The implementtion nd pulishing of this ook s the offiil rules for indoor hokey in the United Sttes, inluding ll USA Field Hokey Events, is intended to rise the understnding of the gme nd to stndrdize proper dministrtion of the rules onsistently for ll levels. It is expeted tht plyers, ohes nd umpires red nd omprehend this pulition with the intent of pplying the rules properly in whihever pity hosen s n indoor hokey prtiipnt. Any interprettion of these rules or questions should e direted to USA Field Hokey nd not to lol interpreters, ssigners or legue offiils. 4 USA Field Hokey s Modifitions to the 2017 FIH Rules of Indoor Hokey USA Field Hokey hs refully onsidered nd pproved the following modifitions. They re presented to mth the orgniztion of the 2017 Rules of Indoor Hokey. MODIFICATIONS Field of ply: NO MODIFICATIONS Composition of tems: NO MODIFICATIONS (exept s required in requirements speifi to eh tournment) Cptins: NO MODIFICATIONS A designted Cptin with distintive rmnd is required for ALL tems. My e worn for defending Penlty Corner ut must e removed efore exiting the irle. Plyer my finish nd existing tion eing slightly outside the irle, ut my not progress forwrd on ny ttk with the goggles or protruding femsk on. During mth, memers of ll tems must e in uniform (shirts nd soks of mthing olor) with numers 6 in height or tller on t lest the k of the shirt. Shorts/kilts or other uniform lothing worn on the lower ody must e of like olor with the shorts/kilts worn y temmtes. Any violtion of this modifition should e onsidered misondut nd penlized ordingly with pproprite rd s neessry. Golkeeper lothing nd equipment: In ddition to requirements found in the Rules of Indoor Hokey, golkeepers must wer full helmet with fixed fe msk. Further, golkeepers in ll divisions for plyers fewer thn 19 yers of ge must wer mouth gurd, throt protetor, nd hest protetion. Any violtion of this modifition should e

10 INTRODUCTION THE RULES CYCLE The Rules of Indoor Hokey in this new pulition re effetive from 1 Jnury 2017 t interntionl level. Ntionl Assoitions hve disretion to deide the dte of implementtion t ntionl level. As usul, strting dte is speified ut not n end dte. In exeptionl irumstnes the Interntionl Hokey Federtion (FIH) retins the right to mke hnges whih will e notified to Ntionl Assoitions nd pulished on the FIH wesite: RULES REVIEW The FIH Rules Committee regulrly reviews ll the Rules of Indoor Hokey. It tkes ount of informtion nd oservtions from wide vriety of soures inluding Ntionl Assoitions, plyers, ohes, offiils, medi nd spettors together with mth nd ompetition reports, video nlysis nd Rules trils. Ides whih hve lredy een trilled with the FIH Rules Committee s pprovl in lol or limited irumstnes re espeilly vlule. Rules hnges n then e sed on prtil experiene. RULES CHANGES The min hnges in this set of Rules im t ringing, s fr s is prtil, onsistent pproh etween the Rules of Outdoor nd Indoor Hokey. Rule 13.2 for ttking free pushes tken within the ttking hlf of the pith, nd in prtiulr those tken within 3 metres of the irle, is mended so tht there is essentilly the sme interprettion of this Rule s for Outdoor Hokey. There remins the possiility to ply the ll into the irle off the side-ords, however it needs to trvel t lest 3 metres efore it reounds off them into the irle. 4

11 Rule 7.3 hs lso een djusted. After the ll hs een plyed over the k-line nd no gol is sored, if plyed y defender or defleted y golkeeper or plyer with golkeeping privileges, ply will now e re-strted with the ll on the entre-line nd in line with where it rossed the k-line. It is ntiipted tht defenders will now hve to keep the ll in ply, or risk loss of possession, rther thn shepherding the ll over the k-line nd eing rewrded with the re-strt. The proedures for tking free push will pply to the re-strt. A new signl for this type of re-strt hs lso een developed. In interntionl mthes, green rd hs indited temporry suspension of 1 minute of plying time, wheres in ll other mthes it hs previously een wrning only. It is the intention of the Rules nd Competitions Committees to try nd redue s fr s possile the numer of vritions to the Rules whih our through Tournment regultion. This regultion is now dopted into the Rules nd the wrd of green rd will now result in temporry suspension of one minute of plying time. Otherwise, hnges in this edition of the Rules re essentilly tidying up or lrifitions of existing Rules. To drw ttention to ll hnges, even these minor points of lrifition, line ppers in the mrgin of ny text whih hs een hnged. PLAYING RULES IN INTERNATIONAL MATCHES There will remin some differenes etween the Rules of Indoor Hokey nd the ondut of interntionl mthes where some Rules my e vried y the Tournment Regultions. These reognises tht these mthes re plyed under the ontrol of tehnil tle, with experiened plyers nd offiils. Some other smll vritions in the plying Rules lso our in these top level mthes. It must e understood, however, tht they only pply in these mthes ; ll other mthes must e plyed in ordne with the Rules of Indoor Hokey unless otherwise greed y the FIH Rules Committee fter sumission y Continentl Federtion or Ntionl Assoition. 5

