There are two articles of interest written by Doug Longhini that you should take time to read. The first is a summary of the changes in the club direction taken in the last four years and the second details the results of our appeal to the Craven County Tax Assessment. Doug has given your club a lot of time and the benefit of his expertise on all of these subjects, and deserves a lot of credit for the progress that is taking place. In addition the finance committee has prepared a budget proposal for This proposal is posted in the members only section of the website and on the clubhouse bulletin board. Please take the time to review this document. Hurricane season is in full swing, and we just had a storm brush by us. Please check your anchoring systems and make sure you have severe storm plans in place, especially if you are going to be gone for any length of time. The club policy for anchoring out must be adhered to, since we know we still have dock pilings that are not strong. We replaced twelve in the last year, but more need to be replaced. The barnacles are very bad this year, so make sure your prop and shaft can function. My boat had a heavy build up after only a month. The club is in the process of getting permission and easements to allow a hook up to the Fairfield Harbor sewer system. Again, Doug Longhini is leading that project. The engineering studies are finished and your board has the options before them for discussion. We expect to complete all discussions and pay the tap fee in The actual engineering work and final hookup depends on our capital availability. Another future facilities project may be reconfiguration of the end of A dock. We have pilings that need replacing in that area, so there is discussion going on about doing something to ease the bottle neck between A and B docks. Some B dock slip holders have a tough time getting in and out of their slips, due to the angle ALL THE NEWS THAT S IN THE WINDS (252) From the Vice-Commodore of the T on A dock. The board will communicate any changes to be made well before work commences. Nominations for 2011 board of director officers will be made at the September 11 th General Meeting. We have two board openings, as well as needing candidates for all Offices. Members who want the club to stay viable need to step forward and help lead. We are all together because of a shared love of sailing, and we need to protect the infrastructure that makes it possible here at Blackbeard. Any officer or director will be happy to discuss this with you, and answer questions you may have about these roles. Dave Whitney Safety Committee Up- Date John Stokes & Kathie King have joined the Safety Committee in response a request in the July Epitaph. In the near future, we will be putting together an Incident Report so any member can submit information regarding any unsafe condition or accident that happened around the Club. It has been brought to our attention that the fuel tank storage area may have many abandoned fuel tanks located there which could result in a spill or fire. Every member storing fuel in that area will be required to fill out a card with their name & date which will be attached to the fuel tanks on October 16 th at the next Work Day. Any unidentified tank will be disposed of thereafter. Please help us all by making the club a safer environment. Please contact me if you have any questions or comments. 2 Page 2 Covered-Dish Social and General Meeting On Saturday September 11 th there will be a Covered-Dish Social and dinner at the BSC clubhouse. Following the dinner there will be a general meeting of Blackbeard Sailing Club. Nominations for officers and board members will be requested/accepted. Following the general meeting there will be a movie on the lawn, weather permitting. The social will begin at 5:00 P.M., and the dinner bell will sound at 6:00 P.M. Please plan to bring a homemade dish to share. The club will be providing ice, mixers and snacks for the Social before dinner. These Socials are a great way for members to renew friendships and/or meet and get to know fellow sailors. We will be projecting the movie, Captain Ron onto a big screen out on the lawn area. This is an adventure comedy which most people consider a family film though it is rated PG-13 for mild elements of sensuality and some language. Kurt Russell is hysterical as the one-eyed Captain Ron (short for Ron Rico as in the rum). Martin Short, for a change, plays the straight man. The rest of the cast are cute and funny. By the end of the movie, you may find yourself feeling nostalgic for the sense of freedom and fun that only Captain Ron can steer you towards. Please join us for a fun night of movie magic under the stars. If it rains, we ll do projection screen inside the clubhouse. Leigh Pfefferkorn Open Your Hatches and Put Out the Welcome Mat! Is there that one other boat, docked on another pier, that you always wondered, What is it like inside? Now s your chance to find out. Saturday, October 2, from 3:00 to 5:00 P.M., (right before that evening s covered dish social) members will have the opportunity to open their own boats up and welcome fellow members aboard for a quick tour. Everyone is invited, whether you are displaying your boat or just having a looksee at other members boats. What makes this fun social event unique, and draws so many people out, is the curiosity of who s on which dock and what do their boats look like below deck? Each dock will have a designated time set aside for their participating boats to be open for visiting. Boat owners can show off recent projects, nifty storage ideas and just have some good ol fellowship among members wandering around all three docks. And if you ve been looking for an event for which to volunteer, THIS IS THE ONE! 3 Race News Disappointing Dragon Does In BSC After high expectations following Team Blackbeard s win at the ECB Cup, Oriental Dinghy Club again overwhelmed the rest of the clubs with numbers. ODC fielded 13 boats on their home turf, while BSC and NYRA had only five each. Weather conditions were