10 General WSYCL Rules 1. Fixtures/Matches a. All cmpetitins are pen t bth bys and girls. b. N player may represent mre than ne club in the League in the same seasn withut the agreement f the Cmmittee. c. If any team plays any ver-aged players the game shall be awarded t the ppsing side. d. If bth teams play ne r mre ver age players, then NO POINTS will be awarded fr the match in questin. e. T encurage mre girls t play cricket, girls may play in all WSYCL cmpetitins up t 2 years belw their age grup i.e. an U13 girl culd play in any age grup frm U11 upwards. Cunty level girls are exempt frm the Develpment League restrictins but may nly play ne year belw their age grup; hwever, clubs are encuraged t play girls at the crrect level fr their ability and the league reserves the right t disallw players if they are deemed t be f t high a level fr the league in which they are playing. f. A team may request a re-rganisatin f a fixture up until the freeze date (Sunday 15th April 2018). Fixture changes up t this date must be ntified n the Play-Cricket website. After that date fixtures shuld nrmally nly be re-arranged because f bad weather (as determined by the hme team). Althugh it is nt encuraged, and either team has an abslute right t refuse, dates can als be changed if it genuinely suits the needs f bth teams. Changes f fixture dates fr these reasns shuld be ntified n the Play-Cricket website by the hme team. Teams are encuraged t make every effrt t re-rganise games (especially where the match date is early in the seasn) s that players can get as many matches as pssible. See rule 6 n cnceded matches. g. Under 8 matches i. must be held as daytime matches r n Friday evenings. h. All matches may be played n nn-turf pitches. Hme clubs must ntify ppsitin at least 72 hurs befre each game in writing any matches t be played n a nn-turf pitch. i. Hspitality i. Hme teams in all WSYCL matches shuld prvide a minimum f water and sme frm f snack/biscuits fr bth sets f players. ii. Sme frm f cver and tilet facilities must be available at the grund iii. A wrking screbard must als be prvided fr all matches 10

11 j. Evening matches i. In the event f a late start, the number f vers t be played shall be agreed upn by the team managers befre the match begins but the minimum number f vers cnstituting a match shall be 14 vers per side. Pairs matches shuld be reduced t n less than 3 vers a pair (15 vers). The maximum vers per bwler and number f bwlers shuld als be reduced. k. Pairs Matches i. If a team fields less than 8/10 players (as apprpriate fr their league) then nly the cmplete number f pairs scres shall cunt. ii. If 1 team member is unable t bat because f injury, then the ther batsman in his pair will face 2 vers (with a runner at the ppsite end). If the player is injured while batting, the nn-injured batsman will face half the number f balls remaining at the time f the injury frm the riginal 4 vers fr that pair. l. N Batsman will be run ut while backing up at the bwler s end (smetimes referred t as a Mankad dismissal) unless s/he has been persnally warned by an umpire fr cmmitting such an ffence in that innings. m. All League matches where there are finals t be played (see League Psitins & Play-Offs belw) t be cmpleted by Sunday 12 th August (with all results t be entered by pm n that date). n. All ther League matches can be played at any time up until Sunday 2 nd September.. Caching will nly be allwed up t U11 except in Develpment Leagues where it is permitted at all age grups. Hwever, umpires are nt allwed t cach r prvide input in U12 & U13 Develpment Leagues. Fr U12 age grups and abve, n manager, cach, parent supprter r umpire, either n the field f play r frm the bundary shuld advise the fielding team s captain r any ther member f the team abut wh r hw they shuld bwl, r fielding psitins r any ther aspect f tactics. Similarly, batsmen at the crease shuld nt be cached in hw r when t play a sht r given any advice which wuld help them during their innings. If a team thinks their ppsitin is in breach f this rule they shuld initially draw it t the attentin f the umpires. If the caching cntinues the incident shuld be reprted t Darren Talbt (chairman@wsycl.c.uk) wh will cntact the reprted team fr their respnse. The disciplinary sub-cmmittee will then decide n apprpriate actin. 11