12 APPLYING THE RULES The FIH Rules Committee ontinues to e onerned tht some Rules re not pplied onsistently. Rule 7.4.: ll intentionlly plyed over the k-line y defender nd no gol is sored. If it is ler tht the tion is intentionl, umpires should not hesitte to wrd penlty orner. Rule 9.12: ostrution. Umpires should penlise shielding the ll with the stik more stritly. They should lso look out for tkling plyer who y pushing or lening on n opponent uses them to lose possession of the ll. Rule 9.19: ll held or trpped ginst the side-ords. When this tion is lerly delierte, umpires should tret this s n intentionl offene nd penlise it ordingly. Rule 13.2.: ll sttionry t free push. Umpires re sometimes not strit enough on requiring the ll to e sttionry, leit very riefly, for free push espeilly if it is tken using self-pss. RULES DEVELOPMENT We elieve indoor hokey is enjoyle to ply, offiite in nd wth. Nevertheless, we will ontinue to seek wys of mking the gme even more enjoyle for ll its prtiipnts while retining its unique nd ttrtive hrteristis. Field Plyer with Golkeeping Privileges One of the prtiipnts on the pith who does not wer full protetive equipment ut who hs golkeeping privileges ; this plyer wers different olour shirt to their other tem memers s identifition. Attk (Attker) The tem (plyer) whih (who) is trying to sore gol. Defene (Defender) The tem (plyer) whih (who) is trying to prevent gol eing sored. Bk-line The shorter (22 metres) perimeter line. Gol-line The k-line etween the gol-posts. Side-ords The ords omprising the longer (44 metres) perimeter of the pith. 15 Plying the ll : field plyer Stopping, defleting or moving the ll with the stik. 17 PLAYING THE GAME 1 Pith The informtion elow provides simplified desription of the pith. Detiled speifitions of the pith nd equipment re provided in seprte setion t the end of these Rules. 1.1 The pith is retngulr 44 metres long nd 22 metres wide. Use of full-size pith is strongly reommended ut smller size pith my e speified in ntionl or lol regultions. The minimum size of pith is 36 metres long nd 18 metres wide. 1.2 Side-ords mrk the longer perimeters of the pith ; klines mrk the shorter perimeters of the pith. 1.3 The gol-lines re the prts of the k-lines etween the gol-posts. 1.4 A entre-line is mrked ross the middle of the pith. 1.5 Ares referred to s the irles re mrked inside the pith round the gols nd opposite the entres of the klines. 1.6 Penlty spots 100 mm in dimeter re mrked in front of the entre of eh gol with the entre of eh spot 7 metres from the inner edge of the gol-line. 1.7 All lines re 50 mm wide nd re prt of the pith. 1.8 Gols re positioned outside the pith t the entre of nd touhing eh k-line. No equipment or items, suh s helmets, fe msks, hnd protetors, towels, wter ottles et. my e pled inside the gols. 11

Sustitutes must sit on their tem s enh when not on the pith. 2 Composition of tems 2.1 A mximum of six plyers from eh tem tke prt in ply t ny prtiulr time during the mth. If tem hs more thn the permitted numer of plyers on the pith, time should e stopped to orret the sitution. Deisions tken prior to orreting the sitution nnot e hnged, if time nd/or ply hs lredy een re-strted. Time nd ply is restrted with penlty orner wrded ginst the tem responsile. 2.2 Eh tem hs either golkeeper or plyer with golkeeping privileges on the pith or plys only with field plyers. Eh tem my ply with: golkeeper wering different olour shirt nd full protetive equipment omprising t lest hedger, leg gurds nd kikers ; this plyer is referred to in these Rules s golkeeper; or field plyer with golkeeping privileges wering different olour shirt nd who my wer protetive hedger (ut not leg gurds nd kikers or other golkeeping protetive equipment) when inside the hlf of the pith they re defending; they must wer protetive hedger when defending penlty orner 12

19 or penlty stroke ; this plyer is referred to in these Rules s plyer with golkeeping privileges ; or only field plyers ; no plyer hs golkeeping privileges or wers different olour shirt ; no plyer my wer protetive hedger exept fe msk when defending penlty orner or penlty stroke ; ll tem plyers wer the sme olour shirt. Any hnge etween these options, or etween field plyers with golkeeping privileges who re either on or off the pith, must tke ple s sustitution. 2.3 Eh tem is permitted to sustitute from mximum of twelve plyers : sustitution is permitted t ny time exept within the period from the wrd of penlty orner until fter it hs een ompleted ; during this period sustitution is only permitted for injury to or suspension of the defending golkeeper or defending plyer with golkeeping privileges If nother penlty orner is wrded efore ompletion of the previous penlty orner, sustitution other thn for n injured or suspended defending golkeeper or defending plyer with golkeeping privileges must not tke ple until tht susequent penlty orner hs een ompleted. At penlty orner, defending golkeeper (ie wering full protetive equipment) who is injured or suspended my e sustituted y nother golkeeper wering full protetive equipment or y plyer with golkeeping privileges. 13

