INTRODUCTION 1.1 Clstn Budd Rgers and Kafes Pty Ltd has been cmmissined by Scentre Grup t prepare a Traffic Management and Accessibility Plan (TMAP) fr the S75W applicatin t amend the 2014 Cncept Apprval fr the cmmercial twer at Westfield Shpping Centre. The 2014 Cncept Apprval incrprates the fllwing additins t the shpping centre: 31,495m 2 GFA (24,500m 2 GLA) f additinal retail area; Building envelpe fr a cmmercial twer abve the retail pdium n the crner f Argyle Street and Church Street fr up t 35,000m 2 GFA f cmmercial area; additinal parking fr up t 562 cars t be prvided as part f the Stage 1 develpment mdificatins t access and parking arrangements t accmmdate the abve changes; and rad infrastructure t supprt the develpment (imprvements t intersectins f Church Street/Campbell Street and the Great Western Highway with Church Street, Marsden Street and O Cnnell Street). 1.2 The S75W prpses the fllwing changes: relcate the apprved cncept envelpe f the ffice twer t the west alng the Argyle Street frntage (abut midway between Church Street and Marsden Street) and increase the size f the twer t 112,000m 2 with n increase in the apprved 100 cmmercial parking spaces; 1

4 CHAPTER 1 t accmmdate the relcated ffice twer, existing retail area will be reduced; and mdificatins t the apprved develpment (parking layut and service arrangements) t accmmdate the abve changes with a reductin in additinal parking t be prvided. 1.3 The shpping centre is lcated in the suthern sectin f Parramatta CBD, suth f the railway and is generally bunded by Church Street, Argyle Street, O Cnnell Street and Campbell Street (with the exceptin f the cinema precinct which is lcated n the suth eastern crner f Church Street and Argyle Street) as shwn in Figure 1.1. The centre is sme 135,000m 2 GLA cmprising retail, cmmercial and cinemas with parking fr sme 4,450 cars in multi-deck car parks. Access is prvided frm Campbell Street, Aird Street and Marsden Street. 5 CHAPTER NSW Planning & Envirnment requirements fr the S75W (SEARS), with regards t transprt and accessibility, are set ut in its letter f 29 September These are set ut belw: 5. Traffic, Car Parking, Transprt and Access (Operatin) Include a Transprt and Traffic Impact Assessment that prvides, but is nt limited t, the fllwing and prepared in accrdance with guidelines: Details f the current daily and peak hur vehicle, public transprt, pedestrian and bicycle mvements and existing traffic, public transprt, pedestrian and bicycle and facilities prvided n the rad netwrk lcated adjacent t the prpsed develpment; Estimated daily and peak hur trips likely t be generated by the prpsed develpment, including vehicle, public transprt, walking and cycling trips during peratin; An assessment f existing and future perfrmance f key intersectins prviding access t the site and impact f traffic generated n nearby intersectins and any rad infrastructure wrks require, taking int accunt cumulative impacts f traffic vlumes frm the prpsed tgether with existing and apprved develpments in the area. The assessment needs t be supprted by apprpriate mdelling and analysis t the satisfactin f Rads and Maritime Services; An assessment f the impacts n the pedestrian and public transprt facilities, the bus peratin and pedestrian mvements alng Argyle Street, in cnsultatin with Transprt fr NSW, as result f the reductin f the 3