12 p. Umpires i. Each team will supply an Umpire fr League Matches wh shall be a cmpetent respnsible, apprpriately vetted adult. The WSYCL emphasise that all teams, caches and supprters/parents must cmply with bth the ECB Cde f Cnduct and the Spirit f Cricket, bth f which are widely available nline - is a gd surce. Where the Laws f Cricket place respnsibilities n the Captain, these respnsibilities shall be placed n the manager at U11 age grup and yunger. All clubs are encuraged t display the Cde f Cnduct and Spirit f Cricket in their Clubhuses and t ensure that everyne invlved with their Club is encuraged t live up t its high standards. ii. The penalty runs prvisin is nt used by the WSYCL - ther than the 5 runs penalty fr the ball hitting clthing/helmet etc. left n the grund by the fielding team. 2. a. See Individual Age Grup/Divisin rules abve b. Clubs entering mre than ne divisin (SJIL/Academy/WSYCL/Develpment League) at the same age grup shuld use mstly different players in each and strnger players, ther than (a) abve, shuld nt play at an inapprpriate level. c. All players shuld shake hands at the end f every match. 3. a. Unless a ball is lst r, in the pinin f the umpires, unacceptably damaged, nly 1 ball will be used in each match ther than 25 vers r mre matches where 2 balls will be used. The hme team shuld prvide new balls fr use during the matches. Fr evening hard ball matches, these must be pink and we encurage pink balls fr all games. b. In sftball matches an Incredi ball shuld be used and must be f a lightweight and sft nature and nt requiring prtective equipment. If in dubt, please cntact the league. c. All players in matches are t wear a helmet with a face guard when batting r standing up t the stumps when keeping wicket in accrdance with the ECB's safety guidance. 4. N Balls a. Any ball which passes the batsman full tss ver waist height will be a n ball regardless f the pace f the bwler. (Waist height is defined as the bttm f the rib cage). b. In under 13 matches and abve, the first such instance will receive a warning. Any subsequent instance by the same bwler shall result in their remval frm the attack fr 12

13 the rest f the innings. c. Any ball which bunces mre than twice r rlls alng the grund befre reaching the batting crease will be a n ball. 5. LBW a. LBW shall nly be applied in sftball matches if, in the umpire s pinin, the striker deliberately cvers his stumps with his legs, therwise LBW will nt be permitted. b. In all ther matches LBW shuld be applied as per the laws f cricket and it is the clubs respnsibility t ensure their fficials crrectly understand the law. This YuTube resurce may help Result Reprting, League Tables & Pints a. All results must be entered n the Play-Cricket website by either team (within 7 days f the fixture date. Failure t reprt a result will result in the fixture being marked as Cancelled and lcked and bth teams deducted ne pint. If a fixture is re-arranged fr any reasn (including weather), this must be recrded n the Play-Cricket website by either team within 3 days f the riginal match date. Any re-arranged match nt recrd crrectly may be Cancelled and bth teams deducted ne pint. b. When games need t be re-arranged, the cancelled-n team MUST ffer their ppnents 3 dates, which may nt include any dates where their ppnents have a published match n Play-Cricket. One f thse 3 dates MUST be accepted. If nt, a 1-pint deductin shall be applied t the cancelling team. Cancelled-n teams nt ffering 3 dates may als be subject t a 1-pint deductin unless there are exceptinal circumstances. c. Cancellatin by an away team, less than 48 hurs befre a match, may be liable t pay up t 50 t the hme team fr any prvable grund hire csts. Such csts must be prved in writing t the away team. d. The team scring the greater number f runs shall win the match and pints shall be awarded as fllws: 6 pints fr a win, 3 pints fr a tie, 2 pints fr an abandned match, 1 pint fr a lst match that has taken place. 0 pints are scred fr a match cnceded. i. Any matches which are abandned r cancelled due t rain/bad weather and nt re-rganised shall always be 2 pints fr each team. N cncessins will be permitted unless anther date is agreed in writing by bth teams. ii. The initial team t cancel/re-arrange a match may nt subsequently claim a cncessin unless rule 6.b.i. applies. iii. Matches can nly be cnceded with the agreement f the League. 14 The League s decisin n whether the cncessin is acceptable will be final. The League will ntify the team claiming the pints that they may enter the result as a cncessin. iv. Shuld a team withdraw frm the League during the seasn all matches played r nt played by that team will be allcated as a Lst Cncessin regardless f any actual result f matches played. v. T enter results, yu need t be registered as a Fixtures and Results Administratr n yur club s Play-Cricket website. This is dne by yur wn club s Play-Cricket administratr. Their name can be fund n the abut us page f yur club s Play-Cricket website. 7. League Psitins & Play-ffs a. The winner f each Divisin in the WSYCL shall be the team with the highest number f pints. b. If, after the reslutin f all matches, there are tw r mre Teams in a divisin with the same number f pints, the winner shall be determined as fllws: The winning team will be determined by: (i) if 2 teams are equal, the winner f the match between the tw teams; (ii) if there is n winner between 2 teams r if there are mre than 2 teams with the same number f pints, the league will hld a draw t determine the winner f the Divisin unless the clubs invlved agree an alternative prcess, such as a bwl ut. Any such prcess wuld need t be cmpleted within 1 week f the end f the leagues t permit play-ff matches t be played. c. There are nly play-ffs in multi-regin tp tier divisins. In ALL develpment & WSYCL league matches, teams are encuraged t give maximum pprtunities t all players t get fully invlved, rather than take a win at all csts and by the biggest margin apprach. In the event f any dispute ver Divisinal winners r any aspects f the play-ffs, the league will make the final decisin. Cntact will be Darren Talbt (chairman@wsycl.c.uk). d. The league shall be respnsible fr the arrangement f the play-ffs which will take place n 19 th and 26 th August fr semi-finals and finals and 19 th, 26 th and 28 th August fr 3-team leagues. The Hme team must prvide qualified neutral umpires fr these matches and the fixture dates may nt be mved. The cmpeting clubs shall be respnsible fr the prvisin f scrers. e. must have played at least 2 matches in the WSYCL fr that team t be able t take part in play-ff matches. The league will cnsider extraneus circumstances such as lng-term injury. f. The winner f any knckut match shall be the team scring the highest number f runs, in 14

