Dan Murning then intrduced JR Laberge wh is the new bking manager at Exp New Mexic. Mr. Laberge started with Exp in December and brings a great deal f experience and talent t the psitin. Chairman Kennedy als intrduced Mr. Dupuy Bateman (cnsultant t the fair). Actin Item: Apprval f Agenda Cmmissiner Brwn made a mtin fr apprval f the agenda. The mtin was secnded by Cmmissiner Sanchez, with all members vting in the affirmative. Actin Item: Apprval f Minutes f Octber 21, 2016 Regular Meeting Cmmissiner Sanchez made a mtin t apprve the minutes f the Octber 21, 2016 regular meeting. The mtin was secnded by Cmmissiner Brwn. Chairman Kennedy asked if all were in favr f the minutes, all vted in the affirmative. Public Cmment: Nne Apprval f 2017 Open Meetings Reslutin (annual reslutin): Chairman Kennedy stated that this is the annual reslutin that the Cmmissin reviews and passes t cnfirm that we are cmplying with the Open Meetings Act and identifies hw and when and where we cnduct ur meetings and items f ntice t the public that these meetings are happening. Chairman Kennedy added that as this is the same reslutin that has been passed fr many years, he will nt read the dcument as a whle. Mr. Grubesic added that Ms. Szktak frm the Attrney General s ffice had reviewed the dcument and

Cmmittee Reprts 1) Racing Cmmittee Reprt: Cmmissiner Sanchez stated that night racing at the Dwns is ding really well. He added that he thught this year wuld be a lt better because they have had a year t figure ut hw t make this a success. Overnights- the mney that is put in fr the races - will be right at abut $145,000, which is rughly abut 10% mre than last year. Cmmissiner Sanchez added that this des nt include the Stakes races which are a cmbinatin f the Dwns and State Fair races at abut $2.5-$3 millin. The State Fair race will be abut $1.2 millin alne n stakes races. This is a big imprvement frm previus years. Peple are really lking at the Dwns right nw and Cmmissiner Sanchez thinks in abut 5-6 years they will be the best track in the state f New Mexic. This is a big plus fr the Exp New Mexic. 2) Arena Cmmittee Reprt: Chairman Kennedy stated that Cmmissiner Lee was unable t attend the cmmissin meeting s the Chairman will give a brief Arena Cmmittee reprt. Chairman Kennedy stated that an utside cntractr has been cmmissined t put tgether a master plan fr the fairgrunds which includes the pssibility f a new arena n the fairgrunds. This prcess is still nging, the plan is in draft frm right nw and will hpefully be cmpleted in abut a mnth r s and at the next cmmissin meeting the cmmittee will be able t present a reprt.

3 Chairman Kennedy asked Mr. Murning if he had any additinal infrmatin t add t the briefing. Mr. Murning stated that the chairman is crrect, that this prject is still nging and he is als hpeful t have a reprt fr the next cmmissin meeting. Chairman Kennedy stated that he knew that Mr. Murning has been wrking very hard n this prject and credits him fr having the visin and frethught t lk at the pssibilities f building a new arena and getting a market analysis dne which will be able t tell us if we can sustain a new arena. Cmmissiner Sanchez stated that he had received a text recently that said Exp New Mexic was negtiating the sale f the NE parcel f land by fairgrunds. Cmmissiner Sanchez stated that he had ignred the text and a few weeks later while n the fairgrunds, ne f the jckeys said that he had heard the same thing. He knew this t nt be true and tld the gentleman that Dan Murning stated that the Cmmissiner was crrect, this rumr was nt true. 3) Cmmittee suggestins: Nne at this time State Fair Management Reprt: A State Fair/ EXPO New Mexic Reprt: General Manager Dan Murning began his reprt by thanking the cmmissiners fr their cntinued supprt f the staff and visin f the State Fair State Fair: Natinal recgnitin- 9 th in the natin- very prud f what we d at the Fair 2016 Annual Reprt- Mr. Murning asked the cmmissiners t lk ver the dcument at their cnvenience. Mr. Murning thanked Erin and her staff fr cmpiling the infrmatin. He added that he had met with all departments t debrief after the fair and will fllw up n any issues and imprvements that were addressed in these meetings. IAFE Cnventin in Las Vegas, Nevada- the New Mexic State Fair received 1 st place in ur divisin, in the whle cuntry, fr the TV Cmmercial campaign fr the 2016 