6 CHAPTER 1 Argyle Street setback t zer and the relcatin f the ffice twer lbby and entry frm Church Street t Argyle Street; Prpsed bicycle and car parking prvisin, including justificatin, demnstrating cmpliance with relevant RMS guidelines and Australian Standards; The adequacy f existing and future public transprt, pedestrian and bicycle prvisins t meet the demand fr the prpsed develpment; Prpsed public transprt, pedestrian and bicycle facilities as part f the develpment; and Prpsed access arrangements including service and emergency vehicles. Prvide a Transprt Management and Accessibility Plan based n the findings f the Transprt and Traffic Impact Assessment including measures t encurage sustainable transprt and nn-car mde share, (e.g. implementing a sustainable travel plan and prvisin f end f trip facilities) An initial transprt assessment f the S75W was undertaken by Clstn Budd Rgers and Kafes in May 2018 (Parramatta Westfield Shpping Centre S75W Initial Transprt Assessment -30 May 2018). A cpy is prvided in Attachment A. After reviewing this initial assessment, NSW Planning and Envirnment requested that a TMAP addressing the SEARS be prepared. This reprt respnds t the request frm NSW Planning and Envirnment fr a TMAP. 1.6 The transprt and traffic assessment is prvided in Chapter 2 f this reprt and has been prepared in accrdance with the gals and bjectives f the EIS Guidelines Rad and Related Facilities, Guide t Traffic Management Part 12: Traffic Impacts f develpment (AUSROADS) and the RMS Guide t Traffic Generating Develpments. 4

7 CHAPTER 2 2. TRANSPORT AND TRAFFIC ASSESSMENT 2.1 The transprt and traffic assessment is set ut thrugh the fllwing sectins: site lcatin existing transprt cntext; S75W mdificatin; parking prvisin; access, internal layut and servicing; traffic effects; public transprt; pedestrians and cycling; respnse t SEARS; respnse t matters raised by TfNSW; and summary. Site Lcatin 2.2 Westfield Parramatta is a large reginal shpping centre lcated within the suthern sectin f Parramatta CBD, suth f the railway. It is generally bunded by Church Street, Argyle Street, O Cnnell Street and Campbell Street. Aird Street and Marsden Street bisect the centre in east/west and nrth/suth directins respectively. The cinema precinct is lcated n the suth eastern crner f Church Street and Argyle Street. It is sme 135,000m 2 in size (cmprising retail, cmmercial and cinemas) with parking prvided fr sme 4,450 cars in multideck parking areas. The car park has multiple access pints t the surrunding rad netwrk (t Campbell Street, Marsden Street and Aird Street). 5

8 CHAPTER 2 Lading dcks are prvided n Aird Street, Church Street, Campbell Street and Marsden Street. The lading dcks cater fr vehicles up t 19 metre articulated trucks. 2.3 Surrunding land use is a mix f retail, cmmercial and residential develpment within Parramatta CBD. The main western rail line is nrth f the site with Parramatta bus/rail interchange t the nrtheast, which has direct cnnectins t Westfield Parramatta. T the east is a mix f cmmercial/residential develpment, while t the suth there is predminantly residential develpment. T the west there is cmmercial develpment. Existing Transprt Cntext Traffic Assessment f 2014 Cncept Apprval 2.4 A detailed traffic and transprt assessment f the 2014 Cncept Apprval was undertaken as set ut the Supplementary Transprt Reprt (Respnse t Transprt Matters) Prpsed Extensins t Extensins t Parramatta Westfield Shpping Centre (CBHK June 2013). The traffic assessment included develpment f a PARAMICS micr simulatin mdel t assess the traffic effects f the prpsed develpment n the surrunding rad netwrk. The key findings f the traffic assessment are summarised belw: traffic generatin fr the cmmercial cmpnent was based n a rate f 0.3 trips per parking space. With 100 spaces the cmmercial cmpnent wuld generate 30 vehicles per hur (tw way) in the mrning and afternn peak hurs; the existing centre generates sme 1415 and 3705 vehicles per hur during the mrning and afternn peak perids respectively. These are generatin rates f 1 6

