4 EXECUTIVE SUMMARY Trafficwrks Pty Ltd has been engaged by Greater Sheppartn City Cuncil t prepare a cmprehensive Traffic Impact Assessment Reprt fr the Sheppartn Nrth-East Grwth Crridr. In undertaking this assessment, Trafficwrks has relied extensively n the previus draft reprt prepared by Maunsell Australia Pty Ltd in Nvember 2008 fr Nrdic Pty Ltd, the draft reprt by AECOM dated December 2009 that frmed Appendix F f the Structure Plan, and the peer review f the AECOM reprt undertaken in March 20 by TraffixGrup. This assessment has aimed t update findings in the abve dcuments in the light f mre recent develpments and t present a cnslidated status reprt n traffic impacts fr the NrthEast Grwth Crridr. In preparing this reprt, nging design advice has been prvided t Greater Sheppartn City Cuncil thrughut the past tw years that has infrmed varius aspects f the Precinct Structure Plan (PSP), particularly with respect t the internal street netwrk and external rad cnnectins resulting frm investigatins int these aspects. This reprt incrprates the utcmes f this cllabrative apprach, with the key findings being summarised in Sectin.. 5 2 INTRODUCTION The precinct identified in Figure belw, is lcated in the nrth-east crner f the existing develped area f Sheppartn City. It primarily cmprises farming land that is awaiting rezning fr future residential develpment. Trafficwrks Pty Ltd was initially engaged t review previus pertinent traffic reprts and prvide a cnslidated psitin statement n traffic-related issues that incrprates recent develpments impacting n traffic management fr the precinct. The key bjectives f the initial study were t: Reassess external rad cnnectins frm the precinct with regard t their lcatin and treatment ptins. In particular, t review: Access cnditins alng the Grahamvale Rad frntage against the VicRads draft Arterial Rad Access Management Plicies (AMPs); and The frm f access t Verney Rad fr cnsistency with the ultimate layut prpsals fr this rad; Review the internal street netwrk by way f input int the Precinct Structure Plan. Since preparatin f the initial draft reprt, Trafficwrks has wrked with Greater Sheppartn City Cuncil t cnslidate develpment prpsals fr the precinct that are nw summarised in this reprt. 6 3 EXISTING CONDITIONS 3. Land Use The precinct cmprises arund 0ha f land at the nrtheast fringe f Sheppartn (see Figure ). All the land is included in the Farming Zne (FZ) in the Greater Sheppartn Planning Scheme, althugh it currently cntains tw schls and sme residential develpment. Land t the west and suthwest is included in the Residential Zne (RZ) whilst land in the Matilda Drive Estate t the nrthwest is included in the Lw Density Residential Zne (LDRZ). Land t the nrtheast and t the east (acrss Grahamvale Rad) is included in the Farming Zne (FZ) and land t the sutheast is included in the Industrial Zne (INZ). Several channels that crss the precinct are included in the Public Use Zne Service & Utility (PUZ). Grahamvale Rad, alng the eastern bundary f the land, is an arterial rad and is included in the Rad Zne Categry (RDZ). 3.2 Rad Netwrk Grahamvale Rad: frms part f the Sheppartn Alternative Rute (SAR), a State Arterial Rad (C39) managed by VicRads. The SAR prvides an imprtant bypass rute t the east f the city centre, particularly fr lng distance cmmercial traffic between Melburne and Brisbane alng the Gulburn Valley/Newell Highway crridr. It als ffers mre apprpriate access fr this cmmercial traffic t Sheppartn s industrial areas alng the eastern fringe f the city. Alng the precinct frntage, Grahamvale Rad cmprises a tw-lane tw-way sealed carriageway with sealed shulders, lcated centrally in a 20m rad reservatin, bunded t the east by the Sheppartn t Tcumwal railway line and t the west by irrigatin channels. It generally perates under an 80km/h speed limit. VicRads has develped ultimate layut prpsals fr the SAR that include a duplicated crss sectin (achieved by ccupying the redundant channel reserves alng this prtin f the rute), a large rural rundabut at the Frd Rad intersectin and prvisin fr a grade separatin ver the railway line at the existing rail level crssing near the suthern limit f the precinct. Verney Rad: frms the western bundary t the land and is included