We need t find ways t reduce traffic, nt maintain it Recently, Brentwd Schl (BWS) Head f Schl Mike Riera wrte t parents, alumni and supprters f Brentwd Schl stating BWS had fundamentally changed the way they address transprtatin by keeping traffic at tday s levels and increasing carpling Brentwd Schl has NOT fundamentally changed the way it addresses traffic management. A review f cmparable schls shws that Brentwd Schl s prpsed transprtatin prgram des nt even include the mst fundamental and effective measures recently required by the City in ther CUP s t reduce vehicle trips (see slides 17-22) 2

4 BWS East Campus Plan and Cvenant Brentwd Schl (BWS) prpses a 24 year plan t expand bth its East (Sunset & Barringtn) and West (Sunset & Bundy) campuses. The master plan wuld: Add ver 270,000 square feet f new cnstructin (244,300 at the East Campus alne) Substantially increase enrllment at the East Campus by 38% (695 students t 960) Require 13 years f cnstructin with 4 phases and nt end until 2040 The prir cvenant between BWS and BHA and the Residential Neighbrs (RNBWS) expired in A new cvenant was finalized in 2014 that: Allws a 5% increase t BWS current traffic Des nt cntain current standards that ther schls are required by the City t implement t reduce traffic, such as: Mandatry busing Carpl requirements f 3 students per car Average vehicle ridership (AVR) f 3 per car Limits n guest traffic during peak hurs 4

5 A New Standard Must Be Met Last year, after the City Cuncil apprved the Archer prject Cuncilman Bnin prmised: If the ther institutins alng the crridr agree t cnditins similar t what are utlined in the Archer Cnditinal Use Permit and the cvenant, we can create a nticeable imprvement in Sunset traffic. I intend t use this [Archer] agreement as a new standard fr the cnditins that shuld apply t ther institutins. Given the current traffic nightmare we live in, current and future traffic levels must be reduced, nt maintained A new CUP frm the City is required; we need t ensure that it includes cnditins that prtect ur cmmunity frm negative impacts BWS needs t adpt the stricter cnditins (similar t what Archer fllws) that effectively reduce traffic 5

6 Key Findings in FEIR BWS East Campus is a significant cntributr t traffic n Sunset (and Barringtn) during peak hurs Over 1,500 vehicles enter and exit the campus between the hurs f 7:30am and 8:30am and 3:00pm t 6:00pm daily (FEIR II-18) Currently there is nly ONE requirement in the Schl s Transprtatin Demand Management Prgram t reduce traffic in the mrning (DEIR IV J-12) A carpl prgram that requires all cars arriving n campus between 7:30am and 9:00am must have tw students in the car An unlimited number f cars with nly ne student can arrive befre 7:30am BWS East Campus Busing is vluntary, with a ridership f nly 20% f enrlled students 5 buses are ffered fr vluntary ridership. Of the 695 students n campus, nly 160 sign up t ride the bus (DEIR Appendix IV-J p.214) 6

7 Key Findings in FEIR There is NO afternn cmpnent in the schl s Transprtatin Prgram t require carpls r limit guest traffic, which wuld reduce traffic between 3-7pm Withut an afternn peak hur carpl requirement, unlimited cars may arrive n campus t pick up a single student Guest traffic t and frm BWS East Campus has a significant impact n peak hur vehicle trips 141 Special Events ccur during the the academic year bringing 23,640 guests t the East Campus (Appendix A FEIR) 55 Special Events take place during the peak hurs f M-F 3pm t 7pm, bringing 8,825 guests t the east campus r 5,883 cars (assume 1.5 cars per guest) In additin t the Special Events, 294 athletic cmpetitins take place during the peak hurs f M-F 3pm t 7pm. 14,030 spectatrs attend these games resulting in ver 18,000 car trips at the mst cngested time in the afternn 7

