Bicycle Design Guidelines The design guidelines presented in this appendix are a cmbinatin f minimum standards utlined by the Califrnia Highway Design Manual s design guidelines, recmmended standards prescribed by the American Assciatin f State Highway and Transprtatin Officials (AASHTO) Guide fr the Develpment f Bicycle Facilities, and the CA MUTCD. 2 Bicycle Design Guidelines Caltrans Bikeway Classificatin Overview Caltrans has defined three types f bikeways in Chapter 1000 f the Highway Design Manual: Class I, Class II, and Class III. Minimum standards fr each f these bikeway classificatins are shwn belw. Class I Bike Path Minimum Standards In rder t accmmdate bth bicyclists and pedestrians, Class I paths shuld be designed t the minimum Caltrans standards shwn belw. In lcatins with high use, r n curves with limited sight distance, a yellw centerline shuld be used t separate travel in ppsite directins. High use areas f the pathway shuld als prvide additinal width (up t 12 feet) as recmmended belw. 3 Appendix A Summary f Standards Eight feet (2.4 meters) is the minimum width fr Class I facilities. Eight feet (2.4 meters) may be used fr shrt neighbrhd cnnectr paths (generally less than ne mile in length) due t lw anticipated vlumes f use. Ten feet (3.0 meters) is the recmmended minimum width fr a typical twway bicycle path. Twelve feet (3.6 meters) is the preferred minimum width if mre than 300 users per peak hur are anticipated, and/r if there is heavy mixed bicycle and pedestrian use. A minimum 2-ft (0.6 meter) wide graded area must be prvided adjacent t the path t prvide clearance frm trees, ples, walls, guardrails, etc. A 2% crss slpe is ptimum. On facilities with expected heavy use, a yellw centerline stripe is recmmended t separate travel in ppsite directins. Paths shuld be cnstructed with adequate subgrade cmpactin t minimize cracking and sinking, and shuld be designed t accmmdate apprpriate ladings, including emergency vehicles. A 2% crss slpe shall be prvided t ensure prper drainage. Stpping sight distance shuld cnfrm t the Califrnia Highway Design Manual. Additinal Cnsideratins Multi-use path facilities that serve primarily a recreatin rather than a transprtatin functin, and will nt be funded with federal transprtatin dllars, may nt be required t be designed t Caltrans standards. Hwever, state and natinal guidelines have been created with user safety in mind, and shuld be fllwed. Wherever any multi-use pathway intersects with a street, radway, r railway, standard traffic cntrls shuld always be used. Class I bike path crssings f radways require preliminary design review. Generally, bike paths that crss radways with average daily trips (ADTs) ver 20,000 vehicles will require signalizatin r grade separatin. Cnsider using bicycle signal heads at lcatins where paths meet signalized intersectins. Landscaping shuld generally be lw-water-cnsuming native vegetatin and shuld have minimum debris. Lighting shuld be prvided where cmmuters will use the bike path during hurs f darkness. Illuminatin shuld be n less than 0.17-ft candle average maintained. Lighting shuld be spaced at a maximum f every 100 feet. Barriers at pathway entrances shuld be clearly marked with reflectrs and ADA accessible (minimum five feet clearance). Bike path cnstructin shuld take int accunt impacts f maintenance and emergency vehicles n shulders, as well as vertical and structural requirements. Paths shuld be cnstructed with adequate subgrade cmpactin t minimize cracking and sinking. The width f structures shuld be the same as the appraching pathway width, plus minimum tw-ft wide clear areas. Where feasible, prvide tw-ft wide unpaved shulders fr pedestrians/runners, r a separate treadway. Direct pedestrians t the right side f the pathway with signing and/r stenciling. 4 Bicycle Design Guidelines Class I Bike Path Bllards Minimize the use f bllards t avid creating bstacles fr bicyclists. Bllards, particularly slid bllards, have caused serius injury t bicyclists. The Califrnia MUTCD explains, Such devices shuld be used nly where extreme prblems are encuntered (Sectin 9C.101). Instead, design the path entry and use signage t alert drivers that mtr vehicles are prhibited. Bllards are ether fixed r remvable and may be flexible r rigid. Flexible bllards and psts are designed t give way n impact and can be used instead f steel r slid psts. Bllards are typically installed using ne f tw methds: 1) The bllard is set int cncrete fting in the grund; and 2) the bllard is attached t the surface by mechanical means (mechanical anchring r chemical anchr). Where remvable bllards are used, the tp f the munt pint shuld be flush with the path s surface s as nt t create a hazard. Psts shall be permanently reflectrized fr nighttime visibility and painted a bright clr fr imprved daytime visibility. Striping an envelpe arund the pst is recmmended. When mre than ne pst is used, an dd number f psts at 1.5m (5-ft) spacing is desirable. Wider spacing can allw entry by adult tricycles, wheelchair users and bicycles with trailers. 