2 Windword Page 2 BOARD OF GOVERNOR S MEETING Windycrest Sailing Club Board of Governors Meeting Minutes - October 1, 2012 (draft) The BOG convened at 6:30 pm in the Sand Springs Case Community Center on October 1, Board members present were Doug Lewis (Commodore), Danny Ziegler (Vice- Commodore), Michael Jones (Rear- Commodore), David Briggs (Past- Commodore), Chris Gill (Fleet Captain), Tom Proctor (Treasurer), and Judy Andrews (Activities Captain). Guests included Facilities Manager Jack Stewart, Windword Editor Barbara Montalbano, acting secretary Karey Low, MS Chair Mark Lobo, Mike Lang, Steve Horn, Yul Schaffer and prospective member Don Henry. Membership request was made by Don Henry. He was approved for regular membership. Don will soon be bringing a South Coast 23 to WSC and storing it on a mooring. Mike Lang expressed his concerns about some of the proposed changes to the bylaws. Mike recommended different wording for Article X Sec 1. He also recommended striking Article X sec 2, and Article XIV. Steve Horn recommended that Article III sec 5 remain as is. Tom moved to accept the proposed changes to the bylaws, excluding the four preceding items. Following a second, the vote approved the changes. The four items listed above will be studied further and recommendations will be made. Yul reported on the progress of the chain replacement for C dock. He reported that the anchors and chains going deeper into the cove may be corroding at a faster rate. He recommended that the Club have a couple new anchors constructed so that, when one requires replacement, there will be one available without needing to wait for construction. Mark Lobo reported on the 2012 MS Regatta. Approximately $51,000 was raised to fight Multiple Sclerosis. Mark presented a recommendation from the MS committee that Windycrest establish a 501C-3 organization. It was suggested that a 501C-3 might help deal with some of the issues that arose as a result of policy changes in the national MS organization. No decision was sought at this time. The issue may be brought up to the Steering Committee for their input. Facilities Manager's Report: Jack reported that the replacement of 17 of the 26 chains on C dock should be completed this week. The remainder should be completed next year. D dock chains will soon also require replacement. Jack reported he purchased a new lawn mower. He will get a cost estimate for the construction of a couple new anchors for C dock. Activities Captain's Report: Judy reported that Allene Donley has done a good job organizing the barbeque dinner for next Saturday. She reported that the Club Christmas party is scheduled for December 8, not the 9th. Fleet Captain's Report: Chris noted that the Windycup is October 13 and 14. I would like to think it has been a good year, not too many controversies or disruptions. I have had a good crew to help on the Board of Governors, with a good crew to take over. There has been some concern with the way the changing tax laws have caused the MS Society to treat our members and our club while raising funds for their organization. A little more corporate and a little less family than a lot of us would have liked. The board may be looking into options for still having a charity regatta, but perhaps a different format that would put the event back into the hands of club members. More on this as it develops. All and all, I think everything has evolved smoothly. We have a new bar that can withstand the deepest of waters and a majority of the chains on C Dock have been replaced without the loss of any vessels. I owe the credit to several other members, but I can claim to have been the commodore at the time. I did very little labor to accomplish this, for that I want to thank those that have supported the club. Again I would like to thank the 2012 BOG and all of the members who have made my term a pleasant one. It was an eight year old child that wasn't wearing a PFD. Another guest from the same boat went into the water to help the child. The member then had a difficult time sailing back up to them, and there was separation between the three. Luckily other racers and a fisherman in a powerboat observed the situation and were able to rescue the people overboard. This illustrates how quickly and easily a fun day at the lake could turn to tragedy. Remember that all children under age 13 are required to wear a PFD while on the lake or docks. Every skipper should have a protocol for their boat in the event of a sinking, capsize, dismasting, or man overboard. Think anchors, tow lines, throwables, fire extinguishers, and PFD's for everyone on the boat. Safety is a concern for all of us. Please be aware of Club rules and boating regulations, and use your best judgement when out at the lake. PUT SAFETY FIRST!

