5 E x e c u t i v e S u m m a r y The transprtatin system within nrtheast dwntwn Denver is a cmplex netwrk designed t serve bth lcal and reginal travel demand. The Nrtheast Dwntwn Neighbrhds (NEDN) Plan identified transprtatin imprvements that intend t imprve the area s multimdal mbility within the cntext f bth neighbrhd cnnectivity and the greater transprtatin system. The NEDN Plan was develped thrugh a series f public invlvement activities that began in 2010; the final study was cmpleted in May The purpse f the Next Steps Study was t priritize the transprtatin infrastructure prjects recmmended in the NEDN Plan and t identify implementatin strategies fr prjects that are feasible and/r effective. The study was perfrmed in three (3) key phases. The first phase was t priritize the transprtatin infrastructure prjects identified in the NEDN Plan with the assistance f a Technical Advisry Cmmittee (TAC) and input frm the public. The TAC included a representative frm the City Cuncil Districts 8 and 9, business grups, and registered neighbrhd rganizatins that are within the study area bundary, which was established in the NEDN Plan. Criteria with the fllwing descriptins frm the NEDN Plan that were carried frward t priritize mbility prjects included: 1. Neighbrhd Cnnectins and Character Maintaining the unique character f each neighbrhd in the nrtheast dwntwn and ensuring that new develpment n neighbrhd edges cntributes t the successful transitin between areas. 2. Ecnmic Develpment and Opprtunity Encuraging new investment by attracting new businesses, supprting the grwth f existing businesses, encuraging the reuse f existing structures, attracting new develpment and increasing emplyment pprtunities. 3. Livability and Public Realm Ensuring that the varius elements cmprising the public realm (streets, sidewalks, parks, plazas, transit stps/statins, landmarks, husing, pen spaces) psitively cntribute t the quality f life fr residents, businesses, and visitrs alike. 4. Mbility Enhancing the multimdal transprtatin system t balance the needs f all users and mdes, including autmbiles, pedestrians, bicyclists, transit, freight, and delivery vehicles. Once the priritized prject list was develped, the secnd phase was t further identify a cncept(s) fr each prject. The majrity f the prjects listed within the study is prject ideas and had nt been laid ut schematically. Fr sme f these prjects, key cnsideratins were listed in rder t further develp the schematic r cncept. 4

6 Based n the prject priritizatin list develped with the assistance f the TAC, high level engineering analyses were perfrmed, which prvided planning level csts and schematics f individual prjects. This final reprt identified ptential implementatin strategies fr the prjects t mve frward. ADDITIONAL CONCERNS DISCUSSED WITH TAC The 24 th Avenue pedestrian crridr needs t be defined as a prject s that it can mve frward and be implemented. It was nt n the list f priritized prjects but was stated as an imprtant prject in the TAC meetings. The Weltn Street crridr cntinues t be imprtant t the cmmunity and was the highest ranking prject in this priritizatin prcess. While Weltn Street is in the list f recmmended prjects abve as a prject that is prgressing r is being studied thrugh ther means, plans fr imprvement shuld cntinue t be the primary fcus fr the cmmunity. The crridr shuld cntinue t be fcused n and a plan pulled tgether fr future implementatin. A study that analyzes all signalized intersectins alng the crridr shuld be cmpleted. The study shuld analyze the functinal and peratinal benefits and/ r challenges assciated with cnverting the radway frm ne-way t tw-way while cntinuing transit peratins alng the crridr. Analysis f the crridr shuld cnsider transit, vehicular, and pedestrian traffic as well as bicycle crssing traffic at 21 st Street, which is intended t be a future bicycle bulevard r neighbrhd bikeway. 6

