Your club meetings help keep everyone informed of scheduled events, deadlines and new opportunities. All 4-H Clubs are required to elect club officers. The most common officer positions are: President Vice President Secretary Treasurer News Reporter Song and Rec Leader Choose Health Officer Holding a Club Officer s position provides youth the opportunity to gain valuable youth development skills, such as: Leadership, Record Keeping, Verbal and Written Communication skills. As our youth start seeking employment opportunities, having these credentials on a resume will set them apart from many others. Employers are seeking individuals that can demonstrate commitment, ability to meet deadlines, organization and attention to details. All are traits of those that take on the role of a 4-H Club Officer. If you are a current Club Officer/newly elected Officer or just curious as to what a specific job entails then please register for the workshop. This workshop is designed for the youth but we encourage Parents and Leaders to attend. Workshop runs 9-12pm. RSVP required. Register at

Not only did the club sell delicious treats but they shared their 4-H story to the public. A special thank you to TSC for their support of the 4-H Youth Development Program. Q: Can a UTV be registered in New York State and operated on public roads? A: An UTV cannot be registered in NYS or operate on public highways. UTVs fall within the definition of a motor vehicle outlined in New York State Vehicle and Traffic Law (VTL) 125 ( propelled by a power other than muscular power ), and must therefore be registered to be operated on a public highway under VTL 401 (1) (a). However, UTVs are currently unregisterable as there is no registration class for such a vehicle currently listed in VTL Q: Does a UTV need to be inspected and insured when used off of private property in NY? A: No, because a UTV cannot be registered and therefore, cannot be used on the public highways of this state. 3. Q: Can a UTV be registered out-of-state but operated in New York State? A: No, because a vehicle type that cannot be registered in this state may not operate in this state even if it is registered in another state. Trade Show 4. Can a UTV qualify as a slow-moving vehicle to be operated on public highways? A: No, the display of a slow-moving vehicle emblem does not convert a UTV into, nor qualify it as, a slow-moving vehicle for operation on the public highways. VTL 375 (36) states in part, [S]uch emblem shall be used only on farm machinery and implements of husbandry on road construction and maintenance machinery, and on such other vehicles, Machinery and equipment as may be specified in regulations issued by the commissioner Pursuant to 15 NYCRR 68.8, [T]he only use of Continue on Page 7

7 Cornell Cooperative Extension of Madison County Page 7 the slow-moving vehicle emblem shall be as follows: (Agricultural equipment, whether towed or self-propelled, designed for operation at speeds not in excess of 25 miles per hour, when traveling on or moving along a public highway during day or night, shall each display the slow-moving vehicle emblem (emphasis added.) Therefore, since UTVs are not the types of vehicles described above, UTVs are not permitted to operate on public highways by displaying slow-moving vehicle emblems. 5. Q: Can a UTV be declared as a Farm/Agricultural vehicle? A: No. The key to determining whether a UTV can be defined as a farm/agricultural vehicle can be found in VTL 100-d which defines agricultural equipment as being [e]very agricultural tractor, self-propelled implement of husbandry, and towed, mounted or semi-mounted implement of husbandry. Implement of husbandry shall mean a vehicle designed or adapted exclusively for agricultural, horticultural or livestock raising operations or for lifting or carrying an implement of husbandry. It is our opinion that the language designed or adapted exclusively for agriculture would exclude stock UTV and the term agricultural tractor refers to a farm tractor designed specifically for agriculture. While a UTV that has been adapted exclusively for agricultural and used exclusively for agriculture Sam Filler, might Empire be State considered Development a farm vehicle, or agricultural equipment, it would ultimately be a fact-based determination. 6. Q: Can a UTV be operated on public roads if it is declared as a Farm/Agricultural vehicle? A: No, see answer to #5. 7. Q: If the UTV can be operated on public roads as a Farm/Agricultural vehicle what requirements must be met to do so? A: See answer to #5 8. Q: If a UTV is stopped by a police officer on a public road what VTL section has been violated? A: VTL Section 401 (1) (a)-unregistered motor vehicle 9. Q: What lighting and safety equipment is necessary to operate a UTV on public roads if it is allowed? A: Operation of UTV s on public roads is prohibited 10. Q: Can a UTV be registered as a Special Commercial Use Vehicle and what requirements must be met to do so? A: No, UTVs do not fall within the definition of a special purpose commercial vehicle under 15 NYCRR which reads, [A} special purpose commercial vehicle is a vehicle or Continue on Page 8

For more information log on to Clever Clovers 4-H Club Clever Clovers 4-H club members were guides for 5 kindergarten classes who toured Tuscarora Dairy. The 4-H guides led kindergarteners through 5 stations and helped the teachers. The stations included lunch, the dairy princess, cows, calves, and a hayride. At the calf station, 4-H guides helped the kindergarteners hold calf baby bottles for feeding, handed out empty yogurt cups for scooping and feeding grain, and helped the children race 2 calves (leading them with a rope halter). At the lunch station, 4-H guides provided napkins, water, and Trade clean Show up services. At the dairy princess station, 4-H guides helped the dairy princess serve ice cream and collected garbage. At the cow station, 4-H guides kept children safe while participating in milking by hand. At the hayride station, 4-H guides assisted riders in safely getting on and off the wagon.

If you are from Oneida, Madison, Herkimer, Oswego and Onondaga County we encourage you to log your hours into the North Central Faces of 4-H Community Service Project. 4-H members, leaders and parents if you have volunteered in the name of 4-H we want to hear about it! Faces of 4-H will provide your county an opportunity to showcase the great things you are doing in the community. Logging your hours into the system will not only give us a running total of the projects you are working on but it will also give us an opportunity to spotlight your efforts in our newsletters and create displays at the County and the State Fairs. The first practice was Sunday November 6th from 12-2 at the Ag center at Cornell Cooperative Extension. Save The Date Sat. Aug 19 is the date for the 2017 NYS 4-H Dog Show. This was confirmed by the NYS Ag Manager at the annual state fair 4-H advisory meeting this week. Just like this year 2016, the 2017 date is the Saturday before the official opening of the NYS Fair. The dormitory and RV options will Trade Show also continue to be the same. 11 Cornell Cooperative Extension of Madison County Page 11 Expressive Arts Workshop Monday, February 20, :30am-3:30pm CCE Madison County Office 100 Eaton Street, Morrisville NY This educational workshop will teach youth ages 5-18 on how to write a book, create a story-line and how to work with an illustrator. This workshop will provide an opportunity for youth to demonstrate their knowledge of creating a story and writing related subject matter. Kerry Grant and his team will work with youth on using expressive arts to create a story. Each participant will be able to color an illustration and a lucky winner will be featured in the next book Kerry Grant is working on.