9 CHAPTER 2 trip per 100m 2 in the weekday mrning peak hur and 1 trip per 38m 2 in the weekday afternn peak hur. Applying these rates t the expanded centre, and allwing fr a 5% reductin (fr the increase in size f the centre), results in increases f 165 and 430 vehicles per hur (tw way) in the weekday mrning and afternn peak hurs respectively; three intersectin upgrades were identified by Cuncil and RMS (intersectins f Great Western Highway with O Cnnell Street, Marsden Street and Church Street/Parkes Street). The mdelling indicated that these upgrades prvide substantial benefits fr traffic flw n the Great Western Highway, particularly during the AM peak; a number f imprvements t the Westfield car park entries and exits were prpsed t facilitate easier entry and exit. These include an additinal right turn lane at the eastern Campbell Street exit, widening f the western Campbell Street exit, recnfiguratin f the Aird Street accesses (with imprved management), lengthening f the secnd shrt lane t the Marsden Street exit and prvisin f a secnd bm gate n the Mardsen Street speed ramp entry; the PARAMICS mdelling identified additinal upgrades t mitigate the impacts f the prpsed develpment including lengthening f the right turn bay frm the Great Western Highway (westbund) int Marsden Street, extensin f the tw lane sectin f Campbell Street (westbund) by extending the perid f n parking, and mdificatins t the traffic signal phasing at the intersectins f Marsden Street/Great Western Highway, Great Western Highway/Church Street and Church Street/Campbell Street 450 vehicles per hur (tw way) was used in the traffic assessment. 7

10 CHAPTER 2 The PARAMICS mdelling fund that: the identified Cuncil/RMS upgrades and prpsed upgrades mitigate the impacts f the prpsed extensins. Traffic cnditins in the AM and PM peaks wuld be similar r better than the existing situatin; and the internal car park upgrades reduce the impact f the Westfield traffic n the rad netwrk. 2.5 The rad netwrk imprvements alng the Great Western Highway (frm Pitt Street t Church Street) identified in the 2013 traffic study have either already been cmpleted r are being are currently being investigated by RMS. Details f the status f these wrks are prvided in Attachment B. Existing Travel Mdes 2.6 Estimates f the travel demand have been made based n surveys f travel demand f the shpping centre and census data fr the jurney t wrk t the Parramatta CBD fr the cmmercial cmpnent. These are set ut belw in Table 2.1. 11 CHAPTER Census data indicates that the largest grup f peple wh travel t Parramatta CBD cme frm within the Parramatta LGA. Beynd Parramatta the next highest set f rigins/destinatins are the adjining areas f Auburn, Blacktwn, Baulkham Hills and Hlryd. S75W Mdificatin 2.8 The S75W prpses the fllwing changes t the existing Cncept Apprval: relcate the apprved cncept envelpe f the ffice twer t the west alng the Argyle Street frntage (abut midway between Church Street and Marsden Street) and increase the size f the twer t sme 112,000m 2 GFA with n increase in 100 cmmercial parking spaces; t accmmdate the relcated ffice twer, existing retail area will be reduced by sme 265m 2 GFA (1,700m 2 GLA). This has the effect f reducing parking requirements fr the apprved expansin f the shpping centre as the net increase retail area (existing plus apprved) will be reduced by this amunt; and mdificatins t the apprved develpment (parking layut and service arrangements) t accmmdate the abve changes. This will result in the parking prvisin being reduced t sme 289 spaces. 9

12 CHAPTER 2 Parking Prvisin 2.9 Clause 7.3 f Parramatta LEP 2011 sets ut maximum parking rates fr develpment within Parramatta City Centre. Fr cmmercial and retail develpment the fllwing maximum parking rates are applicable: Cmmercial 1 space per 100m 2 GFA; and Retail 1 space per 30m 2 GFA The apprved develpment prvides parking less than the maximum prvisin with 100 spaces fr the 35,000m 2 ffice twer (1 space per 350m 2 GFA) and 462 spaces fr the additinal 31,495m 2 f retail area (1 space per 68m 2 GFA). In assessing parking requirements fr the apprved develpment, it was understd that the prvisin f 562 spaces was a maximum requirement (cnsistent with the LEP) As a result f the S75W, additinal parking prvisin will be reduced frm 562 spaces t 289 spaces, with 100 spaces allcated t the cmmercial parking and 189 spaces fr retail parking. The cmmercial parking prvisin is a rate f 1 space per 1,120m 2. This lw rate f parking reflects the site lcatin in the centre f Parramatta CBD with excellent access t public transprt services, being adjacent t the train and bus interchange. The additinal retail parking will increase the shpping centre car park t sme 4,640 spaces A review f 12 mnths car parking data (frm 1 March 2017 t 28 February 2018, between 9.00am and 6.00pm) fr the existing shpping centre, fund that the 85 th percentile parking demand was 3,985 spaces (90% ccupancy). This equates t a 10