I think we'll have a little more of it before winter gets here, so get out and take advantage of it. Fall sailing is the best. Yul Shaffer showed up at the BOG meeting this October. For those of you who may not know Yul, He is one of the leaders of the Chain Gang and lead, secondary, and assistant diver on the C-Dock chain replacement project. He gave a great report to the board on how the project has been going, what has worked and what hasn't, and shared his intimate knowledge of the bottom of Windycrest Cove. The report was most enlightening for the simple fact that we gained a feeling of how much time, energy, knowledge and effort the Chain Gang has put into the project. At this time, the chain gang has replaced 17 of the 26 anchors on C dock. Thank you, Chain Gang. I would like to remind everyone on the moorings that it is the boatowners responsibility to maintain the tackle above the ball, and also the scope as the water levels changes. We have been pretty lucky the last couple of years with the water levels. For the new people on moorings, you will need to plan to come to the Club and adjust your scope for every 7 to 10 feet rise in lake level, depending on mooring location. Keep an eye on your mooring lines for chafe and other signs of wear, especially after storms or big blows. We recently made numerous tweaks to the by-laws, cleaning them up and bringing them into the 21st century. Thanks to all of you who made comments and suggestions. Overall we had a positive response to the effort. At the BOG meeting of 10/1/12, the board approved all the changes with the following exceptions: Article III, section 5; Article X; and Article XIV. These areas of the by-laws were determined to need further review. The Board will submit changes to these areas at the November BOG meeting, as per Article VI, section 1. Woohoo, don't I sound official! OK, now back to real sailing. The MCSW regatta was great. We had 18 boats at the regatta, including 15 from Windycrest. Light winds but good weather made it really enjoyable. Everything went really smooth, from the Friday night cookout to the trophy presentation. Thanks to everyone who helped out, especially to Skeeter for PROing and the rest of the race committee. I'm already looking forward to the next MC Southwest Regatta. The BBQ Round Up was awesome. C-Dock members really set the bar high by cooking up some beautiful briskets with all the fixings. Thanks to Rex and Allene, Steve and Ruth, Ken and Libbye, Ashley, Donna, Paul, and everyone from C Dock that helped with the party. Lastly, I'm looking forward to serving as Commodore beginning next month. Doug and Dave have done a great job. I hope to follow up their leadership. The other board members rotating off have done a wonderful job throughout their tenure. We have a great group taking their place and hope to keep Windycrest moving forward in the right direction.

8 Windword Page 8 CLOSE/MS REGATTA 2012 ANNUAL 33 RPMS - RACE TO PURSUE A MS CURE What a spectacular day for sailing! Saturday September 8th again brought together a large fleet of 37 Windycrest boats to support the work of the National MS Society in Oklahoma. We hosted several sponsors and donors in the racing fleet, though most chose to relax on Pat Devlin's houseboat that provided perfect on-the-water viewing of the action. After the race we enjoyed Rib Crib barbeque, music by Acoustic Freight Train, and beverages provided by Windycrest. This year the Close/MS Regatta, including the August 16th Launch Party, contributed a net donation of over $51,000 to fight multiple sclerosis. The hard working committee began planning in November of 2011 by developed this year's theme and locating a site for the launch party. The HBA facility again proved most suited to the Launch Party. There was plenty of food from Ricardos and QuikTrip, and bidders fought over nearly 200 auction items including many 33 rpm records. The musical entertainment for the evening was a playlist of cuts from auction items and celebrated Windycrest's "long-playing" charity event. The Close/MS Regatta Committee reported to the Windycrest Board of Governors this year rather than exist as a separate entity as it has traditionally. For 2012 the financial management of the event was given to the National MS Society since current tax law required them to receive all donations directly in order to acknowledge the gifts. The shared responsibilities for safety and accounting added some requirements, which were ultimately transparent to most participants. 