perfect, with some clouds to subdue the heat and 10 to 13 knot winds out of the east. Hans Lassen sailing with Doug Longhini had Blackbeard s best score, with a third in the class of San Juans and Ensigns. Arch Altman won his division in Jib and Main B, but when combined with JAM A, Julie came in fourth for Team scoring. Charlie Nelson in Water Phantom, Dave Whitney in Silent Pursuit, and Compass Rose also sailed. Aboard Compass Rose we struggled with boat speed and spinnaker work all day Saturday our first spinnaker work in several months, and it showed. The annual Neuse River Championship once again has gone to ODC, and they earned it. Team Blackbeard was second for the season and NYRA came in third. The winner is determined by taking the best two (of three possible) team scores from the ECB Cup, the Hancock Regatta, and the Dragon s Breath Regatta. ODC did a great job running the races and provided a fine steak and shrimp dinner on Saturday evening. August, September and October Racing Events August 28 & 29 is the Blackbeard Regatta for One Designs, including San Juans and Ensigns. Held at BSC. Contact Mike Bonner at or msbonner@suddenlink.net. September 4 & 5 are the back-to-back Oar Race and Michelob Ultra Regatta. Saturday is the Oar Race from New Bern to Oriental sponsored by Fairfield Harbor YC. Saturday evening in Oriental features a Shrimp Bucket social and shore party. Sunday is the Michelob Cup race back to San Juans and Ensigns right on the line at a Dragon's Breath start (Zahradka photo)" downtown New Bern with awards and October Beergarden shore party at the New Bern Farmers Market. Point to point races are favorites with racers and cruisers alike because the fleet spreads out, and I believe they may employ user-friendly pursuit starts to provide an uncrowded starting line. The NOR is now posted on September 18 is the Oriental Cup, a oneday charity event in Oriental, run by NY- RA. September 25 is the NYRA Women s Regatta in Oriental. More later. October 2 is the Neuse Solo Race in Oriental. This is an area favorite with singlehanders up to 40 feet. There is one race about ten miles with a relaxed pursuit start. Jib and main only. October 30 is the Halloween Regatta, which doubles as the kickoff of the NYRA Winter Series. Remaining Winter Series dates are Nov 13, December 4 & 18, and January 8 & 22. Last year we had a building fleet of cruising and non-spinnaker boats. Hope to have even more this year. Come for the racing, stay for the socials! Mark Brennesholtz Page 3 The Michelob Cup Returns For those of you who have been sailing on the Neuse River for some time, you may remember the days when the Michelob Cup would attract boats throughout the region for this dash from Oriental to New Bern on Labor Day weekend. Due to some conflict with various parties, the race died a slow death; that is until this year. Michelob Ultra will be the title sponsor of the 26th Michelob Cup, which is being run by NYRA, and we would like to make it the event it was in the past. The schedule has been updated to make it friendlier to those of us coming in from out of town, with Fairfield Harbor s Oar Regatta racing to Oriental on Saturday, and the Michelob Cup racing back on Sunday. There will be classes for spinnaker, jib and main and a class for cruising boats. The Michelob Cup will be a pursuit start race, which means you will be given a start time based on your boat s handicap such that if everyone sails a good race, we should all be finishing off Union Point in downtown New Bern close to the same time, thereby eliminating the stress of a crowded starting line. In keeping with the traditions of the past, the social after the regatta will be held at the New Bern Farmers Market and will be an Octoberfest themed event. This event will also be part of the New Bern 300th Anniversary. The festivities at the end of the race are as important as the race itself as we want to put the fun back in racing, so come out and sail in what will once again be the premier post -race party. On Monday, there will be Opti racing off Union Point, so you can stick around and watch the kids sail, or, for those of you traveling to distant ports, you have a full day to get back home. 4 Page 4 Club Operations and Finances Over the past few months there have been some reoccurring financial and operational questions asked by some of the membership. They relate to insurance coverage, expenditures on capital projects/maintenance and participation by the membership in the club s financial decisions. I ve included in this article part of a response I wrote to Suzanne Pendelton in early July, and additional information that has been collected since that response. The club finances and the condition of the club facilities have been a prime issue for the board for the last four years. We had been in a position where the condition of our infrastructure in both these areas was poor, and our capital reserves (including the socalled self-insurance fund) was almost non-existent. Individuals were complaining about paying for others electricity usage, lack of adequate electric service, the condition of the docks, leaking roofs, leaking water systems, heating system in the club house, etc. The board had to do something to protect the assets of the club. We were paying down the debt that had been issued for the breakwater but not maintaining the other club facilities. Volunteers can only do so much when it comes to replacement and improvement of the types of infrastructures that we need to serve our members. 