Crossing the Neuse River bridges last week gave me a glimpse of just how bad the pollen is this year - a yellow-green haze could be seen over the river. Pass the Zyrtec, please and watch for duck eggs! The Junior Sailing program has started off successfully! Junior Pirates are sailing the club s Opti boats under the guidance of Doug King and his band of volunteers. Check the front page of the website for a link to photos from the past weekend. If you have a young sailor wannabe, talk to Doug King about participating in the program. This is a great opportunity to cultivate the future members of BSC! The Membership Committee is hard at work under the leadership of Ken Caviston. If you have a potential member in mind, contact Ken for a nomination form. Remember that it takes two current members to sponsor a member. Once the nomination form is received, the Membership Committee invites the candidate to apply for membership. Once the application is received, the candidate is scheduled for an interview with the Membership Committee. The Membership Committee then makes a recommendation to the Board. Next, the Membership Committee conducts an intensive orientation designed to teach the new members important details about the Club. Current members are welcomed to attend the orientations - it is a great refresher on BSC! Thanks to Ken and his committee for all the hard work that guarantees BSC great members! Also, thanks to all the past Membership Committee members, especially Chuck Rupkalvis and Joni Floyd, for the solid foundation we have today! I had an forwarded to me concerning the enactment of legislation in the Long Session of the NC General Assembly (last year). Here are the quick and dirty details that will hopefully separate rumor from fact. House Bill 1378 was passed to address perceived overboard discharge of vessels in New Hanover County. The bill applies to Marinas and Vessel Owners and their responsibilities in an area that the EPA has designated a No Discharge Zone. Most skippers are concerned about the requirement of any owner or operator of a vessel that has a marine sanitation device to maintain a record of the date of each pump-out of the marine sanitation device and the location of the pump-out facility. Each record shall be maintained for a period of one year from the date of the pump-out. This Section of the Act becomes effective July 1, But where does it apply? The bill applies to coastal waters that are either designated as a no discharge zone or are included in a petition to the Environmental Protection Agency to be designated as a no discharge zone unless the petition has been denied by the Environmental Protection Agency. On February 22, 2010, the Environmental Protection Agency (EPA) published a notice designating New Hanover County Coastal Waters as a No Discharge Zone (NDZ). The NDZ extends three nautical miles into the Atlantic Ocean along the entire length of New Hanover County, including Futch Creek, Pages Creek, Bradley Creek, Hewlett's Creek, Howe Creek, Whiskey Creek, Snow's Cut, as well as unnamed tributaries and all unnamed tidal creeks tributary to those waters. The alternative to discharging from boats into the waterways is to use one of the pump-out facilities at local marinas. There are nine marinas within New Hanover County and two other marinas that are located within seven nautical miles of this proposed NDZ area. To read the notice on the Federal Registergo here: edocket.access.gpo.gov/2010/ htm A No Discharge Zone is an area of a waterbody or an entire waterbody into which the discharge of sewage (whether treated or untreated) from all vessels is completely prohibited. These zones are designed to give states an additional tool to address water quality issues associated with sewage contamination. This is a Quest 33 on which I have previously crewed for the Mackinac Race and several Queen s Cup races on Lake Michigan. The skipper s sister, Teresa Palabrica, is a cancer survivor, and in her honor we are soliciting sponsorships. For a donation of $100 you can have your name, or that of a loved one, placed on the actual mainsail that we will be using for the race. Thirty percent of the net proceeds will be shared equally by the American Cancer Society and the Little Red Door Program. Little Red Door is an Indianapolis agency that strives to make the most of life, and the least of cancer, by reducing the physical, emotional and financial burdens of cancer for underserved and uninsured residents of Central Indiana. Brian Dodds Blackbeard Members Answer the Call! We had a tremendous turnout and results from the volunteers at Spring Work Day who signed up to serve our club on the many committees. The sign-up sheets overflowed with folks who were eager and energetic about lending a hand to club activities. Members with that take-charge spirit continue making our club thrive. 