8 The team presented the results f the priritizatin prcess at the third TAC Meeting and prvided the cmmittee the three tiers f prpsed prjects. The cmmittee generally agreed with the results f the priritizatin. Beynd the priritizatin, the TAC expressed the need t implement prjects that meet the neighbrhds gals in the near and shrt term. It was determined that utilizing this next steps study and prject t help implement at least a single prject n the list wuld be beneficial t the neighbrhd. The team determined that signalizing the intersectin f Bradway and 21 st and prviding preliminary cnstructin plans fr the pedestrian signal wuld allw the City a head start t implement a high ranking prject in the near term while tying int the 21 st neighbrhd bikeway prject. 7

The Nrtheast Dwntwn Neighbrhds (NEDN) Plan identified transprtatin imprvements that intend t imprve the area s multimdal mbility within the cntext f bth neighbrhd cnnectivity and the greater transprtatin system. The NEDN Plan was develped thrugh a series f public invlvement activities that began in 2010; the final study was cmpleted in May Building upn the NEDN Plan, the Next Steps Study first lked at mbility within the area and identified recent changes within the study area bundary. This exercise validated the prjects identified in the plan and prvided an understanding f changes that ccurred since May A number f prjects frm the NEDN plan have already begun implementatin. See Figure 2 n page 10 fr a mbility map that was created t shw the varius ways peple mve thrugh the NEDN. The purpse f the Next Steps Study is t priritize the transprtatin infrastructure prjects recmmended in the NEDN Plan and t identify implementatin strategies fr the mbility prjects identified in the plan. The study was perfrmed in three (3) key phases. (1)The first phase priritized the transprtatin infrastructure prjects identified in the NEDN Plan with the assistance f a Technical Advisry Cmmittee (TAC) and input frm the public. The TAC included a representative frm the City Cuncil Districts 8 and 9, business grups, and registered neighbrhd rganizatins that are within the study area bundary, established in the NEDN Plan. This resulted in a ranking f all the prjects, which were further brken dwn int priritizatin tiers. TAC members were encuraged t apprach the priritizatin prcess frm the brader transprtatin netwrk perspective based n the transprtatin cnnectivity needs within and surrunding the study area, and scre prjects accrdingly. 8

10 The public was prvided with an pprtunity t prvide input n the criteria and priritizatin prcess that the TAC helped facilitate. Public engagement was held in crdinatin with the Reginal Transprtatin District s (RTD) Central Rail Extensin (CRE) Mbility Study, which encmpassed a similar study area. Presence at CRE public meetings ffered an pprtunity t gain input frm the brader public that was nt directly assciated with the TAC. (2)In the secnd phase, the team identified implementatin strategies r key cnsideratins fr each prject n the priritized list. This included perfrming mre detailed engineering analyses n each prject (as applicable), and assessing ptential csts, pssible funding surces, and an implementatin timeframe. (3)The third phase included dcumentatin and a final presentatin t the TAC. This final reprt dcuments slutins and an implementatin plan fr the City t develp and implement these prjects. The cncepts included in this reprt are based n the prject priritizatin list develped with the assistance f the TAC, the key cnsideratins fr each prject, and the detailed engineering analyses perfrmed fr each prject. A furth TAC meeting was held t present the prject cncepts and implementatin plan. Prjects were represented in ne f three ways: as part f a package f similar r cnnected prjects, as a prject already mving frward, r as a prject that needed mre infrmatin befre a clear implementatin recmmendatin culd be made. Each prject frm the NEDN plan were prvided either cncept level infrmatin r key cnsideratins in rder t better define each mbility recmmendatin and allw the prject t mve frward twards implementatin. PROJECT STUDY AREA The prject study area was cnsistent with the riginal Nrtheast Dwntwn Neighbrhds Plan. The study area is shwn in Figure 1 n the fllwing page and is bunded by the Unin Pacific Railrad (UPRR) tracks n the nrth, 20 th Street n the west, 20 th Avenue n the suth and Dwning/ Marin n the east sides. 9

