. The new policy reads: 4-H Exhibitors may receive clipping and grooming assistance from members of their immediate family (father, mother and siblings), from a current Indiana 4-H member and from individuals enrolled in the Indiana 4-H Approved Animal Grooming Assistance Program. Temporary guardianships are not permitted and shall result in immediate disqualification. This basically opens the rule up for anyone from Indiana that would like to assist 4-H members with their animals. You do not have to be a 4-H Volunteer to enroll in the program, nor does enrolling in the program make you a 4-H Volunteer. To enroll in the program, adults must complete an application and submit it along with a copy of Indiana driver s license to Aaron Fisher at the State 4-H Office. Once a background check is completed with no issues, you will receive a letter with more details about the program. Your Responsibilities Only feed animal feed containing a VFD drug to animals based on a VFD issued by a licensed veterinarian. Do not feed a VFD feed to animals after the expiration date on your VFD Provide a copy of the VFD order to the feed distributor unless provided by the veterinarian Maintain a copy of the VFD order for a minimum of 2 years Provide VFD orders for inspection and copying by FDA upon request No extra label use of VFD drugs is allowed VFD feeds can only be fed until the expiration date on the VFD It is against the law to feed the VFD feed past the expiration date. Once enrolled in the program, you will be able to assist any 4-H member from any county on any animal species. To be enrolled in the program for the state fair, this must be completed by July 1 annually. It is the intent that the 4-H member take responsibility for caring for and grooming his/ her own animals. However, it is recognized that all youth need assistance. The purpose of this program is to provide an avenue for equal access to qualified animal grooming assistance. Those enrolled in this program should not see this as a way to do the work for the 4-H member, but should provide hands-on learning opportunities that further the skills and abilities of the 4-H member.
