Mre than 65 cmmunity members attended the cmmunity meeting at the Leataata Flyd Elementary Schl Multi-Purpse Rm, lcated at 401 McClatchy Way in Sacrament, frm 5:30 7:30 p.m. Prject Backgrund The City f Sacrament is currently wrking t make Bradway a mre safe and inviting place fr all users, whether bicyclists, pedestrians, mtrists, and transit riders, and t preserve and enhance the eclectic nature f the crridr. This prject will identify necessary changes t accmmdate all users and enhance the Bradway crridr, which is hme t a variety f businesses, residents, gvernment facilities, industrial centers, and cultural amenities. Cmmunity Meeting Purpse The cmmunity meeting prvided an pprtunity fr cmmunity members t learn mre abut the prject and prvide feedback n prpsed design cncepts and evaluatin criteria. Gals f the meeting included: Prvide a prject verview and update Share feedback received frm the cmmunity, evaluatin framewrk, crss sectin designs, and intersectin designs Gather feedback n prpsed crss sectins and intersectin designs Cmmunity Meeting Frmat Shrt Presentatin The cmmunity meeting began with a brief welcme by the City s prject manager, Sparky Harris, fllwed by a presentatin frm the cnsultant team lead, Zabe Bent f Nelsn Nygaard. Ms. Bent reviewed the prject s purpse and need, schedule, cmmunity feedback and prpsed evaluatin criteria fr the cncepts being develped. Page 1 f 12

Answer: The traffic vlumes vary between less than 13,000 daily trips n the west end f the crridr t as many as 18,000 t 22,000 daily trips n the east end f the crridr. (Average Daily Trips, r ADT, is used as a guideline fr the number f recmmended lanes, and tw and three lane rads generally accmmdate 25,000 ADT.) Questin: Bradway has wide sidewalks in many lcatins. Has the prject team cnsidered bike lanes n the sidewalks t save space? Answer: The prject aims t create cntinuus bike lanes alng the crridr. Many f the segments with wide sidewalks als include trees, bus stps, and street furniture, which reduce the available right f way. Therefre, it wuld be difficult t dedicate prtins f the sidewalk t cyclists while maintaining adequate pedestrian space. An n-street bicycle lane will prvide cntinuus bike access t destinatins alng Bradway as well as a space t pass thrugh the crridr. Questin: Is the prject team analyzing ther bus stps besides the 19 th Street stp near the light rail statin? Answer: The prject team is fcused n the cnnectin between bus stps and the light rail statin t address pedestrian crssing challenges at this specific lcatin. While the prject team is nt fcused n ther bus stp lcatins, they will crdinate with Reginal Transit (RT) t address crridr-wide transit access as it relates t prject recmmendatins. Questin: Is the prject team seeking LEED Certificatin? Answer: The prject team is wrking t make Bradway a sustainable street. Applying fr LEED certificatin ccurs in future phases f the prject. Questin: Will the prject team cnduct walking cunts? Answer: As part f previus and cncurrent studies in the area, including the Dwntwn Transprtatin Study, the City has cllected cunts f pedestrian, Page 2 f 12

The prject team des nt have plans fr further data cllectin at this time. Cmment: Many users f the crridr recgnize that pedestrian and bicycle traffic is highly influenced by the quality and cmfrt f pedestrian and bicycle cnditins and the perceived safety f the facilities. Cmment: A survey 15 years ag shwed that traffic n Bradway is frm visitrs nt frm the immediate area. Reducing vehicle lanes will nly hurt businesses. Answer: The crridr includes bth reginal and lcal destinatins, and will be designed with these users in mind. Hwever, many cmmunity studies have rebutted the perceptin that pedestrians, bicyclists, and transit riders d nt cntribute t business activities. Recent surveys have shwn that in welldesigned, active crridrs, reginal visitrs traveling by car may spend mre mney per trip, lcal visitrs traveling by transit; bicycle and walking tend t spend mre mney ver time with mre frequent visits. With that in mind, the gal is t make Bradway attractive fr all thse wh travel, shp, live, and wrk in the crridr. Cmmunity Meeting Frmat Infrmatin Statins The cmmunity meeting als included fur infrmatin statins with infrmatin displays and maps fr cmmunity members t visit. Prject team members were available