15 the number f vers as determined. If after the prescribed number f vers have been played and the scres are level, the winners shall be the team lsing fewer wickets. In 3 divisin age grups with a rund-rbin cmpetitin net run rate will be used t determine an age grup winner if each team wins ne f their 2 matches. g. The Champins f each WSYCL/Academy Age Grup shall be determined as fllws. These matches will be played in the secnd half f August: i. In a Tw Divisin Cmpetitin: The winner f each divisin will be at hme t the secnd team in the ther divisin in semi-finals and the winners shall playff in a final. ii. In a Three Divisin Cmpetitin, the winners f each divisin will play each ther in a 3-team rund-rbin cmpetitin t determine the age grup winner. If n agreement n dates is pssible, the League will arbitrate, with the ptin t decide nt t have an age grup winner. Each team will have ne hme match and ne away match. Net run rate will be used fr the play-ffs t determine a winner where each team wins ne match. iii. In a Fur Divisin Cmpetitin: Semi-Finals will be played between each Divisin Winner. Semi-Final Winners shall playff in a Final. There will be a draw t determine the hme team fr the semi-finals and final. In the event f any dispute ver Divisinal winners r any aspects f the play-ffs, the League will make the final decisin. Cntact will be Darren Talbt (chairman@wsycl.c.uk). 8. Cmplaints, Discipline & Rules a. A Discipline and Rules Sub-Cmmittee ( the Sub-Cmmittee ) will be appinted fr each seasn by the Cmmittee. They will be respnsible fr reslving any disputes regarding interpretatin f the rules and any cmplaints against an individual r club fr breach f the rules r fr unreasnable r unsprting behaviur. b. Any dispute r cmplaint which raises an issue f child welfare shuld always be referred t the Sub-Cmmittee as sn as pssible. c. Subject t the previus paragraph, any dispute r cmplaint shuld in the first instance be referred by the Junir Chairman (r similar senir fficer) f the cmplaining club t his ppsite number, and nly referred t the Sub-Cmmittee if an amicable reslutin cannt be achieved between clubs. The League Chairman shuld be included n any cmmunicatins between clubs fr infrmatin. d. If it is necessary t refer a dispute r cmplaint t the Sub-Cmmittee, the referring club shuld cmplete a cmplaints frm as prescribed by the Sub-Cmmittee giving full details f the dispute r cmplaint and attaching any relevant cmmunicatins between the clubs invlved. This shuld be sent in the first instance t league chairman Darren Talbt (chairman@wsycl.c.uk), wh will refer it t the Sub- Cmmittee. 15

16 e. The Sub-Cmmittee shall take such steps as it cnsiders necessary t establish the facts. Where a hearing is felt necessary, at least seven days ntice f the hearing shall be given in writing t the club(s) and individual(s) cncerned. In all cases, the standard f prf is the balance f prbability. f. The Sub-Cmmittee shall determine what actin is t be taken, including any sanctin against the relevant club r individual, wh will be advised in writing f the utcme. These sanctins may include but are nt limited t: i. an rder t replay a match ii. a lss f pints iii. exclusin f a team frm an age grup frm their Divisin (r League at knckut stage) iv. the suspensin r exclusin f an individual frm future participatin in league matches. g. In determining the apprpriate actin r sanctin, the Sub-Cmmittee may take int accunt nt nly the facts giving rise t the riginal cmplaint r dispute but als the subsequent cnduct f the relevant clubs in dealing with the cmplaint r dispute. h. Any decisin f the Sub-Cmmittee may be appealed t the Cmmittee by sending a ntice f appeal t the league chairman within 7 days f ntificatin f the decisin f the Sub-Cmmittee, setting ut the grunds f the appeal. Every ntice f appeal shall be accmpanied by a depsit cheque fr 50 payable t the West Surrey Yuth Cricket League. i. The appeal shall be by way f a re-hearing. Thse members f the Sub-Cmmittee wh made the riginal decisin shall present the reasns fr reaching the cnclusins they did, but may nt vte at the appeal. The Cmmittee shall cnsider the facts and determine the utcme f the appeal, which include pwer t cnfirm, vary r annul the riginal decisin f the Sub-Cmmittee, and where they cnsider the appeal t be withut merit t rder the depsit be frfeited. j. The decisin f the Cmmittee n an appeal, r where n appeal was ldged, f the Sub-Cmmittee, shall be final and binding n all persns. 16