in the Rad Zne Categry 2 (RDZ2). This is a trunk cllectr rad in Sheppartn City s lcal rad netwrk managed by Cuncil. It has a tw-lane tw-way crss sectin, augmented with turn lanes at majr intersectins. It is currently subject t a 0km/h speed limit alng the precinct frntage, with a time-based 40 km/h schl zne alng the bundary f the Christian Schl perating within the precinct. An ff-rad shared path has been cnstructed in the western part f the reservatin frm suth f Pine Rad t Ryeland Drive. Cuncil has develped ultimate layut prpsals fr this rad alng the frntage f the precinct that include widening fr a tw-lane (ne lane in each directin) divided crss sectin t accmmdate sheltered right turn lanes at all significant intersectins while als prviding sectins f central right turning lane fr minr side streets and private access pints. The prpsed crss sectin is als t incrprate n-rad bicycle lanes. The layut prpsals make prvisin fr the prpsed access pints t the internal street netwrk fr the precinct. The 2

7 sectin f rad nrth frm Pine Rad is currently under cnstructin, while cncept plans fr the length t the suth are included as Figures A & A8 in Attachment A t this reprt. Frd Rad: frms part f the nrthern bundary t the land and is included in the Rad Zne Categry 2 (RDZ2). This is als a cllectr rad in Sheppartn City s lcal rad netwrk managed by Cuncil that currently has a tw-lane tw-way crss sectin within a 20m reservatin. Frd Rad perates under a 0km/h speed limit. There are currently n prpsals t upgrade this rad. 3.3 Traffic Envirnment A full assessment f traffic vlumes n the significant rutes surrunding the precinct is prvided in Sectin 4.2 f this reprt. A cmparisn f the abve extraplated traffic vlumes was attempted with traffic frecasts prepared by AECOM fr VicRads as part f a study t assess the traffic impacts f Sheppartn Bypass. As the subject precinct is at the fringe f the AECOM study area and their mdelling was at a strategic level, little crrelatin was fund. 3.4 Crash Histry The VicRads Crashstats database has recrded 2 casualty crashes alng rads surrunding the precinct during the mst recent 5 years f data (July 2008 t June 203). The lcatins f these crashes are pltted in Figure 2 belw and details have been summarised ver the page (refer t full listing in Figure B2 f Attachment B fr further infrmatin). 8 2 crashes at the intersectin f Dkie-Sheppartn Rad with Sheppartn Alternative Rute: ne was a fall frm a bicycle (DCA 90) and ne a lss f cntrl crash (DCA 3). One ccurred at night, ne during the day, and bth under dry clear cnditins. Bth resulted in ther injuries. 2 crashes at the intersectin f Grahamvale Rad (Sheppartn Alternative Rute) with Frd Rad: invlving ne crss traffic crash (DCA 0) and ne a lss f cntrl crash (DCA 0). Bth ccurred during the day, under dry clear cnditins. Bth resulted in ther injuries. An additinal fatal cllisin has since ccurred at this intersectin n 2/3/204. It was a crss traffic crash (DCA 0) invlving a westbund car and nrthbund truck, during the day in dry and clear cnditins. 5 ther intersectin crashes; ne each at Frd Rad/Verney Rad (crss traffic DA 0), Pine Rad/Verney Rad (right near DCA 3), Oak Street/Verney Rad (right near DCA 3), Dkie-Sheppartn/Drummnd (right rear DCA 32) and Dkie-Sheppartn Rad/Hawdn Street/Verney Rad/Balaclava Rad (lss f cntrl DCA 4). Three ccurred at night r twilight, tw during the day, and all under dry clear cnditins. Tw invlved bicycles (Verney Rd at Oak St and Pine Rd) and ne a mtrcycle (DkieSheppartn Rd at Hawdn St). Tw resulted in serius injuries, three in ther injuries. 3 single vehicle mid-blck crashes: n King Richard Drive bicycle int parked car (DCA0), Grahamvale Rad ff rad (DCA 8) and McGill Street ff rad (DCA 3). One ccurred at night, tw during the day, all under dry clear cnditins. Tw resulted in serius injuries, ne in ther injuries. A plt f all reprted injury crashes since 98 is prvided in Figure 2, with thse that have ccurred in the last 5 years (as nted abve) circled. The rundabut at the intersectin f Dkie-Sheppartn Rad with Hawdn Street and Verney Rad shws a cnsistent and cntinuing crash histry. It was als identified in the TraffixGrup reprt as a site shwing a high crash frequency and it is recmmended that VicRads investigate this lcatin fr ptential remedial treatments independent f the develpment prpsals fr the grwth precinct. Cnsistent patterns that emerge frm scrutiny f all f the abve crash data are a high night time ccurrence (5/2 r 42%) and relatively high invlvement f bicycles (5 N, 3 alng Verney Rad). It can be cncluded that, apart frm the rundabut at the intersectin f Dkie-Sheppartn Rad and Verney Rad and the intersectin f Grahamvale Rad with Frd Rad, the rad netwrk in the vicinity f the precinct currently des nt have a traffic safety prblem that requires urgent remedial actin. 4