3 Page 3 Race News Bridgeton Beautiful, Blustery for NYRA Invitational Both Saturday and Sunday of the NYRA Invitational, March 27 & 28, were great racing days if you didn t mind putting some gear at risk. Saturday s wind was light to start but built into the high teens. Sunday saw gusts to 30! Everyone was in foulies, not because of rain, but spray. Two venues were used. The SJ 21 fleet stayed off host Bridgeton Harbor Marina, and PHRF boats started there, but raced down river to marker 17 and back. The eight San Juans were split into spinnaker (five boats) and working sails classes. In the five races contested on Saturday, Dan Bornath (in Black Jack) took four firsts in spinnaker, while Tinka Talbert got the other one in Wiii. However, after first places, the fleet was really scrambled with each boat getting at least one good result in a very competitive group. Jeff Thomas in Duct Tape and Mike Evans in Joyride split all the seconds. In non-spinnaker, Doug Longhini in Kanga and Margaret Alexander in Orion divided the firsts. Friday evening, Margaret and Mark Weinheimer motor-sailed Orion up to Bridgeton after putting in at Blackbeard. It was a very rough, wet, cold trip up and the pounding loosened up some of the bulkheads in the boat, so she wasn t as stiff as she could have been. The PHRF classes did about a fifteen-mile course Saturday down river with pretty much a reach both ways. The three spin boats had only one short leg to use the chutes from NW Creek over to marker 17. Despite the few tacks and runs, it seemed like we did more tweaking, more poling out the jib, and more sail trim adjusting than in a round-the-buoys race. Try as we might, Compass Rose could not shake Doug King in Blue Yonder, who even beat us scratch and easily corrected. Charlie Nelson was third in Water Phantom. Dave Whitney won non-spin by a comfortable margin in Silent Pursuit. On Sunday, the air started around twelve knots, but as predicted, built rapidly. The San Juans were pretty beat up after only one more race and called it a day. Sunday was a different story for PHRF also. We started with #1s, but the wind built to the point that everyone was overpowered on the perfect beat down river into the SE wind. But we knew we would want the bigger genoas going back, so nobody changed sails despite having the rails in the water too often. And none of the spinnaker boats flew the chute going back up river. Wingand-wing with the pole out was the order of the day. Water Phantom crossed first in spinnaker, but corrected to third. In an extremely close contest for first, Doug King beat Compass Rose corrected by one second. That one second decided the final spin standings because it gave Doug two firsts. In nonspinnaker, Dave Whitney proved his Saturday win was no fluke and won again on Sunday. Arch Altman in Julie had come in third on Saturday but did not race Sunday. All in all, a great sailing weekend, and Tom Wynn was an excellent host at Bridgeton Harbor. After a fine dinner of sausage and burgers, the NCAA tournament was on the big screen in the clubhouse while we drank NYRA s beer. Doesn t get better than that! May, June & July Racing Events May 1 & 2 is the ECB Cup ICRC Team Regatta at Blackbeard. Team Blackbeard is taking shape, but we need more boats out, especially in the Cruising Class and in the =>240 Class. May 15 is the new Naval Jr. ROTC Benefit regatta for New Bern High School. It will be college style round robin races in Flying Juniors (see picture). Contact Doug King at or dougking888@yahoo.com. May 29 & 30 is the NC Offshore Championship in the ocean off Beaufort. It will be out of the NC Maritime Museum s Gallants Channel Annex, which has brand new floating docks. Watch for contact information. June 12 & 13 is the Ensign Class Regional Championship in Oriental. Several BSC sailors may be participating. Contact me and I will find out specifics. June 19 is the Boy Scout Clark Cup Regatta here at Blackbeard. Volunteer PHRF boats will take out Scouts for informal racing. Contact Ken Gurganus. June 25 & 26 is the First Citizens Cup overnight long distance race. A full-moon race down to (or near) the mouth of the Neuse River and back. Contact Mike Harrison. July 8 to 11 is the San Juan 21 Eastern Nationals at Lake Carlisle, IL. July 10 & 11 is the first time Hancock YC has hosted an ICRC Team Regatta. This is always a popular event because of the warm hospitality the Marines provide. Good comrades, good food, good drink, free dockage. And this year it s an ICRC regatta. July 24 is the NYRA Parrothead a one race downriver event to Oriental that is a bit on the casual side. Onboard partying and free foul rum punch is the reward for the survivors. 