13 CHAPTER 2 parking rate f 1 space per 34m 2 GLA (based n the existing shpping centre being 135,000m 2 GLA). Applying this rate t the S75W (expanded retail area f 157,800m 2 GLA) results in a requirement fr sme 4,640 spaces. The prpsed parking prvisin f sme 4,640 spaces satisfies this requirement and is cnsidered apprpriate In additin t car parking, DCP 2011 sets ut the fllwing requirements with regards t car share spaces, accessible parking; bicycle parking and mtrcycle parking: car share spaces t be prvided in business develpments with a flr space f mre than 5,000m 2 and within 800 metres f a railway statin. One car share space can be prvided lieu f 3 parking spaces; 1-2% f spaces t be designated accessible parking; bicycle parking 1 space per 200m 2 f ffice and retail flr space; and mtr cycle parking - the area f ne parking space per 50 spaces t be prvided fr mtrcycle parking (typically 3 mtrcycle spaces per 50 car spaces) Applying these rates t the S75W results in the fllwing requirements: 2 accessible cmmercial spaces (2%) and 4 accessible retail spaces (2.2%); 550 cmmercial bicycle spaces and 156 retail bicycle spaces. These will be split between secure (emplyee) and accessible (visitr) bicycle parking areas. Apprpriate end f trip facilities will be prvided fr emplyees (shwers, change rms and lckers); and 17 mtr cycle spaces 11

14 CHAPTER Within the shpping centre car park, car share parking will be prvided. Access, Internal Layut and Servicing 2.16 The S75W prpses n change in access arrangements cmpared t the apprved develpment With regards t internal layut, the relcatin f the ffice twer t the west will result in changes t the existing Level 5M2 car park level with a net lss f sme 123 spaces n this level. As per the apprved develpment, where practical (that is, nt limited by the existing clumn grid) new parking will be designed t cmply with the requirements f AS Parking fr the ffice twer (100 spaces) will be lcated within the shpping centre car park (within the vicinity f the ffice twer), but separated frm access by shppers The apprved ffice twer is serviced via the existing lading dck accessed frm Aird Street (east) which wuld be mdified t service the ffice twer. With the ffice twer prpsed t be relcated west, the ffice twer will nw be serviced via the existing nrthern Marsden Street lading dck. This dck will be expanded t service the ffice twer. Mdificatins t this dck will cmply with the requirements f AS Further infrmatin n the peratin f the ffice twer lading dck (including truck turning paths) will be prvided as part f the develpment applicatin fr the ffice twer. Traffic Effects 2.19 The apprved develpment was assessed using the fllwing generatin rates: 12

15 CHAPTER 2 cmmercial cmpnent 0.3 vehicles per hur per parking space in the weekday AM and PM peak hurs ; and retail cmpnent 1 vehicle per hur 100m 2 GLA and 1 vehicle per 38m 2 GLA in the weekday AM and PM peak hurs respectively 2.20 Applying these rates, the S75W with a reductin f sme 1,700m 2 retail GLA and the same prvisin f cmmercial parking (100 spaces), wuld generate sme 20 t 40 vehicles per hur (tw way) less than assessed fr the apprved develpment As nted previusly a number rad netwrk imprvements were identified in the traffic studies fr the apprved develpment and were included as cnditins f cnsent in the apprval. As the S75W wuld generate less traffic than the apprved develpment, the apprved rad netwrk imprvements are als apprpriate fr the S75W and n further traffic analysis is warranted. Public Transprt 2.22 The site is in the centre f Parramatta CBD, adjacent t the bus/rail interchange and the transitways that perate alng Argyle Street adjacent t the site. Thus the site is highly accessible t lcal and reginal public transprt services with direct cnnectins t them. The future Parramatta light rail will further increase access by public transprt t/frm Parramatta. The prpsed extensins will maintain and enhance these cnnectins with cmmercial and additinal retail develpment integrated int the existing pedestrian netwrk Public transprt services ffer viable alternatives t travel by mdes ther than car. Cnsistent with prmting access by public and active transprt mdes, n- 13

