It was further decided that sme f the fld mitigatin/repair wrk that needed t be dne culd nt wait until FY2008 in July t be started. The bard determined t request a transfer f funds underthe current budget, FY2007, t allw the mst urgent wrk t start as sn as pssible in the spring. At the regular bard meeting f March 5, 2007, the bard cnsidered and reviewed the Seward area watersheds mst in need f repair fllowing the Octber 2006 fld event (see attached list). At the regular bard meeting f March these watershed needs were listed and srted by cst, urgency (sme being anadrmus streams that must be wrked in befre mid-july) and prbability f being able t btain permits quickly. Five prjects were chsen (see bard meeting minutes f 3/19/07) as being equally urgent and f equal pririty. Seping is in prgress. The rder f accmplishment fr these prjects will be determined by availability f permits, melting f snw pack and the gathering and apprving f qutes n the wrk with the assistance f the brugh Mayr's ffice and the KPB Purchasing department. OLD BUSINESS Watershed review and priritizing fr SBCFSA Fld Hazard Plan Steve Schafer pinted ut the news print that had been tacked up n the walls fthe meeting rm with headings fr the watersheds the bard had deemed mst in need f fld mitigatin after the Octber 2006 fld. He invited the public present t cntribute t the watershed discussin and summarized the bard's intent t use unreserved funds accumulated ver the past mnths t address smaller mitigatin prjects. 3/5/07 6

4 ,, Randy Stauffer vlunteered t write dwn suggestins as they were made n the news print lists. Jhn Gage spke first abut the need t address anadrmus streams first as there was a time limit n ding wrk in these waters. Discussin was held regarding which creeks in the service area are anadrmus. Salmn Creek Brian Nipp stated that he was a member fthe Marathn View Hmewners Assciatin and that residents fthe subdivisin were cncerned regarding repeat flding. He stated that the last cuple ftimes Salmn Creek flded that it came thrugh the bank in the same place and flwed dwn Meridian Avenue. He suggested that the bard cnsider armring this part f the stream bank r deepen the stream channel in this lcatin. He went n t say that the flding cuts dwn Henry Melville's driveway and that Mr. Melville had lst abut 20 feet fprperty alng the river in the last fld. Tm Gillespie cmmented that the area f Salmn Creek under discussin was a difficult spt as the channel was tight here and anything dne t ne side fthe stream wuld adversely affect prperty n the ppsite side. He said that dredging culd be dne but that any rip rap placed wuld have t be dne n bth sides. Steve Schafer added that permissin wuld be needed frm prperty wners n bth sides fsalmn Creek fr this wrk. He stated that armring was mre prblematic than dredging and mre apt t raise liability issues. Dave DieckgraetT said that the brugh had given permissin t channel this part f Salmn Creek a cuple f years ag and that the bard shuld check t see if any fthse permits are still in effect. Tina McLean suggested that, with regard t prperty wner permissin, it wuld be helpful t the bard t talk t the hmewners assciatin. She encuraged Mr. Nipp t keep in tuch regarding the willingness f prperty wners t let us in there t d this wrk. Kwechak Creek Tm Gillespie stated that Mete had been allwed t d just a little bit f wrk at the muth f the Kwechak dike during the Octber 2006 fld emergency. 3/5/07 7