20 At penlty orner, defending plyer with golkeeping privileges who is injured or suspended my e sustituted y nother plyer with golkeeping privileges, nd not y golkeeper wering full protetive equipment or field plyer. If tem hs only field plyers, no sustitution is permitted t penlty orner until it hs een ompleted. If the golkeeper or plyer with golkeeping privileges is suspended, the offending tem plys with one fewer plyer. there is no limit to the numer of plyers who re permitted to e sustituted t the sme time or to the numer of times ny plyer is permitted to sustitute or e sustituted, exept tht the numer of times tem my sustitute their golkeepers off the pith for either plyer with golkeeping privileges or nother field plyer is limited to totl of two per mth Sustitutions etween golkeepers (i.e. those wering full protetive equipment) do not ount towrds the totl numer of llowed sustitutions off the pith. If tem hs used their full llotion of golkeeper sustitutions nd their golkeeper is injured nd inple of ontinuing then the only possile permnent sustitution onto the pith is tht of nother golkeeper who is wering full protetive equipment. The sustitution of this replement golkeeper should tke ple in ordne with Rule 2.3g nd its guidne. If neessry, ply should ontinue with the temporry sustitution of plyer with golkeeping privileges nd wering different oloured shirt or only with field plyers while the sustitute golkeeper puts on full protetive equipment prior to entering the pith. 14

21 In the event tht golkeeper reeives temporry suspension, their return to the pith following its ompletion does not ount towrds the totl numer of golkeeper sustitutions. If tem hs used their full llotion of golkeeper sustitutions nd their golkeeper reeives temporry or permnent suspension then the only possile permnent sustitution onto the pith is tht of nother golkeeper who is wering full protetive equipment. The sustitution of this replement golkeeper should tke ple in ordne with Rule 2.3g nd its guidne. If neessry, ply should ontinue with the temporry sustitution of plyer with golkeeping privileges nd wering different oloured shirt or only with field plyers while the sustitute golkeeper puts on full protetive equipment prior to entering the pith. d sustitution of plyer is permitted only fter tht plyer hs left the pith sustitutions re not permitted for suspended plyers during their suspension For the durtion of temporry suspension, the offending tem plys with one fewer plyer. For eh permnent suspension, the offending tem plys for the reminder of the mth with one fewer plyer. e f fter ompleting suspension, plyer is permitted to e sustituted without first returning to the pith plyers must leve or enter the pith for sustitution purposes within 3 metres of the entre-line on side of the pith greed with the umpires 15

22 g time is not stopped for sustitutions This inludes not stopping the time for golkeeper sustitution, inluding following golkeeper injury or suspension. 2.4 Field plyers who leve the pith for injury tretment, refreshment, to hnge equipment or for some reson other thn sustitution re only permitted to re-enter within 3 metres of the entre-line on the side of the pith used for sustitutions. Leving nd re-entering the pith s prt of ply (eg when defender puts on fe msk t penlty orner) tkes ple t ny pproprite prt of the pith. 2.5 No persons other thn field plyers, plyers with golkeeping privileges, golkeepers nd umpires re permitted on the pith during the mth without the permission of n umpire. 2.6 Plyers on or off the pith re under the jurisdition of the umpires throughout the mth inluding the hlf-time intervl. 2.7 A plyer who is injured or leeding must leve the pith unless medil resons prevent this nd must not return until wounds hve een overed ; plyers must not wer lood stined lothing. 3 Cptins 3.1 One plyer of eh tem must e ppointed s ptin. 3.2 A replement ptin must e ppointed when ptin is suspended. 16

23 3.3 Cptins must wer distintive rm-nd or similr distinguishing rtile on n upper rm or shoulder or over the upper prt of sok. 3.4 Cptins re responsile for the ehviour of ll plyers on their tem nd for ensuring tht sustitutions of plyers on their tem re rried out orretly. A penlty orner is wrded if sustitution does not tke ple orretly. A personl penlty is wrded if ptin does not exerise ny other responsiility. 4 Plyers lothing nd equipment Competition Regultions ville from the FIH wesite provide dditionl informtion nd requirements out plyers lothing, personl equipment nd dvertising. Refer lso to regultions estlished y Continentl Federtions nd Ntionl Assoitions. 4.1 Field plyers of the sme tem must wer uniform lothing. 4.2 Plyers must not wer nything whih is dngerous to other plyers. Field plyers : re permitted to wer hnd protetion whih does not inrese the nturl size of the hnds signifintly ; ny hnd protetion used, oth for norml ply nd to defend penlty orners, must fit omfortly (without the need for ompressing it) into n open-ended ox of internl dimensions 290mm long x 180mm wide x 110mm high; 17

Golkeepers (ie wering full protetive equipment) must wer this shirt or grment over ny upper ody protetion.
