There are three types: A. B and A-orvB. A student vstng a class A college would pay the rate of that colleges tuton and fees. A student gong to a class B college would pay hs home college's tuton and fees. A college n group A-or-B can be ether way. State s n group B. so any student nterested would have to select a B. or A-or-B college. If accepted to a group B college. a State student would have to pay the fees and tuton of State's cost. The exchange program's length s up to one academc year. Students may leave after one semester f they desre to. or stay a summer sesson wth specal permsson from the host campus. The grades earned durng an academc year at an exchange college are not transferable at State. Credt s earned. however. Ths vares at the partcpatng unverstes because the home campus determnes how the exchange credt s recorded. If the course s passed wth a C" or better. the credt s transferred to State to go toward the graduaton re qurements of that student. but t does not affect hs grade~pont average. At least that s the nterpretaton the Ralegh Polce Department has placed on the law. When The Jont on Hllsborough Street was raded last week. tems confscated by the offcers ncluded belt buckles, hats and posters that had a pcture of a marjuana leaf or sad the word marjuana." Gads, worse yet, one confscated poster had a pcture of someonewho looked freaky" on t. Even T-shrts that sad anythng about drugs or dared to show pctures of drugs were confscated. Wallets that pctured marjuana leaves were taken as well. One can only guess at the reasonng; perhaps t was that people carred ther drug money n those wallets. Who would know better than the polce about somethng lke that? The polce offcers were only dong ther job. The Legslature only vaguely defned what s and s not drug-related. The drug paraphernala law s too broad to be practcal. If the courts don t fnd the law unconsttutonal, the Legslature should repeal t. After four ant-transent artcles, please prnt one letter gvng the other vewpont. Most transents voluntarly chose ther lfe style. The transents should have the freedom to follow ther lfe style. There s no reason a person should not be allowed to lve on Hllsborough Street a week or two. Most transents stay n the area less than one week. If he s breakng a law - stealng or breakng and enterng then an ndvdual can be at rested. It s llogcal to condemn all transents because of a few bad ones. In the two years I lved n house near Hllsborough Street, I never knew a transent to cause a problem. I wonder why Mr. M.E. Valentne s so worred about students gvng the transents money. The majorty of students ncludng myself don t have enough money to gve any to a transent. Ten years of engneerng wll change your mnd I would lke to respond to Mr Andy Krumel's Oct. 30 letter to the edtor. ENG un~ needed. I, too, suffered through these courses n years past. However. after 10 years of practcng cvl engneerng. I am convnced that these courses do more good than harm. Much of the work an engneer performs takes place after hs techncal actvty s completed. Many tmes techncal reports be rewrtten n a form that a person wth a non txhncal background can understand. The presentaton of nformaton to the publc n a way that can be easly understood can mean the dfference between the success or falure of a project. I encourage Andy and all other freshmen engneers to stck t out. In the end. competence n basc Englsh usage wll prove to be of sgnfcant beneft to them over the course of ther careers. Study techncal wrtng. but do not confne your composton efforts to techncal wrtng alone. A person wth a well-rounded lberal-arts background s far better able to meet the challenges of the real world and far more valuable to hs employer than one who has lmted hmself solely to techncal exercses. Khadafy, who took power n a 1969 mltary coup, has cultvated relatvely strong support among Lbya s 2 mllon ctzens through socalsm and ncreased petro wealth. Landlords have surrendered housng ownershp to tenants and consumer goods have flowed to those who once could not afford them. Whle wpng out free enterprse and placng restrctons on lfe and lberty, devoutly Moslem Khadafy has brought about vastly mproved lvng condtons for most of hs socety. As long as hs ol holds out, Khadafy probably can mantan hs backng among the average Lbyan aganst both