Flure to do so my led to the prohbton or removl of the dngerous substnce, ts contner nd the vehcle or vessel from the Port n ccordnce wth Cluse 7 of the Regultons. 2 APPLICATION These Regultons pply n every hrbour nd hrbour re nd to ny prt of hrbour n the terrtorl wters of Gret Brtn. Dngerous Substnces re those defned n Cluse 3 of the Regultons. The use of the red lght t nght when vessel s underwy or movng wthn The Solent wll not be permtted.

A Mster shll not brng hs vessel longsde moored or nchored vessel whch s dsplyng ny flg or lght requred by prgrph 3. wthout the permsson of the Hrbour Authorty nd the Mster of tht vessel, nd shll otherwse keep hs vessel t sfe dstnce from tht vessel t ll tmes. c Use of VHF The Mster of vessel, to whch these Regultons pply, shll ensure tht t ll tmes n the Port of Southmpton or n the pproch to the port n the Est nd West Solent, lstenng wtch s kept on VHF Ch 12 or 14 wth Southmpton VTS or when North of Outer Spt Buoy on VHF Ch 11 or 13 wth QHM. Except: when vessel s t berth; or for short perods when the rdo s tuned to nother frequency for opertonl purposes. d Anchorng nd moorng of vessels The Mster of vessel, whch s crryng Dngerous Substnce or on to whch ny Dngerous Substnce s to be loded, shll nchor or moor hs vessel only t such plces nd t such tmes s the Hrbour Authorty drects, nd shll ensure tht ny condtons mposed by the Hrbour Authorty wth regrd to nchorng or moorng re compled wth. The Mster shll not permt hs shp to be moved from nchorge or berth untl he s so uthorsed by the Hrbour Authorty. e Moblty of vessels The Mster of vessel crryng dngerous substnces, must ensure tht hs vessel s n stte of redness to be moved t ll tmes, tdl condtons permttng, nd shll not mmoblse hs vessel wthout frst seekng n exempton certfcte n wrtng from the Hrbour Authorty. Any such exempton my be grnted subject to condtons nd to lmt of tme nd my be revoked t ny tme by certfcte n wrtng. Vessels crryng Clss 1 Dngerous Substnces (Explosves) wll not be gven n exempton. 4 FITNESS OF VESSELS The Mster of vessel whch s desgned to crry ether Dngerous Chemcls n bulk or Lquefed Gses n bulk shll not crry, lod or unlod ny dngerous lqud or dngerous substnce n bulk, n ether Portsmouth or Southmpton, unless the vessel hs vld certfcte of ftness for the crrge of the substnce n bulk ssued under the uthorty of the Government of the country of regstrton of the vessel nd he comples wth ny condtons of crrge ld down n tht certfcte. 5 PERMISSION FOR TRANSFER BETWEEN VESSELS The Mster of vessel crryng lqud Dngerous Substnce n bulk shll not cuse or permt tht substnce to be trnsferred by ppelne to nother vessel unless the Hrbour Authorty, nd where the vessel s t berth, the Berth Opertor, hve gven ther permsson n wrtng for tht to tke plce.

3 6 OPERATIONS FORBIDDEN ON VESSELS WITHOUT PRIOR PERMISSION The Mster of ny vessel crryng or whch hs recently crred, lqud Dngerous Substnce n bulk shll ensure tht none of the followng opertons re commenced: the dschrge of bllst or slops contmnted wth ny Dngerous Substnce; the clenng or ventlton of ny tnk whch ws lst used to crry Dngerous Substnce; the pumpng oversde of blges contmnted wth ny Dngerous Substnce. b The Mster of ny vessel crryng, or whch hs recently crred, flmmble lqud n bulk shll ensure tht none of the followng opertons re commenced: v the gs freeng of ny tnk whch ws lst used to crry the substnce; the clenng of such tnk wth wter, stem, detergents or other chemcls; the purgng of such tnk wth nert gs; the wshng of tnk wth crude ol whle unlodng. unless the followng condtons hve been compled wth: Where the vessel s t berth; the Berth Opertor hs gven permsson, or the Hrbour Authorty hs gven permsson, Where the vessel s not t berth; the Hrbour Authorty hs gven permsson. 7 UNTOWARD INCIDENTS The Mster of vessel crryng ny dngerous substnce shll mmedtely nform the Hrbour Authorty nd f the vessel s t berth, the Berth Opertor, of ny untowrd ncdent whch hs occurred on the vessel. ( Untowrd ncdent mens n ncdent nvolvng or thretenng the contnment of Dngerous Substnce). 8 VESSELS LOADED WITH EXPLOSIVES TO BE TAKEN OUT OF THE HARBOUR AREA When the lodng of vessel wth explosves hs been completed, the Mster shll ensure tht the vessel s tken out of the Hrbour or Hrbour Are s soon s resonbly prctcble unless the Hrbour Authorty nd, where the vessel s t berth, the Berth Opertor, otherwse gree. 9 NOTICE OF ENTRY OF DANGEROUS SUBSTANCES ARRIVING BY SEA FOR DISCHARGE OR IN TRANSIT The followng nformton s requred by the Hrbour Mster, n wrtng, n respect of the dvnce notce of entry of ll Dngerous Substnces rrvng by se nto the Port of Southmpton, for dschrge or n trnst.