t discuss ideas and answer questins. Infrmatin statins included: Study Objectives, Purpse & Need, and Schedule This statin prvided prject backgrund infrmatin, a map f the prject area, and an verview f the prject gals. Outreach Findings This statin prvided an verview f cmmunity utreach t date as well as feedback received frm the cmmunity at previus pp-up wrkshps and thrugh a cmmunity survey. Cmmunity members were encuraged t share additinal feedback nt captured by the prject team r ther cmmunity members during previus utreach sessins. Typical Crss Sectin & Intersectin Designs This statin featured graphics f the prpsed crss sectins at multiple lcatins alng the Bradway crridr and design ptins fr bth the Riverside Bulevard and Land Park Drive intersectins. This statin als included the prpsed changes t the 19 th Street intersectin near the light rail statin. Cmmunity members were encuraged t prvide feedback n the design ptins. Evaluatin Criteria This statin featured perfrmance metrics that the prject team will utilize t analyze design ptin changes t the crridr, intersectins, and the light rail statin. Cmmunity members were encuraged t prvide feedback n the prpsed evaluatin criteria. Hwever, we dn t need mre signals. Like lane reductin, the relcatin f bus stp, and the bicycle lane. If streetcar is included, culd the LRT statin be mved under the freeway? Prvide aerial f existing fr future exhibits. Like raised tables at intersectins. Interactin between bikes and buses is imprtant. Riverside Intersectin Optin 1 N free rights anywhere. The free right is dangerus fr bikes. Why is it even an ptin? Can we add a crsswalk and blinking embedded lights? 3 Requests See drawing. Bad fr bikes and pedestrians. Where did the bus stps g? Optin 2 I like the eliminatin f right turn lane which means increased bicycle and pedestrian safety. Better because it slws dwn right turn nt Riverside. Turn nt Riverside is challenging fr bikes. Right turning cars nt Land Park are intimidating t pedestrians. Right turn lane frm westbund Bradway t nrthbund 16 th Street is needed due t traffic. Optin 2 Great idea! Reduces turning frm Bradway t Land Park Drive. Much better! Mixing right turning traffic ging suthbund n Land Park seems dangerus. It may invite additinal cllisins. Great idea. Mre pedestrian and bicyclist safety with increased public space. Only cautin: cnsider mving bus stp suth past new area. I like the cvered bus stp! Optin 2 is safer fr pedestrians. The space set aside fr bus stp is gd. Are tw lanes needed n Land Park Drive? Evaluatin Perfrmance Metrics Pedestrian What is the rati f rlled t vertical curbs? Why nt all vertical? Transit isn t reliable n the crridr, but that s RT s fault. Cmmunity Feedback via Cmment Cards The fllwing feedback was submitted t the prject team n cmment cards prvided at the cmmunity meeting. The feedback has been categrized. Biking n Bradway Bradway shuld be a mdel fr biking with dedicated, separated, prtected bike lanes. I crss Bradway twice every weekday as a bicycle cmmuter. Riverside and Land Park are my mst cnvenient rute ptins. The bike lanes n 9th and 10th make Riverside my mst frequent chice. BUT getting frm Riverside suth f Target t the bike lane n 10th is hairy n matter hw I g. Neither f the prpsed ptins at Riverside address nrthbund bike travel. Riverside cntinuing straight, I get squeezed by vanishing bike lanes and right-turning traffic. Or I can merge acrss tw car lanes t reach the left turn lane nt Bradway fr ne blck. I wuld like t see a cntinuus bike lane n each side f Bradway (drawing included with cmment - please see appendix). I strngly prefer full length prtected bike lanes, preferably prtected by parked cars, n Bradway. This wuld make it far easier t cmmute and run errands between Bradway and Oak Park. A partial bike lane is a wasted pprtunity. Please add a cntinuus lw stress cnnectin frm the marina int and thrugh Bradway. The marina cnnects t the bike trail. When entering Bradway frm there, there is a lt f traffic, including traffic frm the I-5 ff ramp. It's als hard t turn left acrss the street since many intersectins lack traffic cntrls and there is a lt f fast (cmpared t bike speed) traffic. Maybe add signage directing bikes acrss the intersectin where X Street has signals and make it easier t get in and ut f dwntwn. It wuld be dangerus, discnnected, and disruptive t abruptly stp bike lanes n Bradway. Please d nt put bicycles n sidewalks with pedestrians. Page 7 f 12