nternal and external efforts to undermne hs regme, accordng to several scholars. Even the CIA has had trouble fndng enough dssdents nsde Lbya to topple hm. But for several reasons Khadafy sn t as secure as he appears For. one, economc expectatons among the masses may not be met. Income from Lbyan ol s expected to drop by half ths year over 1980 totals - approxmately $16 bllon to $7 bllon. Meanwhle, Khadafy has overcommtted' hmself'to large arms purchases and constructon projects whch could lead the economy nto a cash crunch.. Moreover, Khadafy's mltary desgns n Northern Afrca are sad to be sappng the enthusasm of educated young conscrpts who may love ther country but fear wastng ther years of schoolng n dubous battle on some obscure part of the Sahara Desert. \ And then there s the matter of Khadafy s subordnates n the mltary and cvlan leadershp. Lke most mltary dctators, he plays cat and mouse wth these groups, keepng both guessng through shakeups and demotons. Not surprsngly, the coupconscous colonel employs numerous famly Maxwell Ien hearer.v It s no wonder that the smlng Khadafy s paranod. He s escaped two assassnaton conspraces n the last two years and beleves hs Westem-backed opponents overseas are stll gunnng for hm. What worres Khadafy's neghborng enemes most, however, s not necessarly hs 89,000-man army. It s that the petulant leader possesses advanced weapons, n cludng 450 combat arcraft and a varety of arborne mssles and the wll to deploy them. Wth Trpol 1,500 mles away from Egypt and the Sudan, the mssles are a dangerous threat.. As long as Khadafy has the weapons and ego to play hard ball, we won't secure the world s safety smply by callng hm names. He proves that he thrves on that. Such attacks may only enhance hs poston at home and gve hm the fre to flex hs muscles. Some analysts contend that the Unted States should be on a more productve course. We're only actng as we dd wth North Vetnam," sad Wllam Zartman of the Johns Hopkns School of Advanced Internatonal Studes. The Frsbee has gone from an nnocent lttle pastme to nternatonal compettons and several sports-lke events. One such sport. Ultmate Frsbee. resembles a combnaton of football and soccer. and s becomng very popular at hgh schools and college campuses. State has a men's Frsbee team. lke many others across the country, but two months ago a State sophomore organzed the frst ntercollegate women's Ultmate Frsbee team. One of the local albums s Be Somebody. The album s by Sunfre, a group based n Chapel Hll. Sunfre s unlke most local bands, who. lke 3PM and the Fabulous Knobs. play rock n roll musc. Sun fre approaches musc from an entrely dfferent drecton. performng a unque brand of musc called Soca.",Soca s the musc that Sunfre band members learned n Trndad and Tobago. ther home. Gutarst-songwrter Rolly Gray descrbes soca as a blend of reggae and funk, wth the nfluence of the popular calypso sound. The unque soca s a result of dmnshng the role of the gutar and the use of an nstrument long assocated wth sland calypso musc. the steel drum. and the complementary songwrtng of Rolly Gray. When the doors fnally do open. there are stll those who ve had ther head-start drnkng and are expoundng loudly on ther superor muscal knowledge. That certanly hasn't changed and nether has the fact that shows never start on tme. So what has changed? I went to The Per on Oct. 28 to see 999, an excellent Brtsh band that I'd seen there before and The songs are all Rolly Gray orgnals and are very good examples of the band' 3 soca style. Soca Jam." You've Got to Fll My World," and Be Somebody" are funky. soca tunes that reveal Sunfre's orgnalty. Lovng You One More Tme" s more n the tradtonal reggae style. as popularzed by Bob Marley and Peter'Tosh. Sunfre also performs n ths area. and n a recent gg at the Cafe Deja Bu the band brought soca to Ralegh. The performance ncluded songs from Be Somebody and others. both band orgnals and songs by popular artsts. The band s performance was an mpressve dvergence from the standard rock n' roll shows of other local bands. Sunfre's set of songs ncluded orgnal soca tunes. ncludng a very good reggae-soca song wrtten by steel drummer Mckey Mlls. called Acton." The song has a slow reggae beat and solos by Mlls that show off,hs skll wth the drums. Other notable Soca orgnals ncluded Rock Your Baby" and In Your Lfe."
