1 SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes f the August 15, 2016 Meeting Present frm the Bicycle Advisry Cmmittee were Denise Hunsaker, Elicia Cárdenas, Jasn Hamula, Jasn Stevensn, Jsalyn Bates, Shaun Jacbsen and Tdd Hadden. Absent frm the Bicycle Advisry Cmmittee were David Brks, David Parrtt, Ken Ynemura, Mark Kennedy, Nra Pincus & Sctt Lyttle. Als present were Becka Rlf, Amy Lyns, Ellitt Mtt, Phil Sarnff, Jace Burbidge, Mercedes Rdriquez, Emily Jrda, Dave Iltis, Brian Gtt & Nah Gtt. The meeting, held at the Transprtatin Divisin Office, 349 Suth 200 East, Salt Lake City, Utah, was called t rder at 5:01 p.m. by Elicia Cárdenas. Welcme and Intrductin f Members and Guests Elicia welcmed all attendees and everyne intrduced themselves. Public Cmment Phil said the 2016 Bike Utah Awards are cming up n September 8 th frm 7-9 p.m. and will be held at Publik Cffee Rasters. They will be giving awards this year t the Utah High Schl Cycling League, the Salt Lake City Bicycle Cllective, the Muntain Trails Fundatin and the Prv Bicycle Cmmittee. Mre infrmatin can be fund n bikeutah.rg. Apprval f Minutes Mtin: Shaun Jacbsen mved t apprve the minutes f the June 20, 2016 meeting. Tdd Hadden secnded the mtin. The mtin passed unanimusly. Bike Educatin in Schls Bike Utah Prgram Phil intrduced Jayce, he is the new yuth educatin crdinatr fr Bike Utah. Many f the Cmmittee members are familiar with this but as a recap, several years ag, Salt Lake City Transprtatin and Bike Utah talked abut hw they culd get a yuth educatin prgram up and ging. They used the curriculum frm Prtland s prgram as a starting pint, and have nw develped their wn five hur schl based prgram that can be taught ver the curse f five days. Bike Utah prvides the instructr, bikes, helmets and will bring it all t the schl and facilitate this curriculum. In additin t that, there will be bicycle walk audits f the schls; as well as, prviding infrmatin that the kids can take hme t their parents s the parents can be cnnected t ther bicycling resurces in the cmmunity. They see this as the first step in getting kids riding mre ften. Bike Utah wants t prvide them with that initial experience and then help cnnect them t ther resurces within the cmmunity s they can becme mre Page 1 f 7

2 engaged in riding their bicycles. Elicia asked what age r grades they are targeting and Phil said their target range is 5 th t 7 th graders. A cuple f reasns they chse this age range is that they want t get kids engaged in cycling fr as lng as pssible befre they get their driver s license. Hpefully, cycling becmes a part f their life befre they re cmpelled t drive. In additin t that, they wanted t span that timeline between elementary and middle schl s they can reach ut t mre schls within a cmmunity. The gal fr this prgram is t educate arund 3,000 kids per year. During the summer they are ging t reach ut t yuth prgrams like Bys & Girls clubs and year rund schls. Jayce said that while they aren t ging t change a lt f minds abut cycling quickly thrugh this prgram, they are hping t prvide a lt f cnfidence fr the students themselves t see cycling as a viable means f getting arund; as well as, that integratin with walking and cars in a cmmunity as a whle. The hpe is that parents will als see this as a safe means fr their children t get arund and if nt, that s when Jayce wuld like t cme back t the Cmmittee t btain real accident data and ther infrmatin t share with thse parents. Bike Utah are able t be a little bit flexible as t what days r times f day they teach this prgram but it will include things such as bike helmet fittings, safety infrmatin including using hand signals, and hw t perate in traffic s kids can see themselves as a part f smething that mves arund. Bike Utah is currently lking fr any direct schl cntacts that the BAC may be able t share. There are currently 15 schls signed up thrughut the state and they wuld like t extend this free prgram t as many Utah schls as pssible t reach their annual gal. Tdd said he wuld like t see kids be able t ride their bike t schl and get a P.E. credit fr it. Jayce said SLCC des have sme prgrams similar t that and Phil said he desn t see any issue with pursuing that. Jasn Hamula said an hur per day desn t seem like much but teachers are trying t fit the class int what is nrmally taught. He said they shuld lk at what is taught during thse grades t see if this may fit int what they are ging t teach them anyway. Phil said this is als why they are flexible abut the time f day. Becka asked where the schls currently signed up are lcated. Phil said they are all