Please cnsider putting bike lanes next t the sidewalk, instead f by traffic. Althugh with existing and frecast traffic vlumes, it may nt be practical t cnvert t three lanes and bike lanes in the eastern prtin f the prject area. Hwever, this is als where a lt f destinatins are lcated. I think it wuld be better t have cntinuus bike lanes here, despite sme f the peak perid challenges. Directing additinal traffic t W and X might be a gd tradeff. Walking n Bradway Mre marked pedestrian crssings are needed, perhaps with flashing yellw lights. I like the 19th Street changes, but they need a pedestrian activated signal. I'd like t see better pedestrian and bicycle safety. Sidewalks shuld be reserved fr pedestrians and utdr pati and dining space. Design and sidewalk width shuld encurage mre utdr dining and seating. I prefer pati space versus "public" passive space. Bradway Crridr Amenities Shade trees are a must, mre s n the nrth side. Make all curbs vertical. The prject shuld include mre shaded seating and mature street trees. I'd like t see sidewalks imprved t accmmdate utdr dining fr the restaurants. Ideally that wuld include sme shade, whether by trees r therwise. I'd like t see sme landscaping and trees. Fr example, generate sme shade with a tree canpy. Hw abut sme parklets, whether fr landscaping and/r fr searing and utdr dining. Cnsider crime preventin by envirnmental design strategies. Fr the burgening restaurant district, it wuld be very helpful t be able t prvide sme utdr dining space. Sme f the sidewalk space may need t be scarified in key lcatins (may nt get eight feet), but it wuld be wrth it t imprve the street scene and vibrancy. This culd be a catalytic change. The prject shuld maintain the median between 10th and Riverside. Parking n Bradway Page 8 f 12

Off-street parking t the side r behind businesses will prvide better access fr pedestrians and bicyclists, smther traffic flw verall, and an envirnment that encurages thse activities. Street parking needs t be preserved t supprt businesses. Transit n Bradway There needs t be a dedicated RT turn lane n westbund Bradway at 16th Street. The traffic vlume is huge and that area needs a signal t prtect pedestrians. RT wuld be interested in a presentatin f the cncepts t RT staff t make sure ur needs are being met and that there are n red flags. Cncerns are perating bus n tw lane rads, impacts t RT schedules, mvements f the bus stps, 16th Street tw way cnversin, imprvements needed t make stps ADA cmpliant, and hw we can expand service. Lane Changes n Bradway Make Bradway ne lane in each directin. I am nt in favr f tw lanes. It is hard t believe that tw lanes wuldn't have as much traffic. Bikes will nt supprt ur businesses. We need t keep fur lanes n Bradway. Please mve frward with the "4 t 3" cncept alternative. Presented Design Optins fr Land Park/Bradway and Riverside/Bradway Intersectins I vte fr Lane Park Drive/Bradway Intersectin Optin #2 and Riverside Bulevard/Bradway Intersectin Optin #2. I prefer Optin 2 fr the Land Park intersectin. I prefer Optin 2 fr the Riverside intersectin. Traffic n Bradway and Neighbring Streets Rute Bradway Bridge traffic t W/X Streets. With husing units prpsed, the prpsed Bradway imprvements will be ver-taxed. Are the tw prjects - husing units and Bradway imprvements - cmplimenting, cmpeting, r balanced? Use Bradway and X Street as rute fr trlley line and have peple ging t dwntwn events and park under freeway. The prpsed lp shuld be ver the Bradway Bridge t West Sacrament, near the baseball stadium and back near dwntwn, ver t R Street and back dwn 19th Street t Bradway. I am interested in hw the cnstructin and develpment will impact ther areas f Sacrament, primarily 16th Street, 19th Street, 21st Street, and the Oak Park access t the highway. Meeting Ntificatin and Publicity T reach the general public and interested citizens, an ntificatin was sent t mre than 670 cmmunity members and stakehlders. Mre than 700 dr hangers and flyers were distributed t the businesses alng the Bradway crridr and t the residents f the Alder Grver and Marina Vista neighbrhds. In additin, the prject team did chalk art alng the crridr and hsted a bth at Oak Park Farmers Market t help prmte the meeting.