9 4 PROPOSED DEVELOPMENT Of the varius structure ptins cnsidered, the develpment prcess fr the precinct has settled n the layut prepared by Reeds Cnsulting entitled Prpsed Future Precinct Structure Plan (Versin H) and reprduced in Figure A f Attachment A. This plan dated /8/203 frms the basis fr the preparatin f a detailed internal rad netwrk and has been used t undertake the traffic assessments that fllw. 4. Overview The land is currently in five primary wnerships, with a number f additinal smaller alltments in different wnership abutting the Verney Rad and Grahamvale Rad frntages (as demnstrated in Figure 3 belw). B C A D The precinct is expected t generate a ttal lt yield in the rder f,35 residential lts (based n 5% at 4 lts/ha and 25% at 22 lts/ha applied t net develpable areas) as well as a small neighburhd centre and additinal prvisin fr expansin f the tw schls currently lcated 5

10 in the precinct. Develpment is anticipated t ccur in a clckwise manner, cmmencing with the Mndus land in the nrthwest quadrant and finishing with the Bennett and Sali prperties in the suthwest quadrant. The develpment stages that have been adpted are generally aligned with wnership bundaries and cincide with the prgressive pening f the external access pints discussed belw. That is: Stage : invlves develpment f areas and 2 (including the cmmunity hub) with all access btained via Access A t Verney Rad; Stage 2: invlves the additinal develpment f area 3 and pening f Access B t Frd Rad; Stage 3: invlves the additinal develpment f areas 4, 0, & 3, and the pening f Access C t Grahamvale Rad (including eventual rerientatin f access t Grahamvale Primary Schl); Stage 4: invlves develpment f the remaining areas 8 & 20, and pening f Access D t Verney Rad. External access t the precinct will be restricted t fur cntrlled intersectins as fllws (see als Figure 2): Access A: t Verney Rad ppsite Ryeland Drive frming a crss intersectin t be under signals cntrl frm cmmencement. A functinal layut fr this intersectin is prvided in Figure A3 f Attachment A; Access B: t Frd Rad with a T-junctin under STATCON cntrl west f Grahamvale Rad. A functinal layut is shwn in Figure A4 f Attachment A; Access C: t Grahamvale Rad as a signalised T-junctin nrth f the current drainage channel crssing. A functinal layut is shwn in Figure A5 f Attachment A; Access D: t Verney Rad diagnally ppsite Pine Rad under signals cntrl frm cmmencement. A functinal layut is shwn in Figure A f Attachment A. Access pint C t Grahamvale Rad has been the subject f cnsiderable discussin between Cuncil and VicRads t achieve cmpliance with the VicRads draft Access Management Plicies (refer mre detailed discussin in Sectin 5.4 f this reprt). This new access pint t the precinct frm Grahamvale Rad will require the lnger term clsure f direct access t Grahamvale Primary Schl and rerientatin f this schl access internally within the precinct. The investigatins in the AECOM and TraffixGrup reprts extended t cver the impact f traffic frm the precinct n the Gulburn Valley Highway at the highway intersectins with Pine Rad and Hawkins Street. This assessment has adpted the psitin that the intersectin f Pine Rad with the highway is currently signalised and has the capacity t cater fr the anticipated mdest increase in traffic frm the nrth-east precinct. The intersectin f Hawkins Street with the highway is t be signalised as part f the Fairley s redevelpment (including part funding by the McDnald s develpment n the suthwest crner) and will similarly have capacity t cater fr the anticipated future additinal traffic frm the nrth-east precinct. Neither intersectin is evaluated further in this reprt.

