The TSP is being carried ut by the City f West Linn with cnsultant assistance between fall, 2014 and fall, The plicy framewrk has been prepared fr the Prject Management Team, Planning Cmmissin, City Cuncil, partner agencies and interested citizens. The first sectin f the attached reprt describes the relatinship f the applicable plicies. The next sectin is the City f West Linn s current transprtatin and land use plicies; fllwed by the Metr reginal plicies and regulatins. The Metr plicies and regulatins are the primary driver behind the City s TSP update. They include specific regulatry actins and targets that the City must cmply with. This sectin is fllwed by agency and service prvider plicies and lastly, the Oregn Planning Guidelines that are the statewide gals frm which the reginal and lcal plicy flw.

2 Oregn s Transprtatin System Planning Integratin and Cnsistency Oregn Statewide Planning Gals Reginal Plan Gal 12 Transprtatin Planning Rule (TPR) requires TSPs t plan fr a balanced, multimdal system that cmplies with state and reginal gals, plices and regulatins in rder t reduce reliance n single ccupant vehicles amngst ther bjectives. Oregn Transprtatin Plan and related mdal plans (highway, bike, rail, safety, etc.) are the state s TSP. Metr Functinal Plan Reginal Transprtatin Plan Lcal Plans Clackamas Cunty Cmprehensive Plan Transprtatin System Plan City f West Linn Cmprehensive Plan Transprtatin System Plan The TSP update is mandated as part f Oregn s Transprtatin Planning Rule (TPR) and must be cnsistent with adpted state and reginal transprtatin and land use plans and plicies. The TSP plicy framewrk will influence the selectin f slutins and investments included in the TSP. While the State f Oregn s statewide planning and Prtland Metr reginal planning prvide a strng plicy and regulatry framewrk, the mst relevant plicy is the adpted, lcal plicy which is expressed by the City f West Linn Cmprehensive Plan and Imagine West Linn. 1 The TSP update is expected t result in new r mdified City plicy and implementing regulatins in rder t be in cmpliance with reginal plicy. Since the reginal transprtatin and land use plicies and regulatins have been deemed cnsistent with state plicy, reginal plicy becmes the fcus f cmpliance fr the TSP update. 3 West Linn Cmprehensive Plan The West Linn Cmprehensive Plan guides lcal land use decisins by establishing plicies that implement Statewide Planning Gals and reginal plicy. Gal 12, the City s cmprehensive plan transprtatin gal, identifies plicies and actins the City will pursue t implement the TSP and the transprtatin related guidance established in the State Planning Guidelines. This gal and related implementing regulatins express hw the City has chsen t becme cnsistent with the relevant state and reginal plicies and regulatins. A review f missing r incmplete City plicies and implementing regulatins will be identified as part f the TSP update. Key City f West Linn Cmprehensive Plan plicies fr the TSP Update include: Gal 12, Plicy 1: Prtect the entire rights f way f existing City streets fr present and future public use; Plicy 2: Design and cnstruct transprtatin facilities t meet the requirements f the Americans with Disabilities Act; Plicy 3: Require in fill develpment in lder neighbrhds t cntribute t needed transprtatin facilities within their neighbrhds t the extent allwed by law; Plicy 4: Imprve traffic safety thrugh a cmprehensive prgram f engineering, educatin and enfrcement; Plicy 5: Take a mre aggressive and practive rle in assuring federal, state, and reginal decisin makers cnsider West Linn s needs fr imprvements t I 205; Plicy 6: Recgnize the Metr designatin f green crridrs and their functin t prvide interurban cnnectivity. Assure that decisins accunt fr their impact n the sense f cmmunity; Cntinue t develp parks, natural areas, walkways, bike paths and greenways; Assure neighbrhds, schls, City parks, neighbrhd centers and the Willamette Falls Cmmercial Area are cnnected by safe pedestrian and bicycle pathways thrugh the implementatin f the Trails Master Plan; Develp wide sidewalks with pedestrian amenities; Pursue the creatin f a lcal jitney transit system that maintains 15 minute headways and prvides transprtatin t lcal destinatins and cnnectins t the reginal transit system; Encurage ride sharing and carpls by pairing up cmmuters and assist in need persns with transprtatin t and frm after schl events and senir prgrams. Land Use and Quality f Life. Adpt land use plicies that allw fr flexibility in husing types t meet the needs f the elderly and prvide fr affrdable husing that is clse t needed services and encurages mdes f transprtatin beynd the single ccupancy vehicle; Plan fr mixed use develpment and increased develpment densities alng transit crridrs; Implement the recmmendatins f the 10 th Street Crridr Task Frce, adpted as part f the 2008 TSP; Cntinue requiring the dedicatin f trail crridrs in an aggressive fashin. Trails alng the Willamette and Tualatin River shuld be a pririty; 6

