4 Executive Summary 1. This Training Plan identifies the minimum requirements fr bth knwledge and skills-based training elements fr individuals as ARES/RACES members in SLOECC. It als identifies recmmended training elements fr further prficiency in emergency cmmunicatins. 2. Minimum training standards are required t have an effective mutual aid and ARES/RACES prgram within SLOECC. Served agencies requesting emergency augmentatin manning and cmmunicatins must have reasnable assurances that the individuals selected fr assignment have the necessary skills set t accmplish the requirements f the psitin they are being asked t fill. Served agencies increasingly want assurances that respnse persnnel are adequately trained t perfrm the tasks required f them, within the cntext f the Incident Cmmand System. A frmal, cmmn training prgram is perhaps the best means f accmplishing that. 3. This Plan identifies baseline minimal requirements nly; it is intentinally nt exhaustive because f the limits n time and resurces that cnstrain mst vlunteer rganizatins. Identifying hundreds f tasks, mst f which may never need t be perfrmed, is a waste f time and effrt. The SLOECC Bard f Directrs r their appintees may add t the required tasks ver time as needs becme evident. 4. This plan details required FEMA curses, recmmended enrichment training, and recmmended additinal prfessinal develpment curse wrk, all f which are knwn as knwledge training. All can be taken n line, at the members wn pace, fr n cst r a minimal cst. Additinally, task-riented equipment and systems training has been identified (skills training). 5. All members f the San Luis Obisp Cunty EOC Vlunteer ARES/RACES Staff (badged I.D. hlders) must accmplish and dcument the basic Radi Operatr requirements befre being eligible fr call up in the event f an emergency. An individual need g n further than basic Radi Operatr requirements, r may pt t pursue any f the ther recmmended curse wrk and skills training leading t Emergency Crdinatr. Prir experience in EmCmm, ham radi, r with ther prviders f emergency services may substitute fr the requirements as apprpriate. 4

5 SLOECC Missin Statement The San Luis Obisp Cunty Emergency Cmmunicatins Cuncil (SLOECC) -- established by lcal amateur radi peratrs t crdinate the activities f ARES and RACES -- serves as a supprt rganizatin fr all amateur radi emergency services in the Cunty. SLOECC, thrugh its Bard f Directrs and prgram cmmittees -- prvides lgistic supprt, peridic training meetings, weekly n-the-air drills, a web site, and numerus field-training exercises t help prepare ARES and RACES members fr effective emergency cmmunicatin service 5

6 Baseline Minimum Training Plan Sectin 1: Purpse 1.1 The purpse f this baseline Training Plan is t increase the cnsistency, effectiveness, and prfessinalism f the technical, task-riented skills training fr any radi amateur and is cnducted fr the benefit f SLOECC ARES/RACES unit members. These are the subjects in which we will be prviding training at varius meetings during the year. The intent f this training plan is t utline the educatin that will help the radi amateur t becme a prficient emergency cmmunicatr. N ne starts ut great, it's a prgressin. These tpics are meant t be a radmap t excellence nt a barrier t entry. Sectin 2: Backgrund 2.1 Trained members leave, and new rkies take their place. Technlgy drives the adptin f new systems and equipment. Thus, the state f training in SLOECC ARES/RACES is a cntinuum, with sme members having excellent skills and training while thers are new t radi and EmCmm. This baseline training will fcus n VHF/UHF radi cmmunicatins apprpriate fr all levels f amateur license hlders. Sectin 3: Gals and Objectives 3.1 Prvide a baseline training prgram f cmmn cre cmpetencies (tasks) f VHF/UHF radi that can be cunted n when persnnel may be requested by ther units fr mutual aid r augmentatin manning. 3.2 Prvide a meaningful training that fulfills the expectatins f current and future members f SLOECC. 3.3 Prvide additinal training recmmendatins that allws individuals t advance t a level f their chsing while still prviding fr the minimum skill sets necessary fr an effective unit-level respnse. 3.4 Prvide fr a cmmn dcumentatin system that captures each member s accmplishments and prvides dcumentatin t served agencies that respnse persnnel are adequately trained t perfrm the tasks required f them. Such training recrds will be held in a cmmn repsitry kept by the Secretary f SLOECC. 6