11 4.2 External Traffic Traffic cunts cnducted n surrunding streets by Sheppartn City are summarised in Table. These vlumes have been factred up, with grwth rates f 2% per annum (pa) fr Verney Rad and Grahamvale Rad, while a lwer factr f.5%pa was adpted fr Frd Rad, t apprximate traffic cnditins at 202 (representing apprximately years f develpment and aligning with the time-frame f VicRads traffic mdelling undertaken fr Sheppartn Bypass. The resultant vlumes were used t assess intersectin cnfiguratins at the precinct access pints (refer Sectin 5.2). In additin, Greater Sheppartn City Cuncil undertk a turning mvement cunt at the intersectin f Verney Rad with Pine Rad (results f this cunt are summarised in Figure B f Attachment B). Generatin rate = 8 trips/dwelling/day, with 0% ccurring in the AM and PM peaks. Traffic generatin by the neighburhd centre has assumed that 90% will be generated within the precinct and 0% externally.

12 Separate assessments have been cnducted n the basis f a 90% exiting/0% entering and an 80% exiting/20% entering directinal split in the AM peak. Bth have adpted a 0% entering/30% exiting directinal split in the PM peak. A suggested assignment f traffic nt the external netwrk was prvided in Figure 5. f the AECOM reprt. Hwever, the TraffixGrup review suggested a mdified distributin in Figure 8 f its reprt. The TraffixGrup distributin has been adpted fr this assessment and is reprduced in Figure 4. 13 5 ASSESSMENTS The traffic generatin estimates and directinal assignments utlined in Sectin 4 have been inserted in spreadsheets that prvide the cumulative effects f this traffic n the internal cllectr rads. With these resultant traffic vlume data the fllwing assessments have been made fr each stage f the develpment: The entering and exiting traffic at each access pint has been cmpared with the prjected thrugh traffic n the external rad and apprpriate intersectin treatment ptins selected with reference t Figure 4.9(b) f the Austrads Guide t Rad Design, Part 4A Unsignalised and Signalised Intersectins (reprduced in Figure 5 belw). The turn mvements have been reviewed with SIDRA t cnfirm the mst apprpriate intersectin layut and t determine ptimum means f ultimate cntrl. The internal traffic vlumes have been assessed against the parameters in Table 2 f Cuncil s IDM and apprpriate internal street types nminated (reprduced in Figure C f Attachment C). These assessments have been extended t als review peratin at the intersectin f Verney Rad with Hawkins Street and prvide cmment n the intersectin f Dkie-Sheppartn Rad with Verney Rad/Hawdn Street/Balaclava Rad. The tw spreadsheets that assess the impacts f an AM split f 90% ut/0% in and an alternative AM split f 80% ut/20% in are reprduced in Figures E and E2 in Attachment E. 14 5. Turn Lane Selectin Frm the anticipated turn mvements the additinal turn lane arrangements recmmended at the assessed intersectins are as utlined in Table 2. The suggested turn lanes at the intersectins alng Verney Rad are cnsistent with thse described in Cuncil s Verney Rad Master Plan. The full intersectin layuts are further explred in Sectin 5.2. SIDRA Assessment Analysis was cnducted fr the turn mvements and thrugh vlumes at the abve intersectins with the results summarised in Table 3 (full SIDRA Mvement Summaries are prvided in Attachment D). Frm this analysis it can be seen that: The Verney Rad intersectins at Access A/Ryeland Drive and with Hawkins Street are expected t functin satisfactrily under Give Way cntrl. Hwever, Access A/Ryeland Drive intersectin is t be prvided with signal cntrl in the first instance t prvide imprved safety fr pedestrian and cyclist access t the precinct (refer discussin in Sectin 5.5). The Frd Rad intersectin at Access B is expected t functin satisfactrily under Give Way cntrl. As a result f the anticipated heavy demand fr west t/frm suth mvements, the Grahamvale Rad intersectin at Access C is expected t experience ttal saturatin under Give Way cnditins; marginal peratin as a rundabut (requiring tw-lane circulating radway) but satisfactry peratin with signals cntrl. Signalisatin is the recmmended treatment fr this intersectin in the first instance. The SIDRA evaluatin indicates that a Give Way ptin at Access D/Verney Rad/Pine Rad is nt feasible, whilst signals can ffer satisfactry peratin in the critical PM peak, with the layut as indicated in the Verney Rad Master Plan. 0