Implement green street technlgy as a means f slwing strmwater runff and imprving water quality in area streams; Cntinue t make imprvements in the planning and design f streets, trails and buildings t prmte alternative mdes f transprtatin and t reduce the miles traveled by autmbile; Crdinate with ODOT in the implementatin f the Highway 43 Cnceptual Design Plan; Encurage the expansin f transit in West Linn and advcate fr West Linn s interest in transit cnnectins t Milwaukie and Lake Osweg as thse cmmunities pursue enhanced bus, light rail and/r street car service; Supprt a transit link with the prpsed Willamette Valley high speed rail line statin in Oregn City; Plan fr the prvisin f cnvenience services and public meeting places within easy walking distance f all West Linn residences; Prmte street cnnectins where pssible; Reduce vehicle miles traveled thrugh mixed use develpment in planned centers West Linn Transprtatin Systems Plan The 2008 West Linn Transprtatin System Plan (TSP) is a supplemental dcument t the City s Cmprehensive Plan and includes additinal guidance fr transprtatin related decisin making. The TSP includes a master plan (cmplete list f identified prject needs) and actin plan (fiscally cnstrained list f priritized transprtatin prject) fr bicycle, pedestrian, mtr vehicle, public transit, and freight mdes f travel as well as mre detailed plans fr the Highway 43 Crridr (Highway 43 Cncept Plan) and the 10 th Street/I 205 Interchange area. The TSP fiscally cnstrained prject list includes 13 pedestrian prjects (included in the Highway 43 Cncept Plan), tw bicycle lane prjects, and 20 mtr vehicle prjects. The TSP als directs the City t make investments that: imprve transit service and amenities at majr stps, increase density adjacent t public transit, prvide mre lcal transit service and that decrease transit vehicle headways. The Highway 43 Cncept Plan recmmends streetscape and perfrmance imprvements fr vehicles, pedestrians and bicycles including raised bicycle lanes, cntinuus sidewalks, a center median, left turn lanes, and imprved pedestrian crssings and planter strips in a variety f cnfiguratins frm Arbr Drive t Willamette Falls Drive. 7

8 The City has cmpleted mre recent transprtatin planning wrk nt reflected in the current TSP. This wrk includes a parking management plan fr the Willamette Cmmercial Area and Land Use Visining fr the Highway 43 and Willamette Falls Drive Crridr. The Willamette Area Parking Management Plan identified pprtunities fr lw cst slutins t current and shrt term parking needs in this area, including; wayfinding and imprved parking fr special events; discussins with lcal business wners abut pssibilities fr shared parking; and, wrking with emplyers t encurage emplyees t park away frm the prime parking spaces n Willamette Falls Drive. The Highway 43 and Willamette Falls Drive Visin wrk was cmpleted in 2012, and revealed public supprt fr higher density mixed use centers n Highway 43 and Willamette Falls Drive that wuld supprt frequent public transit, walking and bicycling and that were cnnected by safe and cnvenient bicycle, pedestrian and mtr vehicle crridrs. (City f West Linn, 2008) City f West Linn Capital Imprvement Plan The Capital Imprvement Plan (CIP) establishes guidance and planning fr West Linn s investments in capital infrastructure fr a six year perid. At the fundatin f the CIP are the City s master plan dcuments (Parks, Library, Water, Sewer, Strm, Transprtatin), which are an extensin f the City s Cmprehensive Plan. Prjects within the CIP are priritized and matched with prjectins f future revenues. While the inclusin f prjects in the CIP des nt necessarily reflect a budgeted spending cmmitment, they are cnsidered a pririty based n anticipated future revenues. Belw is a list f funded and unfunded transprtatin related prjects included in the CIP: Parks fund. West Linn s Parks and Recreatin Department strives t prmte a healthy cmmunity thrugh safe, attractive, and well maintained parks, facilities, trails, and pen spaces. The City has mre than 600 acres f park land, apprximately 150 acres f it is develped. The City s parks vary frm active riented parks with pprtunities fr sprts, picnicking, and playing n playgrunds, t passive riented parks with walking, biking, and wildlife watching pssibilities. The Parks and Recratin Fund is a special revenue fund used t accunt fr the maintenance and peratin f the City s parks and pen spaces, recreatin activities and special events in the cmmunity. Principal surces f revenue include an allcatin f the City s permanent prperty tax rate, a mnthly maintenance fee charged t all residents, and prgram fees. Capital imprvements fr the Parks and Recreatin Department are based n citizen input, maintenance needs, apprved site master plans, and the 2007 Parks, Recreatin and Open Space Master plan. The Master Plan addresses the park, facility and service needs t the cmmunity int the future. Specific prjects are vetted thrugh public invlvement and the land use prcess t create individual site master plans. Funded $10,000 annually ($60,000 ttal) fr accessibility upgrades that prvide access in park areas and facilities fr peple with disabilities; Unfunded City wide trail imprvements (amunt t be determined at a later date); 8