ver the state including Washingtn Cunty, Davis Cunty and a few schls in Salt Lake City. Becka said since mst f them aren t happening in Salt Lake City, the Bard and the City need t spread the wrd. Jsalyn suggested they check int an end f year prgram that many f the schls have teaching the kids healthy ways f living. Elicia asked the Cmmittee t take a minute and write dwn any schl cntacts that any f the members may have fr Bike Utah t use. 600 East Neighbrhd Byway Elicia Cárdenas & Infrastructure Wrk Grup Elicia handed ut a draft letter, written by her t the Acting Transprtatin Directr, regarding the 600 East Neighbrhd Byway fr the Cmmittees review. This prject, which creates a Neighbrhd Byway n 600 East frm Suth Temple t just past 2100 Suth, had previusly been presented t the Cmmittee fr their review. The BAC did site surveys and made very specific recmmendatins. Very few f thse recmmendatins have been put int place and many f them fell by the wayside. Elicia feels that the way it is currently cnfigured, it des nt feel like a safe place t ride. This prject is cnsidered cmpleted but it did nt becme a lw stress bikeway and she feels Page 2 f 7

3 like the Cmmittee has a respnsibility t g back, lk at it and send a letter with their cncerns. Shaun asked what the drawbacks wuld be if there was a regular traffic signal at 800 Suth. Becka said she s nt sure if the City has lked at that, there are dwnsides t mre signals which end up causing cnsiderable traffic delays by interrupting the traffic flw. Shaun said there needs smething mre at that crssing and asked why it s being cnsidered finished if there was suppsed t be mre painted rad markings. Becka said there will be bike lanes painted, the prject isn t entirely finished. Emily said frm what she understands, bike lanes shuldn t be necessary if yu are using traffic calming measures, they are different treatments. Bike lanes aren t made t be used n a neighbrhd byway, they are different things. Jasn asked if the BAC knws why many f their recmmendatins weren t used. Elicia said frm what she can gather, there are financial and plitical cncerns. There are a lt f ther pressures and n prject is ging t be exactly what they wuld want but her cncern is that this prject is s far frm what was prpsed, it desn t seem t be a neighbrhd byway. Becka said the sectin where there are bike lanes is frm Suth, the traffic vlumes there are a little higher than yu wuld want n a byway but nt s high that it is cnsidered high stress. This is why Transprtatin decided adding the separatin f a bike lane was a reasnable cmprmise fr this sectin. They had discussed remving parking alng the side f the street n thse three blcks in rder t put in a bigger wider bike lane but it was still a bike lane treatment. Transprtatin had als cnsidered a traffic diverter treatment which was cntrversial especially amng sme f the businesses alng the treatment area. There are already a lt f restrictins in that area because f the 300 Suth prtected bike lanes as well as the 400 Suth TRAX line which means there are limited places yu can turn nt and ff f 400 Suth. This is why putting in a bike lane design there seemed like the best thing t d and it des slightly narrw the lane which als creates a traffic calming effect. Elicia said the parking remval, lwered speed limit and diverters wuld have created a byway effect. Elicia asked the Cmmittee t take a gd lk at the first draft f the letter t see if it is smething they wuld like t submit. Jasn H. thught they shuld highlight r emphasize the highest pririty bjects. Becka said priritizing is always helpful. After sme discussin, it was decided that the 800 suth crssing shuld be a pririty as well as signal timing, the 1700 Suth crssing, speed limit, treatment frm Suth and Suth Temple as well as paint markings. Elicia said she wuld like t get this letter ut as sn as pssible. Mtin: Shaun Jacbsen mved t send this letter back t the infrastructure subcmmittee t revise and that the Cmmittee desn t need t take a secnd lk at it prir t it being sent ut. Denise Hunsaker secnded the mtin. The mtin passed unanimusly. The Big Jump (fllw-up t the Green Lane Prject) Becka said the Big Jump is anther pprtunity fr mstly fame and nt much in the way f actual funding and cities frm arund the cuntry can apply. They are lking fr cmmunities that, n a neighbrhd level, have sme amunt f a cre lw stress bikeway netwrk t participate in a Peple fr Bikes prgram t see if they can get the numbers f bicyclists t g up, hence The Big Jump, thrugh a cmbinatin f Page 3 f 7