12 MOBILITY MAPPING EXCERCISE The mbility mapping exercise built upn the NEDN Plan by identifying existing and planned mbility patterns within and arund the nrtheast neighbrhd. This exercise prvided an verview f the brader transprtatin and land use cntext and influence area in rder t better infrm the recmmendatins made in this plan. This review f existing plans influencing neighbrhds surrunding the study area allwed the NEDN Next Steps Study t cnsider key cnnectins int and ut f the neighbrhd. It cnsidered initiatives and ideas that have ccurred since the riginal NEDN Plan that need t be incrprated int the study. This exercise als identified key rigins and destinatins in the area that was used t infrm prject priritizatin. A series f meetings were held internally with members f different City Departments, including Public Wrks, Transprtatin Services, Public Wrks Plicy and Planning, and Sustainability; Cmmunity Planning and Develpment; and the Office f Ecnmic Develpment. Recmmendatins frm previusly adpted plans in the study area were mapped ut t ensure that the list f mbility prjects frm the NEDN Plan were still relevant and cmpatible with recent changes in the area. At these meetings, cncurrent planning prjects in the study area were als mapped and discussed. Cncurrent prjects included: 35 th /36 th Pedestrian Bridge 38 th & Blake Next Steps Study and Implementatin Plan 38 th Street Bridge Prject ( the hump ) Weltn Street Design Guidelines Reginal Transprtatin District (RTD) Central Rail Extensin (CRE) Brightn Bulevard Cnceptual Design Plans Dwntwn Tw-Way Cnversin Initiative Thrugh these meetings, it was determined that the mbility prjects in the NEDN Plan were still pertinent and that all f the prjects wuld mve frward t be evaluated. N additinal prjects were deemed apprpriate t add t the prject list. Meeting ntes and mbility mapping results can be fund in Appendix A. The fllwing page shws the results f mbility mapping (Figure 2), including rigin and destinatin infrmatin as well as the multi-mdal infrastructure (existing and planned) supprting the areas mbility. Origin and destinatin refers t a trip beginning r a trip ending. It is assciated with travel patterns within an area. Generally, rigins are the residential neighbrhd(s) and the destinatin wuld be a wrkplace r cmmercial/attractin area that includes amenities such as shpping, restaurants r a stadium. The legend f the map refers t bth a Cultural/Festival/Enhanced Street and a One t Tw Way Cnversin. A Cultural/Festival/Enhanced Street is a street that can either be clsed t vehicular traffic permanently r temprarily and includes amenities t attract pedestrian traffic. Example uses may be seasnal festivals, utdr markets r simply just a pedestrian safe walkway t an attractin, such as Crs Field in this case. A ne t tw way cnversin suggests cnverting sme f the many ne directinal streets in the study area t tw directinal. 11

14 NEIGHBORHOOD PLAN PROJECTS The fllwing mbility prjects were identified in the NEDN Plan. These prjects were cnfirmed as prjects t be priritized during the mbility mapping exercise and are categrized belw int grups f similar prjects. MULTIMODAL PROJECTS These prjects were recmmended in the NEDN Plan t enhance the multimdal cnnectivity f the nrtheast neighbrhds by specifically cnsidering accmmdatin fr bicyclists and pedestrians. Curtis Park Traffic Calming Opprtunities 21 st Street Festival Street/Bike Bulevard (Blake Street t 20 th Avenue) Curtis Street Enhance Pedestrian Envirnment (30 th Street t 14 th Street) River Nrth and Ballpark Cmplete Sidewalk Netwrk 33 rd Street Multimdal Bridge (Acrss Unin Pacific Railrad Tracks) 31 st Street Bicycle/Pedestrian Bridge (Acrss Unin Pacific Railrad Tracks) PEDESTRIAN/BICYCLE CROSSING AT BROADWAY The NEDN Plan recmmended the evaluatin f shrt-term imprvements fr pedestrians and bicyclists t mre safely and cnveniently crss at Bradway. Mdificatin shuld be studied t minimize ut-f-directin travel by pedestrians and emphasize pedestrian pririty thrugh bulb uts, pedestrian phasing, median island refuge areas n Bradway, and new diagnal pedestrian crssings. The fllwing are the Bradway intersectins analyzed in this study: 24 th Street Larimer Street Arapahe Street Lawrence Street Champa Street Curtis Street Stut Street 21 st Street Weltn Street ONE TO TWO WAY