5 Steve Schafer said that Afgnak had spent abut a week a cuple f years ag extending the dike t abut ne third mile. Tm Gillespie replied that the dike had nw erded dwn t abut ne furth mile. Discussin was held regarding the current state f the stream banks and the dike and what mitigatin might be needed. Jhn Gage pinted ut that this creek can be wrked n in FY2008 if necessary as it is nt anadrmus. Tm Gillespie nted that, aside frm dike repairs, Kwechak Creek needed dredging belw Brun Bridge by the Mrmn Church. Tina McLean added that the dredging needed t be carried n dwn t where Kwechak emptied int Salmn Creek as there was virtually n stream bed left. Lst Creek Dan Rice stated that he lives up n Lst Creek abve the Bardarsns. He said he wuld like t see sme bed lad and debris remved and the Lst Creek channel reestablished. Tm Gillespie brught up the need fr debris remval n McKean Creek which empties int Lst Creek. Since this was n Frest Service land he suggested the Frest Service might like t assist. Dave Dieckgraeff remarked that the brugh was already talking abut replacing the Timber Lane bridge and wrking upstream and dwnstream frm the bridge t deepen channel. He suggested that the bard cnsider wrking upstream and dwnstream f the area prpsed under the brugh bridge wrk. Steve Schafer cmmented that, due t the lack f anywhere t dispse f it, debris remval wuld be expensive in this area but that rechannelizatin was at least pssible. Bx Canyn Creek Steve Schafer stated that the brugh had made it clear they wuld nt wrk n the Bx Canyn Creek dike. He suggested the bard might pay fr sme dzer wrk at least. 3/5/07 8

6 Dave Dieckgraeff suggested getting ClRI and the Park Service t assist as their infrastructure in this area was at risk. Steve Schafer recmmended that, as the brugh engineers had declined t help with this dike, that engineering n the Bx Canyn Creek dike be put n the list as a lng term gal. Gruse Creek Discussin was held regarding whether r nt Gruse Creek was anadrmus. It was nted that ifdredging was dne where Lst Creek turns the cmer int Gruse Creek that it wuld avid this issue. It was suggested that the Alaska Department ftransprtatin (DOT) be invlved and that the SBCFSA might address the stream area between the brugh wrk n the bridge and the DOT area. Jim Cnant addressed the issue f Gruse Creek at its cnfluence with Salmn Creek. He stated that he had a discussin with Dn Kuhl regarding the rip rap finger that had been left between the streams. The Crps f Engineers had seemed upset at the decisin t leave the finger dike there. Mr. Cnant suggested that it might be wise t have an engineer assess this situatin. He believes that a separatin is needed in this stream mixing zne t prevent further flding. Steve Schafer brught the discussin back t Gruse Creek. He nted that Lst Creek dumps int Gruse Creek and Gruse Creek dumps int Salmn Creek. Whatever is dne needs t be dne withut interfering with the fish and, therefre, befre July. Sawmill Creek Discussin was held regarding areas f Sawmill Creek that needed fld mitigatin wrk. It was nted that any dredging needed at the bridge itself wuld be under the authrity f the DOT. Steve Schafer cmmented that dredging and debris remval was needed at, as well as abve and belw the bridge as well as rechannelizatin. He nted that, if nt taken care f, any flding culd adversely affect the histric Iditard Trail. Further discussin was held with regard t the area f Sawmill Creek mentined previusly by Nashwds resident Jerry Dixn. It was suggested 3/5/07 9

7 that CIRI might want t be invlved n wrk in this area as well as it will affect them eventually. Christy Terry remarked that she did nt see Japanese Creek n the list being cnsidered and reminded the bard that they had ffered assistance t the City f Seward n this prject. Tm Gillespie nted that dredging shuld be dne n Furth f July Creek as well but that it was nt a pririty. Randy Stauffer added that there were a number fareas utside fthe current list, such as the Resurrectin River and Lwell Canyn that were under mitigatin prject cnsideratin by ther grups. Jhn Gage stated that there are sme flding issues ut at Lwell Pint as well n ne f the smaller creeks which flds rutinely and cuts ff access t Lwell Pint. He said that he thught that the prblem culd be handled with a ditch and a culvert and that this shuld be a brugh prject. Randy Stauffer mentined the high level f sedimentatin under the Nash Rad bridge acrss Salmn Creek. Steve Schafer pinted ut that the biggest prblem with all these prjects was what t d with the material that was remved. Discussin was held regarding pssible sites where this material might be f use and the ptential cst f transprting it. FY 2008 Budget Update Christina Stauffer presented the rdinance and mem that had been drafted t prpse the transfer fmney in FY 2007 frm Unreserved Balance t Cntract Services. She als presented the Budget Change Request fr FY2008 t increase the amunt f mney in Cntract Services t allw fr fld mitigatin prjects t be accmplished.