5 Class II Bike Lane Minimum Standards Chapter 1000 f the Caltrans Highway Design Manual prvides standards fr bicycle facilities planning and design. These standards utline minimum dimensins, prper pavement markings, signage and ther design treatments fr bicycle facilities. Summary f Standards Appendix A Bicycle lanes shall be ne-way facilities, running with the directin f traffic. Where n-street parking is allwed, bicycle lanes must be striped between the parking area and the travel lanes. Width f bicycle lane: Withut an existing gutter, bicycle lanes must be a minimum f fur feet wide. With an existing gutter, bicycle lanes must be a minimum f five feet wide measured frm the curb face (within the bike lane, a minimum width f three feet must be prvided utside the gutter). Where n-street parking stalls are marked and bicycle lanes are striped adjacent t n-street parking, bicycle lanes must be a minimum f five-feet wide. Where n-street parking is allwed but stalls are nt striped, bicycle lanes must be a minimum f 12-feet wide measured frm the curb face. Depending n the type and frequency f traffic, wider bicycle lanes may be recmmended. Bicycle lane striping standards: Bicycle lanes shall be cmprised f a six-inch slid white stripe n the utside f the lane, and a fur-inch slid white stripe n the inside f the lane. Class II Bikeway - Additinal Design Recmmendatins: Intersectin and interchange treatment Caltrans prvides recmmended intersectin treatments in Chapter 1000 including bike lane pckets and signal lp detectrs. The Cunty shuld develp a prtcl fr the applicatin f these recmmendatins, s that imprvements can be funded and made as part f regular imprvement prjects. Bike lane pckets (min. fur-feet wide) between right turn lanes and thrugh lanes shuld be prvided wherever available width allws, and right turn vlumes exceed 150 mtr vehicles/hur. Wrd and symbl pavement stencils shuld be used t identify bicycle lanes, as per Caltrans and MUTCD specificatins. Bicycle lanes cnstructed n radway shulders that share use with slw mving agricultural equipment shuld be cnstructed with three-inch asphalt cncrete ver six-inches f aggregate base rck. 6 Bicycle Design Guidelines Class II Bike Lane at Intersectin with Right Turn Only Lane A bicyclist cntinuing straight thrugh an intersectin frm the right f a right turn lane wuld be incnsistent with nrmal traffic behavir and wuld vilate the expectatins f right-turning mtrists. Specific signage, pavement markings and striping are recmmended t imprve safety fr bicyclists and mtrists. The apprpriate treatment fr right-turn nly lanes is t place a bike lane pcket between the right-turn lane and the right-mst thrugh lane r, where right-f-way is insufficient, t drp the bike lane entirely appraching the right-turn lane. The design (right) illustrates a bike lane pcket, with signage indicating that mtrists shuld yield t bicyclists thrugh the merge area. Drpping the bike lane is nt recmmended, and shuld nly be dne when a bike lane pcket cannt be accmmdated. Travel lane reductins may be required t achieve this design. 7 Class III Bike Rute Minimum Standards Bike rutes, r Class III bicycle facilities (Caltrans designatin) are defined as facilities shared with mtr vehicles. They are typically used n rads with lw speeds and traffic vlumes, hwever can be used n higher vlume rads with wide utside lanes r with shulders. Bike rutes can be established alng thrugh rutes nt served by shared use paths (Class I) r bike lanes (Class II), r t cnnect discntinuus segments f bikeway. A mtr vehicle driver will usually have t crss ver int the adjacent travel lane t pass a bicyclist, unless a wide utside lane r shulder is prvided. Bicycle rutes can emply a large variety f treatments frm simple signage t cmplex treatments including varius types f traffic calming and/r pavement stenciling. The level f treatment t be prvided fr a specific lcatin r crridr depends n several factrs. Summary f Standards Appendix A Class III bikeways prvide rutes thrugh areas nt served by Class I r II facilities r prvide cnnectins between discntinuus segments f Class I r II bikeways. Class III facilities can be shared with either mtrists n radways r pedestrians n a sidewalk (nt advisable). Bicycle rutes n lcal streets shuld have vehicle traffic vlumes under 1,000 vehicles per day. Traffic calming may be apprpriate n streets that exceed this limit. Bicycle rutes may be placed n streets with utside lane width f less than 15 feet if the vehicle speeds and vlumes are lw. Bicycle rute signage standards: The D11-1 (CA) bicycle rute sign shall