4 Wickham Rad Operatinal Analysis Prject Backgrund and Overview Mr. Eagle gave a brief update n the prject schedule, reviewed the crridr existing cnditins characteristics (study limits, AADT, speed limits, etc.), issues and pprtunities within the crridr, and facilitated a discussin abut the prject websites. The fllwing summarizes the related cmments and discussin frm the PAT: Operatinal Evaluatin Crash Histry Brevard Cunty is cnducting a study t review ITS imprvements n Wickham Rad. The results f this study shuld be included in either the existing r future cnditins reprt. KAI was requested t check the time f crashes alng the segment between Eau Gallie Bulevard and Aurra Rad in rder t understand whether crash patterns were influenced by schl traffic. This will be included in the existing cnditins reprt. It was nted that sme crashes may be caused by drivers during the hurs f pick-up and drp-ff at Sabal Elementary Schl. Pedestrian/Bicycle Crash Histry KAI was requested t review these crashes by the time f day t determine if street lighting is an issue. This will be included in the existing cnditins reprt. KAI was requested t add a descriptin r chart t shw the cntributing factrs fr each crash. Specifically the percentage f crashes that invlved mid-blck crssings alng Wickham Rad in rder t understand the necessity fr safer crssing alternatives. This will be included in the existing cnditins reprt. Multi-Mdal Issues and Opprtunities Based n a previus study dne by Tindale Oliver & Assciates, ver 90% f the bus stps in Brevard Cunty are nt ADA cmpliant. Mr. Parker nted that cntinued crdinatin with Space Cast Area Transit is required s that planned ADA imprvements will be incrprated int the Wickham Rad and Aurra Rad alternative evaluatins. Mr. Parker acknwledged at least three pedestrian crashes invlving riders crssing Wickham Rad t catch the bus in the past year. When cmparing the transit facilities map and pedestrian/bicycle crash map, it was nted that sme f the crash lcatins are in the vicinity f transit stps. Mr. Parker nted a transit bus has capacity fr three bicycles n its rack at a time. The Wickham Rad transit rutes have a high number f bicycle 2

5 users and it is up t the discretin f the bus driver whether r nt t allw bicycles n the bus. Mr. Parker nted that the bus stps at Lake Washingtn Rad and Aurra Rad feature a rute transfer. The pedestrian facilities at these lcatins are nt cnducive t pedestrians making transfer cnnectins, thus leading t mid-blck crssings trying t catch the transfer bus. KAI was requested t study these intersectins t prpse alternatives fr imprved pedestrian facilities. Mr. Parker nted there is an nging discussin within Space Cast Area Transit t shift bus stps where there is n right-turn nly lane frm farside intersectin bus stps t near-side bus stps. There is a pssibility fr a mid-blck crssing imprvement at the Wickham Rad and Lansing Street intersectin. Pedestrian facilities will be included if a signal is cnstructed at this intersectin. Vehicular and Drainage Issues and Opprtunities Prject Websites There are drainage issues at the suthwest and sutheast crners f the Aurra Rad and Lake Washingtn intersectins. Drainage icns shuld be added t the figure at these lcatins. Mr. Eagle demnstrated hw t use the prject websites t slicit feedback. 6 Aurra Rad Crridr Study Prject Backgrund and Overview Mr. Weesner gave a brief update n the prject schedule, reviewed the crridr existing cnditins characteristics (study limits, AADT, speed limits, etc.), and issues and pprtunities within the crridr. The fllwing summarizes the related cmments and discussin frm the PAT: Multi-Mdal Issues and Opprtunities It was suggested there were pssible walking rutes t Sabal Elementary Schl frm Aurra Rad t Wickham Rad. The prject team will study the schl zne maps and may update the walk rutes n the Aurra Rad issues and pprtunities map accrdingly. Ms. Sterk nted that fr bth crridrs the general beautificatin and increase in walkability/bikeability is desired. Mr. Weesner nted these ideas will be incrprated int the prpsed sectin alternatives in a future phase f the prject in additin t weighing ptins fr medians, mving curb, ROW acquisitin, and near and lng term ptentials. It was nted that with the sidewalk upgrades alng Aurra Rad, the ped/bike vlumes will increase. Therefre, the need fr imprvements f the pedestrian/bicycle facilities at the intersectin f Wickham Rad and Aurra Rad will be required t accmmdate future demand. Vehicular and Drainage Issues and Opprtunities The PAT members were cncerned abut where strmwater is cllected, specific water quality standards, and whether r nt filtratin is needed. It was indicated by City f Melburne that the queuing alng Cmmdre Bulevard may have been caused by the re-pening f Apll Bulevard. Mr. Parker nted it was difficult fr his bus drivers t make turns at the Cmmdre Bulevard intersectin, because f the number f students crssing, lack f exclusive left-turn lanes, and permitted nly left-turn phasing. Nne f the PAT members knew whether there was an agreement with the aut dealerships regarding the ccupied ROW. The aut dealerships shuld be infrmed and met with during the future cnditin assessment. Next Steps Public Wrkshp Ntificatin Ms. Carter explained the Public Wrkshp ntificatin prcess and hw the mailers were sent ut t the residents within the pstal cdes f the Study Area as well as s that were sent t the elected and appinted fficials. Ms. Carter ffered t check with the Cmmunity Center t see if prject flyers culd be psted n their cmmunity bard. 4