9 Unfunded $450,000 in Fiscal Year 2017, 2018, and 2019 ($1,350,000 ttal) fr Reginal Trail System imprvements; Funded $231,000 in FY 2014 and $100,000 in FY 2015 fr cnstructin f the Willamette River Trail. Streets fund. West Linn s Transprtatin System includes ver 215 lane miles f streets, 120 miles f sidewalk and apprximately 700 acres f right f way that must be cnstantly maintained and upgraded t safely and efficiently serve pedestrians, bicyclists, and mtr vehicles. Revenue fr the Street fund cmes frm gas taxes, street maintenance fees, franchise fees, and ccasinal grant funding. Unfunded $5.23 millin in FY 2019 fr 10 th Street/I 205 Crridr Imprvements; Funded $673,000 between FY 2014 and FY 2019 fr varius sidewalk and bike imprvement prjects; Funded $47,000 annually ($282,000 ttal) between FY 2014 and 2019 fr street crack sealing; Funded $3.77 millin between FY 2014 and 2019 fr pavement maintenance; Funded $158,000 between FY 2014 and 2019 fr annual striping and marking f radways; Funded $1.369 millin between FY 2014 and 2019 fr slurry sealing; Funded $1.3 millin between FY 2014 and 2019 fr TSP actin plan prjects, including a signal at the Rsemnt Rad/Salam Rad intersectin.; Unfunded $6.62 millin between FY 2016 and 2019 fr TSP actin plan prjects; Funded $200,000 in FY 2014 t update the City s TSP. (City f West Linn, 2014) City f West Linn 2013 Trails System Master Plan Over the past three decades, West Linn residents have expressed a desire fr a city wide system f trails as part f the develpment f varius adpted parks and recreatin plans. The West Linn Trails System Master Plan (TMP) is the next step in advancing the plicies and recmmendatins frm past planning effrts. The intent f the TMP is t guide develpment f a cnsistent system f trails fr multiple users in the City f West Linn, while incrprating and respecting the distinct settings and experiences that residents value. The TMP recmmends the fllwing relevant actins: Cnceptual Trail System. The TMP resulted in the creatin f a cnceptual trails system, cnsisting f primary, secndary and lcal rutes, which when cmpleted, will prvide a ttal f 87.5 miles f n and ff street trail rutes. The cnceptual plan prpses 44.6 miles f n street trails, designed almst exclusively as primary and secndary rutes; Crdinate with the Transprtatin System Plan. The n street recmmendatins frm the Trails Plan shuld serve as the basis fr the analysis regarding nn mtrized mdes in the 9

10 TSP. Additinally, design guidelines shuld be crdinated between n and ff street facilities; Rute priritizatin. Generally, alignments under public wnership shuld receive the highest pririty fr develpment while alignments nt under public wnership receive the lwest pririty; Design guidelines fr n street facilities: Except in cases f high demand, all facilities shuld be designed as shared pedestrian and bicycle travel ways; The design f public street and trail intersectins shuld allw fr safe crssing f pedestrians and cyclists and meet accessibility guidelines; Trails shuld be designed t minimize curb cuts; Trails shuld be designed t respnd t adjacent land uses and access (e.g., rutes adjacent t higher density develpment with a mix f land uses may merit wider than the minimum travel width t accmmdate the higher vlume f users); Depending n the available width f the right f way, ther facility design mdificatins shuld be cnsidered such as reducing autmbile travel lanes, nstreet parking and ther traffic calming techniques; Trails signage shuld include the psted speed limit n shared rutes, as well as striping, painted markings r surface material change that cautins trail users f appraching stps, intersectins, curves and ther situatins where speed shuld be reduced. Educatin and awareness. The City can help achieve its gal f increasing walking and biking thrugh increased public educatin that prmtes use f the trail system as an alternative t driving. Additinally, signage and wayfinding will help users find trails and navigate cnfusing intersectins r rad crssings. Trail mnitring and maintenance. Trail users shuld have an easy and accessible resurce t reprt trail issues r prvide cmments such as an nline frm mnitred by park and public wrks staff. (City f West Linn, 2013) 10