4 Page 4 Attention BSC Cruisers The upcoming East Carolina Bank Cup Regatta, scheduled May 1&2 at our club is the first of three Inter-Club Racing Committee Team regattas scheduled for This team event is for any club that has at least five competitors. BSC has won some of the individual ICRC events over the years, but is usually behind the Oriental Dinghy Club for the overall trophy -- primarily because we lack cruiser/racers in the non-spinnaker and cruising classes. With some adjustments to the number of classes for which team trophies will be awarded this year, BSC has a better chance of scoring well than in the past. However, we still need more BSC cruiser/racers, especially in the nonspin and cruiser fleets. Thus I would like to make an appeal to the members of BSC to come out and race, especially those who have never done it or those who haven't done it for a long time. Since some of you may not be familiar with the racing rules, I will give a short review of the racing rules of sailing from ~ 8:00 A.M. to 9:00 A.M. on May 1st in the BSC clubhouse to any cruiser/racer who shows up. I have a bunch of US Sailing Racing Rules in Brief cards which I will distribute so you can keep the most important rules handy as you go around the course. I think you will find this type of 'cruiser' racing a lot of fun, whether you do well (or don't!). Either way, it will supply you and your crew with a bunch of stories for future retelling -- with suitable embellishments! Come on down and get out on the water. This is a fun race for all, 'racers' and 'cruisers', with a great social afterwards and it is very inexpensive to register -- one of the best racing 'deals' on the Neuse. Hope to see you there, Charlie Nelson Water Phantom BSC Cruising News Cruising Season is about to begin!! Forget those tax traumas and go to sea!! It s time to get the cobwebs out of the bilge, the mildew off the sails, get the iron jib tuned up, and join us on the Blackbeard shake-down cruise. On Saturday and Sunday, April 24-25, we will have our first shake-down cruise. We will meet at the BSC clubhouse about noon to work out any details. We plan to raft up outside New Bern, with each boat bringing an appetizer to pass around. Bring a guitar or any instrument, and see if we can get some live music from the more talented among us. This is an open cruise, so feel free to invite a friend along. We may have a couple of new and perspective members joining us, so it will be a great way to show our Blackbeard hospitality. Before dusk, we will break up the raft, and anchor out. After anchoring, we will meet onshore for seafood and more at the Stingray Café. If you have a dinghy and can ferry people to shore that would be greatly appreciated. If the weather is bad, we will have a boat crawl at Blackbeard s, followed by a trip to the Stingray. We will also talk about our big Memorial week cruise to Ocracoke/Manteo, and get some details ironed out. Jim and Jody Fortuna Junior Sailor goes for a swim (Hills Photo) S/V Tarantella The Great Loop on Erlane Florida and North to New Bern We continue the narrative at Fort Myers Beach where we were weather bound for three days. Fortunately we did not pick up a mooring as the subsequent strong winds would have made it impossible to go ashore. From there we did a short, offshore jump to Marco Island. This was an exciting jump because although I made sure there were no whitecaps before we left, the wind picked up and again we surfed at 16+ knots at times. From Marco Island we left for Marathon in the Keys with the usual north wind. This was a longish run so I ran ERLANE at rpm that would give me 13 knots. With the wind behind, we showed 14 knots most of the way with spurts of 16 knots when the waves helped. Near Marathon things calmed down. Marathon has a mooring field of well over 120 moorings and lots of marina space. With a city mooring come showers, weekly pump-out, and dinghy tie-up. There is also space to anchor but one would have to pay the city for dinghy tie up and