Slmon, the most highly vlued of the stte's fishes, quite nturlly cme in for mjor shre of the Fish Commission's ttention. Beset by n oppressive rry of obstcles presented by the dvnce of civiliztion with its cmpnying dms, rod nstruction, stepped up logging opertions, incresing demnd for wter, growing industril nd residentil wste disposl problems nd the ntinued removl of spwning grvel for nstruction, the future would pper fr from bright for this keystone of regon's renewble resources. The Fish Commission, however, ntinues to forge hed in ncerted effort to preserve the slmon runs for the benefit of the people of the stte. In the field of htchery opertions, for exmple, n outstnding ntribution ws climxed with the refinement of the regon moist pellet. ow being obtined in quntity lots, this nutritionlly mplete rtion hs enbled the Commission to bolster fltering nturl production by producing more nd helthier fish t reduced st. Strides hve been mde in the explortion of the possibilities of utilizing both nturl lkes nd rtificilly creted bodies of wter for low st rering of lrge numbers of young slmon. The Tenmile Lke system nd other stl wters re mong those being thoroughly investigted s possible slmon rering res. Miles of spwning strem long the st s well s elsewhere in the stte hve long been blocked by the debris of erly logging opertions. Steps hve been tken by Commission crews to remove some of these obstructions putting idle strem sections bck into slmon production. turl obstcles, such s the flls on Lookingglss Creek, Grnd Ronde River tributry ner L- Grnde, hve been studied in detil for ldder nstruction to mke more redily vilble to slmon nd steelhed the upstrem spwning res. The nstruction of rtificil spwning chnnels, in opertion with privte orgniztions s well s vrious public gencies, is new pproch to the replcement of spwning nd holding res lost through dm nstruction. The problem of sfe pssge of ndromous fish over dms nstitutes mjor stumbling block in the efforts to mintin the runs. Progress hs been mde in the struggle with this titnic problem, but it will require ntinuous ncerted effort on the prt of the Fish Commission to resolve ny significnt portion of the problem. In regnition of the incresed interstte nd interntionl mpetition for slmon nd other fishery stocks tht do not regnize stte or federl boundries nd re fished upon by regon fishermen or re spwned in regon wters, the Commission nd stff hs been ctive in discussion of mutul fishery problems before the Pcific Mrine Fisheries Commission nd the Interntionl orth Pcific Fisheries Commission. Close liison is lso mintined with other stte nd federl resource gencies on mtters of mmon interest. Importnt though the slmon stocks of the stte my be, the other food fish resources hve not gone neglected. Reserch, the bsis for ny sound mngement progrm, ntinues on regon's stl wters. Pink shrimp, sole, nd lbre tun re mong the species which received nsiderble ttention during the biennium. Shellfish investigtions, including blone explortions on the southern regon st, ntinue t n ccelerted pce. Much progress hs been mde in the mngement of regon's food fish resources during the pst biennium. Fishery problems both new nd old will ntinue to be ttcked with vigor. A new progrm of test fishing to determine the timing of the spring run of chinook ws begun. This rce of slmon is irregulr in its time of entrnce nd pssge up the Columbi River, posing difficult problem in properly regulting ech seson's opening nd closing dtes. Vst numbers of fingerling slmon re mrked ech yer by the Commission nd other fishery gencies of the Pcific Cost to determine the vlue of vrious htchery techniques nd to evlute efforts to rebuild runs through relese of htchery-produced fingerlings. The studies lso include investigtions of movements of slmon in the ocen, mortlity rtes of the fish t dms, nd relted problems. Through the use of IBM equipment the mrk nlysis section is well on its wy towrd refinement of the technique required for detiled nlysis nd evlution of returns from fish fin-clipped for identifiction. Slmon receive nsiderble shre of ttention from the Fish Commission's reserch division becuse of their importnce in the stte's enomy. 8 presently very productive for slmon rering while others re under-utilized. In step towrd incresing fish production, pilot study hs begun on Hll nd Schuttpelz Lkes in the Tenmile Lkes system. Activities thus fr hve included mprehensive biologicl survey of the system followed by plnting of, silver slmon fry. Trps hve been nstructed to monitor migrtion to the ocen nd the return of dults to the system. The downstrem migrtion pttern of juvenile slmon in the Trsk nd Yquin Rivers ws studied in nticiption of fish pssge problems tht will be presented if proposed dms re nstructed on these strems. Studies ncerned with sfegurding the slmon spwning nd rering res tht would be effected by Pcific Power nd Light Compny's proposed Eden Ridge hydroelectric developments on the upper South Fork of the Coquille River were opertively undertken by biologists of the Fish Commission nd the power mpny. A pln for the relese of dequte quntities of impounded wters to downstrem res during criticl spwning nd rering periods is being developed s result of the studies. The Fish Commission's htchery biology investigtions hve mde notble gins in developing