4 infrastructure and educatin. Salt Lake City in cllabratin with a number f partners is cnsidering applying. There has been sme discussin abut what area t apply fr. SLC has sme pretty interesting prjects that have been put in recently in terms f frming a gd backbne fr a lw stress bikeway, but at the same time they re thinking abut the idea f trying t reach further west frm the dwntwn area and making cnnectins t the west side. Transprtatin wuld like t knw where the BAC thinks wuld be mst apprpriate t put in this applicatin and where they feel the City wuld have the best chance f success. Peple fr Bikes is interested in lwer incme areas but it might be gd t fcus n the east side where there is better infrastructure. Shaun said the 9-Line incrprates bth lwer incme areas and new infrastructure. Tdd said there will be a bridge put up ver the railrad by the Jrdan River Trail. Elicia asked if he thinks that area has enugh density, data and infrastructure. Tdd said that area has a high number f cyclists n the census husehld study but it s cntained because it s limited n hw yu can get ut f the neighbrhd by bicycle. He wuld particularly like t see that area as a viable ptin. The 9-Line has been discussed because it s a gd cnnectin but there isn t a lt f density fr land use right nw. Elicia asked what ther neighbrhds there are t lk at. Becka said the main nes they have talked abut are the western side f dwntwn by expanding 300 Suth t 200 West. They wuld then need t make a cnnectin n Nrth Temple and/r 1 st Suth which wuld cnnect t bth the Flsm Trail and the western prtin f Nrth Temple which is already pretty gd fr cyclists and then cnnecting as far nrth as 300 Nrth where they City is wrking n a pedestrian/bicycle bridge. They re lking fr that type f area but there are als questins abut land use and if there is enugh density. There has been sme discussin abut sme areas arund Universities. The City is ging t have the University t Dwntwn bike lane which may be a gd fit and cnnects several netwrks. There was talk abut what is unique in Salt Lake City which is that there is a very engaged transit agency as well as a huge influx f peple int the City each day. Elicia likes the idea f creating a crridr acrss twn that cnnects everyne t educatin. Becka thinks cnnecting the HUB t 300 Suth as it exists nw wuld be gd but might nt happen within the three year time frame f this prject. Becka said if the Cmmittee has any further ideas, feel free t send them t her. Cnnectins & Annuncements Ken 21st & 21 st Ken was nt present but Becka said the small area plan draft has just been released fr public cmment. It s n Open City Hall if yu wuld like t g there t view and cmment n the plan. Nra & Ken Fthill Drive Neither Nra r Ken were nt present. Tdd Transprtatin Advisry Bard TAB did nt meet this mnth but have tw really big cncerns. One is the re-wrking f their funding dcuments. Originally they were based n Planning Districts rather than Cuncil Districts. TAB is als very interested in the Parley/Fthill Plans. Page 4 f 7

5 Lisa Pascadl SLCPD Lisa was nt present. Jasn S. McClelland Trail There was a cnstructin update sent ut tday and the McClelland Trail is a trail that is basically running frm the 9 th & 9 th area t Brickyard. They are starting cnstructin, wrking n grading and remving debris. Peple in the neighbrhd seem excited and there was a recent pen huse. The ne area that Jasn is cncerned abut is getting frm Inglewd Park t 1300 Suth and cntinuing t 1100 East because yu g frm a prtected area t 1100 East which is a busier street. There is ging t be a little bulb ut s peple can get ff their bikes and walk acrss 1100 East. There is als ging t be a new restaurant ging up and the develper is ging t make a nice pathway frm 1100 East back t the park. There is sme cncern abut the maintenance s the Liberty Park Cmmunity Cuncil is ging t keep an eye n that. Sme f the neighbrs that said they were ging t d specific things t help with the McClelland Trail, have reneged, s nw there are sme landscaping issues. Jasn said the trail shuld be pen by mid- Octber. Elicia thanked Jasn fr the update and said she thinks it makes a big difference when BAC members g t these pen huses. Shaun said there were a lt f new things at the pen huse that the BAC hadn t seen befre. Others Jasn H. said Sunnyside is getting trn apart and the cnstructin is heading east day by day. Becka desn t knw exactly what the cnstructin schedule fr that is but will check n it. Jasn S. said Jshua Ppple has mved t Salt Lake City. He s a great asset t the cycling cmmunity having previusly been the directr f The Village Bicycle Prject and having wrked fr Alta Planning & Design