8 BWS / BHA Prpsed Trip Caps Are Nt Effective BWS/BHA trip caps will actually increase tday s vehicle trips by 5%. The terms f the cvenant established a baseline by cunting the number f cars that g in/ut between 7:30am and 8:30am and 3:00pm and 6:00pm ver three days then taking an average and multiplying by 105% (FEIR II-18) BWS trip caps permit five times as many vehicle trips as thse allwed by Archer BWS generates 1,521 vehicles trips during peak hurs. Archer generates apprximately 340 during the same time perid. Althugh BWS current enrllment is nly 30% mre than Archer s enrllment (695 vs. 518), BWS generates five times mre vehicle trips!! BWS trip caps are applied daily, nt hurly, and nly Tuesday thru Thursday The trip caps set by BHA/BWS d nt apply Mnday r Friday. The FEIR fails t shw hw the trip caps will be applied given that the daily number f 1,521 is nt separated int am r pm peak hur trip caps. Bi-annual cunts will shw cmpliance nly fr Tue, Wed, Thur during the tw weeks the cunts are cnducted. There are n limits n guest traffic during peak pm hurs The cvenant and the CUP d nt limit the number and size f events BWS can schedule during the week. BWS des nt have an Event Management prgram in place t ensure cmpliance with trip caps n a daily basis. Withut a parking reservatin system, r limit n events, BWS is free t schedule mre activity n days cars are nt cunted. 8

J) Cars with a single passenger are allwed befre 7:30am The baseline trip cunts shw that ver 300 vehicles arrive n campus between 7:30am and 8:30am (in cntrast, Archer s cunts shw 59 vehicles during the same time perid) Faculty and staff are nt subject t rideshare requirements and may arrive during peak hurs A cmparisn t the standards adpted by Archer reveal that Brentwd Schl s prgram falls shrt: BWS East Archer Daily Peak Hur Trip Caps (am/pm) 1, Busing 20% ptinal 76% mandatry Cars with ne student Allwed befre 7:30am Nt allwed AVR Nne 3.0 Maximum Enrllment

11 Brentwd Schl Needs t D Mre If BWS East Campus applied the same cnditins required f Archer, current vehicle trips wuld be reduced by 55% These same cnditins applied at future increased enrllment wuld result in a reductin f 45% Mandatry busing and an AVR requirement have successfully reduced vehicle trips t Archer and BWS West Campus, yet BWS des nt include either requirement in its Transprtatin Management Prgram fr the East Campus (FEIR II-17) Archer s Transprtatin Management Prgram includes mandatry busing and carpl requirements and an Average Vehicle Ridership (AVR) f 3.0 fr all faculty, staff and students as well as limits n guest traffic Archer s CUP requires mandatry busing f 50%, but Archer exceeds this requirement each year (75% t 85% f enrlled students typically ride the bus) Cars with a single passenger are nt allwed t arrive n campus. All students must arrive either by carpl r bus These mandatry requirements resulted in Archer achieving an AVR f 7.49, far surpassing its required 3 passengers per vehicle. (i.e. 442 passengers arrived n campus between 7:30am and 8:30am in 59 vehicles cmpared t BWS 300) (2013 Plan Apprval Dcuments) Archer s new CUP places limits n guest traffic during PM peak hurs: 44 guest cars may arrive between 3pm and 4pm, n guests may arrive between 5:00pm t 6:00pm, 126 guest cars may arrive between 6pm t 7pm BWS West Campus has an Average Vehicle Ridership requirement f 2.5 Althugh the CUP fr the West campus requires an AVR f 2.5, annual cunts shw the Schl achieves a greater number f riders per vehicle than the 2.5 required The Transprtatin Study in DEIR (Appendix IV. J) shws that ver 50% f the students ride the bus t the West Campus in rder t achieve this AVR 11

12 The New CUP fr the East Campus MUST Cntain Traffic Management System that includes: Mandatry busing Mandatry carpls f 3 r mre students AVR (Average Vehicle Ridership) Separate Peak mrning and afternn restrictins n number f cars, including student / faculty / staff / guests Parking management including Traffic Cntrl Officers (TCOs) and ff-site shuttle services fr events with mre than 300 attendees Event Management System that includes: Restrictins n number, size and time f special events and athletics Crdinatin with ther schls Limits n utside events Parking reservatin system Rbust Cmpliance System that takes advantage f current technlgy and includes: Autmated system with n demand reprting capability Transparency, including cmmunity website Cnditins that measure, mnitr and enfrce mandatry cmpliance 12

The Cmmissin will cnsider all the testimny presented at the hearing and written cmmunicatin received prir t r at the hearing.