better nd cheper diet for htchery fish nd in improving techniques for dignosis nd tretment of htchery diseses. Substntil progress hs been mde in evluting pst ctivities t ll Fish Commission htcheries. The htcheries re visited regulrly by skilled biologists ssigned to monitor the helth of the fish. Tretment nd preventive mesures re remmended on the bsis of these regulr exmintions. The division's ocen studies of slmon included determintion of ge mposition of the ctches, nd the incidence of fin-mrked (htchery-rered) slmon in offshore stocks. Studies of this type re of mjor importnce in gining the necessry informtion for sound mngement of the resource. The ocen studies, nducted in opertion with the Wshington Deprtment of Fisheries, resulted in the tgging of severl hundred chinook slmon in the offshore re between the Columbi River nd Grys Hrbor, Wshington. The tgging ws done during Mrch nd April of 959 nd 96 to evlute the effectiveness of sesonl closure. In opertive tours bord the U. S. Bureu of Commercil Fisheries vessel John. Cobb, Fish Commission technicins tgged,6 English sole nd 5, petrle sole during the biennium. Good returns on the tgs re lredy being relized. Determintion of sole migrtions is importnt in formulting mngement plns for this importnt species. In ddition, the otter-trwl investigtions ntinued its studies on the new pink shrimp fishery. Albre tun investigtions ntinued size mposition studies of the mmercil ctch. During both yers, explortory cruises were mde in opertion with the Deprtment of cenogrphy t regon Stte College. Vluble ocenogrphic dt were llected during the cruises. The 959 cruise, disvering lbre off Coos By in dvnce of the usul seson, lerted the mmercil fleet with the result tht bove verge lndings were mde during July. The shellfish investigtion included further explortory work on blone nd rock scllop resources off southern regon, studies on escpe rings for undersized Dungeness crbs in crb pots, rehbilittion of the soft-shell clm resource in Siuslw By, nd studies of the sport nd mmercil fisheries for rzor clms on Cltsop County beches. The skin diving trining received by two of the stff members hs proven to be of nsiderble vlue in extending vrious phses of the investigtions. The federlly-finnced Columbi River Fishery Development Progrm ctivities included mpletion of two river bsin reports nsisting of totl of,5 pges of detiled observtions on slmon hbitt. ne report dels with estern regon strems, Umtill to the wyhee River, while the other vers the Willmette River bsin. Informtion rerded in these reports includes observtions on obstructions to fish pssge, wter diversions, pollution, strem bottom mposition, impoundment nd htchery sites, temperture nd flow dt, ndromous fish popultions, nd slmon spwning res. The reports will be used s bsis for mprehensive progrm of slmon restortion nd wtershed rehbilittion. The detiled informtion llected will be of vlue to mny wter-use gencies. ther importnt studies nducted under this progrm included evlution of slmon trnsplnttions into the Willmette bsin bove Willmette Flls nd in the Hood River, Gnt Creek weir studies, nd nlysis of fin-mrking experiments. The ntrct reserch section presently is crrying out reserch ntrcts with the U. S. Army Corps of Engineers, the U. S. The Fish Commission mnges sixteen htcheries for the production of slmon nd steelhed. Six of these re locted on short tributries of the Columbi River, one on Deschutes River tributry, four on Willmette Vlley strems, nd five on stl rivers. Htchery production is used essentilly to supplement the reduced nturl production of ndromous fishes or to replce tht wiped out by the ctivities of civiliztion's dvnce. Accumulted results of reserch, both by the Commission s well s tht nducted by other fishery gencies in the orthwest, upled with prcticl experience in fish culture re invluble in the nstnt effort to reduce sts of producing slmon nd steelhed in the htcheries. Improvement in both the qulity of the fish produced s well s in the quntity is lso of prime nsidertion in htchery opertions. Among the most importnt dvnces in the htchery biology field in recent yers hs been the development of the nutritionlly blnced regon moist pellet. This highly efficient fish rtion is essentilly mbintion of fish by-products obtined from the mmercil fishing industry. It is bolstered with ttonseed mel, whet germ, nd vitmin products. The pellet ws developed by the Fish Commission in opertion with the regon Stte College Sefoods Lbortory t Astori. Pellet feeding of slmon nd steelhed results in substntil svings in fish rering sts nd produces helthier fish. A reltively recent refinement, psteuriztion of certin fish byproducts in the rtion, ppers to hve gretly reduced the incidence of kidney disese nd other fflictions trnsmitted through untreted ingredients. During 958, 9, pounds of regon pellets were fed limited number of htchery silvers. The following yer, 65, pounds were fed. By the close Development of the regon moist pellet, nutritionlly mplete fish rtion, represents n outstnding dvnce in the field of fish culture. of the biennium, pellets were being fed t the rte of 8, pounds for the yer. In 96 pellets were fed to ll silver slmon nd bout one hlf of the spring chinook rered in Commission htcheries. Becuse of the very enurging results, ll spring chinook s well s silvers