12 City f West Linn Pavement Management Prgram Budget Optins Reprt, June 2011 This reprt summarizes the current state f the City s street netwrk, the likely state f the street netwrk ver the next five years, and what steps can be taken t imprve the verall cnditin f the City s street netwrk. In 2011, the verall pavement cnditin index (PCI) was 62 (n a scale f 0 100), dwn frm 65 in At the current funding level, the citywide PCI is anticipated t be at 54 in As streets fall belw a PCI f 50 (pr cnditin) they will require mre extensive treatment such as thick verlays and full recnstructins that are mre expensive than slurry seals and thin verlays that culd be applied t radways in better cnditin. The reprt presents fur budget scenaris, ranging frm the current prjected funding level f $300,000 ver the next five years t $18.7 millin ver five years (the amunt required t bring the street netwrk int Gd cnditin). In 2013, the West Linn City Cuncil vted t increase the City s street maintenance fee n all residential users by 75 percent; with a 5 percent increase ver the next fur fiscal years. The City Cuncil is currently cnsidering whether t raise the street fee fr nn residential users. (City f West Linn, 2011) Metr Reginal Transprtatin Plan Cmpliance Metr 2014 Reginal Transprtatin Plan (RTP) Update Between 2010 and 2040, the regin is expected t hst nearly 1 millin new residents. Where these peple live and wrk and hw they get arund will have a significant impact n the livability f the regin. Implicit in the 2040 Reginal Grwth Cncept (the Reginal Cmprehensive Plan, which prvides directin fr the RTP) is the understanding that cmpact develpment is mre sustainable, mre livable and mre fiscally respnsible than lw density sprawl, and will help reduce the regin s carbn ftprint. In cming decades, the regin will als need t find ways t accmmdate a ppulatin that is lder, mre culturally diverse and d s with declining state and federal revenues. 12

14 The 2014 RTP establishes the fllwing pririties: Build a well cnnected netwrk f cmplete streets that priritize safe and cnvenient pedestrian and bicycle access; Imprve lcal and cllectr street cnnectivity Lcal streets shuld be spaced n mre than 530 feet in new residential and mixeduse areas; Cul de sacs shuld be limited t 200 feet in length; Encurage lcal traffic t use lcal and cllectr streets t minimize lcal travel n reginal arterial streets. 14

15 Maximize system peratins by implementing management strategies prir t building new mtr vehicle capacity, where apprpriate. Transit: Build the ttal netwrk and transit supprtive land uses t leverage investments. Prvide frequent, reliable bus and rail service during all times f the day, every day f the week. Imprve the envirnment where peple walk t and frm transit facilities. Emphasize walking and biking t transit and deemphasize driving t transit. Expand high capacity transit: Expand reginal and lcal frequent service transit; Imprve lcal service transit; Supprt expanded cmmuter rail and intercity transit service t neighbring cmmunities; Imprve pedestrian and bicycle access t transit. West Linn is adjacent t tw Next phase Reginal Pririty Crridrs frm the Metr Reginal High Capacity Transit Plan. Prject number 28 anticipates a cnnectin between the Washingtn Square Transit Center and the Clackamas Twn Center in the vicinity f I 205 and prject number 9 is 15

16 an extensin f the nearly cmpleted Milwaukie Light Rail Line that wuld extend sme frm f High Capacity transit service frm Milwaukie t the Oregn City Transit Center via Highway 99E. Reginal Freight: Ppulatin and emplyment grwth in the Prtland Metrplitan regin (917,000 new residents and 587,000 new wrkers) between 2010 and 2040 is anticipated t cntribute t an additinal $730 billin in traded sectr gds and will significantly increase the vlume f lcal freight deliveries alng reginal and lcal freight rutes. In additin, the Prtland Metrplitan regin has a higher than average dependency n traded sectr industries; in particular, cmputer/electrnic prducts, whlesale distributin services, metals, frestry, wd and paper. It is critical that the regin priritize imprved freight system peratins t reduce delay, increase freight reliability and prvide cst effective chices fr shippers. I 205 serves as the sle freight rute near West Linn. Active Transprtatin: Biking Make walking and biking the mst cnvenient, safe and enjyable transprtatin chices fr shrt trips less than three miles (45 percent f all 16