A bus rute thrugh the precinct shuld be able t psitin bus stps at lcatins where 95% f residences are lcated within 400m walking distance f a bus stp. If this bus rute deviates frm the cllectr street netwrk, the crss sectins and intersectins f the minr streets travelled shuld be able t cater fr bus mvements and make prvisin fr bus stps. The street layut shuld avid crss rad intersectins. Where these are unavidable, safety cnsideratins wuld indicate it desirable t treat these lcatins with rundabuts. Althugh shwn as a thrugh rute n the PSP, it is cnsidered advisable nt t prvide a direct east-west cnnectin thrugh the precinct that may encurage rat running between the Verney Rad and Grahamvale Rad arterial rutes thrugh this essentially residential area. Cnsideratin shuld be given t an amendment t the east-west cllectr rute alignment t intrduce a stagger in this rute. 2

17 Staging f the internal develpment may require that cnsideratin be given t the prvisin f a frntage rad alng the western side f Grahamvale Rad t cnnect Access C t the schl car park. 5.4 Access C Lcatin Grahamvale Rad is a State Arterial Rad managed by VicRads. As such, its develpment shuld be cnsistent with VicRads Access Management Plicies as utlined in the VicRads draft Plicy Statement dated May 200 (Versin.02). Schedule 2 f this dcument sets ut the cnditins cvering Access Management Plicy 2 (AMP 2) fr majr urban limited-access rads, applicable t Grahamvale Rad. The perfrmance standards fr this categry f rad aim t minimise interference t traffic flw, reduce cllisins assciated with access mvements and prvide fr rderly develpment f, and vehicular access t, abutting land by allwing limited and well-planned minr lcal cnnectins between widely spaced cntrlled intersectins. The standards and principal characteristics fr AMP 2 rads include: Typical perating speed f 80 km/h, unimpeded by turn r crss traffic except at predetermined cntrlled lcatins; Divided r planned divided crss sectin; High level f cntrl ver intersectin spacing, vehicle turns and crss mvements; Agreed intersectin lcatins may be specified in an access management plan r lcal structure plan; Intersectins may be crss r T intersectins, cntrlled by rundabuts r signals and generally at a minimum spacing f 800m, varied t suit future signal prgressin and traffic flw requirements; Intermediate T intersectins are at least 200m apart and separated frm principal intersectins, cnfrming t the layuts in Figures C2 & C3 in Attachment C; N unrestricted individual site access t the thrugh carriageway. A cmprmise site at abut the midpint has been prpsed and agreed in-principle by VicRads, subject t prgressive relcatin/cntrl f current direct access alng this length. Cnfiguratin As nted is Sectin 5.2. the anticipated strng tidal flws at this intersectin require its signalisatin by the cmpletin f Stage 3. Further SIDRA assessments have indicated that peratinal requirements at the signalised intersectin call fr tw eastbund apprach lanes and tw suthbund departure lanes. The design f any crssing structure ver the channel immediately west f Grahamvale Rad will need t be able t accmmdate three traffic lanes (tw eastbund and ne westbund). A functinal layut fr this signalised intersectin in accrdance with these criteira is prvided in Figure A5 f Attachment A. A private access t an rchard prperty t the east f the railway line cnnects with Grahamvale Rad, via an ccupatinal crssing f the rail line, t a pint apprximately 25m suth f the prpsed lcatin f Access C. This private access will be lcated in clse prximity t the signals and has the ptential t impact n the efficiency and safety f the intersectin peratin. As such, it is desirable that this cnnectin is relcated. An interim lcatin further suth shuld aim t achieve maximum separatin frm the signalised intersectin at Access C whilst prviding adequate clearance t the guard fencing at the apprach t the nearby channel crssing. 5.5 Remte Impacts Numurkah Rad As nted earlier in this reprt, the intersectins f Gulburn Valley Highway (Numurkah Rad) with Pine Rad is currently signalised, and with Hawkins Street t be signalised as part f adjacent develpment prpsals. Bth intersectins are expected t perate satisfactrily under ultimate traffic cnditins. Verney Rad Verney Rad currently carries between 0,000vpd at the suth end and 4,000vpd suth f Frd Rad (refer Table ). These vlumes can be expected t increase thrugh natural grwth t 3,000vpd and 5,00vpd respectively by the design year f 202 (adpting a 2%pa grwth rate). Under such traffic cnditins the IDM indicates a need fr upgrading this rute t Trunk Cllectr standard (divided carriageway) between Dkie-Sheppartn Rad and Hawkins Street; with 4