will be fed these pellets in 96. Enomy-wise, the use of the regon moist pellet hs been n outstnding success. Within the pst two yers, through its use, htchery food sts hve been pred from 6 to 8 cents per pound of fish produced, cut in food st of nerly per cent. A wet diet nsisting of beef nd fish by-products is fed to ll newly htched fish for bout weeks, until the fry re lrge enough to et pellets. Substntil svings hve been relized by the new prctice of quntity purchse through dvertised bids. Constnt generl helth surveillnce of htchery fingerlings is given by skilled technicins, nd periodic detiled exmintions re mde to ssure erly detection of disese. As result most outbreks hve been quickly brought under ntrol. During the spring of 96, sulf-methzine ws dded to the wet diet of ll silvers, successfully ntrolling the formerly prevlent ld wter disese. MAAGEMET FR CSERVATI 7

Monies for the study were furnished by the federlly finnced Columbi River Fishery Development project. eutrliztion of the dverse effects of the flls is of primry ncern in developing the Willmette's slmonid fishery potentil, especilly in the estblishment of popultions of fll chinook nd silver slmon. Plnning hs been mpleted for the nstruction of Whkeen Lke, -cre slmon rering pond djcent to the Columbi River highwy close to Benson Stte Prk, miles est of Portlnd. Whkeen will be the Commission's lrgest rering impoundment to dte. Actul nstruction of this Columbi River Fishery Development project is scheduled to begin shortly fter the close of this biennium. An 8-cre experimentl rering pond ws nstructed on the Millim River in opertion with the Weyerheuser Timber Compny nd plntings of silver slmon fry mde. A pond for holding dult slmon ws mpleted t the Sndy Htchery est of Portlnd. The holding pond improves efficiency of egg tking opertions by keeping spwners on hnd until the eggs hve reched the proper degree of ripeness for mximum results. By gretly minimizing hndling of dults there is less injury to the spwners prior to egg tking. It lso mkes possible tretment of fish fflicted with MAAGEMET FR CSERVATI 9

Sfety devices hve been designed nd instlled t htcheries in crdnce with Stte Industril Accident Commission requirements. This progrm included such ctivities s plcing grtings over drin trenches nd instlling hndrils t hed boxes, wter intke structures, nd ponds. Sfety inspections of ll htchery electricl equipment ws nducted by stff electricin. As result, ll electricl fcilities hve been brought up to the proper stndrds. An dditionl ten miles of spwning re ws mde ccessible to slmonids by the removl of forty log jms plus scttered timber debris from the Clpooy River in Linn County. The rescued fish were held for ripening nd eventully yielded quntity of eggs. Another emergency progrm ssigned to the Wter Resources section ws tht involving the 958 "xbow Incident" on the Middle Snke River. Here thousnds of fll chinook slmon nd steelhed trout filed to rech historic spwning grounds due to the filure of fish pssge fcilities, deling serious blow to future production. Commission stff members t the site studied, the sitution nd remmended slvge procedures throughout the criticl September-ctober period. The probble effect of these mills on ndromous fish nd shellfish production must be determined nd proper ction tken. Much effort ws given to the bsin studies of the Stte Wter Resources Bord in which informtion on fishery requirements ws developed for the Rogue, Grnd Ronde, nd upper Willmette River bsins. The Commission prticipted lso in mprehensive, joint stte-federl wter temperture study progrm on the Rogue River; nd in the development of n evlution progrm of upstrem nd downstrem fish pssge t Pelton Dm on the Deschutes River. umerous rod nstruction plns of the Bureu of Public Rods, Stte Highwy Commission, nd U. S. Forest Service were reviewed by the Wter Resources Division with n eye towrd potentil fisheries dmge. Reports of strem dmge resulting from privte rod building progrms lso received ttention. Mny projects necessitted field surveys of the strems crossed prior to the preprtion of remmendtions for fish protection. Chnnel chng- - Some 9 notices of ppliction for permission to nstruct vrious wter projects hve been received by the Wter Resources Section from the Corps of Engineers. The effect of these projects on fish popultions were exmined. Remmendtions reltive to project timing, disposl of wstes, nd other mesures to reduce dmge to fish life nd hbitt were prepred. The issunce of permits for underwter blsting hndled by the Fish Commission through the Wter Resources Section totled 6 during the biennium. Investigtion of ech sitution ws required before permit ws issued. This ws to ssure proper sfegurds for fish. Applictions for wter use permits throughout the stte re received from the Stte Engineer's office. Lists ntining n verge of bout 5 pplictions re received ech week. These re reviewed to determine whether serious hzrds to fish life my be involved. Severl strem dmge nd obstruction problems cused by logging nd locl nstruction projects were investigted to estblish responsibility for dmges incurred nd to enurge rrective ction. Mny of the hzrds to fish life uld hve been prevented from developing by proper timing of ntrctors' work schedules or dvnce regnition of potentilly destructive on-the-job procedures.