9 Windword Page 9 REAR COMMODORE S REPORT I was hoping for less heat and more 80's but the first colder snap says otherwise. I sailed my Sunfish on Oct. 3rd and the first splash over the bow was CHILLY! Good stuff and good sailing in Oct. Please join me in thanking Skeeter and Steve Elliot for their efforts in the MS regatta in helping with the MOB situation. I saw a fishing boat assisting them as well and thought it was one of our boats. We should send the fisherman a note of thanks as well. Skeeter and Steve will help make me a safer sailor. I am continuing to work on training. Cindy and I sailed IV's 14.2 at Tenkiller Labor Day and found it to be very friendly with just the main up and plenty of fun adding the jib. Thanks to Jack I bought a copy of the Red Cross sailing manual off Amazon printed in Another good tool to help newcomers. It was neat to read about the Red Cross commitment to safety. Help people be safe first and it will help them enjoy sailing more. The folks that show up at our board meetings work to make things better at our club. It is a pleasure for me to work with them and see them in action. Please don't take them for granted. Come voice your concerns and comments in person. I hope we use the conversation about a mission statement to refocus our club on our core goals. It is easy to get off target and if we are committed to helping people get into sailing then it will require more effort. I want to be part of that but not if the group is not up for it. Many of our sailors have been involved for many years. Starting to sail as an adult is one of the hardest things I can imagine doing so teaching newcomers is even harder. What do you think? BOG Minutes Continued from Page 2 Secretary's Report: Karey asked for corrections or additions to last month's minutes. Being none, the August 27 minutes were approved as published in the Windword. Past Commodore's Report: David reported that new recommendations have been issued regarding the procedure for righting a capsized 420. This resulted from a drowning that occurred on the east coast connected to a 420 incident. Rear Commodore's Report: Michael noted that IV McNamara offered the club a Capri 14.2 for $400 to be used for the training programs. He said the boat was in good condition and would be an asset to our fleet. He offered up discussion of an incident that occurred at the MS Regatta in which an 8 year old went overboard and was not wearing a life jacket. Michael moved that an article be written for the Windword detailing the incident and the member be contacted to make certain he understands the state law and the Windycrest rules. The motion passed and arrangements were made. Vice Commodore's Report: Danny noted that Windycrest could be considered for locating a cell tower, which could improve our reception and provide a small income. He reminds everyone to check their mooring and dock lines, as a couple boats had come loose. Commodore's Report: Doug thanked Steve and Mary Snider for their work on the Women's Sunfish Regatta. The regatta was a great success. Doug reported that he received an from the Boy Scouts suggesting that Windycrest might partner with them to promote sailing. Michael will plan to meet with them to learn their interests. The meeting adjourned at 8:45 pm. The next meeting of the BOG will be November 5, 2012 at 6:30 pm at the Sand Springs Case Community Center. 11 Windword Page 11 New Champion for the 2012 Women's Sunfish North American Regatta 2012 Women's Sunfish North American Championship, September 14-16, concluded with the first time champion of Marquerite Koelher from South Bay Water Association on Long Island. Light winds prevailed for the entire regatta; however, PRO Gill Greenwood was able to run four races of the seven scheduled. Windycrest Sailing Club was a new venue for this regatta and the guest sailors were impressed. Places 2nd - 5th were Anne Edwards, Lee Parks, Gail Heausler and Annie Lancaster. A total of 15 women sailors from New York, Rhode Island, Oklahoma, Texas, Kansas, Louisiana, and Florida sailed for the championship. The WSC representatives sailed hard but could not break into the top group of women Sunfish sailors. Congratulations to Lisa Weatherholt 8th, Skeeter Chilton 9th and Jo Ann Chandler 10th for their good sailing in tough weather conditions. Bring your favorite Thanksgiving dish to share, i.e. salad, vegetables, dessert, etc. Cost is $5 for adults and $2 for children 10 and under.
