Main Street in the Twn f Sunnydale prvides essential access t the central dwntwn cmmercial district and adjacent residential neighbrhds and is in need f a full recnstructin. The prject is intended t imprve mtrist, bicycle and pedestrian safety, create a transit supprtive envirnment and imprve the verall flw f traffic thrugh the crridr. In additin, the prject intends t eliminate deficient pavement cnditins that are a result f high traffic vlumes and pr drainage. Prject Descriptin: Prepare a narrative describing what will be dne t address the prblem described abve. Be as specific as pssible by including the fllwing: Brief prject histry. The need fr this prject was first explred three years ag as part f lcal planning wrk. All prject elements, their lcatin and design specificatins. Imprvements include the fllwing: Full depth recnstructin f the travel and parking lanes Replacement f deterirated sidewalks and crsswalks Add ADA cmpliant curb ramps Mdernize/replace traffic signals Imprve the visual character f the area by prviding plantings, new street trees and sd Add tw bike racks at either end f the crridr Add bulb uts at all intersectins Prvide bus shelters at tw lcatins Replace and update street signs Nte the need fr drainage wrk, utility relcatin, curbing, culvert installatin r replacement, and ther ancillary wrk. Install new clsed drainage system and separate the strm water system frm the sanitary sewer system Replace drainage grates with bicycle safe grates Relcate 10 utility ples Replacement f deterirated curbs Include a lcatin map, sketches, and renderings (attach t the cmpleted Prject Justificatin Package) Indicate if right-f-way is needed. Perhaps just as imprtant, is that the csts f the candidate prjects be cnsistent s all prjects are treated equally. The latter indicates the value f an unbiased single surce fr all cst estimates. CDTC staff has develped unit cst estimates fr recnstructin and sme additinal prject types based n recent federal-aid cnstructin experience. Therefre, spnsrs shuld cmplete the wrksheet belw using CDTC unit csts as applicable. The unit csts will be psted n the CDTC website at n September 21, If the prject includes an element(s) fr which CDTC has n empirical unit csts r ther experience, please prvide a cst estimate and indicate its surce fr each element. The Main Street Crridr Study was cmpleted in 2005 thrugh the NYS Quality Cmmunities grant prgram. See the attached dcumentatin regarding the study recmmendatins fr the Main Street Crridr. 2. Describe hw the prject is related t the lng-range metrplitan transprtatin plan knwn as New Visins 2030 and its principles, strategies and actins. ( ) This prject implements a number f New Visins 2030 actins included an imprved pedestrian, bicycle and transit envirnment, imprved traffic peratins, likely slwer traveling speeds in keeping with the cntext f this crridr and verall imprved safety fr all radway users. 3. Fr prjects adding capacity t the transprtatin system, describe hw the prject is cnsistent with CDTC s Cngestin Management Prcess? ( ) This prject will nt be adding capacity fr mtr vehicles. 4. Linear capacity imprvement prjects are required t be linked t land use management actins. Describe the spnsr cmmitment t a lcal land use/transprtatin plan, access management, the cnstructin f new lcal streets r the prvisin f supplemental transit services. This prject will nt be adding capacity. Hwever, the entire prject is linked t a new zning verlay district implemented fllwing the cmpletin f the Crridr Study. 5. Describe the public prcess used t generate the lcal plans r ther public supprt fr the prpsed prject. Tw public wrkshps will held during the Main Street Crridr Study prcess in additin t a business wner survey, a resident survey and a frmal presentatin t the Twn Cuncil. $2 M in additinal funds can be applied t this prject due t the implementatin f a mitigatin fee prgram in the crridr. 6. Describe the cmmunity cntext surrunding the prject lcatin (i.e. examples might include: dwntwn/twn center, n a cmmunity shpping street, nearby uses such as a schl, alng a transit rute, suburban arterial with a descriptin f surrunding land uses, etc.) This is the twn center/main street area f the cmmunity. The prject area cntains a number f large retail establishments with residential develpment in subdivisins ff the main street area and behind the cmmercial structures. 6 7. Is there a new ecnmic develpment initiative being planned r cnstructed which wuld be dependent n this prject? Describe the nature f the initiative and hw the prpsed prject will supprt it. Yes. The crridr study recmmended a mixed use envirnment fr the crridr. The verlay zning cde encurages a mix f residential with cmmercial. A develper is prpsing a large retail/residential cmplex in the prject area and the prpsed prject will serve t cmplement this develpment and will help t revitalize the prject area. The develper is being required t pay mitigatin fees which will be applied tward the additinal lcal match fr this prject. 8. If the prject is a bicycle/pedestrian prject, hw des it enhance the verall lcal and reginal bike/ped transprtatin system? The prject is part f the CDTC bike/ped Pririty netwrk and will imprve the pedestrian and bicycling envirnment thrugh the crridr t cnnect t anther sectin f the radway which was recnstructed with bike and ped elements fur years ag. 9. Describe hw the prject may ptentially impact varius categries f radway users r land uses near the intersectin(s) and alng the adjacent radway. Fr example, will land access be enhanced r diminished fr certain parcels? Will pedestrian crssing distances be increased? Decreased? Will transit riders be impacted? Etc. N driveways are being eliminated as part f this prject. Crssing distances fr pedestrians will be reduced thrugh the prvisin f bulb uts at the majr intersectins. Bike lanes will imprve the riding envirnment fr bicyclists. Transit buses will have imprved statin areas fr custmers and ADA cmpliant curb ramps and replaced sidewalks will als imprve the pedestrian envirnment fr transit custmers. 10. Wh will be respnsible fr the maintenance f the cmpleted prject (snw remval, grass trimming, repair, wiring, lights, etc.)? Please include a statement f willingness frm the respnsible party t fully maintain the cmpleted prject. The twn f Sunnydale pledges t maintain the sidewalks and plantings alng with the lcal business assciatin. The NYSDOT will be respnsible fr snw remval n the main street as this radway is a state highway. CDTA will maintain the bus shelters. 11. If the prject is near r crsses a jurisdictinal bundary, is it cnsistent r cmplimentary with the facility in the adjacent jurisdictin? Please explain. The prject area des nt crss and is nt adjacent t anther jurisdictin. 12. Culd the prject encrach n r impact any histric, envirnmental, r recreatinal areas?
