50 Our Proposal: The 2.5% Tier 1 M&O Revenue Cap This caps the increase in additional local property tax revenue a school district can collect for Tier 1 M&O at 2.5% per year, plus new property value. As property values rise on a district level, this cap would cause the tax rate to decline. So long as districts tax at this new individual district compression ratio, they would still be entitled to their full Tier 1 M&O allocation. State revenues will be utilized to ensure districts do not lose money as a result of this compression of tax collections.