16 CHAPTER 2 site parking has been prvided at rates much lwer than maximum LEP rates. Furthermre car sharing will be prvided n site. T supprt accessibility by bicycles, apprpriate bicycle parking is prpsed t be prvided fr emplyees and shppers/visitrs alng with end f trip facilities fr retail and ffice emplyees (such as change rms, shwers and secure bicycle parking areas) The S75W will therefre satisfy the bjectives f NSW Making it Happen, A Plan fr Grwing Sydney, NSW Lng Term Transprt Masterplan, and Directins fr a Greater Sydney , as fllws: enabling emplyees and shppers t readily access buses and trains clse t the site, fr jurneys t wrk and ther travel; prviding pedestrian cnnectins within and thrugh the centre; prviding an apprpriate level f n-site parking, with reference t apprpriate cuncil and RMS requirements, t encurage public transprt use and increase the prprtin f jurney t wrk trips by public transprt; prviding retail/emplyment develpment clse t residential develpment and ther retail, cmmercial and transprt facilities t reduce the need fr external travel; being lcated clse t emplyment centres in Parramatta CBD, which are readily accessible by public transprt; and prviding apprpriate bicycle parking n the site t increase the prprtin f trips made by bicycle T encurage travel mdes ther than private vehicle, a travel demand management apprach will be adpted, thrugh a travel access guide t meet the specific needs f emplyees. The specific requirements and needs f the future emplyees, including access t surrunding retail and residential develpment, 14

17 CHAPTER 2 plus lcal services and facilities, shuld be incrprated in the travel access guide t supprt the bjectives f encuraging the use f public transprt The principles f the travel access guide shuld be develped in cnsultatin with Cuncil, RMS, public transprt prviders and ther stakehlders. Principles wuld include the fllwing: encurage the use f public transprt, including bus and train services clse t the site; identify existing public transprt services that perate near the site, including the lcatin f bus stps and pedestrian crssings at signalised intersectins; wrk with public transprt prviders t imprve services; encurage public transprt by emplyees thrugh the prvisin f infrmatin, maps and timetables in the travel access guide; raise awareness f health benefits f walking and cycling (including maps shwing walking and cycling rutes, including thrugh and adjacent t the site); encurage cycling by prviding safe and secure bicycle parking, including the prvisin f lckers and rails fr emplyees and visitrs; prvide apprpriate n-site parking prvisin, cnsistent with apprpriate Cuncil/RMS cntrls and the bjective f reducing traffic generatin. 15

18 CHAPTER The S75W wuld increase the size f the apprved ffice twer by sme 77,000m 2. Fr the ffice twer, n-site parking will be highly cnstrained (with prvisin f 100 parking spaces). As per the previus assessment, an emplyee density f 1 persn per 25m 2 GFA fr the ffice twer has been assumed. This results in an increase in emplyee ppulatin (cmpared t the cncept apprval) f sme 3,080 peple. Based n an average car ccupancy f 1.2 peple per car, this results in an additinal 2,960 peple travelling t wrk by means ther than car. Census data indicates that 63% f nn-car travel t wrk within Parramatta CBD is by train and 11% by bus. Based n 40% f peple travelling t wrk in the peak hurs, the prpsed ffice twer wuld generate the fllwing trips by bus/train: AM peak hur peple in by train, +175 peple in by bus; and PM peak hur peple ut by train, +175 peple ut by bus 2.28 The abve des nt accunt fr any absenteeism by ffice emplyees (such as hlidays, wrking away frm the ffice r sick leave). This can typically be sme 10% f emplyees Trips by train wuld be split between the three lines entering/departing Parramatta with 60% t/frm the west/nrthwest, 30% frm the east and 10% frm the suth. Thus the increase in trips wuld range between 100 and 600 trips per hur in the peak directin. Based n previus wrk undertaken, this level f increase culd be accmmdated by the existing spare capacity n each line (at least 1,300 peple) Trips by bus wuld be split between the varius bus services entering/departing Parramatta. Based n previus wrk undertaken the increase in trips generated 16