be placed alng the radways at decisin pints, where users can turn nt r ff the bikeway. Standard signage is shwn in Chapter 9 f the 2012 Califrnia MUTCD. Additinal Cnsideratins Bicycle rutes n radway shulders that share use with slw mving agricultural equipment shuld be cnstructed with three-inch asphalt cncrete ver six inches f aggregate base rck. 8 Bicycle Design Guidelines Shared Lane Markings The primary purpse f this shared use arrw is t prvide psitinal guidance t bicyclists n radways that are t narrw t be striped with bicycle lanes. Markings may be placed n the street t infrm mtrists abut the presence f cyclists and als t infrm cyclists hw t psitin themselves relative t parked cars and the travel lane. The 2012 Califrnia MUTCD has apprved the Shared Lane Marking fr use in Califrnia jurisdictins n streets with r withut n-street parallel parking. On-Street Bikeway Regulatry & Warning Signage Signage fr n-street bikeways includes standard BIKE LANE and BIKE ROUTE signage, as well as supplemental signage such as SHARE THE ROAD and warning signage fr cnstrained bike lane cnditins. The CA MUTCD prvides further guidance n bikeway signage. Ptential Applicatins Bicycle netwrk streets that are t narrw fr standard striped bicycle lanes. Bicycle netwrk streets that have mderate t high parking turnver. Areas that experience a high level f "wrng-way" riding. Guidelines Shared lane markings shuld be installed in cnjunctin with share the rad signs. Shared lane markings shuld be spaced apprximately 250 feet center t center, with the first arrw n each blck r radway segment placed n further than 100 feet frm the nearest intersectin. Ptential Applicatins Varius situatins, specific t each site. The Cunty shuld install SHARE THE ROAD signs alng all Class III Bike Rutes in additin t standard BIKE ROUTE signage. SHARE THE ROAD signs may be installed at ne-half mile intervals alng the designated rute. Guidelines Signage shuld be installed n existing signpsts if pssible, reducing visual clutter alng the path r radway. Bike rute and bike lane signs shuld be placed at decisin pints. 9 Appendix A Wayfinding Signage Wayfinding signage acts as a map n the street fr bicyclists and is an imprtant cmpnent f a bikeway netwrk. Caltrans D11-1 and D-1 signage shuld be used n all designated bikeways at decisin pints, where users can turn nt r ff the bikeway such as at an intersectin. Ptential Applicatins On all bikeways at decisin pints t infrm bicyclists f rute directin. Guidelines Wayfinding signage shuld be place at all intersectins n the bikeway netwrk, at minimum. Signage shuld be installed n existing signpsts if pssible, reducing visual clutter alng the path r radway. Where there is significant distance between decisin pints, wayfinding signage shuld be lcated at intervals f ne-mile. Each sign shuld have a maximum f three destinatins. Signage shuld be fcused n majr destinatins such as cities and cunties; transit statins; and cmmunity centers such as parks, schls and recreatin centers. 10 Bicycle Design Guidelines Bicycle Detectin at Actuated Traffic Signals Traffic Operatins Plicy Directive 09-06, issued August 27, 2009 by Caltrans mdified CA MUTCD 4D.105 t require bicyclists t be detected at all trafficactuated signals n public and private rads and driveways. If mre than 50 percent f the limit line detectrs need t be replaced at a signalized intersectin, then the entire intersectin shuld be upgraded s that every line has a limit line detectin zne. Bicycle detectin must be cnfirmed when a new detectin system has been installed r when the detectin system has been mdified. The Califrnia Plicy Directive des nt state which type f bicycle detectin technlgy shuld be used. Tw cmmn types f detectin are vide and in pavement lp detectrs. Lp detectrs shuld prvide adequate time fr cyclists t crss the intersectin, keeping in mind the slwer travel speed (10-15 mph) f bicyclists. Bicycles must be detected with 95% accuracy within the 6-ft by 6-ft Limit Line Detectin Zne. Where Limit Line Detectin Znes are prvided, minimum bicycle timing shuld be 14.7 feet per secnd, plus a 6-secnd start-up time. 11 Bicycle Parking Secure bicycle parking is an essential element f a functinal bicycle netwrk. Bicycle racks are a cmmn frm f shrt-term secure bicycle parking and can be installed in varius lcatins, including sites adjacent t retail such as parking lts, as well as in the public right f way in the furnishings zne f the sidewalk. Racks are apprpriate fr lcatins where there is demand fr shrt-term bicycle strage. Bicycle lckers prvide secure and sheltered bicycle parking and are recmmended in lcatins where lng-term bicycle strage is needed, such as transit statins. Ptential Applicatins Bicycle parking shuld be installed thrughut Calaveras Cunty, with pririty given t significant destinatins such as