in New Yrk and shuld be kept in mind as a pssible future BAC member. Denise said they are wrking n 1300 Suth where there is suppsed t be a bike trail n the nrth side. She hpes it wrks ut but it desn t seem t her that there is enugh rm fr a bike trail. Becka said the final design will be that there is a multi-use path n the nrth side and she explained the design. Denise als said that the Utah State Fair pens September 8 th and she has previusly talked t them abut having a secure bike crral as currently they nly have a bike rack. She wuld like t talk t them again abut putting in the bike crral near the Jrdan River Trail. Shaun thinks bike parking might make a gd agenda item by itself including what is required f new buildings. Tdd rde his bike t a WFRC meeting and the Page 5 f 7

6 bike path frm Rse Park t the terminal is great but said there must have been sme drudging in the canal as the airprt trail further n is trn up. Transprtatin Updates Becka Rlf, Salt Lake City Transprtatin Bikes n Sidewalks There isn t really an update n this yet except that t say that the City is having further discussins including the recmmendatins that the BAC gave. Bnneville Bulevard This Bulevard has been resurfaced and Becka believes the cmmunity cnsensus seemed t be that markings thrughut the trail wrk well the way they were. There was a suggestin that the markings be increased but withut necessarily a clear benefit s the City decided t put the markings back the way they were and they will lk at adding additinal signs. There are als different ideas f hw the trail shuld be used s they are ging t try t cme t a cmmunity cnsensus abut the usage. There will be sme additinal markings added t the entrances s everyne will knw that it is a tw way facility. 200 West / Wall St. These streets will be resurfaced later this week. The City is lking at adjusting widths f the bike lanes n Wall Street but there is nt enugh width t have bike lanes unless they remve parking frm ne side f the street. They re discussing whether r nt t d that and what side f the street wuld lse its parking. The City is currently lking fr cmmunity input. Elicia said if there is any pushback abut lsing parking, she feels shared lane markings shuld be fine since this is such a lw vlume rad and the parking is s underutilized, bicyclists can usually ride there anyway. Shaun thinks a shared lane marking dwnhill and a bike lane uphill wuld be a gd idea. U t DT Bikeway Becka shwed the Cmmittee yard signs that will be ging ut t let everyne knw f the upcming cnstructin. The City has cmpleted their bid prcess and it lks like cnstructin will begin in late August r early September. Shaun asked if there is any cllabratin with the U nce yu get there. Becka said their preferred entrance t campus is President s Circle. BAC vacancies The BAC des have a few vacancies. Becka has been wrking with the Mayr s Office t fill vacancies and t cmplete re-appintments. Elicia asked if anyne frm the Mayr s Office has been t a BAC meeting. Becka said she will ask them if they wuld like t attend. Amy suggested the Cmmittee write a letter f recmmendatin t the Mayr if there is a candidate they feel strngly wuld be a gd member. Elicia said David Parrtt gt a new jb and his current teaching schedule cnflicts with the BAC. He still wants t be an active participant and he has shwn himself t be active and present. She is very excited fr him and wants him t remain a member f the Cmmittee. He has been reading the minutes and has stayed in clse cntact with the Elicia. Outside Cnnectins discussin Page 6 f 7

7 Elicia Cárdenas, Chair Elicia has been cnsidering the idea f utside cnnectins, what they as a Cmmittee are getting ut f it and what the utside entities are getting frm them. She asked if there is a way t increase their utside cnnectins and have mre f an impact. Currently the BAC is getting a lt f incming infrmatin but she wuld like t increase their presence and wrk by asking thse utside agencies what the BAC can d fr them and begin building relatinships. She wuld like any utside agency t include in their presentatin, I wuld like the BAC t d this. She wuld lve t knw hw they can supprt thse agencies and find ut what the BAC can d fr them. Shaun said they have already brainstrmed and cmpiled a list f utside pssibilities s maybe as they mve frward, they can discuss that with thse individual presenters. Elicia thught that was a gd idea. Tdd said a website might be a gd idea. Elicia said she wuld lve t have a BAC resurces website. Elicia wuld like t start at the next meeting and asked wh the Cmmittee members wuld like t invite.