19 CHAPTER 2 by the prpsed develpment culd be accmmdated by the existing spare capacity n these services (at least 3,900 peple) The prpsed light rail wuld result in sme f the existing and future trips by bus and train t/frm Parramatta CBD being diverted t the light rail. This wuld increase capacity f bus and rail services and reduce the number f additinal trips frm the S75W n the bus and rail services Thus in summary the existing bus and train services that perate ut f Parramatta CBD fund that there is sufficient spare capacity t accmmdate the additinal demand generated by the S75W. Pedestrians and Cyclists 2.33 The site is lcated within the Parramatta CBD which prvides emplyees fr the prpsed ffice twer with cycling and walking pprtunities t lcatins such as shps, restaurants, services and recreatinal facilities lcated within the Parramatta CBD. The bus/rail interchange and prpsed light rail are lcated within clse walking distance t the prpsed ffice twer with bus stps lcated alng the Argyle Street frntage f the site. Figure 2.1 shws the existing cycle paths arund Parramatta. 17

Apprpriate end f trip facilities will be prvided fr emplyees (shwers, change rms and lckers) With respect t pedestrian flws alng Argyle Street, Parramatta City Cuncil has prepared a Parramatta CBD Pedestrian Strategy (Cardn 2017). With respect t Argyle Street (between Marsden Street and Church Street), the strategy identifies future (2056) peak flws f between 500 t 1,000 pedestrians per hur (tw way). The strategy identifies that based n ftpath widths f either 1.8 metres r 2.2 metres, with these flws, the ftpath wuld perate at level f service A (based n a Fruin analysis) The relcated ffice twer will have pedestrian access t Argyle Street and t the adjacent shpping centre. Thus a majr pedestrian path will be alng Argyle Street between the ffice twer and transprt interchange. Based n the 18

21 CHAPTER 2 estimated ppulatin f the ffice twer, and mde f travel, pedestrian flws alng Argyle Street (between the ffice stre and Church Street) culd duble frm thse set ut in Cuncil s Pedestrian Strategy. It is nted that the existing ftpath alng the suthern side f Argyle Street is sme fur t five metres wide (taking int accunt the prmenade lcated within the Westfield site). On this basis the additinal pedestrian flws frm the relcated ffice twer wuld result in the ftpath cntinuing t perate at LOS A: Respnse t SEARS 2.37 Our respnse t the SEARS issued by NSW Planning and Envirnment is set ut in the fllwing sectins. The findings f ur initial transprt assessment are set ut thrugh the fllwing sectins: parking; access, internal layut and servicing; traffic effects; public transprt; staging; review f SEARS; respnse t matters raised by TfNSW; and summary. Parking 4. Clause 7.3 f Parramatta LEP 2011 sets ut maximum parking rates fr develpment within Parramatta City Centre. Fr cmmercial and retail develpment the fllwing maximum parking rates are applicable: Cmmercial 1 space per 100m 2 GFA; and Retail 1 space per 30m 2 GFA. 5. The apprved develpment prvides parking less than the maximum prvisin with 100 spaces fr the 35,000m 2 ffice twer (1 space per 350m 2 GFA) and 462 spaces fr the additinal 31,495m 2 f retail area (1 space per 68m 2 GFA). In assessing parking requirements fr the apprved develpment, it was understd that the prvisin f 562 spaces was a maximum requirement (cnsistent with the LEP). 6. As a result f the S75W, additinal parking prvisin will be reduced frm 562 spaces t 289 spaces, with 100 spaces allcated t the cmmercial parking and 189 spaces fr retail parking. The cmmercial parking prvisin is a rate f 1 space per 1,120m 2. This lw rate f parking reflects the site lcatin in the centre f Parramatta CBD with excellent access t public transprt services, being adjacent t the train and bus interchange. The additinal retail parking will increase the shpping centre car park t sme 4,640 spaces. 7. A review f 12 mnths car parking data (frm 1 March 2017 t 28 February 2018, between 9.00am and 6.00pm) fr the existing shpping centre, fund that the 85 th 2