1) Insurance -- Since the selfinsurance fund was almost nonexistent, and there was no replacement insurance on our water-based facilities, the board determined (after almost a year of deliberation along with numerous information items to the membership) that additional insurance was the most practical approach. The thought of an assessment of $7,500 to $10,000 per member (if all 200 memberships were still in place) was not practical for a club that has a non-profit status. The cost of that replacement insurance ($16,000 which is about 1.5% of the insurance coverage on the slips) was determined to be a smart business decision. The insurance not only covers the lost facility but also continues a revenue stream that allows the club to operate with temporary facilities and pay our bills until we are able to establish permanent replacements. The policy is provided through US Sailing and is the model used by yacht/sailing clubs across the US. The full policy is available for review at the clubhouse. When and if the club is able to build an adequate reserve to cover both its capital needs (including debt service) and an adequate insurance reserve (related to our facility value) a future board may consider reducing or eliminating various insurance coverage. According to our financial model this would not take place for quite sometime based on the age of our facilities. 2) Maintenance/Capital Projects -- The membership voted on a dues increase (passing by a very positive margin) and the board of directors decided on a slip fee increase program (after considerable discussion and input from the membership) to place the club in a long term positive financial position. These decisions were based on a 15-year budget model and a capital improvements plan that was presented to the membership and voted on by the board. The board feels long term planning for maintenance and improvements is far superior to making decisions based on emergency situations. During the past four years the projects mentioned earlier here have been accomplished by paying off our debt on the breakwater project and taking out a loan of $250,000 which is to be retired in 2013 (the Board is making advance principal payments to reduce the amount of interest). One of the continuing questions deals with the installation of electric meters. The club has broken even on the power meter investment The actual cost was $7,700 for the meters, and all club members were subsidizing slip holders about $7,000 per year on all the dock electric. Our Treasurer, Suzie Williamson, is writing a separate article to explain this issue further. 3) Expenditure Approval - We agree that the membership should have a say in what their financial contributions to the club will accomplish for them. That is why the board set up a finance committee and a budget model along with a capital plan. These items outline what the current and future expenditures will or might be, according to our best projections. In our model, we are not looking at what will happen tomorrow but what may happen in 15 years. Both the budget model and the capital plan are available at the clubhouse and online. We believe planning for the future a day at a time is not in our clubs best interest. Should the membership want to establish a cap for spending outside this existing model, it would take an amendment to the bylaws (my opinion). Note that in the past when there were major projects (breakwater, etc.) they were voted on by the membership. I believe the capital plan accomplishes the same thing. It is in place out for every year projected in a logical manner rather than a one time item that does not take into consideration all of our needs. I hope this has adequately addressed these issues. If not, or if you have further questions, talk to any of your board members. Doug Longhini Update on BSC Tax Revaluation Appeal Earlier this year, Craven County conducted its property revaluation. I reported in the Epitaph a few months ago that our tax value increased more than $975,000 (67%), so our property is now valued at $2,420,000. We submitted an appeal of value to the Tax Assessors Office and, following a site visit and review, they elected to not change our value. The board, at the August board of directors meeting, authorized an appeal to be filed with the County Equalization Review Board. We cannot predict the outcome of this appeal, but we do know we will have to pay up to $4,000 more per year in taxes no matter what the decision. The Board will keep you informed. Doug Longhini
5 Captain Larry s Canine College at BSC Lilly, our Jack Russell Terrier, and her owners, Bob and Corinne Murphy, had an enlightening experience at Larry Sorenson s American Kennel Club Good Citizen Dog Class. (AKC-CGC) We had some problems with Lilly staying, barking at other dogs, etc. These problems were fairly well-solved by our following Larry s skillful teaching techniques. To me, Larry s techniques are very much like the way we trained our children; that is, let the child (or dog) know that we are in charge, teach them to do the correct thing, reward them only for good behavior, and discipline if necessary. Watching Larry with his Bischon Frise was very impressive as he demonstrated the ten steps in training. After Larry demonstrated an exercise with his dog, we then practiced that same exercise with our dogs.what I really liked was the individualized help we all received. Each dog and owner took their turn, one person and dog at a time, to try the exercise on their dog. As Larry observed each person and dog, he made comments to each person individually. For example, when a dog would not sit, he explained the dog s point of view and how to redirect the dog s thought process. Dogs in the class ranged in age from ten months to nine years, the oldest being Peter Moore s dog, Benje, a Miniature Schnauzer. Larry gave the dog owners the confidence in training so they could master the exercise with their dog. As Peter Moore commented, I notice that Benje barks less now, and I think it is due to the discipline techniques. Benje seems to have learned what pleases or displeases me. Mary Catherine White s fear about her Bischon, named Versace, is now alleviated, I was afraid Versace, who is less than a year old, would not come when called if he got outside at our beach house. (He is used to an enclosed yard.) Now I can count on him to come when called We were given a homework assignment each week and were required to work our dog 20 to 30 minutes a day. The class and the effort were well worth the end results. And we all have fun getting together each week!