showers. Lots of people stay here for months at a time. There is a small beach a long walk or short dinghy ride from the moorings as well as a few restaurants close by. Other than that, Marathon is simply a place on the 4-lane highway joining Miami to Key West Watching the weather, we observed that it was as cold in Marathon as in New Bern, so in early February we decided to give up a cold boat for a warm house and began the trip north. We picked a pleasant day and took the inside or Gulf route. All the boats we saw were heading south. I had a medical problem and we stopped in Tavernier where the hospital is only a 4 minute walk from the marina. The hospital was efficient, concerned, and well organized. A place to remember. Then on to Miami Beach where

5 Page 5 America's Waterway Watch (AWW), a combined effort of the Coast Guard and its Reserve and Auxiliary compothe streets were closed to allow the Super Bowl crowds to congregate. After the fun and food of Miami Beach we continued north on the ICW with stops at Fort Lauderdale, Delray Beach, North Palm Beach, Manatee Pocket, and Vero Beach where the Yacht Club gave us a guest slip at.50/ ft. and the free bus system goes almost everywhere. Fernandina Beach on Amelia Island is attractive with an anchorage, city moorings and a city marina at the foot of an attractive business section dating from the late 1800 s. In Georgia and South Carolina the ICW cuts through a lot of marsh land broken up by developments and new marinas. At Charleston the marinas are a fair walk from the historical area while at Savanna you can tie up in the river right at the historical district just feet from the boat. Although the winds were strong over this portion, the water is mostly protected so travel is possible about every day. I must say a word about shoaling in the ICW. The guide books warned about many, many places with severe shoaling. But apparently when President Obama said he wanted to fund shovel ready projects, the Army Corps of Engineers raised its hand. All the really shallow spots have been dredged. Where the guide book said we would find 3 of water at low tide, we found As we went through, we saw dredging and saw dredging equipment being moved almost every day. At Lockwood s Folly in NC, which is notorious for shoaling, the lowest depth I saw was 13 and that was at a drain low tide. So if you want to go south, do it now before the economy improves and the dredging stops. Would I do the trip again? All but the Midwest river section in flood conditions. Earl Beard April Social The BSC potluck social on April 10 was well attended the chairs were almost all occupied. As always the food was a delicious eclectic mix. You never know what to expect and the members seem to outdo themselves each time. Thanks to everyone who contributed. Two presentations followed the meal. Among the guests this weekend were Ken Gurganus daughter and family visiting from Alaska. First, guest speakers Hob and Mary (Mac) Bonnett of the US Coast Guard Auxiliary New Bern Flotilla briefed the BSC members about the flotilla s Local Knowledge program and the national America s Waterway Watch program. Local Knowledge is 2-hour program that includes a collection of 135+ slides depicting local hazards and other things of interest to boaters on the Trent and Neuse Rivers. The Local Knowledge program was initially developed about five years ago by two former flotilla members (and now new BSC members) Judy and Alan Hills. This program is presented by the New Bern flotilla several times a year and approximately 400 boaters have viewed it. It is so popular that other flotillas (Tri- Community) and boating organizations (like the Fairfield Harbour Gay Whitney (Hills photo) Bill Williams (Hills photo) Yacht Club) have created their own versions depicting their local conditions. Archer Watkins & Joanne Doughty (Hills photo) nents, continues to grow, enlisting the active participation of those who live, work or play around America's waterfront areas. Coast Guard Reserve personnel concentrate on connecting with businesses and government agencies, while Auxiliary members focus on building AWW awareness among the recreational boating public. The America s Waterway Watch Program was created in response to 911 and is designed to enlist the aid of local boaters in reporting unusual activity. We encourage BSC members to familiarize themselves with the program. Other members chimed in with caveats and information on various types of anchors and the conditions in which they work best.