29 percentile parking demand was 3,985 spaces (90% ccupancy). This equates t a parking rate f 1 space per 34m 2 GLA (based n the existing shpping centre being 135,000m 2 GLA). Applying this rate t the S75W (expanded retail area f 157,800m 2 GLA) results in a requirement fr sme 4,640 spaces. The prpsed parking prvisin f sme 4,640 spaces satisfies this requirement and is cnsidered apprpriate. 8. In additin t car parking, DCP 2011 sets ut the fllwing requirements with regards t car share spaces, accessible parking; bicycle parking and mtrcycle parking: car share spaces t be prvided in business develpments with a flr space f mre than 5,000m 2 and within 800 metres f a railway statin. One car share space can be prvided lieu f 3 parking spaces; 1-2% f spaces t be designated accessible parking; bicycle parking 1 space per 200m 2 f ffice and retail flr space; and mtr cycle parking - the area f ne parking space per 50 spaces t be prvided fr mtrcycle parking (typically 3 mtrcycle spaces per 50 car spaces). 9. Applying these rates t the S75W results in the fllwing requirements: 2 accessible cmmercial spaces (2%) and 4 accessible retail spaces (2.2%); 550 cmmercial bicycle spaces and 156 retail bicycle spaces. These will be split between secure (emplyee) and accessible (visitr) bicycle parking areas. Apprpriate end f trip facilities will be prvided fr emplyees (shwers, change rms and lckers); and 17 mtr cycle spaces. 10. Within the shpping centre car park, car share parking will be prvided. Access, Internal layut and Servicing 11. The S75W prpses n change in access arrangements cmpared t the apprved develpment. 12. With regards t internal layut, the relcatin f the ffice twer t the west will result in changes t the existing Level 5M2 car park level with a net lss f sme 123 spaces n this level. As per the apprved develpment, where practical (that is, nt limited by the existing clumn grid) new parking will be designed t cmply with the requirements f AS Parking fr the ffice twer (100 spaces) will be lcated within the shpping centre car park (within the vicinity f the ffice twer), but separated frm access by shppers. 3

30 13. The apprved ffice twer is serviced via the existing lading dck accessed frm Aird Street (east) which wuld be mdified t service the ffice twer. With the ffice twer prpsed t be relcated west, the ffice twer will nw be serviced via the existing nrthern Marsden Street lading dck. This dck will be expanded t service the ffice twer. Mdificatins t this dck will cmply with the requirements f AS Traffic Effects 14. The apprved develpment was assessed using the fllwing generatin rates: cmmercial cmpnent 0.3 vehicles per hur per parking space in the weekday AM and PM peak hurs ; and retail cmpnent 1 vehicle per hur 100m 2 GLA and 1 vehicle per 38m 2 GLA in the weekday AM and PM peak hurs respectively. 15. Applying these rates, the S75W with a reductin f sme 1,700m 2 retail GLA and the same prvisin f cmmercial parking (100 spaces), wuld generate sme 20 t 40 vehicles per hur (tw way) less than assessed fr the apprved develpment. 16. A number rad netwrk imprvements were identified in the traffic studies fr the apprved develpment and were included as cnditins f cnsent in the apprval. As the S75W wuld generate less traffic than the apprved develpment, the apprved rad netwrk imprvements are als apprpriate fr the S75W and n further traffic analysis is warranted. Public Transprt 17. The site is in the centre f Parramatta CBD, adjacent t the bus/rail interchange and the transitways that perate alng Argyle Street adjacent t the site. Thus the site is highly accessible t lcal and reginal public transprt services with direct cnnectins t them. The future Parramatta light rail will further increase access by public transprt t/frm Parramatta. The prpsed extensins will maintain and enhance these cnnectins with cmmercial and additinal retail develpment integrated int the existing pedestrian netwrk. 18. Public transprt services ffer viable alternatives t travel by mdes ther than car. Cnsistent with prmting access by public and active transprt mdes, nsite parking has been prvided at rates much lwer than maximum LEP rates. Furthermre car sharing will be prvided n site. T supprt accessibility by bicycles, apprpriate bicycle parking is prpsed t be prvided fr emplyees and shppers/visitrs alng with end f trip facilities fr retail and ffice emplyees (such as change rms, shwers and secure bicycle parking areas). 4

