1 Philadelphia City Planning Cmmissin INSTRUCTIONS This Checklist is an implementatin tl f the Philadelphia Cmplete Streets Handbk (the Handbk ) and enables City engineers and planners t review prjects fr their cmpliance with the Handbk s plicies. The handbk prvides design guidance and des nt supersede r replace language, standards r plicies established in the City Cde, City Plan, r Manual n Unifrm Traffic Cntrl Devices (MUTCD). The Philadelphia City Planning Cmmissin receives this Checklist as a functin f its Civic Design Review (CDR) prcess. This checklist is used t dcument hw prject applicants cnsidered and accmmdated the needs f all users f city streets and sidewalks during the planning andr design f prjects affecting public rights-f-way. Departmental reviewers will use this checklist t cnfirm that submitted designs incrprate cmplete streets cnsideratins (see f The Philadelphia Cde). Applicants fr prjects that require Civic Design Review shall cmplete this checklist and attach it t plans submitted t the Philadelphia City Planning Cmmissin fr review, alng with an electrnic versin. Please submit the Wrd versin f the checklist. Text fields will expand autmatically as yu type. All plans submitted fr review must clearly dimensin the widths f the Furnishing, Walking, and Building Znes (as defined in Sectin 1 f the Handbk). High Pririty Cmplete Streets treatments (identified in Table 1 and subsequent sectins f the Handbk) shuld be identified and dimensined n plans. All plans submitted fr review must clearly identify and site all street furniture, including but nt limited t bus shelters, street signs and hydrants. Any prject that calls fr the develpment and installatin f medians, bi-swales and ther such features in the right-f-way may require a maintenance agreement with the Streets Department. ADA curb-ramp designs must be submitted t Streets Department fr review Any prject that significantly changes the curb line may require a City Plan Actin. The City Plan Actin Applicatin is available at An applicatin t the Streets Department fr a City Plan Actin is required when a prject plan prpses the: Placing f a new street; Remval f an existing street; Changes t radway grades, curb lines, r widths; r Placing r striking a city utility right-f-way.