(Metr, 2014) Service Prvider Crdinatin TriMet Transit Investment Plan TriMet s Transit Investment Plan guides future prgram and capital investment fr the agency. The Plan calls fr imprving system safety and making transit use mre cnvenient, reliable and easy t use. TriMet plans t cntinue t invest in high capacity transit services such as MAX light rail, cmmuter rail, bus rapid transit (BRT) and streetcar service within key reginal crridrs t cnnect reginal centers. The Prtland Streetcar Lp and Suth Crridr Phase 2 (Prtland t Milwaukie) Light Rail Transit prjects are examples f recently cmpleted r nearly cmpleted infrastructure investments that TriMet hpes will encurage greater use f the regin s public transit system. 24

Develp a list f pedestrian and bicycle prjects, based n where it is mst imprtant fr mre peple t be able t access specific places by walking, cycling r transit. Plans shuld be transparent and identify the respnsible party. Plans shuld als identify, at the cncept level, what steps are necessary t implement the plans. 6. T d this, the TPR emphasizes measures that increase transprtatin chices and which make mre efficient use f existing transprtatin infrastructure. Crdinated land use and transprtatin planning is intended t imprve livability and accessibility thrugh the prvisin f transit service, where feasible, and by imprving the perfrmance f existing infrastructure (i.e., transprtatin system management and demand management). The TPR strives t reduce the reliance n single ccupant vehicle (SOV) trips thrugh mre effective planning fr nn SOV mdes, and thrugh imprved street cnnectivity. The TPR als encurages land use patterns in urban areas that make it mre cnvenient fr peple t walk, bike and take public transit, as well as t use autmbiles mre efficiently. In metrplitan areas, the TPR requires that TSPs be designed t achieve adpted standards fr increasing transprtatin chices and reducing autmbile reliance. The TPR anticipates that metrplitan areas will reduce autmbile reliance by changing land use patterns and 30

Land and uses develped n the land shall be managed and cntrlled s as t maximize the cnservatin f all frms f energy, based upn sund ecnmic principles: Pririty in land use planning shuld be given t methds f analysis and implementatin measures that will assure maximum efficiency in energy utilizatin. Land uses shuld minimize the depletin f nn renewable surces f energy. Land use planning shuld seek t recycle and re use vacant land and thse uses which are nt energy efficient. Land use planning shuld, t the maximum extent pssible, cmbine increasing density gradients alng high capacity transprtatin crridrs t achieve greater energy efficiency. Gal 14 Urbanizatin prvide an rderly and efficient transitin frm rural t urban land use, accmmdate urban ppulatin and urban emplyment inside urban grwth bundaries, ensure efficient use f land, and prvide livable cmmunities. Land within urban grwth bundaries shall be cnsidered available fr urban develpment cnsistent 35

Cmprehensive Plans and implementing measures shall manage the use and divisin f urbanizable land t maintain its ptential fr planned urban develpment until apprpriate public facilities and services are available r planned. Gal 15 Willamette River Greenway prtect, cnserve, enhance and maintain the natural, scenic, histric, agricultural, ecnmic and recreatinal qualities f lands alng the Willamette River as the Willamette River Greenway. The key management bjective fr interstate highways is t prvide safe and efficient high speed cntinuus flw peratin in urban and rural areas. Hwy 43 is sub classified as a district highway and is intended t functin as a reginal arterial radway. District highways prvide cnnectins between small urbanized areas, rural centers and urban hubs, while als serving lcal access traffic. The key management bjective fr district highways in an urban setting is t prvide fr safe and efficient, mderate t lw speed peratin fr traffic flw and fr pedestrian and bicycle mvements. Plicy 1B Land Use and Transprtatin. Recgnizes that land develpment and transprtatin netwrks greatly influence ne anther. Cmpact land develpment patterns that reduce dependence n the state highway system fr lcal trips. This plicy als recgnizes the psitive and negative impacts f state highways n a lcal ecnmy and establishes a framewrk fr develping slutins t lcal develpment in r near state highway interchanges. Plicy 1C State Highway Freight System This plicy seeks t ensure that freight is able t mve efficiently n the State s majr trucking rutes. The Freight plicy balances the need t mve gds with ther uses f the highway system and recgnizes the imprtance f maintaining efficient thrugh mvement n majr truck and freight rutes, such as I 205. Plicy 1F Highway Mbility Standards The OHP understands the unique cntext and plicy chices (reginal plan that prescribes minimum densities, mixed use develpment and transprtatin ptins; primary reliance n high capacity transit t prvide additinal capacity in the freeway crridrs serving the central city; an air quality attainment/maintenance plan that relies heavily n reducing aut trips thrugh land use) that have been made by cities in the Prtland Metrplitan Regin and has therefre established a prcess fr alternate mbility standards. Cities and cunties in the Prtland Metrplitan Area (metr area) may adpt alternate mbility standards where it is clear that reduced mbility will lead t cngestin that will nt be alleviated by highway imprvements. Alternative standards shall be clear and bjective and shall be related t the rati f vlume t capacity (v/c) r anther similar metric (e.g., crridr average v/c, netwrk average v/c, and the rati f average daily traffic and hur capacity (adt/c)). These standards are adpted as part f the reginal transprtatin plan where it has been demnstrated that it is infeasible t meet the adpted highway mbility standards belw: 37