19 Cllectr Street Level standard required t the nrth f Hawkins Street. The ultimate develpment prpsals prepared by Cuncil fr Verney Rad g part way twards addressing this need but nly indicate prvisin f ne traffic lane in each directin. Full develpment f a Trunk Cllectr crss sectin (with tw traffic lanes in each directin) is expected t require widening alng the east side f the rad reservatin. It is recmmended that develpments alng the Verney Rad frntage f the precinct incrprate prvisin fr widening f the rad reservatin t accmmdate future full duplicatin. Ttal ultimate traffic generatin frm the precinct is in the rder f 5,500vpd. Frm Figure 4 it is estimated that % (2% + 5%) r 2,00vpd f generated traffic will travel alng the sectin f Verney Rad suth f Hawkins Street. It is cnsidered that the DCP fr the precinct shuld incrprate a cntributin t the cst f future rad upgrading wrks alng Verney Rad suth f Hawkins Street. Frd Rad Frd Rad currently carries arund 2,50vpd between Verney Rad and Grahamvale Rad (refer Table ). These vlumes can be expected t increase thrugh natural grwth t 3,200vpd by the design year f 202 (adpting a.5% annual grwth rate). Such traffic vlumes wuld require Cllectr Street Level cnditins with an.0m carriageway in a 24m reserve width. Frm Figure 3 it is estimated that 8% (3% + 5%) r,250vpd f generated traffic will travel alng the length f Frd Rad frm Access B t Grahamvale Rad. This represents in the rder f 39% f ttal traffic n this shrt sectin f rad in the design year. As indicated fr Verney Rad abve, it is suggested that the develpment f the precinct alng the Frd Rad frntage make prvisin fr future rad widening frm a 20m t a 24m rad reservatin fr the full length f this frntage and that a cntributin culd be cnsidered at permit stage fr any upgrading t be undertaken f the sectin f Frd Rad between Access B and Grahamvale Rad t satisfy Cllectr Street Level cnditins. Dkie-Sheppartn Rad at Hawdn Street, Balaclava Rad, Verney Rad The rundabut at the intersectin f Dkie-Sheppartn Rad, Verney Rad, Hawdn Street and Balaclava Rad has an nging crash histry (see Sectin 3.5) that is expected t require amelirative treatment fr imprved peratin under the anticipated increased future traffic demands. The TraffixGrup reprt undertk a SIDRA assessment f the peratin f this intersectin under estimated traffic cnditins at 2020 that indicated marginal perfrmance at this stage (degree f saturatin f 0.88 in AM peak with 44m queue lengths in the Verney Rad apprach). The surce f base traffic data n which this assessment was perfrmed is nt knwn. It is recmmended that peak hur turning mvement cunts be undertaken at this lcatin in rder t verify the TraffixGrup cnclusins regarding the peratin f this intersectin int the future in its current cnfiguratin. In additin it is recmmended that a detailed analysis f the crashes at this intersectin be undertaken t identify any peratinal deficiencies that require remedial actin. It is nted that a large cncrete high vltage pwer ple at the back f kerb in the nrtheast quadrant cnstitutes 5

20 a hazard and a cntrl n ptential imprvements that culd represent a significant cst item if needed t be relcated. Grahamvale Rad at Frd Rad Bth the AECOM and TraffixGrup reprts indicated that this intersectin has adequate capacity t absrb the additinal traffic frm the precinct and maintain peratin at lw degrees f saturatin, and minimal increases in queue lengths and delays. It is nted that ultimate develpment f Sheppartn Alternative Rute envisages the installatin f a rundabut at this lcatin, with black spt funding likely t see the installatin prceed in the shrt term. N additinal wrks are required at this lcatin as a result f the precinct develpment. Treatment f Access A As indicated in Tables 