Fair. Western Fairs Assciatin Cnference- Mr. Murning said he will be leading a rundtable discussin abut medical cannabis and hw it affects ur fairs. This is smething that we want t be mre practive abut and has becme a ht buttn tpic fr fairs acrss the cuntry New Mexic State Fair- Lking ahead and planning fr 2017 Mst spectaculars have been bked. There will be sme new spectaculars like the tp alligatr act in the cuntry and a new Sea Lin exhibit. We will als have sme returning spectaculars like the Cavall Hrse Shw and the Deming Duck Races. Prgramming- we had three managers frm ther fairs visit the 2016 New Mexic State Fair and each f them stated that ur prgramming was ne f the best they had seen in the cuntry. Prgramming addresses the events that we put n and hw we crdinate them daily. This cntributed

4 t having ne f the mst successful fairs ever. Mr. Murning thanked the staff fr all f their hard wrk in making this happen. Mbile App- this prject is still in the planning stage, and Erin is wrking n this in partnership with the Albuquerque Jurnal. The expected utcme will be t make the fair easier t navigate fr fairgers. Mr. Murning added that he had a very psitive experience at the San Antni Stck Shw and Rde with their mbile app. He added that he did nt use any f the cllateral material prvided at the event, just the mbile app and was very happy with the prcess. Mr. Murning added that this is the wrld we live in and technlgy is a very imprtant tl that we must utilize t enhance ur annual event. Online ticketing- this is new, we branched ut int it last year and being able t purchase admissin tickets nline will be in full swing fr the 2017 New Mexic State Fair. This was very well received and will help fairgers make it easier t plan their fair experience. Livestck- Mr. Murning stated that he and Beverly Zastrw reached ut t the 4-H flks that spke at the cmmissin meeting in Santa Rsa t talk abut the challenges f the Junir Livestck Sale and what can be dne t address thse challenges and enhance the sale. One idea that came f thse discussins was t invite sme f the 4-H kids t cme in early t the fair and arrange fr them t visit sme f the businesses t explain the prcess and all f the hard wrk that they put in thrughut the year t get t the livestck shws and the sale during the annual event. In additin t the visits by 4-H kids, there will be an effrt t set up/create buyers grups t bring tgether fr the sale. Entertainment- Mr. Murning stated that that the fair is wrking with Barbara Hubbard again this year t bk entertainment/acts fr the upcming 2017 Fair. Mr. Murning added that the cllabratin with Ms. Hubbard resulted in the best entertainment line-up yet. Sabrina Garza and Ken Salazar are wrking with Ms. Hubbard t cme up with the best entertainment line-up fr the best value fr the upcming annual event. Dan Murning pened the flr fr questins frm the cmmissiners n the State Fair reprt. Chairman Kennedy stated that in reference t the mbile app, he wuld like t lk int setting up alerts f upcming attractins and events, and he thught this wuld be very helpful fr fairgers. Chairman Kennedy added that he thught that if the fair was ging t invest the time and resurces int a mbile app then we shuld explre as many ptins as pssible and make it the best pssible mbile app. Cmmissiner Brwn added that having smething like yu get with a travel app wuld be helpful. Cmmissiner Brwn explained that with a travel app yu can get a schedule r time frame f when events will be held and that culd be helpful when planning a visit t the fairgrunds. The fairger culd decide in advance what they can d and see at the Fair within the time frame they have available. Cmmissiner Brwn als added that during a visit t Las Vegas he had seen a bank f TVs livestreaming the publics suggestins n what t d and see during their