CONVERSIONS One t tw way cnversins were recmmended in the NEDN Plan t imprve the pedestrian experience, safety, and livability by lwering vehicular speeds and allwing fr bike/ped crssing pprtunities. These prjects wuld entail cnverting a crridr frm ne way t tw way travel, which culd include any necessary additinal signalizatin, bike/ped crssings, r infrastructure change. The prcess included internal City meetings t evaluate changes since the NEDN Plan was adpted, develpment f evaluatin criteria, Technical Advisry Cmmittee (TAC) meetings t understand cmmunity stakehlder prject pririties, cmmunity meetings t share infrmatin with the greater public, and engineering analyses t understand prject feasibility and implementatin strategies. CRITERIA DEVELOPMENT The City intends t implement infrastructure that achieves its mbility gals. Therefre, the prject team develped criteria that accurately assess hw well a prject will achieve a gal. It was imprtant t understand hw well each prject achieved each f the mbility gals develped frm the NEDN Plan in rder t adequately priritize the NEDN Plan mbility prjects As part f the criteria develpment, plans cmpleted in the study area were reviewed t understand their mbility gals. Prject materials were made available n the study s website and at public meetings fr the Reginal Transprtatin District s (RTD) Central Rail Extensin (CRE) Mbility Study, which encmpassed a similar study area. The study was cmpleted t determine the best way t prvide a direct rail transit trip between the 38th and Blake Statin and dwntwn Denver withut a transfer and t establish a lng-term visin with the lcal cmmunity fr the entire Central Rail Line. The 38th and Blake Statin will serve the East Rail Line which is currently under cnstructin and will travel between Denver Unin Statin and Denver Internatinal Airprt. The CRE is intended t prvide the nrtheast dwntwn neighbrhds with mre direct access t the new East Rail Line, while als prviding East Rail Line passengers with a secnd rail cnnectin int dwntwn Denver. Tw jint meetings fr the general public were held during the prject n February 26, 2014 and July 16, During these meetings, the current prgress f the NEDN Next Steps was shared with attendees. Meetings als prvided an pprtunity fr attendees t ask questins and prvide input n 16

18 the priritizatin prcess and relevant prjects. While the studies were separate, they were being perfrmed in crdinatin, which prvided the pprtunity t gain input frm the brader public. All meeting materials frm the TAC meetings can be fund in Appendix D. TAC MEETING #1 The first TAC meeting in February 2014 kicked ff the prject with the TAC. Members f the prject team and the TAC were intrduced and discussed their desired utcmes f the study. The fcus f the meeting was getting TAC members familiar with the Nrtheast Dwntwn Neighbrhds (NEDN) Plan as well as the purpse f the Next Steps Study. The mbility prjects t be priritized and the criteria t be used were presented t the TAC. TAC members were asked t prvide feedback, which included: 17

19 Lawrence Street is a cuplet t Larimer Street. The cnversin f this cuplet tgether has been a part f discussins during ther prjects in the area. The study shuld cnsider including the ne t tw way cnversin f Lawrence Street. The imprtance f using the same templates and terminlgy was emphasized in rder t have effective cmmunicatin. A key example f this is n Weltn Street; the current branding effrt is calling this part f Weltn Street frm Park Ave t Dwning Street the Weltn Street Cmmercial Crridr Cultural District. The Bradway intersectin at 21 st Street shuld stay n the prject list, even if the 21 st festival street is taken ff the list further in the prcess, since these are separate prjects. The study area des nt appear t include the entire River Nrth neighbrhd. In prject graphics (where feasible) the entire River Nrth area shuld be illustrated t help reaffirm cnnectivity thrughut River Nrth. Additinal plans t incrprate int the gals sectin are: The River Nrth Plan, Denver Pedestrian Plan, Brightn Bulevard Plan and Nrth Denver Crnerstne Cllabrative. Remval f the hump at 38 th and Blake shuld be cnsidered while priritizing the prjects. TAC members requested