Many public spaces in SF are frgtten, left-ver, dn t feel like they have definitin. Cncerned this design lks like it culd becme ne f thse, seems t peter ut int the ther half f Oak Street. MY: Originally wanted t clse street entirely, was sht dwn. Thinks that preferred scenari will cnnect tw sides f the street and invite peple t crss. Thinks f this as a catalyst t redesign the whle blck, which SF Planning and HVNA are supprtive f. Rbin: Suggests thinking abut defining the space mre (edges). Appreciates lighting and elevatr design. Snhetta: Canpies missing frm the rendering b/c wuld have bstructed features they were trying t shw belw. But thinks canpies wuld help prvide mre bundaries t space. Rms always feel best when have 3 sides rather than 2. Rbin: Like the shared street idea, we need mre in SF. Very limited pprtunities fr pen spaces. If this wasn t yur in-kind cntributin, what wuld yu d instead? MY: In-kind prcess is very labr intensive, very hard t wrk ut with City. If nt this, wuld prbably just pay fee. Paul: Where is the lading zne? Wuld it impact the plaza? Hw slid are pssibilities f the area turning int entertainment zne? MY: One n-site full lading space inside parking garage. Als 100ft+ yellw zne alng Market Street, as well as yellw zne alng Oak Street in back f 1554 Market Street. Als because building is cnd, less mve-in and -ut vs. a rental building, lts in first year and less later. Jared: Talks with Cnservatry f Music t create space that s infrmal enugh fr students t just cme ut and play (with permits and audi hkups already set up). Mhammed: Lved the preferred/prpsed scenari, in particular the kisks, which wuld be very imprtant t enlivening. Is there a third ptin that has kisks but nt ther features? MY: N. Mhammed: The mre new buildings g up, the mre sme peple feel like spaces are nt fr them. Hw des space serve thse with different sciecnmic backgrunds? MY: We ve been thinking a lt abut it. Grund flr spaces are super pen and transparent. Seating is intended t be public, n requirement t buy smething if yu want t sit and hang ut (a la Mint Plaza) 5. Market and Octavia Impact Fee Expenditure Plan Planning Department [discussin item] Jacb Bintliff (Jacb) we have ne hur t d sme budgeting. We culd priritize cmplete street and SFMTA prjects first. Nne f fees the Build inkind wuld be requesting are in the Market Octavia Impact Fees. They wuld be requesting fees frm Market Van Ness SUDs. Jshua what was he talking abut the 74%? Ted: Why is yellw line cntinuing int FY19? Rbin: Still many intersectins with n pedestrian signal. Casey: Franklin imprvements basically dne. Any utstanding signals n Gugh scheduled t start cnstructin JB: We can still find and scpe ut prjects that wn t be cmpleted as part f planned upgrades n Gugh. On line 84 there is a negative 500,000. The prject was ver-budgeted, s the balance was returned. JB: Line 80 Page Street bike prject ver-budgeted by $500,000 Casey: prject gal is t make Page Street primary ped-bike street, but als includes crdinatin with PUC n green strmwater infrastructure ptins. 3/4s f way thrugh the prcess. Maintenance plan is still TBD. Plan t extend center bike lane an additinal blck, may divert traffic at Webster Street. Cst culd change dramatically based n # and scpe f bulbuts. Intersectin with Buchanan Street is still undecided, many ptins, plan t wrk ut with Lwer Haight Public Realm Plan. HUB planning prcess lking at reducing lanes and adding crsswalk at McCppin. JB: Can send latest frm SF Planning. This CAC has been funding transprtatin study. Krute: Has Dlres Street crsswalk been funded? Casey: Yes. Will be re-aligned and may be able t include signal wrk. Right nw Upper Market prject seems adequately funded. Krute: Any ther bike imprvements n Upper Market? See many cnflicts n Market between 15 th Street and Church. Casey: Parking-prtected bike lanes nt planned fr Castr at the mment, weren t priritized during cmmunity prcess. Ted: D Upper Market plans take int accunt Bike Share expansin? Particularly n Market Street itself. Casey: Yes, generally imprving the whle netwrk and assuming bike traffic will grw. If initial blcks wrk, culd see them being extended the rest f the way t Castr. Ted: Any ideas abut taking space currently devted t cnstructin t carshare and bike space rather than reverting t parking? Casey: RPP is cming t surrunding streets. Talking abut management strategy/reimaginatin fr Market Street in general. JB: Are there ther items that this CAC culd be funding/talking abut ver the next year? Hw can we have an nging cnversatin? Casey: There are number f prjects cming (fllw-the-paving, etc) that we culd keep updated thrughut the year. Mhammed: Anything we end up putting up needs t be inclusive in the type f inf and ppl hnred, but als the quality needs t equitable Casey: Lts f wrk happening pretty sn. T the extent that cntent can be nailed dwn sner, wuld be cheaper and easier t incrprate int streetscape wrk that s happening. Mhammed: I am willing t g ut t and help t find sme key flks t help include their stries. JB: Prpse budgeting k t Planning Department starting in FY18 t get prject started Lu: DC has very impressive plaques/histrical signs prgram JB: Ptential fr plaza spaces at Market and Octavia t hst Patricia s Green style rtating art Central Freeway Study JB: IPIC staff cncerned that remval study is nt a capital prject (t far remved). At the same time, CnnectSF is underway, a citywide transprtatin visining, which culd/shuld/is better equipped t take n the questin f whether the Central Freeway shuld be remved. Lu: Hw cme we can spend $5 millin n a streetcar but nt $100,000 n a study? Rbin: Agree. Lu: Suggest including it as a line item n the reslutin. Krute: We keep including it as an item and it desn t wrk (get apprved). S we shuld try a different apprach. CnnectSF is an interesting prcess thrugh which t have that cnversatin. Casey: CAC culd keep up the pressure n CnnectSF t Lu: Wuld it be pssible t change the perspective/language f the study t be mre capital-fcused?