The S75W will therefre satisfy the bjectives f NSW Making it Happen, A Plan fr Grwing Sydney, NSW Lng Term Transprt Masterplan, and Directins fr a Greater Sydney , as fllws: enabling emplyees and shppers t readily access buses and trains clse t the site, fr jurneys t wrk and ther travel; prviding pedestrian cnnectins within and thrugh the centre; prviding an apprpriate level f n-site parking, with reference t apprpriate cuncil and RMS requirements, t encurage public transprt use and increase the prprtin f jurney t wrk trips by public transprt; prviding retail/emplyment develpment clse t residential develpment and ther retail, cmmercial and transprt facilities t reduce the need fr external travel; being lcated clse t emplyment centres in Parramatta CBD, which are readily accessible by public transprt; and prviding apprpriate bicycle parking n the site t increase the prprtin f trips made by bicycle. 20. T encurage travel mdes ther than private vehicle, a travel demand management apprach shuld be adpted, thrugh a travel access guide t meet the specific needs f the site, future shppers and emplyees. The specific requirements and needs f the future emplyees, including access t surrunding retail and residential develpment, plus lcal services and facilities, shuld be incrprated in the travel access guide t supprt the bjectives f encuraging the use f public transprt. Respnse t SEARS 21. The SEARs issued by the Department f Planning and Envirnment fr the S75W (dated 29 September 2017) require preparatin f a TMAP addressing a range f traffic and transprt matters (trip generatin, assessment f traffic effects n the surrunding rad netwrk, assessment f public transprt effects, justificatin f parking prvisin and measures t encurage travel by public and active transprt). A TMAP which builds upn this initial transprt assessment will be prepared as part f a develpment applicatin fr the prpsed ffice twer. Hwever, because the traffic generatin f the S75W will be less than the apprved develpment a detailed traffic assessment is nt cnsidered t be necessary. Thus the relevant prvisins, gals and bjectives f the EIS Guidelines Rad and Related Facilities, Guide t Traffic Management Part 12: Traffic Impacts f develpment (AUSROADS) and the RMS Guide t Traffic Generating Develpments have been addressed. 5

The strategy identifies that based n ftpath widths f either 1.8 metres r 2.2 metres, with these flws, the ftpath wuld perate at level f service A (based n a Fruin analysis). 24. The relcated ffice twer will have pedestrian access t Argyle Street and t the adjacent shpping centre. Thus a majr pedestrian path will be alng Argyle Street between the ffice twer and transprt interchange. Based n the estimated ppulatin f the ffice twer, and mde f travel, pedestrian flws alng Argyle Street (between the ffice stre and Church Street) culd duble frm thse set ut in Cuncil s Pedestrian Strategy. It is nted that the existing ftpath alng the suthern side f Argyle Street is sme fur t five metres wide (taking int accunt the prmenade lcated within the Westfield site). On this basis the additinal pedestrian flws frm the relcated ffice twer wuld result in the ftpath cntinuing t perate at LOS A. 25. With respect t servicing f the relcated ffice twer, this is prpsed t ccur via the existing lading dcks lcated n Marsden Street. These will be expanded t prvide separate dcks fr the ffice details.