2 and 3 f this reprt, the layut f Access A is expected t functin satisfactrily as a crss intersectin with Ryeland Drive cntrlled by Give Way signs and including a channelized right turn (Type CHR) lane and auxiliary left turn (Type AUL) lane. In recent years Cuncil has installed a flagged children s crssing in Verney Rad at the Christian Schl between Hawkins Street and prpsed Access A. This crssing was prvided n advice that 2 students wuld use the crssing, thereby satisfying the minimum VicRads pedestrian (20 children) and traffic (50vph) criteria fr such a facility. Enrlments at the Christian Schl are grwing. The neighburhd activity centre planned immediately nrtheast f Access A is als likely t attract significant pedestrian traffic frm the residential areas west f Verney Rad in due curse. In additin, the prjected grwth f Grahamvale Primary Schl (t a student ppulatin f arund 00) has the ptential t attract students frm west f the precinct, wh wuld need t crss Verney Rad en-rute t and frm this schl. As a safety respnse t these anticipated increases in pedestrian mvements acrss Verney Rad, its intersectin with Access A/Ryeland Drive shuld be signalised at the cmmencement f the develpment as an item included in the DCP. This shuld be accmpanied by the remval f the existing flagged schl crssing and installatin f pedestrian fencing, with students at the Christian Schl instructed t use the signals fr their crssing mvements t/frm the west. 5. Public Transprt Public Transprt Victria (PTV) guidelines have established a target fr urban grwth areas t be designed s that 95% f residential land is lcated within 400m walking distance f public transprt services. The Precinct Structure Plan in Figure A f Attachment A, shws ntinal bus stp lcatins alng a future bus rute thrugh the precinct. These stps will capture 95% f residential lts with cnsiderable verlap, as demnstrated in Figure. There is scpe t adjust stp lcatins during detailed layut design t reduce the number f stps within the precinct and t make allwance fr any bus stps in Verney Rad, whilst still maintaining the desired cverage.

Hwever, there are sectins f shared path alng the west side f Verney Rad frm Elm Terrace t Frd Rad and frm suth f Pine Rad t Ryeland Drive. It is expected that the Verney Rad paths will be extended t frm a cntinuus cycling rute frm Frd Rad t Hawdn Street where existing paths t the suth prvide access t Sheppartn High Schl. It is cnsidered imprtant that the internal street netwrk thugh the precinct cmplements this external path by prviding a cmprehensive cverage f bicycle facilities that links t Verney Rad as well as servicing access requirements t the tw primary schls within the precinct. This shuld include bicycle facilities alng the cllectr street suth frm Access B. 5.8 Further PSP Develpment Table f the TraffixGrup reprt prvides a detailed review f the Transprt and Mvement sectin f the draft PSP at Sectin 4.. The cmments n the planning and design guidelines in the draft PSP prvided in Table are supprted and shuld applied during the detailed design f the internal street netwrk.

22 CONCLUSIONS AND RECOMMENDATIONS This reprt has reviewed previus pertinent traffic reprts and prvided a cnslidated psitin statement n traffic-related issues fr the Sheppartn Nrth East Grwth Crridr. The fllwing cnclusins are drawn frm the review: Sectin 4. f the draft PSP needs t be reviewed t take n bard the cmments prvided in Table f the TraffixGrup reprt. The lng-term crash histry f the intersectin f Dkie-Sheppartn Rad with Verney Rad, Hawdn Street and Balaclava Rad needs detailed investigatin by VicRads t identify safety imprvements. Assciated with this investigatin, a Turning Mvement Cunt shuld be undertaken at this site t review its future peratin and identify any imprvements t cater fr the additinal traffic generated by the precinct. External rad access pints fr the precinct shuld be cnfigured as fllws: Access A at the nrthern end f Verney Rad frntage: shuld be aligned with Ryeland Drive ppsite and cntrlled by traffic signals in the first instance. Access B t Frd Rad: prvide with Type AUL(S) treatment n east apprach nly. Access C t Grahamvale Rad at apprximate midpint between Frd Rad and the ultimate rail grade separatin: signalised T intersectin in first instance.