The OHP mbility standard fr state highways in these areas applies until the alternative perfrmance measures are adpted in lcal plans and apprved by the Oregn Transprtatin Cmmissin. Plicy 1G Majr Imprvements This plicy establishes that the State will priritize the maintenance f highway perfrmance, imprved safety and imprved system efficiency befre adding new capacity. Cnsult with lcal and reginal gvernments regarding the ptential fr lcal participatin n majr mdernizatin prjects cnsidered fr inclusin in the STIP. When majr imprvements t r replacement f an interchange are necessary, wrk in partnership with lcal and reginal gvernment regarding financial participatin, right f way cntributins, and ther enhancements. Plicy 2B Off system Imprvements Prvide State financial assistance t lcal jurisdictins t develp, enhance and maintain imprvements n lcal transprtatin systems when they are a cst effective way t imprve the peratin f the state highway system if: Benefits t the state system are greater than thse that wuld be achieved by investing in system imprvements; Lcal jurisdictins adpt land use, access management and ther plicies and rdinances that assure the cntinued benefit f the ff system imprvement t the state highway system; Lcal jurisdictins prvide advanced ntice t ODOT f land use decisins that may impact the ff system imprvement in such a way as t adversely impact the state highway system; Lcal jurisdictins agree t a minimum maintenance level fr the ff system imprvement that will assure the cntinued benefit f the ff system imprvement t the state highway system. Plicy 2C Interjurisdictinal Transfers In cperatin with lcal jurisdictins, cnsider transfers that: simplify the management respnsibilities f a radway segment; reflect the apprpriate functinal classificatin f a 39

Supprt ITS planning, develpment, and implementatin in lcal TSPs. Plicy 2F Traffic Safety Establish a prcess t develp and implement the mst cst effective slutins t high pririty safety prblems. Traffic safety slutins may include: better traffic enfrcement; educatinal materials and signage t change driving behavir; engineering imprvements; cnstructing safe and cnvenient pedestrian and bicycle crssings; and, managing access t the state highway. The OHP encurages lcal gvernments t adpt a safety management system and t wrk with citizens t address safety cncerns n the state highway system. Plicy 3A Classificatin and Spacing Standards The OHP prvides flexibility in access spacing standards t lcal gvernments seeking t prmte develpment alng state highways thrugh the use f Urban Business Areas (UBAs) and Special Transprtatin Areas (STAs). Plicy 3B Medians Manage and lcate medians in a manner that enhances the efficiency and safety f the highways and that influence and supprt land use develpment patterns that are cnsistent with apprved TSPs. Plicy 3C Interchange Access Management Areas Interchange Access Management Plans (IAMPs) are necessary t prtect the functin f interchanges and t prvide safe and efficient peratins between cnnecting radways. Lcal cmprehensive plans shuld identify imprvements such as, channelizatin, medians and access cntrl in interchange areas as well as surces f funding t ensure these areas prvide the functinality necessary t supprt the state and lcal radway system. The design f urban interchange areas must cnsider the need fr transit and park and ride facilities and the impact f the interchange n pedestrian and bicycle traffic. Plicy 4A Efficiency f Freight Mvement Balance the needs f lng distance and thrugh freight mvements with lcal transprtatin needs n highway facilities in urban areas.
