4 February I-440 Update I-440 Beltline Widening Project Update Due to the large turnout from the public hearing process last fall, NCDOT was compelled to perform additional analysis and alternatives studies. Representatives of the Club met with NCDOT in early January to review some of that work. The good news is physical impacts to the Club property have been somewhat reduced in the new alternatives. According to NCDOT figures, the amount of Club property taking is reduced from about 17 acres to about 12 acres. As expected, the impact reduction is incremental, with the eastern edge of the Club including the NCSU short game practice facility, the maintenance buildings, the golf course, the tennis courts and the parking lot still being heavily impacted. On January 16 th NCDOT formally advertised the I-440 Widening design-build project (which includes the work to grade separate Hillsborough Street at Blue Ridge Road adjacent to the Fairgrounds). That means teams of contractors/designers will submit their qualifications to NCDOT for review, and NCDOT will issue a shortlist of firms most qualified to perform the work in early March. After several more months of preliminary design and pricing, the design-build team which demonstrates the best value to NCDOT will be awarded a contract for the project design and construction in late July or early August. It then takes about a year to perform final designs and acquire environmental permits, which could mean actual construction activities on the ground starting in summer The actual proposed impacts to the Club will remain unknown until the project award in July/August, and until the selected design-build team completes final right of way plans over the course of several additional months, we cannot negotiate compensation with NCDOT. As we move forward please keep in mind the following goals we have established: The Club will remain an excellent value with top-notch facilities. The project will be phased so no access to an existing facility/amenity will be lost before a replacement is ready for use. (However, how the final schedule plays out in relation to the growing season could impact access to golf facilities.) In the meantime, the Club is progressing our planning on multiple fronts: Planning: We are working on several conceptual level plans that assume different physical impacts to the property. The new alternatives do provide a little more wiggle-room for planning. Since the final impacts are unknown we need to be prepared as much as possible to begin a more detailed design effort as impacts become clearer. This process is helping us establish basic constraints such as number of parking spaces required, storm water drainage impacts, size and orientation of athletic facilities, and potential changes to the clubhouse. Professional Representation: The Club has identified several professional services firms to help us navigate the complexities of the different legal, regulatory, and specialty issues we are facing. We have retained legal counsel (Nicholls & Crampton) to help us navigate the NCDOT right of way acquisition process, a club planning firm (McMahon Group) to assist with capital planning, and a project management firm (Andrew Consulting Engineers) to assist with design, permitting and construction oversight. NCDOT: We continue to meet and coordinate with NCDOT. They understand the grave concern the Club has regarding the I-440 project, and have asked us for information regarding planning and construction timeframes we may need. As noted earlier, NCDOT will not be able to provide more detailed information regarding the final impacts the Club may face until the contract is awarded later this year. NCSU: We continue to meet and coordinate with NCSU. The Club met with NSCU Real Estate Office and their legal counsel in September, and we have talked with various NCSU representatives on multiple occasions. We have received assurances from the University they are in support of the Club and are willing to partner with the Club in the ongoing planning process of the property. Political Advocacy: We need help on the political level to be sure the Club is being treated fairly and equitably. To that end our Political Strategy Committee is working on engaging a political and grassroots response directed at key decision makers and elected officials. We have reached out to multiple elected and appointed representatives to date, and continue to plan and implement our civic engagement. The Club has multiple committees that have input to various aspects of the I-440 project including: I-440 Task Force Political Strategy Subcommittee House, Tennis, Golf and Swim Committees We welcome members willing to join and actively assist these groups. As more information becomes available, we will continue communications with the membership and will hold additional Town Hall meetings to share developments and solicit member input. Please feel free to contact Board Members or Club Management if you have any questions. 3 4