5 visit. He thught this was a very interesting idea and maybe there wuld be a way t have this at the Fair in the future. Mr. Murning thanked the cmmissiners fr their suggestins and input which, as Erin Thmpsn wrks n this prject, she will lk int including thse ideas and thers in the app. Mr. Murning added that he is als lking int a digital bard t be put n the utside f Tingley Cliseum which culd help prvide infrmatin t the public abut what is happening n the fairgrunds during fair and pssibly year rund. Chairman Kennedy stated that the lights n Main Street are a great additin t the grunds. Mr. Murning added that he thught they wuld be a great asset year rund as well as during the annual event. Exp New Mexic Reprt: Dan Murning stated that there are multiple prjects happening n the grunds at this time that he is excited t tell the cmmissiners abut. Renvatin f Creative Arts Building- plans are being drawn up t update and enhance this building. The plans include a cmplete upgrade f the façade n bth the nrth and suth sides f the building. These imprvements will hpefully draw mre peple int the building t see all f the fun and interesting things that are ging during the annual event. New stage at African American Pavilin- the new stage is in the prcess f being built. Dairy Barn- new ffices are being created/built abve the milking parlr t replace the ffice space nw being ccupied by the Print Shp. Print Shp- there is a new print shp in the ld Dairy Barn ffices. Mr. Murning thanked Cmmissiner Sanchez fr his input and expertise n this prject. Cmmissiner Sanchez asked if the print shp wuld enable the fair t create/print signs, banners, etc. in huse. Erin Thmpsn respnded that yes we will be able t d the majrity f the signs, banners, etc. in huse nw. Cmmissiner Sanchez added that he thught the new print shp will save the fair a lt f mney. Chairman Kennedy added that it is a cnvenience t have the print shp n grunds which will save time as well as mney. Mr. Murning added that we culd pssibly even ffer this service t ur clients/custmers and he is excited abut the pssibilities fr the future. Arena- The fair is lking t the future, the next 60 years. Tingley is turning 60 this year and even thugh it has served us well the general feeling frm the public is that they are ready fr smething bigger and better. Albuquerque and the state need a new facility t be able t attract better entertainment ptins. Chairman Kennedy added that the annual audit is cmpleted but is nt ready t be released at this time. Mr. Murning added that Exp New Mexic is making mney and we are able t reinvest mney back int the grunds. Chairman Kennedy asked if the building rental r lease included in the reprt includes the Dwns. Dan Murning respnded that yes that line item des include the Dwns. Chairman Kennedy thanked Bill Nrdin fr prviding the Financial Reprt fr the Cmmissin t review. B. Legislative Update: Mr. Murning stated that the Legislative Sessin is a 60 day sessin this year. It begins February 17 th and ends n March 18 th, As far as Exp New Mexic and the New Mexic State Fair are cncerned, at this time, there are n bills that affect r pertain t Exp New Mexic and/r the New Mexic State Fair. Lisa Lieget, General Cunsel, is tracking all bills and will be sending s with any updates t key staff and the cmmissin. This is a big budget year, with the il and gas revenues dwn and there will be a great deal f discussin during the Legislative sessin abut the state s budget shrtfall. Hwever, the State Fair Cmmissin is nt a part f this, we d nt affect the budget negatively r psitively since we are an enterprise fund. Mr. Murning added that we have made a capital request again this year and will wait and see the utcme f that request. Cmmissiner Brwn asked if there were any dates that the cmmissiners shuld be aware f and put n their calendars during this legislative sessin. Dan Murning stated that Erin Thmpsn wuld send any infrmatin alng thse lines t the cmmissiners as available. Discussin f meeting calendar: Chairman Kennedy stated that the cmmissin held quarterly meetings and that meant that the next meeting wuld be in April. Chairman Kennedy added that he thught the practice f traveling arund the state t hld cmmissin meetings in ther lcatins besides Albuquerque was a gd pprtunity, hwever, the Chairman asked fr input frm the ther cmmissiners as t whether this practice shuld be cntinued. Cmmissiner Sanchez suggested that perhaps the expense f having the cmmissin meetings in ther lcatins arund the state may nt equal the input received frm the general public wh attended thse meetings. He further suggested that the cmmissin keep their ptins pen, if a request is made frm a cmmunity t have the cmmissin meeting in their city/twn, then the cmmissin culd make a decisin at that time. Cmmissiner Brwn agreed that was a gd cmprmise. Chairman Kennedy then stated that the next meeting will be scheduled fr Mnday, April 10 th, 2017 in Albuquerque.