that prject sheets (cntaining prject images and descriptins, as discussed in greater detail under TAC Meeting #2) be sent ut in advance f the next TAC meeting in rder t allw fr advanced preparatin. Three shrt, ne t tw way cnversin segments were missing frm the riginal prject list and will be added- Glenarm Place, 27 th Street and 28 th Street. The TAC and agency staff discussed what rle the engineering prtin f the analysis will play n the study. The TAC was cncerned that the engineering prtin f the analysis will rearrange the priritizatin that the TAC develps. It was discussed that the engineering prtin f the prject is intended t further evaluate the cnceptual cst, design, and timing f each prject. It is nt intended t rearrange the TAC s recmmendatins. Hwever, it was nted that there may be prjects that are determined t be infeasible due t cst, r culd take years due t funding requirements, while thers are lw hanging fruit that culd be fcused n in the near-term. The TAC will be infrmed if changes t the priritizatin ccur during engineering. Additinal cmments can be fund in the minutes fr TAC #4 in Appendix D. 18

20 TAC MEETING #2 During the secnd TAC meeting in April 2014 the priritizatin prcess was kicked ff. The prject team develped a set f prject sheets that described each prject and asked hw well each f the prjects achieved the priritizatin criteria. Each TAC member was prvided with a packet f prject wrksheets. This packet f prject sheets can be fund in Appendix C. TAC members were asked t fill ut the prject sheets. In rder t priritize prjects, TAC members were asked t prvide each prject 0, 1, r 2 pints fr each f the criteria and a ttal prject scre was btained by adding up the pints fr all the criteria and averaging the number based upn the number f TAC members that scred the prject. A scre f 0 was assigned if the check bx indicated nt applicable. A number 1 was assigned if the check bx indicated the prject was mderately effective and a number 2 was assigned if the check bx indicated the prject was very effective. The checked bxes related t the effectiveness f the criteria t achieve the gals f the neighbrhd. Scres were summed and prjects were ranked and placed int three tiers based n natural breaks in the average pints received per respndent. The resulting scres and rankings are displayed in Figure 3. After the prject sheets were distributed, TAC members engaged in a discussin abut the included prjects. Sme specific prject cmments included: Prject: River Nrth and Ballpark Cmplete Sidewalk Netwrk Cmment: Encurage develper t take care f sidewalk; in 2010 many develpments were accunted fr. Cmment: River Nrth sidewalks are nt the nly thing needed; withut lights and ther amenities, n ne will feel safe walking. Prject: Bradway Bicycle and Pedestrian Crssing Enhancements Cmment: Bradway and Park Ave are very difficult t crss n ft r bicycle frm 26th Street t 20th Street all the way thrugh Ballpark t Glenarm Place. Cmment: It is just assumed in RiN that yu dn t crss Bradway because it is s unfriendly t pedestrians. Prject: Bradway Study t Evaluate Alternatives Cmment: It is unclear hw individual intersectins and full crridr studies wrk tgether. Prject team members clarified that all prjects in the sheets were lifted directly frm the riginal plan. Running the priritizatin will help the prject team understand which prjects r studies are desired t mve frward with. Please rank bth and prvide cmments where needed. 19

21 Prjects: Champa Street and Stut Street One t Tw Way Cnversins Cmment: The interest in cnverting these streets t tw way streets has decreased frm the neighbrhd perspective. The neighbrhd is mst interested in traffic calming alng the streets, and residents have questins abut hw a tw way cnversin achieves this gal. The benefits d nt necessarily utweigh the negative impacts. Prjects: Blake Street and Walnut Street One t Tw Way Cnversins Cmment: Frm a neighbrhd perspective, Walnut Street shuld be preferred as RTD s main crridr. It seems like Blake Street is being prtrayed as the main transit crridr by RTD currently. Hwever, Walnut Street is mre apprpriate as the main transit crridr. TAC members said they wuld be supprtive f a tw way cnversin n bth crridrs. Prject: One t Tw Way Cnversins Cmment: These were riginally prpsed by the cmmunity as a way t prvide traffic calming. Hwever, nt all tw way street are slw/calm. It is really dependent n their lcatin and rle in the netwrk. Specific design features t slw traffic dwn need t be cnsidered as prject plans mve frward. Prject: Weltn Street One t Tw Way Cnversin Cmment: A tw way Weltn Street wuld prvide enhanced access t businesses and build ecnmic develpment pprtunities in the crridr. Prject: Bradway/ 21 st Pedestrian/Bicycle Crssing at Bradway Cmment: This intersectin is a pedestrian nightmare that needs t be fixed t create cnnectins between dwntwn and adjacent neighbrhds. Additinal cmments can be fund in the minutes fr TAC #2 in Appendix D. TAC MEETING #3 At the third TAC meeting in May 2014, the prject team presented the preliminary results f the TAC priritizatin and explained hw the prjects had been rganized int three prject tiers based n the average number f pints per respndent (see Figure 3). Figure 4, the Priritized Prjects Map, depicts the prject area, clr cding each prject lcatin by tier with its verall ranking. This map was develped t shw the ranking f the prjects as well as reference the gegraphy f the prjects relative t ne anther. Overall, TAC members felt that the priritizatin prcess resulted in an accurate representatin f their prject pririties. Several cmments were made regarding prjects that did nt rank in Tier 1, but that individual TAC members have interest in. Cmments included: Bradway prbably warrants a full crridr study t cnnect with the wrk being dne n Brightn Bulevard. It is a majr barrier segmenting neighbrhds that needs t be addressed. It serves an imprtant rle as a gateway t Denver. There is a desire t include Lawrence Street One t Tw Way Cnversin (Bradway t 18th Street) t the ranking, since it is a cuplet with the prpsed Larimer Street cnversin and has been cnsidered in ther planning effrts. Curtis Park traffic calming and RiN sidewalk prject ranked surprisingly lw, but perhaps the amrphus nature f these prjects brught their ranking dwn. These prjects are imprtant because public infrastructure needs t supprt the lng term visin fr the neighbrhd. 20

22 Linking dwntwn t the surrunding neighbrhds is really imprtant and is nly being accmplished in the Curtis Street Enhance Pedestrian Envirnment prject, therefre there is cncern that this prject shuld have ranked higher. Cncern abut the Blake Street One t Tw Way Cnversin prject being ranked significantly higher than the Walnut Street cnversin. These prjects shuld be linked and this discrepancy desn t match develpment patterns n these tw crridrs. There needs t be a dynamic element t this prcess, where if a catalytic prject is implemented, the rankings are able t change and a prject is able t mve up. Examples include CRE, Greyhund, and develpment n Walnut Street. Additinal cmments can be fund in the minutes fr TAC #3 in Appendix D. 21

26 TAC MEETING #4 At the furth TAC meeting in Nvember 2014, the prject team reviewed the prject list and presented the additinal infrmatin that had been cmpiled n the individual prjects. Prject packages, described in the fllwing sectin belw, were intrduced t the TAC and were explained t be thse prjects that wuld easily be bundled fr future analysis and/r implementatin due t gegraphy t ne anther and/r similar characteristics, nt based n pririty like the three-tiered list. The packages were shwn as a suggestin and any f the prjects culd easily be unbundled and mve frward as an individual prject. The team als explained key cnsideratins fr standalne prjects that culd nt be gruped int a package and thse that were mving frward thrugh ther means r require further definitin. Cmments included: The packages are cnfusing and it wuld be simpler t have the prjects separated (See next sectin: Prject Packages) 24 th Avenue pedestrian crridr shuld be included with the list f prjects. The examples shwn fr the pedestrian and bicycle imprvements acrss Bradway are nt as innvative as the stakehlders wuld like t see. The examples shwn are new term imprvements but the stakehlders wuld like imprvements that have mre Urban Design elements and maybe mre capital intensive. Weltn cntinues t be