7 Sectin 4: Discussin 4.1 Any tp-dwn, inflexible training prgram frm the ARRL Sectin, the ARRL, r frm any third-party fr that matter, is likely t be an impediment t an effective Cunty training prgram, nt a benefit. This Training Plan is nt t be a tp-dwn, inflexible prgram. It is nly a baseline f minimum requirements and recmmendatins that anticipates further mdificatins and custmizatin. Hpefully, it will als becme a resurce f training philsphy, technical training, best practices, training tls, and within the SLOECC infrastructure, a mve twards a NIMS cmpliant task-based training and perfrmance evaluatin system fr individual skills recgnitin and credentialing. 4.2 Training shuld be n-ging, and take place in sme aspect at every meeting f the unit. If the training meetings are held as part f dinner meetings, 501(c)(3) business meetings, r Ham Club meetings, the training prgram will nt be fcused r effective. Scial events r business meetings shuld be planned apart frm the minimum 12 t 24 hurs f scheduled, recurrent training. Fr rganizatinal efficiency, it is recmmended that a Training Manager be appinted whse jb will be t schedule skills-based trainings, t get instructrs fr each task, t assure that training handuts and binders are available fr each participant and each ECC, and t cllect and frward training recrds t the SLOECC Secretary. 4.3 Members shall prvide evidence f cmpletin f the n-line knwledge training, but fr skills-based training, task perfrmance sheets shuld be 1) signed by the member and 2) signed and dated by a trainer/evaluatr, and 3) cllected, and archived in the SLOECC Training Recrd repsitry. 4.4 An plan/calendar f training shall be published giving tpic, subject, r task t be discussed and practiced. As the scheduled dates apprach, detailed lessn plans shall be prepared and the training prmted in advance. 4.5 Skills-based training shall be cnducted hands-n using the actual persnal equipment wned by the individual members, as well as the actual ECC unit s and EOC equipment. Skills-based training may incrprate sme aspects f knwledge training, but adds a dimensin f teaching a replicable behavir that is the primary bjective f the training, and determining the ability f the student t successfully replicate the behavir. In but ne example that applies t Amateur Radi, a classrm mdule may teach the need fr, and use f, CTCSS tnes in repeater systems. As a part f the training, the student wuld then be instructed in hw t set CTCSS tnes n radis cnceptually and/r thrugh hands-n training n actual equipment. Finally, the student might be required t demnstrate his r her ability t translate the general knwledge and skills learned t actually being able t prgram their persnal HT t successfully access a CTCSS enabled repeater, simulated r actual. All f the freging, while adding sme elements f persnal activity, typically still takes place in a frmal classrm (sme might say artificial ) envirnment. Skills-based training gets clser t the cre f the kind f training that shuld predminate in a cunty-level training prgram. 7

8 Perfrmance-based training, ccurs when prir knwledge-based and skill-based training are integrated in a real wrld r realistic exercise scenari. Individuals are placed int peratinal situatins that require the ability t synthesize slutins and react t situatins that require them t draw upn previus training and experience. 4.6 Fr all tpics and trainings, apprpriate handuts r guides suitable fr putting int a binder shall be prepared. These handuts shall be kept by the member fr future reference and in a binder als lcated at the ECC and EOC units. Sectin 5: Required Minimum Skills-based Tasks 5.1 The fllwing task list pages have been develped fr SLOECC ARES/RACES use, and are prgressive. They are rganized as numbered higher rder tasks, with specific bullets develped fr each task. It is recmmended that fr each skills task, a trainer r evaluatr present the infrmatin required and pssibly demnstrate the task. The members shall then practice the task and demnstrate t the evaluatr their successful cmpletin f the task. 5.2 Knwledge-based n-line study curses: A) Intrductin t Incident Cmmand System - NIMS IS-100.b B) ICS fr Single Resurces and Initial Actin Incidents - NIMS IS-200.b C) Natinal Incident Management System - NIMS IS-700.a D) Natinal Respnse Framewrk, An Intrductin - NIMS IS-800.b E) ARRL EmCmm Curse EC-001. This newly revised curse is available n line ($50), r in bk frm($25) fr self-study,. It bridges the gap between the Federal Incident Cmmand System and Amateur Radi, expanding n the specific ways, means, and rles Amateur Radi can play in helping with emergency backup cmmunicatins.