parks, schls, shpping centers, transit hubs and jb centers. U-Rack Pst and Lp Hrseshe Lightning Blt Or Varsity Rack Recmmended types f bicycle parking Guidelines Bicycle parking shuld be a design that is intuitive and easy t use. Bicycle parking shuld be securely anchred t a surface r structure. Appendix A Bicycle parking spaces shuld be at least six feet lng and tw-and-a-half feet wide. Overhead clearance shuld be at least seven feet. The rack element (part f the rack that supprts the bicycle) shuld keep the bicycle upright by supprting the frame in tw places. The rack shuld allw ne r bth wheels t be secured. A standard U-Rack is a simple and functinal design that takes up minimal space n the sidewalk and is easily understd by users. Avid use f multiplecapacity wave style racks. Users cmmnly misunderstand hw t crrectly park at wave racks, placing their bikes parallel t the rack and limiting capacity t ne r tw bikes. Psitin racks s there is enugh rm between parked bicycles If it becmes t difficult fr a bicyclist t easily lck their bicycle, they may park it elsewhere. Racks shuld be situated n 36-inch minimum centers. A five-ft aisle fr bicycle maneuvering shuld be prvided and maintained beside r between each rw f bicycle parking Empty racks shuld nt pse a tripping hazard fr visually impaired pedestrians. Psitin racks ut f the walkway s clear zne. Racks shuld be lcated clse t a main building entrance, in a lighted, highvisibility, cvered area prtected frm the elements. Lng-term parking shuld always be prtected. Additinal Cnsideratins All bicycle parking shuld be in a safe, secure area visible t passersby. Cmmuter lcatins shuld prvide secure indr parking, cvered bicycle crrals, r bicycle lckers. Shrt term bicycle parking facilities, such as bicycle racks, are best used t accmmdate visitrs, custmers, messengers and thers expected t depart within tw hurs. They are usually lcated at schls, cmmercial lcatins, and activity centers such as parks, libraries, retail lcatins, and civic centers. Bicycle parking n sidewalks in cmmercial areas shuld be prvided accrding t specific design criteria, reviewed by merchants and the public, and installed as demand warrants. 14 Pedestrian Design Guidelines B.1. Sidewalk Widths Pedestrian znes lcated in areas with cmmercial r retail activity prvide excellent pprtunities t develp an inviting pedestrian envirnment. The frntage zne in retail and cmmercial areas may feature seating fr cafés and restaurants, r extensins f ther retail establishments, like flrists shps. The furnishings zne may feature seating, as well as newspaper racks, water funtains, utility bxes, lamppsts, street trees and ther landscaping. The medium t high-density pedestrian zne shuld prvide an interesting and inviting envirnment fr walking as well as windw shpping. Design Summary Walkway width recmmendatins in current transprtatin industry guidelines generally exceed the 36-inch minimum needed fr accessible travel under the Americans with Disabilities Act. The Institute f Transprtatin Engineers (ITE), in its 1998 recmmended practice publicatin, Design and Safety f Pedestrian Facilities, recmmends planning sidewalks that are a minimum f 5 feet wide with a planting strip f 2 feet n lcal streets and in residential and cmmercial areas. 15 Appendix B B.2. Sidewalk Grade and Crss Slpe Sidewalk grade and crss slpe affect user cntrl, stability and endurance. Gentle grades are preferred t steep grades, Design Summary Grade The grade f a sidewalk affects the issues f cntrl, stability and endurance. Gentle grades are preferred t steep grades, allwing mre peple t g uphill, prviding mre cntrl n the dwnhill, and minimizing lss f fting. The maximum grade f a sidewalk shuld be n mre than 14 percent in any 2-ft sectin, while the running grade fr a sidewalk shuld nt exceed 5 percent. The fllwing terms apply t standards fr grades: Crss Slpe Grade is the slpe parallel t the directin f travel. Running grade is the average grade alng an entire cntinuus path. Maximum grade cvers a sectin f the sidewalk that is larger than the running grade. It is measured ver a tw-ft sectin. Rate f change is the change f the grade ver a distance f tw feet. Cunter slpe is the grade running ppsite t the running grade. Crss-slpe describes the angle f the sidewalk frm the building line t the street, perpendicular t the directin f travel. All sidewalks require sme crss-slpe fr drainage, but a crss-slpe that is t great will present prblems fr peple wh use wheelchairs, walking aids, r wh have difficulty walking but d nt use aids. The maximum crss-slpe shuld be n mre than 2 percent (1:50) fr cmpliance with ADA. If a greater slpe is anticipated because f unusual tpgraphic r existing cnditins, the designer shuld maintain the preferred slpe f 1:50 within the entire Thrugh Passage Zne, if pssible.