imprtant t the cmmunity and needs t be studied. The preliminary layut f the 21 st and Bradway pedestrian and bicycle crssing was als presented t the TAC. The grup was infrmed that preliminary design was mving frward as part f this prject in rder t prvide the City with a prject that culd be implemented upn cmpletin f Final Design plans and as funding is identified. PROJECT PACKAGES Fllwing the TAC ranking prcess, sme f the prjects were placed in packages based n their prximity, interdependence, and similar characteristics. Prject packages did nt create a new ranking fr prjects, but rather prvided a framewrk fr which t perfrm an peratinal analysis r cnceptual design. While the three tiers explained abve prvide prject priritizatin, packages allwed prject design and further analysis t cnsider the interactin between varius prjects. Each package included bth highly scred prjects and thse with lwer scres. Alng with fur packages, A, B, C, and D, the ther prjects that were priritized are either listed as needing mre infrmatin in rder t mve frward, r listed as already mving frward in cnjunctin with ther planning prcesses r funding surces. Their pririty ranking was als scred by averaging the individual pririty ranking f each prject as shwn in the table that is Figure 3. The packages are further described belw, but based n TAC feedback, prjects are unbundled, summarized and listed individually by pririty at the end f this reprt. This crridr receives abut 1,800 vehicles per day (vpd). There currently are n bicycle facilities. There is a five ft sidewalk with a pedestrian buffer including street trees, benches and ther amenities. Lcated in the center f the study area, these intersectins play an imprtant rle in cmpleting direct access acrss Bradway. Mdificatins shuld be studied t minimize required ut-f-directin travel by pedestrians, and emphasize pedestrian pririty thrugh median island refuge areas in Bradway, clsure f alleys and curb cut access t parking areas. Near term, lw cst, high impact treatment cncepts were based n discussin with the TAC. The tw example cncepts prvided t the TAC, as shwn belw, were shrt term and nn-invasive in general. The lw impact imprvement did nt meet the expectatin f an enhanced crssing. The TAC determined during this exercise that in rder t imprve east and west cnnectivity, mre capital intensive imprvements fr drainage and verall mbility was desired. The bike bulevard wuld be fr the entirety f the street, the festival cmpnent (initially) wuld be nly fr the blcks prximate t Crs Field. 21 st Street is a tw way street with ne travel lane in each directin. This is a cmmercial crridr with mixed uses including multi-unit husing lcated in the Ballpark neighbrhd, adjacent t the Crs Field Stadium. Between Blake Street and 20 th Avenue, 21 st Street has a curb t curb width f 36 feet. There are sharrws alng the length f the crridr. Sidewalk widths vary frm 17 feet frm Blake t Lawrence, 12 feet frm Lawrence t Stut and 5 feet frm Stut t 20 th Avenue. This includes a buffer zne with street trees and amenities. There is n street parking n bth sides f the street. This prject prpses having a bike bulevard the whle extent frm Blake Street t 20 th Avenue. The festival street is intended t be n the few blcks adjacent t the stadium that will allw fr temprary clsure f the street during events. Appendix F includes a mre develped design fr the 21 st Street Pedestrian and Bicycle Imprvements at Bradway. The mre detailed plan is included fr this prject nly due t its high pririty and relatively simple cmplexity. Cnstructin csts in 2014 dllars were estimated based n the elements included in the cnceptual design plan. This cst estimate is susceptible t change if an element f the cncept changes that requires federal apprval such as requiring Natinal Envirnmental Plicy Act (NEPA). NEXT STEPS A number f prjects in the study are already mving frward with funding r are recmmended t mve frward with identified funding in place fr design and/r implementatin. Preliminary t 65% designed cnstructin dcuments were cmpleted fr the 21 st and Bradway crssing as part f this study. The cnstructin plans include signalizatin f the intersectin as well as clsing the intersectin t vehicular traffic.
